D4 in Silicones as
possible POP
Key EU Market
Challenges
Mineral Oil in Food
packaging
• Last REACH registration deadline in May 2018! (sub. manufactured/imported 1-100 ton/year)
• Poison Centres to be ready for 2020 which requires Identification on each package…
• France: supermarkets asking for mineral oil free adhesives and paper industry conducting studies of adhesives in packaging
• Germany: authorities are preparing legislation• FEICA: initiating testing project to test food grade
Adhesives
• D4 being considered by the EU to be listed a POP on the Stockholm convention
• If supported could lead to an effective “ban on silicones” globally
• FEICA supporting advocacy at EU and National level

Preservatives
• Key PT6 types under threat with decision by 2019 • Advocating for a holistic approach to their evaluation (i.e.
postponing the submission of all PT6 dossiers to 2019) • Advocating for authorities to consider the benefits of
biocides and the effect on market of withdrawal / restriction
• Ecodesign to push re-use/ repair/ recycle with electronics first legislation
• White goods, paper and packaging next targets
• “Glue” perceived to be bad for recycle!
• Legislation in place to restrict diisocyanates >0.1 % content
• FEICA active to focus on sectors for exemption and those to be trained
• PU downstream deeply affected…..

Positive Examples of FEICA Progress to benefit our members: • Model European Environmental Product Declarations (EPD’s) for
Construction rolled out• FEICA Use Map packages to improve the safe use information along
the supply chain to support Reach Registrants• FEICA OCF Test methods launched• FEICA Diisocyanate test method close to approval +++

How to address the challenges to the global
adhesive and sealant industry?
2017 ASC Spring Convention 10
1. We need to be ready to advocate on proposed legislation because what happens in Europe / US / Asia can be copied
2. In Europe pressure to consider Value/ Supply Chains when considering regulations
Proposal: Early warning on proposed legislation benefits the adhesive
and sealant industry
• Regional Associations to work together and communicate / share
insights
• Global A&S companies/ suppliers need to share specific issues of
concern
Proposal: Engage key raw material suppliers as members of
associations
• Support in FEICA Technical Working Groups is very beneficial
• Raw material members can help steer association advocacy in
key sectors and strengthen Supply Chain messages
