Welcome and Introductions
Sonia and Debbie welcomed everyone to
the meeting
Minutes The minutes of the last Learning Disability
Partnership Board (LDPB) were agreed.
IMT News Sonia and Sarah have been co-chairing
locality network meetings
Graham and Sonia shared their knowledge
and experiences at a safer communities
event.
Ruth, Sarah and Toby shared their views
and experiences at a Health inequality
event. Their feedback will help shape future
services for people with a learning
disability.
Actions from the Last Meeting We agreed to make some changes to the
LDPB from the ideas and suggestions
made by the IMT.
They were:
• Using the red and green cards to show if
you want to ask a question or don’t
understand what is being discussed
• A suggestion box with feedback forms
• Name badges so that everyone knows
who’s who.

Jeanette spoke about the links that the
IMT would like to make with community
groups and individuals.
Some people have completed the
Community Connections Slip but more
would be welcome.
Getting Good Support IMT members shared some of their
networks of support on posters they had
made. People have support from lots of
different people, organisations and
receive support in many different ways.
The IMT also made posters detailing
“how good support makes us feel” and
“what good support means to us”.
Debbie spoke about care staff. The IMT
said that most care staff do their job but
some don’t. The IMT said there were
some really brilliant care staff. In their
experience this was about 10%.
The IMT said that some care workers
have worksheets of jobs that they “tick
off” but what people really like is staff
getting to know them and doing the
things that they want to do.
Involvement Matters Team
The IMT said that:
• Most of us have been involved in staff
recruitment
• Some of us help to choose our support
staff
• Most of us have a timetable or plan for
our support
• Most of us have had travel training.
The IMT spoke about the challenges of:
• People with learning disabilities’ views
being included in staff inductions and
appraisals
• The flexibility of support hours
• Public transport issues - when buses
and trains don’t run to schedule. This is
effecting our lives.
Debbie asked the LDPB to think about:
• How care and support hours can be
more flexible and whether cancelled
hours can be banked.
• How can providers get people with
learning disabilities’ views about staff
regularly and confidentially?
• How can the LDPB help people with
learning disabilities with the public
transport issues?
At a future LDPB, the IMT would like to
discuss:
• Letters from ESCC about charging and
money
• Health – hospitals, doctors and nurses

Audrey, Alec, Emma and Brian spoke
about the Q-Kit. The Day Services Q-Kit
in East Sussex launched in December
2015. Since then 3 reviews of ESCC day
services have been carried out.
Audrey and Alec told us about the
interview and training process when they
joined the Q-Kit. Audrey said that the
training was interesting. Alec told us that
he was interviewed by two people before
starting.
Audrey shared her recent findings from
the Linden Court Review. Brian told the
meeting that the Q-Kit team hopes to visit
all East Sussex County Council day
services.
Andrew asked whether the Q-Kit could be
extended beyond ESCC day services.
Debbie said that this is something we
should talk about.
Councillor Bentley said that day services
is an area that is constantly changing and
that it would be good for the Q-Kit Team
to go back to services after changes have
been made to check what was working
well and get people’s views.
Sonia thanked the Q-Kit team for their
presentation.

Parchment Trust
Andrew from the Parchment Trust told us
how important it is to employ the right staff
Barry, John and Bridget have all been
involved in the interview process at
Parchment Trust.
Barry showed candidates around and made
them cups of tea and coffee. He was
involved in Heather’s recruitment.
John was involved in the planning meeting
and helped interview Tim. He said that it
was a good experience.
Bridget was involved in the interviews and
showed candidates around. At first she was
nervous but now she really enjoys it.
Sonia thanked the Parchment Trust for their
Presentation.

Locality Meetings
Richard spoke about the future of locality
meetings following the discussions that
took place at the last locality meeting.
Richard said that there were 3 options:
• Carry on with the meetings as they are
• Stop holding them
• Do something different.
Before the meeting, Richard spoke with lots
of different people involved with the locality
events. Richard said that most people
wanted to keep a local event and have a
countywide event. He suggested that for
next year we try:
• 1 big event across the county, held in
the late afternoon or early evening with
arts and sports activities. This would
enable people who work or who are
busy during the day to attend
• 1 annual locality event in each area.
IMT like this proposal and Sonia said she
could get involved with the sports activities.
Councillor Bentley asked what the annual
event would be called and also said that it
would be good to have a guest speaker.
Everyone agreed with Richard’s proposal.

Shared Decision Making
Adrian and Chan from the Clinical
Commissioning Groups (CCGs) talked to
us about shared decision making between
you and your doctor.
Adrian and Chan handed out an example of
a Patient Decision Aid for the LDPB to
discuss. The Partnership Board fed back
that:
• Not getting an appointment with your
own doctor or consultant is the biggest
barrier to making shared decisions
• The Patient Decision Aids are a good
idea but it would really good if they were
produced in Easy Read.
Adrian said that he will feed this information
back and that members of the LDPB are
welcome to contact him to discuss Patient
Decision Aids in more Detail.
Sonia thanked Adrian and Chan for their
presentation.

Danny is a Community Advocate from
POhWER.
POhWER is an independent organisation
that provides short term issue based
advocacy, information and support for
people who experience disability,
vulnerability, distress and social exclusion.
POhWER can offer lots of support on
things like assessments, appeals,
complaints and safeguarding issues.
You can arrange to have POhWER visit you
at home, at their Lewes office or in one of
their drop-in sessions at a day centre.
Sharon asked: how long does someone
have to wait before seeing an advocate?
Danny said that this can vary as sometimes
POhWER are very busy.
Sonia said that she had an advocate at one
of her reviews who was very good and
knew lots about her.

Any Other Business
Debbie told the Partnership Board that
Ranworth House in Eastbourne run by
Broadham Care has achieved an
outstanding rating from CQC. This is the
first service in Sussex to achieve an
outstanding rating.
Sonia told the Partnership Board that Gig
Buddies are recruiting volunteers through
their Facebook page.
Sonia and Debbie thanked everyone for
attending the LDPB.
Next Meeting
The next Learning Disability Partnership
Board meeting is:
Thursday 17th November 2016
10:30am – 1:30am
