1.0 Introduction and Background

We are writing on behalf of School Infrastructure NSW (SINSW), the applicant for the upgrade and expansion of Kingscliff Public School at 12 Orient Street, Kingscliff (‘the site’). This request for Secretary’s Environmental Assessment Requirements (SEARs) relates to the substantial upgrade of the Kingscliff Public School to accommodate increased student capacity and address the Education Facilities Standards and Guidelines (EFSG). The proposal includes demolition of demountable and permanent buildings, construction of new one (1) and two (2) storey buildings and covered outdoor learning spaces, refurbishment works to existing buildings and new landscaping of the school grounds. The proposal also seeks to increase the student and staff numbers; incrementally over a period of 10 years (up to the year 2030) from 614 to 900 (approximately). As the proposal is for alterations and additions to an existing school with a capital investment value (CIV) exceeding $20 million (see cost estimate at Attachment 1) it is State Significant Development (SSD) for the purposes of the Environmental Planning and Assessment Act 1979 (EP&A Act 1979). The purpose of this letter is to provide information to support the request to the Secretary. To assist in identifying the SEARs for the preparation of an Environmental Impact Statement (EIS) for the proposed development, this report provides:

An overview of the site and context;

A description of the proposed development;

An overview of the relevant planning framework and permissibility; and

An overview of the potential environmental and planning impacts.

This request for SEARs should be read in conjunction with the following:

Cost Estimate prepared by Slattery Quantity Surveyors (Attachment 1);

Preliminary Concept Design prepared by SJB Architecture (Attachment 2); and

Government Architect New South Wales (GANSW) meeting minutes (Attachment 3).

2.0 Site and Locality

2.1 Site and Location

Kingscliff Public School is located at 12 Orient Street, Kingscliff. The site is located within the Tweed Shire Council Local Government Area (LGA) and is legally described as Lot 1 in DP 384195. The land is owned by Schools Infrastructure New South Wales (SINSW). The location of the site, and the layout of existing the school , is shown in Figures 1 and 2 below.

2.2 Site Description

The school site is irregular in shape and has a total area of approximately 2 hectares. The site has frontage to Orient Street along the eastern boundary, Sutherland Street along the western and part of the northern boundary, and pedestrian access via School Lane along part of the northern boundary. The site has vehicle access to the car park along Orient Street. The site is occupied by portable and permanent buildings used as homebases (learning spaces), a school hall and administration and staff facilities. The school grounds also include a sports field, car park and play areas. The site contains a landscape buffer along the southern boundary between the school and neighbouring residential dwellings while trees and vegetation are scattered throughout the school grounds and the perimeter of the site.

As part of the early planning phase of the project, a series of preliminary investigations were undertaken to support the preliminary master planning of the project. The site characteristics are summarised as follows. 2.2.1 Topography The site is located on a ridge, falling gently towards the north-west corner along Orient Street and the south-west corner along Sutherland Street, adjacent the school oval. 2.2.2 Flooding The site is not within a flood planning level area and is located well above the flood planning level that applies to sites located approximately 150-200m to the east, adjacent Cudgen Creek. 2.2.3 Contamination A Hazardous Materials Management Plan (“HMMP”) has been prepared to manage the risks associated with demolition work and for any remaining in-situ hazardous materials that may be present on site. The HMMP recommended that any hazardous materials should be removed under controlled conditions prior to demolition /refurbishment works, in accordance with the Australian Standard requirements. 2.2.4 Geology The site is underlain by predominantly red clay soils with top layers of sand, as is visually evident throughout the school grounds. 2.2.5 Trees The site analysis and preliminary investigation identified 74 trees on the site within or adjacent to the proposed works. A total of 29 trees have been identified as potentially requiring removal due to their location relative to the proposed works or their health and/or structural integrity. Species classified as a noxious weed are also proposed for removal. 2.2.6 Heritage The site has no listed heritage items on the site, and the existing buildings do not meet the criteria for heritage significance. The site is not within a heritage conservation area. 2.2.7 Aboriginal and Archaeological Heritage An initial assessment of Aboriginal and archaeological heritage across the site was undertaken which identified the entire school grounds may still have intact Aboriginal occupation deposits at depth and further investigation was recommended. As a result, an Aboriginal Cultural Heritage Assessment will be prepared, which may trigger an Aboriginal Heritage Impact Permit (AHIP) application to be prepared. 2.2.8 Access There are two (2) vehicles access points to the site on Orient Street. The primary access for the school is located to the south which provides access to the dedicated staff parking area. The secondary access to the north, known as School Lane, runs between the school buildings and houses along Sutherland Street. This serves as an access for maintenance vehicles. There are multiple pedestrian access points on both Orient Street and Sutherland Street. The site is located within walking distance to a bus stop located on Sutherland Street.

