The ECM Exercise Program is designed to ensure ourclients remain in compliance with the drill and exerciserequirements of the National Preparedness for Response Exercise Program (PREP).

International Carrier Bonds (ICBs)

ECM have extensive experience in arranging ICBs foroperators, to cover their cargo manifest submissionsvia the Automated Manifest System (AMS) as well astheir Crew/Passenger manifest submissions in theireNoA/Ds, under the Advanced Passenger InformationSystem (APIS).

Enhanced and/or Environmental CompliancePlans (ECPs)

ECM are the largest providers of External Audit Group(EAG), Third Party Auditor (TPA) and Court AppointedMonitor (CAM) services under US government-mandated ECPs, for operators involved in MARPOLand/or other compliance plans resulting from a PleaAgreement with the Department of Justice. We alsoconsult with companies in reviewing and implementing effective Environmental ManagementSystems to voluntarily comply with the standards laidout in typical ECPs, which could offer additional protection under the US Coast Guard Voluntary Disclosure Policy.

Maritime Security Compliance Services

In accordance with the ISPS (Security) Code and USMaritime Transportation Security Act (MTSA), ECM assists clients with maritime security compliance aspart of our comprehensive consulting services worldwide, by offering:

• Ship Security Assessments (SSAs)

• Ship Security Plan (SSP) development, includingcompliance with both IMO and USCG regulations

• Security exercises linked with current tabletopexercise programs
