Part I KOICA & SCHOLARSHIP PROGRAM

PPPRODKFJDPPROGRAM

1. KOICA AND THE TRAINING PROGRAM

The Korea International Cooperation Agency was founded as a government agency

on April 1, 1991, to maximize the effectiveness of Korea's grant aid programs for

developing countries by implementing the government's grant aid and technical

cooperation programs.

Under the motto “Making a better world together,” KOICA is supporting partner

countries to achieve the Millennium Development Goals (MDGs) and to promote

equitable and sustainable development in the countries.

Less than a half century ago, Korea was among the world’s most impoverished.

However, it achieved economic development in a short time and has become a

member of the OECD. As a country which overcame poverty and attained successful

development, we believe our most valuable asset is our own experience. Reflecting

on our own experience, we have learned that country ownership of the development

is essential for success. Therefore, we seek to offer assistance in line with the

development priorities of partner countries and empower our partners.

< Korea’s ODA >

Korea’s ODA consists of three types of aid :Bilateral Grants, Bilateral Loans, and

Multilateral assistance.

Bilateral Grant aid comprises of technical cooperation and various types of

transfers (made in cash, goods or services) with no obligation for repayment

implemented by KOICA under the Ministry of Foreign Affairs and Trade. Bilateral

Loans are provided on concessional terms under the name of the

EDCF(Economic Cooperation Development Fund) implemented by The Export-

Import Bank of Korea under the Ministry of Strategy and Finance.

Multilateral assistance is delivered either as financial subscriptions or

contributions to international organizations.

In order to empower a country’s capacity for development, Human Resource

Development (HRD) is critical. HRD has been a key factor behind the success of

Korea’s own development. As a country where natural resources were scarce and

investment capital was lacking, it was through the expansion and upgrading of

human resources that Korea was able to escape from the vicious cycle of poverty

and underdevelopment. Therefore, Korea presents a powerful example of how

capacity building through HRD can push the development process forward. For this

reason, KOICA has been providing various training programs focused on HRD.

< Types of KOICA Training Programs >

KOICA offers five major types of training programs:

1. Country Training Program

Tailored programs that are specifically designed for an individual partner country

2. Regular Training Program

Programs that are open to any interested partner countries

3. Special Training Program

Programs that are temporarily available owing to particular commitments of the Korean

as well as partner governments

4. Joint Training Program

Programs conducted in partnership with international organizations and other agencies

5. Scholarship Program

Master’s degree programs offered to individuals from partner countries

2. KOICA'S SCHOLARSHIP PROGRAM

With a mission to nurture talented students from developing countries, KOICA invites

high-caliber students from developing countries and helps them gain professional

and systematic knowledge that will play a key role in their home country’s

development.

In order for KOICA to run the program effectively and efficiently, KOICA is

collaborating with outstanding specialized Korean universities in the fields of,

amongst others, economics, policy, trade, women’s empowerment, and rural

development, and is striving to provide opportunities to study in Korea. With its skills

and knowledge in the development field, KOICA is able to give opportunities to

people from developing countries to contribute to the development of their countries

by taking part in this program.

In particular, this program has significantly strengthened the relationship between

Korea and students’ home countries. Students, who have been given an opportunity

to see Korea’s experience in poverty reduction and socio-economic development,

will gain a deeper understanding of Korea and so be better placed to contribute to

the future improvements in the social, political and economic ties between the two

countries.

From 1997 to 2011, the program has assisted a total of 1,264 students through 56

courses. And as of 2012, 285 participants are currently participating in the program

across twelve different Korean universities, enrolled on 14 master’s degree programs,

such as Development Policy, Korean Economy & Development Cooperation, Women

& Development, Fisheries Science, Agriculture and Rural Development, Global

Human

Resources Development, and others. More detailed information is provided from our

KOICA’s Scholarship Program is fully committed to the fulfillment of the Millennium

Development Goals (MDGs) and is determined to expand its efforts to nurture

talented individuals from developing countries to promote their countries’ sustainable

economic growth and social development.

Part III HOW TO APPLY

1. APPLICATION ELIGIBILITY

Candidates should:

- Be government or municipality officials and vocational training

instructor and researchers in developing countries.

- Contribute to industrialization and the human resource enforcement

of developing countries by offering technical development, and

technical education of policy specialists to build up social

infrastructure in such countries.

- Be HRD leaders and technocrats with experience of using Korea’s

ODA human-centered project in a global context.

* Share Korea's successful experience in the field of Vocational Training

- Contribute to a reduction of poverty in developing countries through

technical and vocational education.

