‘MALAYSIA IN RETROSPECT’
21ST – 23RD SEPTEMBER 2012
The Inaugural KYUEM Summit is a 3-day student conference held in Lembah Beringin. Organized
by the students of KYUEM, this symposium envisages the involvement of over 80 students and
involvement of numerous eminent speakers. The KY Summit is set to be held in the vicinity of Kolej Yayasan UEM itself on the 21st
to 23rd
September 2012.

KYUEM Summit
The KYUEM summit mainly aims to stimulate a critical discussion among pre-
U students in assessing local issues and to view them in a more global perspective.
Our vision is that the participants will be able to relate key issues and review their
relevance from every possible angle. National issues that will be given relevant focus
are Education System (Social) and Fiscal Policy (Economy) while in the political
perspective, philosophical questions of politics will be discussed.
The underlying reason for organising a summit instead of a Model of United
Nations (MUN), a conference, or even a debate is to achieve an invigorating
experience for our intellectual needs and not put the participants, in our view, under
pressure of taxing technicalities. A summit is a strategic conversation that
encourages breakthrough thinking as it gathers the outspoken youth of our
community.
Recent developments in Malaysian politics has seen the suspension of the
Akta Universiti dan Kolej University, University and College University Act (AUKU),
granting students more liberty in expressing their views on the Malaysian system of
government. Through the KYUEM summit, we hope to contribute to the national
effort of liberating youths’ mindset from the partisan dogma that influences the
common thinking.
The summit will encourage youths to view issues in an objective manner, to
be resourceful when weighing facts and to guide them to make informed decisions in
the future. The key issues identified for discussion in the summit are highly relevant
as they have caused quite a stir in Malaysian society in recent months (Education
System ) while Fiscal Policy has always been a matter of debate in Malaysia (High
Excise Duty and Huge Subsidies). Discussing philosophies of politics on the other
hand would really help youths understand the workings of the political system.
The event will also be an invaluable exposure for KYUEM’s diverse cultural
community, in recognition of which we will organise a cultural event on the 2nd night
of the summit comprising performances by various college cultural clubs. Theliveliness of the cultural societies in KYUEM is what differentiates KYUEM from all
the other colleges as the clubs are run by very envisioned leaders with creative
ideas.
KYUEM summit is not a mere engagement of speakers to discuss issues;
rather it offers a scintillating experience to broaden our thinking and a platform to be
involved in stimulating critical discussions while regaling the senses with the unique
rhythms of our multifarious culture. We sincerely hope this event register a change in
our way of thinking and helps participants to chart new paths leading to greater
academic success. May the 1st KYUEM summit become the stepping stone to
intellectual freedom!

Political Council
On the matter of the Philosophies of Politics.
It is hard for participants to maintain objectivity in discussing political issuesespecially when one does not thoroughly understand the workings of the
political system. KY summit provides a proper medium for youths to broaden
their understanding of the practices of politics by centralising the discussion of the political council on the philosophies of politics.
The discussion of the political council will follow the most unique flow
compared to the other 2 councils. Rather than focusing the discussion on recent
developments in our political environment, we instead direct our discussions
towards analysing the key questions on political philosophy in hope of achieving a greater understanding of the practice of politics in Malaysia and
around the world. For example, participants will attempt to define "democracy"
by assessing not only the views of historical figures but also recent events that
have been going on around the world.
They are expected to analyse events such as the Arab Spring for example, so
that they may form a strong argument and uphold their view in the open debate
during the Analysis Session of the political council. Not only that, they would
also scrutinise local affairs that is relevant to their view and prove that their
argument is not only true from a global perspective but also, most importantly,relevant to local practicality. We are optimistic that this approach would create
a more intellectual society of matured thinkers.
The Declaration of the Political Council is expected to cover thequestions on the philosophies of politics and provide a strong argumentas an answer to these questions.

