The Pre-Congress Luncheon is set for 11:20 a.m.-12:45 p.m. in the Delta Ballroom.

O’Brien, ADP’s Chief HR Officer, will moderate the discussion based on the ADP Research Institute’s new eBook, The Evolution of Work: The Changing Nature of the Global Workforce.

“The workplace of the future is arriving now,” the eBook says in its opening pages. “Changes in technology, culture, and economies are having an impact on the way people work at all levels around the world.”

The panel will consider questions such as: • How big can the “gig economy”

become? • Is there a limit to how far robotics can go? • How should today’s professionals and

leaders be preparing for this workplace of the future?

From an organizational standpoint, shifting business models, organizational strategies, and global competition are altering the way companies view their workforces. Similarly, changes in generational motivations, skill sets, and mobility are leading employees

to view their jobs and employers in a different light.

“These changes have affected both the way employees engage with one another and the tools they use to get their jobs done,” ADP’s eBook says. “While these shifts may vary across geographic location, industry, or position, there is no doubt that employers and employees must adapt as quickly as these changes are taking place.”

To bring the payroll professional’s global journey to light, the APA created “The Payrollhood of the Traveling Emojis” com-petition. For the fun game, five teams each with three payroll rock stars were provided with a unique three-dimensional emoji icon. The teams’ mission? Over the past eight months, to utilize their resources, relationships, and ingenuity to have their emoji travel the globe.

The teams earned points by sub-mitting photos chronicling where their emoji has traveled since the start of the contest this past August. Their Congress journey took them across the country, and globe, as they visited natural won-ders, man-made monuments, iconic city sights, and more. Cascades American CaféThe Cascades American Café serves modern versions of classic American dishes in an atrium setting surrounded by soothing waterfalls. Menu items include a slow-roasted pork chop, eggplant rigatoni, an 8-ounce filet mignon from the grill, and side dishes such as broken rice grits and grilled asparagus. The restaurant is located off the main lobby in the first atrium on the right-hand side.

Old Hickory SteakhouseOld Hickory Steakhouse takes its name from Andrew Jackson’s nickname and features seared 1855 Black Angus beef, artisan cheeses, and an extensive wine list. Reservations are required for the restaurant located in the Delta Atrium.

Solario CantinaThe Solario Cantina offers authentic Mexican flavors, signature margaritas, and more than 100 tequilas. At this festive bar and restaurant, you can try dishes such as the chicken chimichanga and the mango Mahi skewers. The restaurant is located in the Garden Conservatory Atrium.

Jack Daniel’sJack Daniel’s allows diners to experience the fine tradition of great Southern food. Freshly made Southern iced tea is made daily (also ask about the tea of the season). The menu at Jack Daniel’s includes shrimp and grits and fried catfish. Diners also can sample hand-selected “Tennessee Sippin’ Whiskey” from the distillery. Singer and award-winning entertainer Lynn Rose will bring her fun, fiery style to today’s Opening General Session at 4:00 p.m.

The Southern Californian will join Nashville’s own Skyline Drive Band to open the show in style and set the tone for an invigorating week.

Rose has opened for Jay Leno, Mariah Carey, and Sheryl Crow and appeared on CBS, ABC, NBC, “Entertainment Tonight,” Disney, and more.

She is CEO and founder of The WOW Factor Speaking Performance Training and is known of late for her song and video “Everybody Tweet.” She also created a CD, “Simply The Best—Music To Motivate, Inspire and Connect You To Your Heart,” which has played at conferences across the globe. Rose will provide attendees with a special song sung during the 34th Annual Congress. b

As payroll professionals navigate the global payroll waters, the vendor com-munity is traveling the same course. In “The State of Global Payroll: Facts, Fears, and the Future for Your Organi-zation,” distinguished leaders from the vendor side will offer their perspectives on compliance, technology, and the role of the payroll professional.

Jeff Brown, Americas Leader for Global Payroll Advisory for Ernst & Young, LLP, will moderate the discussion Wednesday from 8:00 a.m.-9:30 a.m. with the following panelists:• Ian Sparrow—Vice President,

Exploring the topic of compliance concerns, the panel will discuss improv-ing the effectiveness of the payroll orga-nization, the realities of global payroll,

Considering technology, the panel will discuss not only system integrations and the process for selecting a global payroll provider, but also the importance of global payroll data.

“Organizations are seeing the value of what payroll can provide in the data that it holds to help them enable decisions,” Brown said.

The panel also will discuss the changing role of the global payroll pro-fessional and the value of a strategic payroll function in a data-driven HR function.

“The world is shrinking as organizations expand across the globe,” he said. “Payroll professionals, if they’re not already, are going to have to start thinking about what if their company expands into another country, how are they going to pay those employees? They have to think ahead and to prepare themselves as individuals for what skill sets or competencies they need to handle expansion into other countries.” b

Like payroll itself, Jim Paille, CPP, is not one to stand pat.

