EDITORIAL

The Regional Meeting of Public Libraries was held inPiura, Peru ,on April 23 through 25 of the current year.The National Library of Peru, the National LibrarySystem, the Provincial Municipality of Piura and the"Ignacio Escudero" Public Library were involved inorganizing the event, made possible by the followinginstitutions : the ALP Programme of the IntemationalFederation of Librarians Associations and Institutions,IFLAILAC and the University of Piura, UNEP, where themeeting was held.. The renowned Peruvian librarianCarmen Checa Solaris, an ex-member of the IFLAlLACSC, was adviser of the meeting.Its aims were an exchange of experiences about publiclibraries in Latin America especially in urban - marginal,rural and frontier areas; an evaluation of the developingstrategies used in Latin America in order to proposeeffective regional models, based on common grounds. Italso proposed horizontal and intemational cooperationprojects that could stimulate the development of publiclibraries.Besides ALP Coordinator, Birgitta Bergdahl, theIFLAlLAC President, Secretary and RO Manager,representatives of the following Latin American Countrieswere present : Argentina, Bolivia, Brazil, Colombia, Cuba

- representing the Caribbean - Chile, Mexico, Peru andVenezuela. Members of the Standing Committee(Argentina and Costa Rica) were also present.The meeting was distinguished not only by the interestingthemes and the invaluable participation of the speakers,but also by the intervention of those presents in the workgroups, thus enabling a better understanding of thesecountries with regards to public libraries. Outstandingattention and support were granted by the authorities -Municipality and University and the excellentorganization and cordiality expressed at all times by ourPeruvian colleagues who were greatly responsible for thesuccessful meeting.After the Meeting in Piura, the Standing Committee met inLima where the following participants were present:Winston Roberts, IFLA Coordinator of ProfessionalActivities, Birgitta Bergdahl, ALP Coordinator, theIFLAlLAC President, Secretary and RO Manager andmembers of the Standing Committee (Argentina, Brazil,Costa Rica, Martinique, Mexico, Peru, St Maarten).

IFLAHQ

Freedom of expression and access toinformation worldwide

The IFLA General Conference in Istanbul affirmed itscommitment to Article 19 of the Universal Declaration ofHuman Rights, as stated by the 55th IFLA GeneralConference in 1989. During the IFLA GeneralConference, Council expressed its deep concern aboutincreasing infringements on free expression and the freeflow of information in many parts of the world and themounting cases of physical abuse and even murders thatare being recorded. Attacks are often directed againstwriters, journalists, publishers and editors, and thoseresponsible may be governments, groups or partiesrepresenting extreme political or religious view.The IFLA General Conference firmly condemned allviolent and other restrictions on freedom of expression,access to information, and free debate. These arefundamental rights that enable people and societies toprotect and enhance democracy and culture. The IFLAGeneral Conference recognized that restrictions onfreedom of expression and access to information limit theability of libraries and librarians to serve the needs andinterests of their users and therefore called upon allgovernments to ensure the right to freedom of expressionand the free flow of information for their citizens and to

protect them from violence, intimidation, and threat ofpunishment in pursuit of these rights.Access to information and freedom of expressionrepresent the most valuable support that the libraryprofession and its institutions can give to those who wishto avail themselves of our services. It is simply not enoughto be in favor of these basic rights. IFLA must decide whatit is willing to do to promote and defend them.( Robert Wedgeworth - President - 1 August 1995)

IFLA Committee on Access to Informationand Freedom of Expression launched

In order to develop a strategy to effectively propagate andprotect worldwide freedom of expression and access toinformation, IFLA has established an ad hoc IFLACommittee on Access to Information and Freedom ofExpression, chaired by Thomas Evans (UK). TheCommittee will be made up of 30 appointed membersfrom all over the world. Its mandate is to gather the viewsoflFLA's members, review expert advice and advise thewider IFLA community accordingly. Formal meetingshave been scheduled to take place in Beijing, China in1996 and in Copenhagen, Denmark in 1997.