Social Development Council
On the matter of The Education System
Failure to form a coherent and holistic education system deters the intellectualdevelopment of a society. Further implications also include negative consequences on the
economy since education is a costly business. Efforts to nurture future growth for the
economy from the fruits of education may never be achieved at all if the system is too rigid.
Recognizing the importance of education for a country, it is thus a highly relevant point of
debate for KY summit.
Recent political developments saw the demands for a repeal of the students' loan
under the Perbadanan Tabung Pendidikan Tinggi Nasional(PTPTN), the national fund for
higher education loans. The logic for the movement is basically a demand by Malaysians for
free education. To them, it is a right for every students to have financial support in pursuing a
tertiary education locally.
From the demand for repeal, the Malaysian education system is brought into the
limelight. The performance and style of our education institution is questioned and both sides
of the political divide are debating on the needs for a change and improvements. The recent
debate between Khairy Jamaludin and Rafizi, two prominent politicians on the issue of
PTPTN, raised two examples of an education system from a global perspective exemplified
by Greece and Finland.
The global perspective here shows a promising resource of debatable items that can
be utilized to analyze our education system in a more critical view. Our aim is that
participants may become more resourceful in giving opinions and achieve objectivity in
weighing the facts. It is hope that the exposure to a global opinion may expand the thinking
capacity of youths and be more independent in their opinions and not condemn themselves to
politically biased opinions.
The Declaration of the Social Development Council is expected to cover the Education
system reform, the waiver of students loan under the national higher education funds
and the higher education institution.

Economic Policy Council
On the matter of subsidy and import duties
Malaysians enjoy very low prices on food products and petrol fuel. This is a result of
huge subsidies given by the government. Malaysians benefit since they have greaterpurchasing power and can consume more goods, however, the cost to the government to give
subsidies is huge as well. The subsidy given to petrol fuel for example, is roughly 12% of the
government expenditure for the year 2009. This would have a mixed response from the
public.
One side prefers the low price level while the other, prefers more government
expenditure on development of the country rather than spending on subsidy. Both views have
relevant arguments on the practicality, thus making it more appealing an issue to be discussed
in KY summit. There are also huge resources of global examples that can be used in
explaining the relevance of certain policies or approach since the economy does not differ
much in other part of the world. Unlike politics and social aspects, the economic condition isnot much affected by cultural differences.
Another interesting point of discussion is the huge excise duties imposed on imported
cars. The argument is interestingly to protect the local producer of automobiles: Proton. The
effect of the huge tax made it hard for locals to own an imported car since the total excise
duty on a single imported car can be as high as the price of the car itself. Again, there are
many views on this issue. Those for it usually stress on the importance of a national identity
of having our own national automobile company while those against it usually argues on the
inefficient allocation of resources.
Our vision is that the student can analyse the huge economic powers of today ordominant producers of cars and scrutinize the government’s protection that they received.
They should also review the benefits and negative implication of proposing huge import duty
and huge subsidies.
The Declaration of the Economic Policy Council is expected to cover the issues on fiscal
policy with relevant focus should be given to excise duty and subsidy and its impact on
local industry.

Embellishment of the Itinerary
1) Arrival of Participants & Registration
This is when the 9 participants from each of the invited colleges would arrive at the grounds
of KYUEM. A registration counter will be opened at the Great Hall and the delegates shall
then be escorted by the KY students to the chalets for the boys and the apartments for the
girls. Bed sheets and pillow cases will be provided by KY. The people who will be in charge
are the Invitation & Lodging Committee members.
2) Social Night
A dinner where the delegates would be able to get to mingle and get to know about each
other before they engage themselves in the intellectual discussions on the next day.
Performances such as band shows and videos will be presented during the night as an
introduction to the event itself.
3) Leisure Time
During this time, the delegates will have the chance to do any of the following; cycle, play at
the MPH or should they choose to rest, just stay at the chalets/ apartments.
4) Cultural Night
A night where the students of KYUEM will be able to regale the senses of the delegates from
the various colleges with the unique rhythms of our multifarious culture, which would
portray the aptitude and importance that KY places on character development, apart from its
excellence in academics. It will also be a chance for the delegates to have some rest whileenjoying the performances by the KY students. The clubs that will be involved are the Malay
Cultural Club (MCC), Chinese Cultural Club (MCC) and Indian Cultural Club (ICC) and
Japanese Cultural Club (JCC). The performances will include dances, singing and acting
(winner of Bangsawan, which would have been held the week before the summit
commences).

5) Closing Ceremony
This will be held after the declaration of the resolution of the summit by the secretary
general. During this closing ceremony, the document shall be presented to a prominent figure
in Malaysia (yet to be decided), whom will pass on the message to the government, as to
enlighten them of the Malaysia’s youth opinion regarding the key issues in Malaysia. This
will be under the supervision of the Invitation, Event and Venue Committee.
The proposed itinerary is as follows:

4.10pm - Speech by the Secretary General/ Director
4.15pm – Speech by KY’s Headmaster
4.20pm - Officiating speech by the VIP
4.30pm - Video presentation (the whole programme)
4.40pm - Speech by a representative of the delegates
4.45pm - Handing over of the resolution to the VIP
4.50pm - Presentation of the tokens of appreciations to the participants and the VIP
5.00pm - Adjourn

6) Delegates Adjourn
Following the end of the closing ceremony, delegates will once again be escorted to their
respective chalets and apartments by the KY delegates where they will take their luggage and
officially check out at the foyer outside the Student’s Services Department. To be handled bythe Lodging Committee.