- Hold Bachelor’s degree related with the tracks which he wants to

study.

- Have sufficient command of both spoken and written English in

order to take classes conducted entirely in English.

- Have good physical and mental health.

- Have not taken part in any program or course that is similar to

KOICA's training programs within the past three 3 years.

-Be qualified with the other requirements for KOREATECH and KOICA.

- Be born after January 1975.

* Private sector employees are not eligible to take part in this program.

However, if the applicant works in a development non-governmental

organization (NGO) or UN-associated organization, the applicant may apply

on the condition that he/she obtains a recommendation from the government

ministry which covers their organization.

8. Copy of passport

9. Two passport-size photos(3. 5cm x 4.5cm on white background)

10. A recent health check certificate that shows good health

11. English-proficiency test result from either TOEIC or TOEFL or IELTS

12. Additional documentation that may show relevant capabilities or skill. Note :All submitted materials must be original documents (NOT photocopies) in English, otherwise, students will fail from the Round 1 Evaluation.

1. All forms should be typed in English and all the supporting

documents should be in English. Documents in any other language

should be accompanied by a notarized English translation.

2. Original documents should be submitted. Should they be

unavailable, however, copies must be authorized by the originating

institution before they are submitted.

3. If any of the submitted materials contain false information,

applicants will be rejected.

4. Applicants whose forms and supporting documents are incomplete

or unsatisfactory will be disqualified from the admission process.

5. Applicants should take full responsibility for any disadvantage due

to the mistakes or omissions on the application.

Round 2:Phone Interview& Essay

A Phone interview and Essay submission required from applicants

who have passed Round 1.

The Phone interview and Essay will be conducted in English.

The main purpose of Phone Interview and Essay are to evaluate an

applicants’English skill in both speaking and listening that are

required to successfully complete this degree. The applicants’

educational goals, leadership potential, and fluency in English, will

be also evaluated

1. ORIENTATION

a. KOICA Orientation

The first two days of a training course are normally reserved for an orientation

session at the ICC of KOICA. The orientation involves the following activities:

□ Welcoming Reception

□ Video Presentation on Korea and KOICA's Activities

□ Class on Korea’s Culture, Society and Language

□ Presentation on daily life in Korea

□ Seoul City Excursion including outdoor practice, etc.

b. koreatech orientation

The first day of a training course in KOREATECH are reserved for an orientation.

The orientation involves the following activities:

□ Welcoming Reception

□ Video Presentation on KOREATECH

□ Academic System of KOREATECH

□ Presentation on Campus life in KOREATECH

□ Campus Tour, etc.

2. ACADEMIC SCHEDULE

a. Preparatory Session

Before the beginning of the academic year, this program offers a non-credit

preparatory session for students. The preparatory session includes: Basic Korean

Language and Culture, Learning of Primary Subjects, Fundamental Experiments, the

direction of thesis and major learning plan etc. This preparatory session may be

useful for those who have not been exposed to Korean language and culture, have

not majored in this program or have been away from academia for a long time.

□ Korean Language Course: 160 hours

(Preparatory session: 40 hours / Spring session: 120 hours)

□ Foundation Course : 40 hours

b. Regular Session (5 sessions)

This programis run under the quaternary session system: spring, summer, fall, and

winter sessions. During the first spring, and fall, and the second spring session,

students must take 27 credits (in opened training courses). During the summer

session, students should take 6 credits. During the winter session, students take 3

credits. Other credits, the spring and fall sessions are 15 weeks long and summer

and winter sessions last for 4weeks. The student must take the total 36 credits (If he

wants to Non-thesis course).

This programprovides chances to visit the industrial corporation such as Samsung

electronics, Hyundai motor co., POSCO as well as the Korea Polytechnics which is

one of the typical HRD institutes in Korea.

Part III TRAINING INSTITUTE (KOREATECH)

1. GENERAL INFORMATION

The Korea University of Technology and Education (KOREATECH) was established

to educate professional engineers in individual research skills and imaginative

developing skills. Above all, the classes are designed as practical studies focused on

necessary field skills, so that students can serve practical engineering or

administrative study when they go into the field. On master’s degree courses, there

are 8 Engineering departments and 1 Human Sociology department. On the

doctorate degree course, there are 5 Engineering departments and 1 Human

Sociology department.

Techno Human Resource Development Graduate School

The Techno Human Resource Development Graduate School at KOREATECH

prepares students to be professional job monitors for stable employment situations,

technology human professionals to solve industry problems, international technology

consultants, and administrators for designing and promoting technology human

development.

