The City of Saskatoon is seeking consultant
services for the creation of a functional Mas-
ter Plan.
The Kinsmen Park & Area Master Plan will
set a vision that will attract, captivate and
delight users from 1 to 100. The Master Plan
will propose and set up a process to renovate
this site, in order to create a primary activity
node in Saskatoon’s downtown. Like Master
Plans for Victoria Park or the Forestry Farm
Park and Zoo, the Kinsmen Park & Area
Master Plan will identify a logical sequence
for upgrades and changes which will allow
screening and accommodation of sponsorship
and partnership opportunities and phased
implementation as funding is available.
The Kinsmen Park & Area is a generous
green space and cultural precinct located
in the north end of Saskatoon’s City Centre.
The site includes Kinsmen Park, the existing
Mendel Art Gallery building and grounds, the
Shakespeare on the Saskatchewan site and
the Shearwater tours boat dock. The Kinsmen
Park & Area is bounded on the north side by
City Hospital and the City Park neighbour-
hood, located to the west is the YWCA and
a significant portion of the city’s downtown
multi-family residences, to the south is the
Central Business District. The area is im-
mediately adjacent to the University Bridge
and looks east directly to the University of
Saskatchewan. What sets this site apart is its
history as Saskatoon’s oldest city park and
its enviable and unique location on the west
bank of the South Saskatchewan River.
1.2 Objectives
The objectives for the Kinsmen Park & Area
Master Plan are:
1) Create a place-specific, memorable envi-
ronment that is enjoyable for all ages. Focus
on activities and programming for Children,
fun and play, but also generate an active
centre from a high quality, lively urban
environment that is used by all ages and
abilities year around.
2) Establish a prominent civic activity node
that fully integrates activities on both sides
of Spadina Crescent, including Kinsmen
Park, the existing Mendel Art gallery build-
ing and grounds, and the Shakespeare on
the Saskatchewan site. A fully connected
site will include consideration for safety,
ease of access for all and traffic movement.
3) Prepare a plan for the adaptive reuse of the
Mendel Art Gallery building and grounds,
maintaining the civic operation of the
conservatory, building and grounds, in a
manner that responds to and supports the
broader site context.
4) Enhance and upgrade this north downtown
park for use by tourists and citizens city-
wide, while continuing to address the needs
of surrounding local communities. Plan for
and support an increased residential popula-
tion in the Downtown.
5) Assess the technical requirements, feasibil-
ity and logistics of locating a purpose-built
festival site option in Kinsmen Park & Area.
6) Assess the technical requirements to main-
tain Shakespeare on the Saskatchewan and
the boat tour dock at their current site.
Kinsmen Park is Saskatoon’s oldest park, first purchased by the municipality in 1903 and formerly named City Park. This area was first used as a horse racing track. From 1887 to 1910, the green space hosted an agricultural exhibition until it relocated to Prairieland Park. In 1951, the Kinsmen Club purchased a merry-go-around which was installed as part of an overall redevelopment project. In 1953, the Kinsmen club rented a children’s train, which was installed close to the merry-go-around. Finally, by 1954, the Kinsmen purchased a train for permanent installation at Kinsmen Park.
Kinsmen Park is a Special Use Park, com-prised of a children’s play area with a play structure and a paddling pool, an antique car-ousel with hand-crafted animals, a children’s train ride, picnic areas, 2 ball diamonds and winter cross-country skiing facilities. The park is used by people from across the entire city and is a tourist destination for families with small children. Recent surveys and data indi-cate that there has been a steady decrease in park use over the course of this decade.
As the city’s oldest park, there are heritage site assets that must be evaluated in order to ensure that historically significant elements are respected in the creation of the Master Plan.
The Mendel Art Gallery and Civic Conserva-tory was founded by Frederick (Fred) Salo-mon Mendel. The Mendel Art Gallery opened on October 16, 1964. This building represents one of the finest examples of modernist architecture in Saskatchewan. Fred Mendel, through a generous donation which was matched by the provincial government, initi-

ated the building of a public art museum. The city of Saskatoon donated the land with the statement:

