Subject: Reply of Charges along with the statement of allegations.

Sir,

Kindly refer to your office letter no. HRB/Admn./EA-1/ 12363 dated February 24, 2010

read with the many replies given in references but KVIB Establishment officials always

said that I have never given the reply, which is not based on facts.Again para wise reply given as under:

1. Rates were given by the DEEO, on the basis of DEEO rates PI was issued, proof attached,

hence this allegation is baseless, denied as well.2. Baseless and denied because I have never received any communication from the office of

the Director, Elementary Education Department, Haryana directly, during inquiry

sanction letter was provided by the KVIB and there was no chullah bhathi mentioned in it

and I was not authorised to verify the rates from open market because execution of supply

order can be met out amongst the supplier registered with Board only, as per past practice

order was forwarded to the registered supplier, who procured the order in question. If sub

standard material was supplied then action can be taken against the supplier as per

agreement executed between Board and supplier, who is duty bound to replace theobjectionable materials.3. Baseless and denied because all set procedure were adopted, payment was released after

obtaining goods receipt and deduction 5% service charges, proof attached.4. Baseless and denied because supply order were executed on 27-2-2007 then how can I obey

the KVIB instructions issued on 16-11-2007?, this para confirmed that the concerned

official never applied their mind while framing charges and misrepresent the facts only to

harass me with melafide intention.5. Baseless and denied as per para 4 above.6. Baseless and denied because proper approval obtained from the then CE before execution.

Hence you are humbly requested to please allow me to explain in person and it would be

pertinent to mention here that then DEEO, Gurgaon hold guilty after regular

departmental inquiry, recovery has been made from the then DEEO, Gurgaon

(Photocopies of the orders attached herewith for ready references), in similar case of

DEEO, Jhajjar, the SVB at Rohtak released the billing Authority Cooperative Store and

found innocent, same procedure needs to be applied in my case as well for natural justice,

charge sheet attached here with for your kind consideration. It is further requested that as per position explained as above all the charges and

allegations may kindly be dropped along with the departmental regular inquiry, which isconducted by the retired IAS officer based at Gurgaon, SVB, Gurgaon FIR may kindly be

canceled, which is lodged against me instead of then DEEO, Gurgaon.It has been learnt that I was transefered from Faridabad to Panchkula on the basis of these

kinds of baseless allegations and charge sheets, suspended as well with out pay and

suspension allownces, May I ask the question with folded hands that this is a reward of

dedicatedely service of more than 28 years, where as pay, perks and allownces are my

fundamental rights, which are also violated, ignored and my dependent family members

are facing many problems, mental torture and humiliation to me for no reasons, in fact I

have performed my official duties in the interest of Board, generated revenue for KVIB,

hence my moral and reputation needs to be restored, all dues may kindly be released.