In the Techno Human Resource Development Graduate School, we have

professional masters and doctoral courses. The university prepares different

majors based around human resource development, self-improvement, career

decisions, job monitoring, and international cooperation on human development.

Industrial Graduate School

The industrial Graduate School of the KOREATECH was established to encourage

strong competitiveness in regional industry through educating students to be able to

adjust to rapidly changing industrial situations.

The professional master’s course at the Industrial Graduate School is designed to re-

educate current managers who are charged on personal affairs, labor, technology

management, and E-business. The Industrial Management Department aims to

improve their abilities and promote high technical human powers by extending the

department of industrial technology engineering at undergraduate courses.

2. ABOUT GLOBAL TECHNO-HRD PROGRAM

The Global Techno-HRD Program is in operation to contribute to the development of

developing countries through technology transfer base on KOREATECH-technology

education model in field of vocational training and education.

This program is operated to consist of Mechanical & Automotive, ICT and MOT &

HRD Track with the purpose of training for industrial technical expert and engineer.

This program will be developed and sublimated as required course of technology

transfer to be spread in developing countries.

b. accomodation

The dormitory consists of 8 buildings in total, which accommodate about 70% of the

students. Foreign students are encouraged to stay in the dormitory, but may stay

outside if they prefer to. All KOICA students will live in a Soul hall. Each room is

furnished with a bed, toilet, refrigerator, closet, extension phone, desk, and air-

conditioner. Also all the rooms have access to Internet.

The student dining hall is used for meals by students who live in the dormitory. All

dining halls within the campus are located 100M from the dormitory and are open all

year.

Soul Hall has got the best equipped two kitchens with electric stove, micro wave

oven. All KOICA students are free to use the kitchen during the designated time

period every day.

KOREATECH's library, Dasan Information Library, has secured various domestic

and foreign books and periodicals. We operate a unique room for vocational training

information. Creating the academic environment for the information age and

contributing to the efficiency of information material use by constructing a Dasan

system linked with in a school integration information system, KOREATECH is

performing the role of general information center by operating the only vocational

training center in Korea. Dasan Information Center is a library with cutting-edge

The GEC aims to manage language education and Korean education for foreign

students, especially for foreign professors and students. It was established in 2010.

It has 4202.52 ㎡ floor space(3 ground floors, 1 basement floor). It conducts Korean

language education for foreign students, language programs for Chinese students,

college students, graduate school students, foreign professors, and has short-term

programs for foreign visitors and exchange students. It aims to enhance the

language skills of foreign students and the efficiency of language education by

providing foreign students with the Global Lounge, labs, etc in an integrated space.

The GEC also provides VISA-related services, support for foreign students and

professors.

f. Athletic facilities

1. University Health Service Center

KOREATECH has 2 gymnasiums equipped with a variety of workout

machines and free weights.

There is no charge to use the gym facilities, however you must have a

valid KOREATECH student card. At the rear of the gym hall, the

1stcampus health service center is equipped 6 running machines, 4

kinds of bench press, shoe cabinets etc.

The 2ndcampus health service center is located in front of Seungsu

Hall. The 2ndcampus health service center is equipped 7 running

machines, 5 kinds of Bench press, 2 shower rooms, 2 locker rooms,

sauna, shoe cabinet etc.

The centers are available for use from 6:00 AM to 12:00 PM on

weekdays.

2. Gym

The main gymnasium contains basketball and volleyball courts,

shower facilities, locker rooms and other auxiliary facilities. The gum

can provide seating for 650 spectators.

In the KOREATECH, everybody can also enjoy to indoor squash and

enjoy the use of 4 outdoor tennis courts.

g. CONVENIENT FACILITIES

Most everyday living needs are covered by a variety of convenient facilities on the

campus. We have an opticians, hair salon, etc. Most of these facilities are located

in the Students Hall or Welfare Center.

Part VI SUPPORT SERVICE

1. TRAVEL TO KOREA

KOICA arranges and pays for the participant to travel to and from Korea. The

participant is to travel by the most direct route between Incheon International airport

and a main international airport in the participant’s home country. KOICA will cover

economy class, round-trip airfare.

If a participant wants to change the flight itineraries, they should pay the additional

airfare. The participant is responsible for the issuance of an appropriate visa (which

must be the ‘Study Abroad Visa [D-2]) necessary for this Scholarship Program.

Should the participant be unable to get the appropriate visa before the date of

entrance, KOICA is unable to provide any assistance and, if it proves necessary,

participants may have to return to their respective countries to get the visa issued at

their own expense.