IFLA on the net

IFLANET is expanding its communication services so thatit can include new discussion forums of themes that willinterest librarians and informatics professionals. The IFLA- L distribution list, created a year ago, composes a forumof that kind; its a lightly moderated list containing overfive hundred subscribers ..

It is asked of the members of all sectors of IFLA, whoparticipate of the "virtual IFLA" , that they read theWorld Wide Web pages and subscribe the electronic listswith the purpose of improving the quality of thediscussion forums. The IFLANET made it possible for theInternational Federation of Librarians Associations toenter an era where communications through the netenables it to be in contact with its members and to beconstantly present in the International LibrarianCommunity. Through the IFLANET, the IFLA makes apriceless contribution to the development of libraries allover the world.

Using the IFLANET on this way means disseminatinginformation without the limitations imposed by paper. TheIFLANET provides an immediate worldwide access with amuch superior potential than that of printed documents.The disturbance of activities and the debates about thefuture of libraries, arising in the groundwork frame ofglobal informatics, can't be adequately dealt with in aninformative bulIetin printed on paper three times a year!IFLANET is a much more powerful advertising tool that

DIGLIB (Digitallibraries researchdiscussion list )

IFLANET, the electronic services of the InternationalFederation of Library Associations and Institutions, isproviding DIGLIB, an INTERNET mailing list forlibrarians, information scientists, and other informationprofessionals to discuss the constellation of issues andtechnologies pertaining to the creation of digitallibraries. IFLANET encourages individuais andorganizations from around the world who are creatingor providing electronic access to digital collections toparticipate in knowledge sharing about currentdevelopments in digital library research. UDT

The publication of the printed edition of the UDTinformative bulletin was suspended by the UDTFundamental Program in order to try to reach a greateraudience, in a period of budgetary restrictions. The lastpublication was number 28 of the summer of 1995. TheUDT Informative Bulletin will be replaced by an UDTelectronic compendium which will be disseminated via e-mail and IFLANET WWW services. This will enable theUDT to distribute up to date, last minute news about

informatics and technological politics developments ofgeneral interest to the librarian community.

The UDT Fundamental Programme began a series ofelectronic documents about the last technologicaldevelopments. Up to now this educative series includesdocuments on the use of net in Russia, documentmanaging systems and the Z39.50 norm.. (http://www.nlc-bnc.ca/ ifla /pubs /core/udt/occasionaVudtop.htm)

The programme is also developing a series of documentson the following subjects: Themes and Questions of theDigital Library. The first document of the series waswritten by Professor Luciano Floridi, from OxfordUniversity., titled : Internet: Which Future for OrganizedKnowledge, Frankenstein or Pygmalion? The purpose ofthis series is to incorporate comments related to theprofession in this important area of development.

IFLAlRegional Activities Division

Open Forum - Theme related to the part played bylibraries and information in rural development, will beheld from 3.30 p.m. to 6.00 p.m. on August 28, during theIFLA General Conference in Beijing. Mr. A.P. Gakhar,Division President, will be in charge of organizing thisprofessional activity..

Standing Committee Meeting

Following the Public Libraries Meeting, the first annualmeeting of the Standing Committee was held in theCentral Library of the Catholic University of Peru,Lima, from May 26 - 27, this year. Its aim was theformulation of a medium term plan, the evaluation ofprojects presented to ALP and the activities to be heldby the Section during the next meeting which will takeplace in Beijing. Winston Roberts, IFLA Coordinator ofProfessional Activities, Birgitta Bergdahl, ALPCoordinator, Maria Elena Zapata, IFLAlLAC President,Mirian Martinez, IFLAlLAC Secretary, Elizabet MariaRamos de Carvalho, IFLAlLAC RO Manager and themembers of the Committee (Argentina, Brazil, CostaRica, Martinique, Mexico, St Maarten, Peru), aliparticipated in the meeting.Eduardo Villanueva was responsible for the localorganisation and was thanked, together with LibraryDirector, Carmen Villanueva, for the care and attentiongiven at ali times.Mrs. Martha Fernandez de Lopez, Director of theNational Library of Peru, participated as a special guestin the second day of the SC meeting.