2.3 Surrounding Development

The site is located within a residential area, sharing part of its northern boundary and southern boundary with residential dwellings. Further north (beyond the Sutherland Street property boundary) is Kingscliff/Cudgen neighbourhood shops, Cudgen Headland SLSC and Kingscliff Beach Caravan Park.

3.0 Proposed Development

Established in 1957, Kingscliff Public School is a co-educational government primary school, located on the NSW Far North Coast in Kingscliff. Kingscliff Public School currently comprises up to 14 demountable buildings that operate as homebases and administration buildings, six (6) permanent buildings, off-street staff car park comprising 32 car spaces, various playgrounds, and a sports oval/green space. The existing student population is approximately 614 and 37 staff. This request for SEAR’s relates to the substantial upgrade of the Kingscliff Public School to accommodate increased student capacity and to address the Education Facilities Standards and Guidelines (EFSG). The proposal includes the demolition of demountable and permanent buildings, construction of new one and two storey buildings and covered outdoor learning spaces, refurbishment works to existing buildings and new landscaping of the school grounds. An overview of the proposal is provided below. The demolition works include:

Demolition (removal) of 14 demountable buildings;

Demolition of Building A (administration/staff, library + 3 teaching spaces);

Demolition of Building C (8 teaching spaces + 2 special program rooms);

Demolition of Building E (maintenance store); and

Demolition of Building F (program room).

The refurbishment works to existing buildings and hardstand areas include:

Retention of Building D (student amenities);

Retention of Building G (hall & canteen), and expansion of hall, canteen and incorporation of OSHC; and

Retention of existing carpark off Orient Street.

New works and new buildings include:

Construction of new main entry off Orient Street and covered outdoor learning area (COLA) to the north of the existing hall;

Construction of a new secondary entry and bike store off Sutherland Street to the west;

Construction of a new single storey administration/staff building off Orient Street;

Construction of a new two (2) storey building to the north, with ground floor library, 12 homebases, one (1) special programs room;

Construction of 2 x new two (2) storey buildings to the south, with 20 homebases and two (2) special programs rooms; and

Landscape works including new play court.

Tree removal, tree replacement and embellishment of green spaces and playgrounds

In the order of 29 trees have been identified as potentially requiring removal due to their location relative to the proposed works or their health and/or structural integrity;

Species classified as a noxious weed are also proposed for removal; and

Tree replacement and embellishment of new and existing green spaces as well as new and existing playgrounds.

Student population increase As part of this SSDA, Kingscliff Public School is also seeking to provide a traffic management plan to support an increase to the current student population allowing strategic planning certainty for the school and responding to the demands in providing quality education in the North Coast of NSW. Kingscliff Public School is seeking to incrementally increase the student population to a maximum of 900 by 2030. This is based on a 10-year forecast for the school, which estimates an additional 30 students per year. The maximum student population of 900 incorporates a buffer allowing for future variances to this forecast. The school has an existing student population of approximately 614 students and there is no restriction on the number of students. Council advised they reviewed historic consents and approvals for the school and did not identify an existing approved restriction on student numbers. The school wishes to implement further works, strategies and/or operational protocols to support this increase in student population. The design of the proposal has carefully considered the interface with the surrounding residential area and has sited the buildings specifically to respond to the street frontages, topography and vegetation. A photomontage of the proposed development has also been prepared and is shown below.

Consent will be sought for the proposed redevelopment of the school. The proposal is outlined in the Concept Plans prepared by SJB Architects at Attachment 2.

