    POLICY FRAMEWORK

    Chingola MunicipalCouncil is currentlyusing a National

    Gender Policy. The department of

    Planning has beentasked to come up

    with the policy.

    However, the GenderAction Plan is in placeand being

    implemented.

    Representation

    At the moment we have no female councilor chairing a

    council committee because they are still new and thegender sub committee has been engaging them incapacity building meetings so as to boost theirconfidence

    ParticipationWomen and men participate equally in Council meetings

    and decisions are made collectively.

    Public participation

    There is equal participation of women and men at public

    meetings and examples of such meetings such as

    Market Committee held quarterly, hygiene awareness atmarkets, Resident Development Committees (monthly),Agricultural show (annually), cultural shows and duringDDCC meetings.

    MAINSTREAMING GENDER INTO EXISTING

    PROGRAMMES

    Procurement

    Have a procurement planthat is followed which issupporting women

    contractors to be givenjobs.

    Climate change and

    sustainabledevelopment

    Council is aware of theissues and had aworkshop on climate

    change and womenattended.

    Department of Health andEnvironment worked withhigh school pupils whoare called climateambassadors to sensitisethe community.N

    Cont. Land and housing

    The council is following

    the 30% national targeton land allocation but istrying to reach the SADCprotocol target of 50%.The council has a plan ofconstructing 100 housingunits and 30% will go to

    women employees.

    Water and sanitation

    The council is working

    together with the water

    utility company in theimplementation ofprojects and committeeshave both men and

    women. Environmental health

    Chingola Council hashealth campaigns suchas Keep Chingola Clean,hold education talks andhas engaged 35 womenwho are engaged as

    street sweepers.

    Cont.HIV/AIDS and Care

    - We are currently using a

    National and the draft policyof the council. Council workplan has activities on HIV

    - Have a council clinic that is

    administering care topatients and we are runningschemes with the minehospital as well as the govt.hospital.

    - We district condoms andICT material and carry outcampaigns and nutritionprogrammes are conducted

    in various areas

    Social development

    Council is supportingrecreation facilities suchas play parks, communityhalls and youthdevelopment centres. All

    the mentioned activitiescan be accessed by bothmale and female.

    Have developed one

    children centre for womenmarketeers so that theycan keep their childrensafe while trading

    Street lighting and streetnaming is going on.

    Electrifying markets andpublic places is ongoing.

    Selection and

    recruitment Consideration is done on

    a 50% basis and numberof women in decision

    making positions hasincreased

    Training of staff is done

    on 50% basic and thereis a policy in place and allworkshops/meetings areattended by both sexes.

    Working conditions

    and environment The environment is

    conducive and ouremployees have been

    sensitised on sexualharassment and how toreport such cases.

    There is good working

    relationship betweenmanagement and staff sothat workers are free tointeract.

    GENDER MANAGEMENT SYSTEM

    Gender structures

    There is a gendercommittee in place with achairperson who is also afocal point person and

    reports to management.

    Budgets

    Council has a genderresponsive budget andhas planned fundraisingventures so assupplement efforts ofcouncil

    Monitoring andevaluation

    M and E is done throughmeetings that are held

    every 2 months and is inthe process of coming upwith a tool after themeeting with genderlinks.

    ADDITONAL COMMENTS

    Gender Links is yet to

    sensitize the council on Mand E and also climatechange andenvironmental protection.

    The council is reviewingits strategic plan for 2012 2016 and has includedgender and HIV/AIDS.This has also reflected inthe annual work plan.

    We are on truck withmainstreaming gender in

    council activities andworkers are participating

    fully.

    Have managed to comeup with a brochure that isexplaining the mandates

    of the council we areusing the same to engagemore stakeholders

    Have managed to visit

    orphanages to educatechildren on various issuesand encourage womenwho look after them

    LESSONS LEARNED

    People are willing to beinvolved in the fight

    against GBV if you givethem proper advice andknowledge.

    It is important to keep

    baseline data so that youcan know how you areperforming in terms ofreducing GBV.

    It is important to have agender responsive budgetto address the issues ofGBV and mainstreaming

    Communication andcoordination among allStakeholders is veryimportant in issues ofstopping GBV

    Having genderdesegregated data is veryimportant so tha we knowwhether women arebenefiting equally from

    the services that areprovided