The delegates will have their food at the Cafeteria/ Dining Hall (should the caf é be closed).
Extra allocations will be given to the Dining Hall staff to provide food for the delegates
should the latter occur. To be handled by the Food Committee.
8) Talks
Talks by 3 prominent figures in the fields of politics, economics and sociality. This is to
enlighten the delegates perspective on the approach that professionals view the state of
Malaysia’s current social, politic and economic status. They also act to enhance the delegates’
motivation as to what is the purpose of this Summit and to what extent it may impact the
society. Suggestions of the potential speakers are:
Dr Fatanah – Lecturer from Universiti Malaya’s Department of Education
Hizami – President of the KYUEM Alumni
Dr Masznee Malik – Moderator of the famous Khairy vs Rafizi debate on the abolishment of
PTPTN

9) Analysis Session
Involvement:
• Secretary General
To oversee the development of ideas.
• Organizer
Consisting of Management Executives.
• Ambassadors
To keep the learning alive and flowing in the right direction. Also to ensure intimacy
throughout the analysis session.
• Delegates
The participants which consists of college students. They will need to keep an open
mind throughout the discussion and come up with the proper questions and
resolutions for the betterment of the nation.
• International Observers
To observe the flow of discussion and gain input from the discussion. Their direct
contribution to the session will be up to the ambassador’s discretion.
• Moderator
To assist the delegates and guide them in analyzing facts.
Basic Guidelines
• Delegates will be divided into 3 councils.
• Each Council will have 2 ambassadors.
• Any consensus reached will be projected on the screen.
• The 1st
day analysis session will be to agree upon the most crucial questions to betackled.

• The 2nd
day analysis session will be to agree upon the resolutions to the prior
questions.
• The Declaration of each council will include the agreed issues that requires utmost
attention and the resolutions reached by common consensus.
• The Declaration of KY summit will consist of all the declarations of each council
plus conclusion by the Secretary General.
• The Secretary General shall proclaim The KY summit Declaration during the closing
ceremony.
Code of Conduct for KY summit
• Delegates must keep an open mind.
• Lobbying is highly discouraged.
• Delegates may form interest groups but not a coalition.
• Delegates are required to strengthen their points with relevant proofs rather thanrallying support from the floor or risk having the points shot down by the
ambassadors.
• Delegates must respect the contrasting point of views of other delegates.

Analysis Session in each Council
1. Opening Speech by Ambassadors
• Ambassador’s Speech would be a reminder to all delegates of the codes of
conduct in KY summit.
• Also a short post-mortem by the ambassador of the previous session and
areas that requires immediate attention
2. Roll-call session
• This session is mandatory in order for a new session to start.
• Ambassadors will call out the names of the delegates to check their
attendance.
• Delegates will be provided with placards that will be used to respond
3. Opening speech by delegates
• This session is mandatory for the start of a new session or for a start of a new
phase of discussion.
• The purpose is as an encouragement for all delegates to join in the discussion.
• Also this serves to provide grounds for discussion.
4. Commence debate
• Debate will commence with an open discussion between all delegates.
• Delegates will not be allowed to talk among each other during this period.
• They will be required to stand at the podium to give their speech which should
not exceed 3 minutes
5. 5 minutes intermission in between 20 minutes debate.
• There will be a 5-minute intermission after each 20-minute discussion
• The aim of intermission is to help delegates by allowing them to discuss
among each other.
• The informal discussion is expected to help delegates to share facts among
them and clarify points given during the formal session
• Lobbying is highly discouraged

6. Ambassadors’ analysis
• Towards the end of the discussion, the ambassadors will analyze the points
and summarise the questions the delegates wishes to bring into focus
• The ambassadors is expected to give acknowledge all points extended
• Ambassadors are also expected to shoot down points that are too weak and
not put it up for voting consideration
7. Voting for resolutions
• Delegates will be given 3 pieces of paper representing their voting rights.
• Delegates will raise the papers up and hand it to helpers around the hall when
the point that they favour is read out by the ambassador. Only 1 vote per
delegate per motion.
• They may abstain from voting but the papers must be handed in at the end of
voting process.
• The top 3 motion that received the most votes will be the selected motion.
• In case of a draw, ambassadors will be given exclusive right to choose a
motion to be passed.