4.0 Planning Framework

The relevant legislation and statutory planning policies that apply to the proposed development are as follows:

4.1 Environmental Planning and Assessment Act 1979

The assessment framework for SSD is established under Part 4 Division 4.1 of the EP&A Act 1979 with Section 4.12 requiring a Development Application (DA) for SSD to be accompanied by an Environmental Impact Statement (EIS). Matters relevant to the preparation of an EIS (including the application for SEARs) are set out under Schedule 2 of the Regulation. Section 4.38 of the EP&A Act 1979 identifies that the Minister is the consent authority for SSD. Planning and Assessment Commission or Department of Planning, Infrastructure and Environment (depending on delegations) is the relevant approval authority. 4.2 State Environmental Planning Policy (Educational Establishments and Child Care Facilities)

2017

The NSW Department of Planning, Infrastructure and Environment (DPIE) gazetted State Environmental Planning Policy (Educational Establishments and Child Care Facilities) 2017 (Education SEPP) on 1 September 2017. The Education SEPP aims (amongst other things) to streamline the planning system for education facilities. Provisions of the Education SEPP will be considered as part of the EIS for the proposal, namely – the preparation of a Design Statement pursuant to Clause 35(6) and Clause 42 which overrides the need to prepare a Clause 4.6 Statement for State Significant Development for educational establishments which do not comply with an LEP standard. Schedule 4 of the Education SEPP outlines the design quality principles that are to be considered in the design of a facility. The proposal will respond to the design quality principles as follows.

Principle 1 – Context, built form and landscape The proposal includes new built form and landscaping elements. The new built form will consider the relationship between the proposed and existing buildings and the surrounding context. A Landscaping Concept Plan will accompany the EIS. Principle 2 – Sustainable, efficient and durable The proposal will adopt a range of ESD initiatives, and an ESD report will accompany the EIS. The proposal will also provide positive social and economic benefits for the local community by ensuring the teaching facilities are meeting contemporary educational needs, and surrounding residential communities are adequately serviced by infrastructure. The proposal will be developed with consideration for the Government Architect of New South Wales (GANSW) Environmental Design in Schools and the Pre-DA meeting with the GANSW. Principle 3 – Accessible and inclusive The proposal is capable of complying with relevant provisions for accessibility, and an Accessibility Report will accompany the EIS. Principle 4 – Health and safety Crime Prevention Through Environmental Design (CPTED) measures will be incorporated into the design, operation and management of the sites to ensure a high level of safety and security for students and staff. A CPTED Report will accompany the EIS. A range of communal areas and facilities will be available for students to encourage passive recreation. The relevant CPTED principles will be addressed within the EIS. Principle 5 – Amenity The proposal will contain high quality facilities, spaces and equipment for use by students and staff. These will provide students with an enhanced learning environment. Principle 6 – Whole of life, flexible and adaptive The proposal involves construction of new classrooms and associated facilities, which will be designed to ensure flexibility and longevity. Principle 7 – Aesthetics When constructed, the proposal will have high quality external finishes. The proposal is of an appropriate scale and form for the residential context. A further detailed assessment of the proposal against the Education SEPP will be undertaken within the EIS. 4.3 State Environmental Planning Policy (State and Regional Development) 2011

Pursuant to Schedule 1 Clause 15 of State Environmental Planning Policy (State and Regional Development) 2011 (SRD SEPP), development for the purposes of an educational establishment with a capital investment value of more than $20 million is declared state significant development.

15 Educational establishments (1) Development for the purpose of a new school (regardless of the capital investment value). (2) Development that has a capital investment value of more than $20 million for the purpose of alterations or additions to an existing school.

(3) Development for the purpose of a tertiary institution (within the meaning of State Environmental Planning Policy (Educational Establishments and Child Care Facilities) 2017), including associated research facilities, that has a capital investment value of more than $30 million.

The proposal is for development of Kingscliff Public School through new building works and refurbishment works and based on project budgeting, the proposal will have a capital investment value of $24, 305, 338. and accordingly, the proposal is classified as SSD. 4.4 State Environmental Planning Policy (Infrastructure) 2007

Schedule 3 of the Infrastructure SEPP specifies development that qualifies as traffic generating development that must be referred to the Roads and Maritime Services (RMS). In the context of the proposal, Schedule 3 applies a threshold of 200 or more motor vehicles per hour with access to a road generally in relation to ‘any other purpose’, noting schools or educational establishments are not listed as a separate purpose of development. On this basis, given the on-site car parking will be well below 200, referral to the RMS is not required under the Infrastructure SEPP. 4.5 State Environmental Planning Policy (Vegetation in Non-Rural Areas) (Vegetation SEPP) 2017

N/A. 4.6 State Environmental Planning Policy No.55 – Remediation of Land (SEPP 55)