In April 2009, the Saskatoon Gallery and Conservatory Corporation Board of Trustees unanimously approved in principal pursuing construction of a new art gallery at River Landing. Saskatoon City Council in Novem-ber, 2009, approved in principal the develop-ment of an art gallery as an anchor attrac-tion at River Landing Destination Centre. The new gallery is due to open in late 2014. Following the move of the civic gallery to its new location, the existing Mendel Art Gallery building will become vacant.
Because the Mendel functions as an impor-tant community and heritage landmark, an invaluable resource, and a popular and culturally significant tourist destination, City Council agreed in July 2010 to maintain own-ership of the Mendel Art Gallery and Civic Conservatory building and grounds, and to continue to manage and maintain the civic conservatory.
Because of its importance to the site, the Mendel may play a prominent role in the layout of the Master Plan in terms of axiality, views connections, etc.
Shakespeare on the Saskatchewan is a not for profit, registered charity incorporated in 1985. Shakespeare on the Saskatchewan Festival Inc. provides contemporary and traditional productions of plays by Shake-speare and his contemporaries. Each summer season, two full-length plays are performed in repertory by professional artists, in large tents on the banks of the South Saskatch-ewan River adjacent to the existing Mendel building. The festival runs from the first week in July until mid-August. Matinees are performed during certain week-days and all week-ends in this period.
Each season the riverbank location hosts main stage performances with numerous festive activities. The month of May sees the raising of the mainstage tent, with its 282 seat capacity, along with a smaller tent. The site also features Sir Toby’s Tavern and Riverside Deck – the only riverside tavern in Saskatoon.
In addition to performances taking place on the mainstage, companion activities are held such as Medieval Feasts, workshops, tours, art displays, special matinees and the Com-munity Stage.
Boat Tour docks are located at the edge of the river adjacent to the Mendel Art Gal-lery on Spadina Crescent. Shearwater Tours currently operate Saskatoon’s only boat tour business from this location.
Each scheduled tour lasts about one hour, leaving from the Shearwater docks behind the Mendel Art Gallery on Spadina Crescent near the University Bridge. The passenger launch travels under four of Saskatoon’s seven bridges, past the downtown core with its landscaped parks, natural areas, and some of the city’s most opulent residences. The tour and attendant material informs visitors about the river, its landmarks, cultural highlights, and history.
It is important that the “Saskatchewan” in Shakespeare on the Saskatchewan remains strong. The primary artists who play our stage must be from Saskatchewan. The stories we tell are for all Saskatchewan people and the manner in which we tell those stories reflects the Saskatch-ewan character: hard working, practical people who favour common sense over extravagance. can fully address the complexities of this
challenging site and create a viable and com-
pelling Master Plan.
In order to fully address the technical require-
ments of the site, possible consultants may
include representatives from: Landscape
Architecture; Interpretive/Visitor Experience
Planning and Design; Public Art; Architecture;
Transportation/Civil Engineering; Electrical
Engineering; etc.
o At least 2 sectional drawings
o Project statement
o High level cost analysis to determine project feasibility
12) Preparation of a preferred Option gener-ated after the 2 concept plans including at minimum:
o Rendered Plan views
o At least 2, 3-dimensional perspec-tives that are spatially enveloping and animated

o Optional pricing for a 3-dimensional scale model of the site
13) Preparation of a bound Master Plan report in colour, including at minimum:
o Summary of studies and analysis
o Brief overview of 2 initial options
o Detailed presentation of preferred option including all drawings, plans, etc.

o Cost analysis and implementation / phas-ing strategy.
14) Presentation to Planning and Operations Committee - Executive summary of report in graphics rich powerpoint presentation.
15) Presentation to Council including materials – 1 session
16) Final public presentation / lecture
This contract does not include full design de-velopment, the preparation of tender materi-als, or construction contract administration. Implementation of the Master Plan will proceed according to resource availability and will be carried under a separate contract.