2. EXPENSES FOR STUDY AND LIVING

The following expenses will be covered by KOICA during the participant’s stay in

Korea.

3. INSURANCE

During the program participants will be covered by the overseas travelers’ health

insurance. The insurance covers expenses for medical treatment and hospital care

caused by diseases or accidents within the scope and limit of insurance coverage.

Participants should pay themselves first and be reimbursed for the expenses later on

the condition that the case falls under the coverage of the insurance.

medical insurance subscription amount per case (for details, refer to

the insurance policy)

- Medical checkup at the participant’s option and the fee for a medical

certificate and diseases caused by pre-existing medical conditions,

etc. are not covered by the insurance.

Part VII REGULATIONS

1. KOICA

A. participant’s responsibilites

Participants are required

- to take up the scholarship in the academic year for which it is offered

(deferral is not allowed).

- to follow the training program to the best of their ability and abide by

the rules of the training institute and KOICA.

- to reside in the accommodation designated by the training institute

for the duration of the course except for holidays or temporary leave.

- tomaintain an appropriate study load and achieve satisfactory

academic progress for the course. If the participant fails to attain

certain grades required by the university, his or her status as a

KOICA program participant may be suspended.

- to participate in all activities associated with the approved course of

study including all lectures and tutorials, submit all work required for

the course and sit for examinations unless approved otherwise by

the training institute in advance.

- tonotify the training institute in advance and get an approval for

temporary leave.

- to advise KOICA and the training institute of any personal or family

circumstances such as health problems or family problems which

may seriously affect their study.

- to refrain from engaging in political activities or any form of

employment for profit or gain.

- to agree to KOICA collecting information concerning them and

passing that information onto other relevant parties, if necessary.

- toreturn to their home country upon completion of their training

program.

- not to extend the length of their training program or stay for personal

convenience; neither KOICA nor the university will provide any

assistance and be responsible for extension of their stay.

B. withdrawals

- In principle, a participant is not allowed to withdraw from the course

at his or her own option once the course starts.

- A participant may withdraw with valid personal or home country’s

reasons (such as health or work issues) when acceptable to KOICA.

In this case, he/she is not allowed to re-apply for KOICA’s

scholarship program for the next two years after the withdrawal.

- If a participant fails to attain certain grades required by the training

institute, he or she may be forced to withdraw and return home upon

withdrawal. In this case, he/she is not allowed to re-apply for

KOICA’s scholarship program.

- A participant who has withdrawn is not allowed to re-apply for

KOICA’s scholarship program for the next two years after the

withdrawal.

- The participant who withdraws must return to the training institute

the living allowance he or she has already received for the remaining

period from the date of departure from Korea.

C. TEMPORARY Leave

- Participants can have temporary leavewithin 15 days in a year (to the

participants’home country or for a trip abroad) on the condition that

the trip does not affect their schoolwork and as long as they notify

the university in advance.

- KOICA and the university do not pay airfare for the trip. If the trip

exceeds 15 daysin a year, KOICA will not pay the living allowance for

the absent days which exceed 15 days.

- If the participant is found to have made an unreported temporary

visit to his or her home country or traveled to other countries or

made a trip despite the university’s disapproval, his or her living

allowance will be suspended (from the day of departure to the day of

return).

D. Accompanying Family

- As KOICA’s Scholarship Program is a very intensive program which

requires full commitment to and concentrated effort for

study,participants not permitted to accompany any family members.

E.Others

- KOICA will assume any responsibility only within the limit and scope

of the insurance for participants.

- KOICA is not liable for any damage or loss of the participant’s

personal property.

- KOICA will not assume any responsibility for illness, injury, or death

of the participants arising from extracurricular activities, willful

misconduct, or undisclosed pre-existing medical conditions.

- If the participants break any of the rules of KOICA and the training

institute during their stay in Korea, their status as a KOICA program

participant may be suspended.

A The Objectives

Based on the general and detailed regulations of the KOREATECH

Graduate School, the objective of these regulations is to further define

the rules as they apply toadministrative affairs for KOREATECH-

KOICA Scholarship program.

B. Rights and obligations of Students

Students must observe the rules and regulations. Also studentshave

the rights and obligations to receive guidance from the dean,

academic advisorand coordinator of the program

D. Contents of the program

① The program is run under 5 session system (16 months).

② The classes of this program consist of general lectures opened

ordinarily as the unit of semester and in various programs such as

speciallectures, seminar, study-tour, home-visiting, etc.

③ Before the beginning of the academic schedule, KOREATECH

offers a none-credit preparatory session.

④ The students have to attend all official events.