The provisions of State Environmental Planning Policy 55 - Remediation of Land (SEPP 55) apply to the site and are a relevant matter for consideration as part of the assessment of the proposal. The objectives of SEPP 55 include the promotion of remediation of contaminated land for the purpose of reducing the risk to human health or another aspect of the environment. SEPP 55 requires the consent authority to consider whether the subject land of any rezoning or development application is contaminated and can be made suitable for the proposed use. Accordingly, the provisions of SEPP 55 will be considered as part of the EIS accompanying the SSD DA and a contamination assessment, will be prepared and lodged with the EIS. 4.7 State Environmental Planning Policy (Coastal Management) 2018

Division 3 and 4 of the Coastal Management SEPP are to be taken into consideration prior to consent being granted to development under Part 4 of the EP&A Act 1979. The matters for consideration are:

Clause 13 Development on land within the coastal environment area

Clause 14 Development on land within the coastal use area

The school is located on Kingscliff headland and is not located on the coastal foreshore but is within areas mapped as ‘coastal environment area’ and ‘coastal use area’. The proposed works are at street level and will not be impact on the foreshore nor the scenic qualities of the coast, including the coastal headland.

4.8 State Environmental Planning Policy (Koala Habitat Protection) 2019

This Policy commenced on 1 March 2020, repealing, and replacing State Environmental Planning Policy No 44—Koala Habitat Protection. This policy applies to Tweed Shire LGA. The site and surrounding areas are mapped on the Tweed Coast Koala Plan of Management. Preliminary ecological investigations indicate a singular tree on site is considered a koala food tree species. However, a resident population was not present. The site is generally cleared with the exception of managed vegetation consisting of understorey dominated by exotic vegetation (ornamental shrubs and mulched garden beds). No threatened species; listed under the NSW Biodiversity Conservation Act 2016 or the Environment Protection and Biodiversity Conservation Act 1999, were identified during an initial assessment. In any event, a Flora and Fauna Assessment will be undertaken as part of the EIS. 4.9 Tweed Local Environmental Plan 2014

4.9.1 Overview The Tweed Local Environmental Plan 2014 is the primary environmental planning instrument that applies to the site. The development standards within the TLEP 2014 will be reviewed when evaluating the proposal. 4.9.2 Land Use and Permissibility The site is zoned R3 Medium Density Residential under TLEP 2014 as illustrated in the extract of the Land Zoning Map in Figure 6.

The proposed development is classified as an ‘educational establishment’ which is permissible with consent in the zone.

4.9.3 Height of Buildings (Clause 4.3) Clause 4.3 of TLEP 2014 establishes a 9m maximum building height the site, as illustrated in the extract of the Height of Buildings Map included in Figure 7.

As illustrated in the Concept Plans the new buildings will be up to two (2) storeys and will predominately comply with the maximum building height of 9m, except for proposed Building 1 where a minor portion of the roof will exceed the height limit. Pursuant to clause 42 of the Education SEPP, the development consent may be granted for development for a school that is State Significant Development even though the development would contravene a development standard imposed by this LEP. The EIS will undertake a merit assessment of the proposed building having regard to its context and setting, bulk and scale, impact upon views, and upon the amenity of the nearby residential neighbourhood. 4.9.4 Floor Space Ratio (Clause 4.4) Clause 4.4 of TLEP 2014 specifies a maximum FSR of 2:1 as being applicable to the site, as illustrated in the extract of the Floor Space Ratio Map included in Figure 8.

The proposed works will comply with the maximum permissible FSR of 2:1 that applies to the site. 4.9.5 Acid sulfate soils (Clause 7.1) The site is identified as being in a Class 5 Acid Sulfate Soils area. Appropriate acid sulfate soil mitigation measures will be employed during construction. Further, it is noted the site is within proximity of land identified as being in Class 1 Acid Sulfate Soils, therefore an Acid Sulfate Soils Management Plan will be prepared as part of the EIS.