The Kinsmen Park & Area Master Plan is motivated by a number of factors including:
• Deterioration and removal of park rides
• Falling usage rates
• The future Mendel Building vacancy
• Alignment with broader planning and amenity needs for the Downtown
• Existing festival site overuse and deterioration
• The need to identify a logical sequence for upgrades and changes to accommodate sponsorship opportunities
• Riverbank technical site needs
1) A brief description of your understanding of Kinsmen Park & Area Master Plan.
2) Previous experience
- Three (3) references relating to projects that are similar to the scope of services requested.
- Identify key team leaders, members and subconsultants. Specify each team member’s focus for the plan under this request, including their qualifications, education and relevant accomplish-ments.
3) Project Delivery.
- Detailed outline of the proposed stages
- Identify specific project tasks and time lines for completion. Please highlight any modifications in detailed dates that do not correspond with those rec-ommended by the City of Saskatoon.
- Key deliverables/measurements of suc-cess
- Integration and incorporation of cur-rent projects.
- Ability to address all the elements within the scope of the Plan
- A description of how the organization and methodology will result in meeting the key project objectives
4) Consultant Fees
- Include itemized costs associated with each proposed stage
5) The successful proposal will illustrate an ability to guide the project through recommendations founded upon a firm understanding of public space design and function. The successful proponent will,

through their innovation and expertise, show the ability to create a dynamic and sustainable vision for this key public space in Saskatoon’s centre.
Maximum page limit 30 pages double-sided, 60 pages single-sided. This includes all project sheets, resumes and references.
Upon receipt of Consultant proposals, the project Steering Committee will review pro-posals to ensure the Consultant’s compliance with all requirements of this proposal. The evaluation criteria will include the following 5 categories which are assigned points.
1) Understanding of the scope of the Kins-men Park and Area Master Plan. (20 Points)
2) Previous Experience on related projects, references, & team (20 Points)
3) Project delivery, including: Ability to meet project schedule; methodology, and Abil-ity to effectively meet project objectives. (25 Points)
4) Fees for Services (25 points)
5) Local representation or past local experi-ence (5 points)
5) Overall Quality, Innovation and Vision (5 Points)
Final decision regarding suitability of any pro-posal rests solely with the City of Saskatoon. Note that a proposal is considered to be an offer from a supplier to provide goods and services, acceptance of which may be subject to further negotiation.
The selection of the successful proponent will be made by the General Manager of Commu-nity Services, or designate.

The successful proponent for this service must enter into a Consulting Service Agreement with the City of Saskatoon. In order to secure the expected services in the community, the following requirements and conditions will be incorporated in the Consulting Services Agree-ment.
- The firm or consortium will designate a single contact.
- The firm or consortium will track billable hours and charge the City of Saskatoon for any applicable work as defined within the terms of the agreement.
- A maximum upset limit will be established for each phase of the project.
- The firm or consortium will undertake to respond to clients, complete work, and respond to requests from the client in a timely manner.
City of Saskatoon’s Kinsmen Park & Area Master Plan will be deemed to be completed when it is in a form which is suitable to submit for Council’s approval and when it has been presented to council and the public.
The City of Saskatoon may cancel the Con-sulting Services Agreement, provided written notice is issued to the firm or consortium of not less than 60 days. Fees are then to be prorated.
It is the responsibility of the successful consul-tant to ensure that all professional registration and licensing requirements in the Province of
Saskatchewan are met.
4.1 Conditions of Consulting Ser-vices Agreement and Firm or Consortium Obligations