E. Courses and credits

① Courses shall be composed of common required courses, major

required courses and elective courses.

② Students must satisfy all credit requirements, including common

required courses, major courses within their designated period of

study.

③ The number of credits in each credit requirement category is

shown in[Table 1]

F. Class Registration

① The students have to choose subjects they intend to take during

the period of class registration through guidance of the academic

advisor.

② The students apply for taking courses in a designated way within

the period oftime set before semester begins.

③ The students can modify the contents of class registration during

the period of modification inclass registration.

④ (Limitation of Acquisition Credits)Acquisition of credits cannot

exceed the maximum twelve credits each semester. Also the

students should register at least one subject.

G. Attendance and Grade Evaluation

① The students have to attend class for at least two-third of the whole

number of days oflectures in a semester.

② The students must maintain at a minimum Co grade point average.

Anything below 70 points will not be acknowledged as a passing

grade.

③ An academic grade is evaluated base on exam, attendance,

assignment, presentation, etc.

H. Awarding of Degree and Graduation

① There are two ways of graduation in this course. The students who

submit the master’s thesis are required to take at least 30 credits

and the thesis must pass a screening. Those who have acquired 36

credits or more are able to take a master’s degree without thesis

once you’ve passed graduation examination.

② The students must follow the guidelines and proper procedure for

graduation until they complete the course.

I. Comprehensive Examination and criteria to pass the Examination

① The comprehensive examination for qualifications shall consist of

English test and oral test from a major field.

② The graduationexamination consists of English test and essay test

from a major field. Students shall be examined in four subjects and

examination shall be answered in English, in principle.

③ In order to pass the examination, the students must obtain60

points or more for eachsubject.

J. Thesis

① The students in degree courses shall submit their thesis research

proposals to the Administrative Office.

② Those who want to take a

thesis evaluation shall

submit their examiner

(application) and

documents for the Master'sThesis with their thesis advisors'

approvalwithin the designated period.

③ Students who intend to submit their thesis in a certain semester

must make a public presentation on thecontents of their theses in

that semester. The presentation shall be evaluated by their thesis

advisers as the main referees and main referee reports to dean of

graduate school.

④ The thesis will receive a passing grade when more than two of the

registered members give 70 points or more out of 100 points to the

thesis.

K. Submission of Final Copies

① Those who have passed the thesis presentation shall obtain the

signatures of all members of the ThesisEvaluation Committee and

submit them to offices within thedesignated period.

② The students can request for reimbursement thesis printing and

binding expense within the budget.

L. Awarding of Degree and Degree cancelation

① When the necessary procedure is completed,it shall be decided

whether togive the degree or not and it has been examined by

theCommittee.

② (Degree cancelation)In case apparent unlawful ways were detected

while taking courses and degrees, or the submitted thesis for

degree is concluded to be written by copy, ghostwriting or

plagiarism, the conferred degree will be canceledeven after

graduation.

M. Allowance

1. 6 copies of the thesis bound in hard cover

( Including 3 copies of thesis with the signatures of all committee members)

① The students receive allowance per month which will be deposited

into student’s bank account.

② If students are found to have made on unreported temporary visit

to home country or traveled to other countries or made a trip

despite the university’s disapproval, living allowance will be

suspended from the day of departure to the day of return.

N. Temporary Leave

① Requested for temporal leave should be submitted to the office no

later than 2 weeks prior to the starting date after consulting with

academic advisor. The students must obtain permission from the

dean.

② The student can have temporal leave for 15day in a year during the

program on the condition that the trip doesn’t affect schoolwork

but cannot get a permission during semester except for

unavoidable reasons. In such inevitable situations, such as the

death of a parent or treatment for serious medical problem, it is

allowed up to 2 weeks with permission.

③ The students can leave maximum 30 days with the approval of the

dean if the reason is reasonable and necessary. As for the

temporary departure exceeding 15days at one time, allowance for

the exceeding period is not to be given even though student has

got the permission.

④ The students must notify to the office of your re-entry within 3 days

by ※submitting a copy of passport.

① In principle, all students shall live in dormitory for the entire 5

semester period of study.

② The room cannot be changed without the said officer's permission

③ The students should adhere to the rules and regulations.

those explicitly permitted.

⑤ The students shall be allowed to cook in the kitchen for a limited

time

When participants arrive at Korea, they should go to the ICC of KOICA for KOICA

Orientation including medical checkup. After the Orientation, participants will move to

the dormitory of the University.

a limousine bus ticket from the bus ticket counter near a bus stop

fare when you arrive at the ICC.

※ If the limousine bus is not available due to your early or late arrival