4.9.6 Earthworks (Clause 7.2) Minor earthworks are proposed associated with the footings of new buildings and hardstand areas. No basement excavation is proposed. The relevant sediment and erosion controls measures will be adhered to during construction. 4.9.7 Flood Planning (Clause 7.3) and Floodplain Risk Management (Clause 7.4)

The site is not located within a flood affected area and is located well above the flood planning level (FPL) that applies to land approximately 150m-200m to the east of the site . 4.10 Tweed Development Control Plan 2008

The Tweed Development Control Plan 2008 (TDCP 2008) provides guidance on provisions for particular uses and issues that will need to be considered when developing the design for the school. This includes specific controls relating to on-site parking provisions for educational uses. In accordance with Clause 11 of the SRD SEPP, DCPs do not apply to SSD DA. In any case, a merit assessment against the relevant issues and impacts envisaged under the TDCP 2008 will be included in the EIS 4.11 Strategic Planning Framework

The relevant strategic planning policies that apply to the proposal include:

5.0 Preliminary Impact Identification

The key potential impacts of the proposal are discussed below and will be addressed in detail within the EIS required to accompany the SSD DA submission. The Proposal is to occur on an existing school site in a form that will best meet the demands for public school facilities in an area where the number of students are expected to increase to 900 by the year 2030. The impacts and risks associated with the proposal are considered to be low as the potential environmental impacts can be managed appropriately. 5.1 Architectural Quality and Urban Design

The design has been subject to architectural and urban design considerations by GANSW and the project team and demonstrates SINSW’s commitment to utilising and repurposing an existing education asset to contribute towards an integrated whole-of-cycle education precinct. A Design Report will be prepared as part of the EIS. The assessment of the architectural quality and built form will focus on the height, scale, setbacks and building materials of new development and the introduction of new open space and play areas. The EIS will explain the design principles of the proposal, including how it responds to the surrounding locality. An external finishes and colours schedule will also be provided as part of the Architectural Drawing Package. 5.2 Environmental Amenity

The impact of the proposal on surrounding development is anticipated to be minimal, given the placement of the buildings and there integration with the topography of the sites, improving the general separation to neighbouring residential developments and preliminary site investigations undertaken at the early planning phase. The following impacts will be assessed:

Solar access and overshadowing;

Visual and acoustic privacy;

View loss; and

Visual impact.

Shadow diagrams, perspectives, and acoustic assessment will be provided with the EIS. The proposed scale and siting of the development will minimise impacts on neighbouring properties and open space areas. 5.3 Ecological Sustainable Development (ESD)

The EIS will detail how ESD principles will be incorporated into the design and ongoing operation phases of the development. The EIS will also detail how measures will be implemented to minimise consumption of resources, water and energy. 5.4 Flora and Fauna

A flora and fauna assessment will be provided with the EIS to assess any potential impacts on the native vegetation communities, the habitat of any threatened species, population or ecological community, and any regionally significant species of plant, animal or habitat.

5.5 Heritage and Archaeological

A preliminary investigation of aboriginal and archaeological heritage across the site was undertaken and identified the potential for the school grounds to contain intact Aboriginal occupation deposits. An Aboriginal Cultural Heritage Assessment Report will be prepared and submitted as part of the EIS, and Aboriginal community consultation in accordance with Office of Environment and Heritage statutory guidelines will be undertaken. 5.6 Contamination

An initial Hazardous Materials Management Plan (“HMMP”) was prepared to review the risks associated with demolition work and for any in-situ hazardous materials that may be present on the site. A Preliminary Site Investigation will be undertaken for the site to determine the presence of contaminated materials and the need for a more detailed site investigation and if required Remediation Action Plan, will be prepared and lodged with the EIS. 5.7 Traffic and Transport

A Traffic Impact Assessment (TIA) was undertaken at the early planning phase to inform the proposed expansion of school, including the associated traffic considerations where additional student and staff numbers are proposed. The TIA has assessed the parking demands (off street and on street), existing and expected traffic impacts, as well as the pedestrian connections to the kiss ‘n’ drop zones and bus bays on both streets. The TIA has assessed the demand for additional bicycle parking spaces to be provided after site inspections revealed 40+ bicycles being parked on the school grounds, where currently only 15 dedicated bicycle parking spaces are provided. The EIS will further analyse the findings of this report and seek to adopt the recommendations subject to consultation with Council, other authorities and the local community. 5.8 Noise and Vibration

Noise and vibration are expected to occur throughout construction, to varying degrees. Operational noise will also be present once the school opens (i.e. bells, PA announcements, etc.). These issues will be addressed in the EIS and relevant consultant input obtained if necessary. 5.9 Stormwater Management and Flooding

A Stormwater Management Plan and Erosion and Sediment Control Plan will accompany the EIS detailing a comprehensive management process. The site is not identified as land being subject to flood related development controls. 5.10 Building Code of Australia and Access

The proposed school facilities will be designed in accordance with the requirements of the National Construction Code 2019 and The Educational Facilities Standards and Guidelines (EFSG) and will provide legible, safe and inclusive access for all. This will be addressed within a Building Code of Australia and Accessibility Report to be provided as part of the EIS.