The meeting was concluded with a farewell dinner forall those present.A diploma was awarded by the IFLA Counci1 andExecutive Board to Maria E1ena Zapata for her significantcontribution to the deve10ping and strengthening ofnational and internationa1 librarianship, work:ing for theProfessiona1 Board from 1993 to 1995.

Professional Session

Theme: The Globalization Phenomenon in Informationand Economy.

This session will be held in August 28 during the IFLAGeneral Conference in Beijing from 9.00 a.m. to 11.30a.m. All Latin American participants are invited toparticipate in this session and in the Open Forum of theRegional Activities Division.

IFLAlLAC CONTESTSUMMON TO THE CONTRIBUTEDPAPERS SESSION

The IFLAlLAC Section of the IFLA, invites the LatinAmerican and the Caribbean professional librariancommunity to participate in the IFLAlLAC PapersContest, which aims at stimulating new professionals toparticipate in the IFLA programs. The winner will presenthis/her paper at the IFLA General Conference to be he1d inCopenhagen, Denmark, from August 31 to September 5,1997, in the Contributed Papers Session. This will give thewinner the opportunity to come into contact withcolIeagues from alI over the world.

Theme: The role played by libraries and information inhuman development in Latin America and the Caribbean.

The paper must contain an international projection, it mustconstitute a new contribution and it must present a view ofwhat is tak:ing place in the region.

Bases1- The papers must be originaIs and must not have beenpreviously published;2 - The papers should not exceed 20 pages and should bedouble spaced and written on white paper withoutidentification;3 - The papers must be written in Spanish or in Englishwith a one page summary in either of the two languages4 - The exposition time is 20 minutes;5 - The original papers must be sent together with threecopies;6 - The papers must contain: introduction, development,conclusion, foot notes, bib1iography and a summary;

7 - The author must have a pseudonym. His/her personalinformation must be sent in a sealed envelope with nothingwritten on, together with his/her curriculum vitae;8 - Entries should be submitted no later than January 15,1997;9 - The papers must be sent to the member of the StandingCommittee of each country which in turn will send themto the Regional Office.

AwardOnly one winner wilI be awarded in the Latin America andCaribbean Section. The award consists of:a - free registration for the IFLA General Conference tobe held in Copenhagen and partial financiaI aid for theairplane ticket to Copenhagen;b - presentation of work at the Contributed Papers Sessionin Copenhagen.

SelectionA jury designated by the President of the IFLAlLACSection and including the President, Secretary andRegional Manager, will se1ect the best papers and willsend them to the IFLA in The Hague, Netherlands, wherethe winner of the contest will be chosen.

The Regional Office received an extra financiaI support inorder to give fundamental support to the IFLAlLACSection Standing Committee meetings. This support wasapplied for the first time during the Nicaragua/ ManaguaMeeting.

IFLAI ART LIBRARIES SECTION

Is pleased to announce that it will hold a one-dayWorkshop and an Open Session during the 62nd GeneralConference. The Workshop will center on the theme :"Pay or profit : Fee or free". The Art libraries sectionopen session theme will be : "Chinese libraries andcolIections within and outside China".

IFLAlSECTION ONCONSERVATION

Open session in Beijing : "Preservation chalIenges of thedocumentary heritage of the Asian and Pacific regions -Approach for the East and the West".

IFLA UAP

Library twinning

During this year the Office will be involved in setting up alibrary twinning system. The idea behind the twinningproject is to facilitate the establishment of a twinningrelationship between libraries seeking such a relationship.Although twinning is seen primarily as something betweendeveloped and developing countries, there is no reasonwhy libraries in countries with a socialist backgroundcould not be included as could libraries in developedcountries which have barriers to easy communication. Theproject is being sponsored by UNESCO.