REGISTER YOUR INTERESTNotify the Project Manager to register your interest in this project. This will enable us to send clarifications and answers to queries to all potential consultants. To ensure that you will be contacted with this information, register your interest no later than 3pm, February 2, 2011.
QUESTIONSAn informal question and answer session will be held for any interested consultant at :1pm, February 4th, at 201-3rd Avenue North.
Questions and answers will be made avail-able to all registered consultant teams. Clarifications and answers to queries to all potential consultants received and replied to until returned until:3pm, February 9, 2011.
PROPOSAL SUBMISSIONSSeven (7) original, hard copy proposals and an electronic copy shall be delivered to the Project Manager
Proposals to be received no later than 3pm, February 16, 2011.
1. The City of Saskatoon will not accept
proposals by email or facsimile for all or
any part of this request.
2. Proposals will not be considered if they are received after the specified closing time and date. Late proposals will be returned.
3. No change to proposal submissions will be considered unless received in writing by the City of Saskatoon before pro-posal closing time and date. Changes by facsimile or email will be accepted or received prior to the stipulated proposal closing time. The Owner will not be re-sponsible for failure to receive facsimile or email changes. The Bidder is responsible for ensuring facsimile or email changes are received prior to the stipulated pro-posal closing time.
4. Any addenda issued during the proposal period will become part of any contract. Prior to closing of proposals, addenda may be issued for the purpose of modify-ing or clarifying plans and specifications or terms. The addenda will become an integral part of the contract. Number of addenda received shall be listed on the proposal form. Addenda will be issued in written form. Interpretation, corrections and changes made in any other manner will not be binding to the City of Saska-toon.
5. Request for extension of the proposal period may be taken into consideration. All such requests must be made 72 hours prior to the publicized closing time and date.
PROPOSALS1. All information requested in the proposal
should be included. Failure to do so may result in rejection of the proposal.
PROPOSAL NOTIFICATION, WITHDRAWAL, AND ACCEPTANCE
1. Proposals will not be publicly opened

2. A proposal may not be withdrawn within the proposal period after specified closing time and date
3. All proposal prices and terms shall be firm for 45 days.
4. Any proposal will not necessarily be ac-cepted and the City of Saskatoon reserves the right to reject any and all proposals, and to waive any informality herein.
REJECTION OF PROPOSALS1. The owner reserves the right to reject
any and all proposals. Bids that are incomplete, conditional, unbalanced, and obscure or which contain alterations, additions or erasures may be rejected.
2. The owner reserves the right to waive any irregularity or insufficiency in any proposal submitted and to accept the proposal which is deemed most favourable to the interest of the owner.
OFFERER’S QUALIFICATIONS1. Offerers shall be actively engaged in the
types of work required in the request for proposal and shall be able to refer to simi-lar work performed by them.
2. The City may during the proposal period or after proposal submission, require any Offerer to submit written proof of qualifi-cations.
TAXES1. Goods and Services Taxes must be shown
as an extra.
2. Provincial Sales taxes must be shown as an extra where applicable.
INTERPRETATIONS AND MODIFICATIONS OF PROPOSAL DOCUMENTS1. Submit questions about the meaning and
intent of Kinsmen Park & Area Master
Plan to the Project Manager
2. Offerers shall promptly notify the Project Manager with inconsistency or error which they may discover upon examina-tion of the Proposal Documents.
PROPOSAL EVALUATION, CONTRACT NEGOTIATION AND AWARD1. Upon receipt of vendor proposals, an
evaluation team will screen proposals to ensure the consultant’s compliance with all requirements of this proposal.
2. Evaluation criteria – the contract shall be awarded based on the criteria and points as outlined in previous section.

Preliminary budget information will not be made available to the public at this stage of the process.

City Planning and Urban Design
City Centre PlanA multi-phased initiative to gather data, pre-pare a Master Plan for the Civic Plaza Precinct, and to create a new Downtown Plan.
Downtown Design StudyIn 1981, a comprehensive Downtown Design Study was undertaken which focussed on the urban design aspects of Saskatoon’s Down-town.
Downtown PlanIn 1989, the City of Saskatoon adopted a comprehensive Downtown Plan which was comprised of a report and poster summary of recommendations.
Downtown Plan poster and websiteIn 2000, the Downtown Plan poster was updated and a new website was developed to serve as a central point of contact for all poli-cies and programs related to the Downtown. The website includes references and links to heritage, housing, traffic and parking, urban design, warehouse district and links to the River Landing website, to name a few. The website is now out of date.

25th Street ExtensionThe 25th Street Extension project is a high priority within the City and underground servicing work is commencing in 2010 , subject to railways approval, with completion of the street in 2012. Urban Design have a design and funding role for the implementation of an enhanced Streetscape plan.
City Cycling NetworkA new Downtown Bike Friendly Program was approved in 2009 and improvements are underway. Update to be completed mid 2010