5.11 Construction and Operational Impacts

The demolition of existing buildings and construction of new school facilities across the site will require consideration of the continued operation of the school's and the safety of students on the site. Notwithstanding, given the proximity of surrounding residential development, the potential impacts of demolition and construction works will be considered within the EIS. A Preliminary Construction and Environmental Management Plan will be prepared and provided as part of the EIS. The plan will detail:

Staging and timing of construction works to be undertaken;

Construction hours of operation and programme;

Materials handling strategy;

Construction traffic, noise, soil erosion, dust control and stormwater management;

Environmental management strategies during construction;

Waste management; and

Traffic management outlining proposed traffic control plans and truck routes.

5.12 Social and Economic Impacts

The social and economic impacts resulting from the proposal will be detailed in the EIS. Anticipated social and economic impacts include:

The new buildings and increased capacity of the school will alleviate pressure on existing aging or at capacity school facilities in the surrounding area and cater for future population growth;

Significant new direct and indirect jobs will be created during both construction and operational phases;

The school will have sufficient areas for indoor and outdoor recreation to improve the health and wellbeing of future students. The site will increase usable indoor and outdoor recreation space compared to what is currently existing on site; and

The design will create a series of modern and contemporary teaching spaces which are flexible and promote increased social interaction among students and teachers.

5.13 Safety and Security

The EIS will outline how specific Crime Prevention Through Environmental Design (CPTED) principles (surveillance, access control, territorial re-enforcement and space/activity management) are integrated into the design of the School's to deter crime, manage space and create a safe environment.

6.0 Justification

The need for improved and permanent school facilities with a greater capacity in the locality is critical to meet the educational needs of the growing residential population. The proposed development of the school will provide residents in the locality with best practice education facilities across existing school sites with excellent access from surrounding residential areas, and access to other community and recreational land uses. The school can accommodate a development of this nature with minimal potential for impact on surrounding development.

7.0 Consultation

Consultation has already been undertaken with the local community (including parents/guardians of children attending the school and nearby residents) as well as local and state members of parliament. The consultation included media releases via local news sources, letter drops, face to face community information sessions and digital updates via the Schools Infrastructure News South Wales (SINSW) website. A series of Rapid Consensus Workshops were held with the school and key stakeholders with the goal of developing a preferred option for the masterplan. This process can be summarised in three (3) stages, with stakeholders having the opportunity to provide feedback at each stage. (1) Analysis of the existing scenario, opportunities and constraints. (2) Presentation of three options and discussion of the opportunities, challenges and constraints

associated with each. (3) Development and consensus on preferred option that addresses as many of the factors raised in Stage

1 and 2 as possible. The masterplan for the expansion of the school was recently reviewed by the GANSW Design Panel on 20 May 2020. The minutes of this meeting are included with this request for SEARs (Attachment 3). Further consultation will be undertaken in preparing the EIS. It is anticipated that the following parties will have an interest in the proposal and will be consulted with:

Department of Planning, Infrastructure and Environment (DPIE);

Department of Education (DoE);

NSW Government Architect (GANSW) - through the State Design Review (SOR) Process and panel;

Tweed Shire Council

Transport for NSW (TfNSW);

Office of Environment & Heritage (OEH);

Local Aboriginal Land Council’s(LALC)

NSW Environment Protection Authority (EPA);

Sydney Water and other service providers; and

Surrounding residents and community stakeholders.

8.0 Conclusion

The site comprising the existing Kingscliff Public School will be developed into a modern and contemporary learning environment which repurposes existing education assets to deliver a whole-of-cycle education precinct. The development will provide an integrated education precinct for approximately 900 school students on the site by 2030. The development is driven by residential growth in the surrounding area and the need for SINSW to provide contemporary school facilities to meet population demand and education requirements. The proposal demonstrates the SINSW commitment to the utilising and re-purposing of the existing school site and provides an opportunity to deliver a new educational establishment within a unique campus setting. All relevant impacts will be assessed in the EIS, as guided by the SEARs. The SINSW requests that the Secretary issue the SEARs for Kingscliff Public School to facilitate the preparation of the EIS to accompany the DA.