MURIEL

The Office is involved in MURIEL ( MultimediaEducation System for Librarians Introducing RemoteInteractive Processing of Electronic Documents ), a twoyear project which began in January 1995. MURIEL aimsto create, demonstrate and evaluate a multimediainteractive training system for librarians

XXX National Librarians Meeting of theArgentina Republic - Information Services :cooperation and development.

The XXX Meeting was a success not only in terms ofnumber of participants, but also in terms of work qualityand of the National Book Fair. The IFLA/LAC RegionalOffice was represented by Mrs. Maria Isabel Franca whogave information on IFLA and the RO in plenary sessionsby distributing promotional pamphlets about the RO andabout the 62nd Conference in Beijing.

ABGRA in the WEB

During the last few months, the organizing committee ofthe XXX National Meeting has worked together with theBuenos Aires University Libraries and InformationSystem (SISBI), in making a WEB where informationrelated to the ABGRA and to the XXX National LibrariansMeeting will be available. BRAZIL

National Library Foundation

Based on the need to unite institutions and individuaIs allover Brazil to safeguard the document and bibliographiccolIections, the project "Publication and Dissemination ofthe Knowledge of Preservation of Books and Documentsin Brazil" aims at translating and publishing intemationaltechnical literature specialized on the preventivepreservation, and disseminate it in libraries, archives andacademic institutions by means of regional seminars.

In association with the Commission on Preservation andAccess, a group, consisting of representatives of the mainBrazilian institutions which aim at the preservation of

archives and books, was formed. 50 titles were chosen asbeing the most important ones on preventive preservation.The project, which was supported by the Andrew W.Mellon Foundation, obtaining resources that amount toUS$ 21O,00Q.00 and that are to be administrated by theGetulio Vargas Foundation, was conducted by Ingrid Beckof the National Archive and Solange Zuniga ofFUNARTE who were aiming at the translation anddissemination of the texts.

Sao Paulo University

The first meeting with regards to the importance ofbinding library books was held by the Integrated LibrariesSystem on May 21, 1996.

Information Stands

The main station of the CELEP AR project, "InformationDissemination and Services Stands for the ParanaenseCitizen", has been working since December 1994 at thePublic Library of Parana, Brazil. These stands aim atproviding 24 hours services for the citizens, whereby theywill be able to interact with public administration (receiveinformation, demand services, solve problems, pay taxes,etc.) through information and data communication links (ABPR Informations - V.13 - 1992/1995).

1st Meeting of MERCOSUL Writers

Over 70 writers from Argentina, Bolivia, Brazil, Chile,Paraguay and Uruguay, participated in the event, whichwas held in São Paulo on December 4, 5 and 6. Themeeting, sponsored by the Municipal Secretariat ofCulture, aimed at "providing the MERCOSUL with asoul".

IBICT( Brazilian Institute of Information onScience and Technology) releases science andtechnology data base on CD-ROM

This new CD-ROM contains the basis of the NationalCollective Catalogue of Serial Publications (CNN),Technological Information Sources Guide, CollectiveCatalogue on Technical Norms, Collective Catalogue ofEvents, data base of theses and essays in C&T and the database of the industry federations of the states.

The University of Chile Opens to the World

The Library and Information Services System (SISIB) ofthe University of Chile, created an institutionalWWW(www.uchile.cI). The creation of bibliographicaldata base ofthe University began in May, 1994 and can befound at the University's www. It contains the seriatedCollective Catalogue of Publications of the University andsome of the books and thesis of 63 libraries specialized indifferent things. This work was initiated by the SISIBLibraries Automation Area of which all UniversityLibraries in Chile took part enthusiastically. TheUniversity of Chile invites all readers to get to know theBello Catalogue. Those who don't have access to theWWW.canusetheTELNET).Biblios.dic.uchile.cI(News sent by Gabriela Ortuzar from the University ofChile).

1st Latin American Meeting on the use ofNew Technologies in Public libraries of RuralAreas

Held from October 30 tO November 3, 1995 in Coyhaique,Chile.