The new President of the American Payroll Association (APA) not only has moved nine times across nine different states as part of his payroll journey, but he has taken on new challenges and has never stopped learning along the way.

“To have met people I don’t know and learned as much as I have taught,” he re-flected about what he would like to have accomplished at the end of his term. “I’m hoping that I excite people about the Association and the profession and that I picked up some pointers about things I don’t know.”

Some aspects of learning, though, he likes better than others.

“I keep learning about things I have to do as President that nobody told me about,” he cracked.

Variety and the need for continual

learning are what attracted Jim to the payroll profession in the first place.

“Payroll gets more and more compli-cated every year,” he said. “You’ve got to stay on top of it. Some jobs people do, it’s the same job with the same methods forever. Payroll is never the same. Gone are the days when your gross is your net. Now you’ve got pre-tax deductions, post-tax deductions, garnishments, wage assignments, international im-puted income, living allowances. Who would have even thought about ACA 10 years ago producing a form to deter-mine what healthcare you have?”

Global payroll takes on greater significance during this year’s Annual Congress, and Jim noted that the APA is well-positioned not only to educate its members but to advocate for legislation to better align reporting standards.

“Where the APA has an advantage is that the APA has been dealing with that for 35 years—it’s called states,” he said. “Every state has its own way of doing

things, just like every country has its own way of doing things. APA figured out how to get all 50 states together, so I see APA as being on the forefront of getting this inter-country reporting down so that it’s easier for firms to do their books.”

When Jim takes the podium for his first speech as President today, expect a down-to-earth leader who’s equally comfortable in the boardroom or in the mailroom.

“I’m a little more informal than a lot of the other people,” he said. “My Congress speech last year talked about my first public speech and how it bombed. My MO is if you can’t laugh at yourself, you can’t laugh at anybody. I like to keep things light. My style is to be less Harvard-like and more talking to the masses as an equal. I’m never trying to elevate myself with 16-syllable words and stuff like that.

When it comes to Canadian payroll, one man seems to have all the answers. In fact, he’s dedicated a good portion of his career to providing professionals with baseline knowledge of taxation and compliance issues relating to payroll in Canada. That man is Steven Van Alstine, CPM, and his tradition of imparting pay-roll wisdom will continue today with the Pre-Congress Session 2 workshop “Cana-dian Payrolls—Taxation Issues.”

A 20-year veteran of The Canadian Payroll Association (CPA), Van Alstine is its current Vice President of Educa-tion. He’s presented at the APA’s Annual Congress for the last 16 years and looks forward to sharing new information with today’s attendees.

And new information there will be.“Payroll in Canada is dynamic,” Van

Alstine said. “Ways in which legislation is applied are constantly changing. If someone came to the session five years ago and came back this year, they’ll

learn new things because the legislation has changed.”

Although his session emphasizes payroll basics, Van Alstine makes con-tent fresh and relatable for his audience by delving into specifics.

“Attendees come to learn from a fundamental perspective, but I do like to integrate how things are happening from a policy perspective based on the new mandates of the federal govern-ment,” he said.

This year, that policy perspective will center on the new government Canada elected last fall and how its first budget will impact payroll operations.

“They tabled their first budget in March, and that budget laid the ground-work for the things that they will be focusing on,” Van Alstine said about Canada’s newly elected leaders. “There will be tax policy changes as well as changes to how employment insurance is administered.”

As a result, Van Alstine sees a wide variety of attendees each year.

They come from organizations whose parent companies have Canadian op-erations or from organizations that do things from a programming per-spective and need to meet compliance requirements.

“Sometimes attendees just need to learn the dynamic of Canadian payroll versus U.S. payroll,” he said.

This varied audience is truly the heart and soul of this particular session.

Each attendee’s different professional experiences with Canadian payroll and reasons for attending shape how Van Alstine presents the information in what he calls an interactive session.

“The types of questions that get asked by the group really help the deliv-ery of the content,” he explained.

APA’s Government Relations Task Force (GRTF) works with the legislative and executive branches of government to find ways to help employers satisfy their legal obligations, while minimizing the administrative burden for employers, government, individual workers, and payroll professionals. There are currently six active GRTF subcommittees:• Child Support and Other Garnishments• Immigration • IRS Issues• Retirement Issues• Payroll Cards • Pennsylvania Local TaxesThese subcommittees work to develop effective responses to regulatory and legislative developments. So far in 2016, the GRTF has submitted comments on payroll issues to the IRS, U.S. Citizenship and Immigration Services, and the OCSE. At the state level, the GRTF has been active in influencing legislation in six states

regarding wage payment methods and local taxes.

For a small time commitment, you can have a big impact on the payroll profession. Subcommittees generally meet once or twice a month for a one-hour conference call. There is also an in-person meeting for subcommittee members who can attend APA’s Annual Congress. Through their work with the GRTF, APA members have the opportunity to influence the manner and degree to which the entire payroll profession is regulated. APA members have been able to testify before the U.S. Congress and state legislatures across the country. The effectiveness of the APA’s government relations efforts really depends on its members.
