Background of Lao PDR Trade Portal

Department of Import and Export (DIMEX) under Ministry of

Industry and Commerce tasked with development,

implementation and on-going management of LTP

The Government of Lao PDR launched the Trade Portal (LTP)

in 22 June 2012.

Compliance with Article X of GATT and Article 13 ATIGA

The development of the Lao Trade Portal is one of these key

initiatives aimed at facilitating trade by increasing the

transparency of regulatory trade related information

What is the Lao PDR Trade Portal?

A website that contains all regulatory trade related information,

i.e.

All laws, regulations and other legal instruments

All license and permit requirements, prohibitions,

restrictions, technical standards, SPS measures

Entire commodity classification and tariffs

All procedures for license/permit application and clearance

Copies of all forms

All information is indexed, cross-referenced and dynamically

presented

Extensive plain language instructions

Contact Form for queries targeted to specific agencies

Market access information

Latest news, announcements, events and publications

Value added subscription facilities

History of the Project

PM Group from Ireland appointed to design, develop

and implement LTP with:

01 international consultant

02 national consultants (trade and ICT)

02 support staff (data entry)

Back office ICT development staff

Project started in July 2011

Collaboration

Drafted PM decree to define mechanisms for on-going

collaboration between agency, i.e.

Send information (news, announcements, publications, laws,

regulations, etc.) to LTP pro-actively

Nominated point of contact in each ministry

Regular stakeholder meetings under Trade Facilitation

Secretariat to monitor progress and set policy

Established and trained Task Force with representatives from

each ministry to assist with information gathering

MOIC/DIMEX issues regular website usage statistics to all

stakeholders

Sustainability

Establishment of dedicated website Management Team comprising:

LTP Manager

Webmaster

Content Coordinator

Content Data Entry Operator

Establishment of dedicated infrastructure for maintenance and

support.

Hosting model that allows high reliability, high availability and

scalability.

Use of modern open source software (no license fees)

Skill transfer to DIMEX to maintain and operate the website

Reciprocal links with international organizations, e.g.

embassies, US NIST, EU, etc.
