To contribute to climate technology transfer, Korea NDE mobilized its financial resources
to provide 3 TAs on pro-bono basis for 3 countries in collaboration with CTCN

• Provide support to partner countries in response to their technology needs
• Motivate climate technology experts in the country to participate in CTCN activities
To facilitate and expand Korea’s CTCN Pro-bono contributions,
Korea NDE held 1st Korean CTCN Pro-bono committee meeting (April 2019)
As a result, 3 TAs will be supported by Korea (as of September 2 2019)

▪ Title: Development of climate-smart City Framework for
the City of Kurunegala (Adaptation)
▪ Implementer : Korea Adaptation Center for Climate
Change(KACCC) of Korea Environment Institute(KEI)
▪ Budget : USD 106,910 (pro bono support by Korea NDE)
▪ Duration : 2018.12-2019.11
▪ Objective
✓ Design a climate-smart city framework for the City of Kurunegala
✓ Develop a master plan, climate risk and vulnerability assessments, and action plan
✓ Provide capacity building for city partners and policy makers

The Korea NDE with the support of GTC guides and monitors the TA implementer to bring best outcomes,
and KEI KACCC(TA implementer) has been closely communicating with
Sri Lanka counterparts(KMC and Sri Lanka NDE) and including capacity building elements to the TA

✓ Inception Workshop & city level kick off meetings at Kurunegala city
✓ Formulate a local consultancy team
▪ [Output 3] Collection of baseline information and identification of methodologies
✓ Engage and train local consultancy team for collection of information and data
▪ [Output 4] Assessment of climate change vulnerability and risk
✓ Mini training workshop to facilitate their understanding on the whole process of the assessment
✓ Capacity gap analysis by local consultancy team to define major gaps & obstacles (institutional
set- up, financial support, infrastructure, public awareness, policies and laws) and capacity
building needs (capacity gap analysis report)
The Korean TA implementer (KEI, KACCC) considers capacity building
as an integral part of a comprehensive TA implementation not a separate part

Capacity Building Elements
▪ [Output 5] Development of action plan for addressing heat waves and water
management focusing on adaptation with the result of the assessment
✓ Develop adaptation measures and urban action plan with Local counterparts
✓ Stakeholder consultation workshop to share and discuss action plan (including governmental
officials, local community, NGOs, and other key stakeholders)
▪ [Output 6] Capacity building of city planners on the integration of climate-resilient
aspects into city development plan
✓ Development of training manual for the city planning and decision support module
(the process of the data collection, synthesis and analysis)
✓ Two days training workshop (with Training manual to guide city planners)
- how to use the assessment guideline tool to repeat the assessments periodically
- how to integrate climate change adaptation measures to the urban development plan

Conclusion
▶ The CTCN provides proper guidance and instructions to TA implementers to
effectively response to requests of countries
▶ The GTC plays a key role(designated by Korea NDE) by supporting and guiding the
Korean TA implementers to embed capacity building elements in the TAs for
sustainability of the project
▶ Capacity building as an essential element for TAs
▪ The Korean implementers, as shown in Sri-lanka case, consider capacity building
including local engagement as key parts of TA implementation.
▪ In Korea’s Pro-bono TAs, capacity building elements are being considered at the
organizational level(institutional level) as well as the individual level
