ProcedureRegulations
The kicks from the penalty mark are not part of thematch:
− the kicks from the penalty mark phase beginsimmediately when the whistle signals the end ofregulation play (plus any required additional overtime)
Unless otherwise stated, the relevant Laws of the Gameand International F.A. Board decisions apply when kicksfrom the penalty mark are being taken.

ProcedureThe referee
The referee chooses the goal at which the kicks will betaken:
− the goal may be changed only if it becomes unusable
The referee tosses a coin and the team whose captainwins the toss decides whether to take the first or thesecond kick.
The referee keeps a record of the kicks being taken.

ProcedureNumber of kicks
Subject to the conditions explained below, both teamstake five kicks.
The kicks are taken alternately by the teams.

ProcedureThe winner
If, before both teams have taken five kicks, one hasscored more goals than the other could score, even if itwere to complete its five kicks, no more kicks are taken.
If, after both teams have taken five kicks, both havescored the same number of goals, or have not scored anygoals, kicks continue to be taken in the same order untilone team has scored a goal more than the other from thesame number of kicks.
− once all eligible players have taken a kick from thepenalty mark, the same sequence does not have to befollowed as in the first round of kicks

ProcedureThe players
Each team is responsible for selecting the players fromthose on the field of play at the end of the match (ortemporarily off the field) and the order in which theywill take the kicks.
Each kick is taken by a different player and all eligibleplayers must take a kick before any player can take asecond kick.
Only the eligible players and match officials arepermitted to remain on the field of play when kicks fromthe penalty mark are being taken.

ProcedureThe players – Injured players and substitutions
A goalkeeper who is injured while kicks are being takenfrom the penalty mark and is unable to continue asgoalkeeper may be replaced by a named substituteprovided his team has not used the maximum number ofsubstitutes permitted under the competition rules.
With the exception of the foregoing case, only playerswho are on the field of play at the end of the match,which includes extra time where appropriate, are allowedto take kicks from the penalty mark.

ProcedureThe players – Injured players and substitutions
A player other than the goalkeeper who is injured maynot be substituted during the taking of kicks from thepenalty mark.
An eligible player may change places with thegoalkeeper at any time when kicks from the penalty markare being taken if the referee is notified.
If the goalkeeper is sent off during the taking of kicksfrom the penalty mark, he shall be replaced by a playerwho finished the match.

ProcedureThe players - Misconduct
A player, substituted player or substitute may becautioned or sent off during the taking of kicks from thepenalty mark.
The referee shall not stop the match if a team remainswith less than 7 players during the taking of kicks fromthe penalty mark.

All players, except the player taking the kick and the twogoalkeepers, must remain within the centre circle.

The goalkeeper who is the team-mate of the kicker mustremain on the field of play, outside the penalty area inwhich the kicks are being taken, on the goal line where itmeets the penalty area boundary line.

ProcedureReduction
When a team finishes the match with a greater numberof players than their opponents, they shall reduce theirnumbers to equate with that of their opponents andinform the referee of the name and number of eachplayer excluded.
The team captain has this responsibility.

Before the start of kicks from the penalty mark thereferee shall ensure that only an equal number of playersfrom each team remain within the centre circle and theyshall take the kicks.

ProcedureReduction
If a player is injured or sent off during the taking of kicksfrom the penalty marks and the team has one player less,the referee should not reduce the number of playerstaking kicks for the other team. An equal number ofplayers from each team is required only at the start of thetaking of kicks from the penalty mark.