Resolutions- The signing of the Charter of the Coyhaique Group;- Periodic communication in order to share information onthe progress of activities being held, proposed initiativesand obstacIes encountered;- The use of new technologies in order to facilitate theformation of communication and information networks,thus enabling a constant exchange of experiences betweenthe different communities;- To forster the creation of "friends of the library" groupsin public libraries of the rural areas of each country in alegally acceptable form;- To inform National and International organisations suchas OEA, ABINIA, IFLA, ABIPALC, UNES CO,IFLA/LAC and others, of the existence of the CoyhaiqueGroup;- To propose guidelines that wilI lead to the definition ofpublic libraries of rural areas and the part they play in thedemocratization and development of Latin America;- The establishment of the post of a coordinator in order toassist in the work of the Group (Chile - Santiago andCoyhaique was designated for the January - December,1996 period);- The creation of a WEB and Gopher page (for whichArgentina and Chile are responsible) in the INTERNET,aiming at reflecting the activities held by the Coyhaiquegroup;

- To propose the creation of internaI rules (for whichColombia is responsible) of the Coyhaique Group, whichwill contemplate, among other things:

- Foundation Members;- Periodic rotation of the membership countries as

coordinators;- The frequency and location of the meetings;- To open up to the participation of other Ibero-American

countries;- Frequent communication (from the 1st to the 5th of

each month);- To create an Executive Committee (Argentina, Chile

and Mexico) that will speed up the functioning of theCoyhaique Group;The Charter was signed by representatives fromArgentina, Brazil, Chile, Colombia, Mexico, Peru andVenezuela.The final conc1usions can be found at the Clearinghouse ofthe IFLA/LAC RO.

COLOMBIA

4th National Librarians Congress

The 4th National Librarians Congress, under the auspicesof the Colombian Association of Librarianship andDocumentation - ASCOLBI - was held in Santa Fe deBogota at the New International Book Fair, from May 13to 17, 1996.The IFLA/LAC Regional Office Manager had theopportunity to meet with the President of ASCOLBI, Mrs.Isabel Foreto de Moreno, and members of the AssociationDirectory during her participation in the Fourth NationalArchive System Seminar in Colombia from November 28to December 1, 1995. During this meeting, bulletins of theAssociation and its statutes were donated to theClearinghouse.

University of Havana

The University of Havana was founded in 1728 and is oneof the oldest in the country. It has valuable possessionsdating from 1496, that were inherited from the ancientDominican Convent.The Center of Scientific and Technical Information, latercalled Direction of Scientific and Technical Information -DICT - was created in the 60's. At the moment it iscomposed of three departments:- Information Technical Processing;- Informative Services;- Editing and Publishing.

The Automation Group is part of this Center and, amongstother things, is in charge of the DICT local automaticnetwork and of establishing connections with national andinternational networks for e-mail services and on-line database consultation.

NICARAGUA

Project for the creation of a network ofuniversity libraries

The PGI Regional Adviser for Latin America and theCaribbean, at the request of the National UniversitiesCouncil of Nicaragua, presented a programme for thecreation of a Network of University Libraries for that

country. The programme forecasts the creation andtraining of a team to begin the project in each one of thefourteen Nicaraguan universities, as well as a team ofnational consultants from the National UniversitiesCouncil. At the same time, 60 universities librarians and20 information specialists will be trained from universitiesall over the country, in the Micro CDSIISIS software. Thisprogramme has obtained financing from the UnitedNations Development Programme and is developpedwithin the framework of a series of actions of internationalassistance for the modernization of Higher Education inNicaragua. As a result of this Programme, Nicaragua early1996 will have 14 project documents of university librarysystems, "cus tom made" for each one of the universitiesand a project document for the National Network ofUniversity Libraries. At the same time, more than 40information specialists from 14 Nicaraguan universitieswill be trained to complete the projects. A nation group of4 specialists will also be trained for the execution of theProject Network of National Libraries of Nicaragua. Inaddition, 80 persons will be trained in Micro CDSIISISmanagement, 20 of them as trainers.

Meeting of the RO Manager with thePresident of the College of Librarians of Peru,during the Meeting of Piura.

The RO Manager held a presentation about the IFLA andabout the significant role of the Federation in LatinAmerica and the Caribbean. She also pointed out howimportant it is that the countries of the region become

members of the IFLA. An informative bulletin was handedby the President of the College who promised to do herbest to become a member of the IFLA.

The access to information in Venezuela is a true challenge.This is due to the fact that important bibliographiccollections, totalling millions of items with differentleveIs of organization and development, are scattered allover the country, in several libraries and documentationcenters, and have no internaI connections.In response to the scenery described above and to the needto rationalize expenses and optimize resources, theNational Library, directed by Virginia BitancortValvierde, created an innovative project calledCENACORE.The National Cooperative Reference Center(CENACORE) can be described as a National Center thatreceives consultations related to the existence and locationof bibliographical and non-bibliographical materiaIs. Itestablishes, therefore, a link between the usuary and theexisting information stored in the National Library or inother National or International Cooperative InformationCenters. Through a modem technological infrastruture, theCENACORE charges itself with the mission of providingall leveIs of the population with free access to informationand up to date decision making and research, contributing,in this way, to the political, economic, social, cultural,scientific and technical development of Venezuela.

Automation project of the Library System ofthe Central University of Venezuela

With the support of the POI Regional Office, located inCaracas, Venezuela, the automation project of the CentralUJIliversity of Venezuela Libraries, is in progresso Theproject comprises of the Central Library and 12 librariesof the different faculties, at which 200 computerworkstations will be available, managed by a main serverand several secondary servers, interconnected by astructured cabling system with backbone of optical fibre.The whole system will guarantee data transmission speedof about 150 Megabits per second, enough for video, voiceand data transmission.Courses will be organized for librarians, professionals andstlldents, from Venezuela and foreign countries.------------------C~ENERALNEWS OFIl\TTEREST TO THE REGION_1 -----------

"M:emory of the world"

UNESCO has moved ahead to develop a vast andambitious programme entitled "Memory of the World" ,which intends to promote awareness of the endangeredworld documentary heritage. As described in theCommission's April 1994 newsletter, the programmeexpects to build a 1isting of documentary heritage of worldsignificance in a "Memory of the world" register that willcaU attention to deteriorating collections and assist inobtaining funds from governments and sponsors.There is common ground between "Memory of the World"and recent initiatives in the US and elsewhere. Forex.ample, with its emphasis on the use of digitaltec:hnology to provide access to and assist in thepreservation of deteriorating collections, "Memory of theWorld" fosters a growing body of documents in digital

formo In addition, many US institutions are involved withpreservation projects abroad.

A second meeting of the Advisory Committee for theprogramme was he1d in Paris in ear1y May 1995. Even atthis early stage, UNESCO had received more than 30proposals for a very wide variety of projects. Examplesinclude protection of the written cultural heritage of theAegean Archipelago; a pilot project to safeguard archivesof the Patmos Monastery; preservation of and access to thedocumentary cultural heritage of Albania; preservation ofTamil palm-Ieaf manuscripts; conservation of Sanskritmanuscripts in Tibet; a Vietnam pictorial heritage project,safeguarding of Perso- Tajik and other Orientalmanuscripts, and many others.

It isexpected that the programme register of documentaryheritage will be created at regional, national, andintentional leveIs. The "General Guidelines to SafeguardDocumentary Heritage", which formed the basis fordiscussion at the May meeting, will be published later thisyear and distributed widely in all UNESCO officiallanguages. Pieter Drenth, Chairman of the new EuropeanCommission on Preservation and Access, was one of theattendees, along with representatives of foundations andnon-governmental organizations. Although the US is not amember of UNESCO, the participation of the Commissionfrom the US also has been welcomed by the ProgramsCoordinators.
