Issues faced in filling-up the PoA Matrix (NFP 2.1/2.2)

1) Cross-cutting areas of intervention under Objective 1 and 2, in particular:

• Area of intervention 2 « Emergency Food Distribution » cuts across Objective 1 Area of Intervention 11 on « public stock management/price stabilization »

• Area of intervention 3 « Support to private food trade and stocks » cross cuts with areas intervention 6 (Physical Market Infrastructure), 8 (Market regulatory environment) and 11 (Public stock management/price stabilization) under Objective 1

=> In PoA Matrix (Objective 2) , cross-references have been made to relevant actions suggested under Objective 1

Issues faced in filling-up the PoA Matrix (NFP 2.1/2.2)

2) Policy consistency/Prioritization

- Liberalization of private food imports (PRSP) viz NFP (Managed liberalization to protect agricultural producers’ incentives)

- Transitory shock management:

- Relationships between homestead production and disaster mitigation for agriculture?

- Linkages between National Plan for Disaster Management Plan (2007-2015) and Disaster Mitigation for Agriculture?

- Development of Insurance schemes ?

Issues faced in filling-up the PoA Matrix (NFP 2.3)

1) Policy consistency/prioritization

- Rural industrialization: priority on agro-based industries or other rural industries?

- Subsidized-insurance schemes for rural micro-entrepreneurs?

- NFP strategy 2.3.2 (Investment in employment-enhancing technology) – unclear – was not retained as an area of intervention in the draft

- NFP strategy 2.3.6 (Macro-policy for broad-based labor intensive growth) is too « broad » - However expansion of social protection to disadvantaged groups could be retained as a specific area of intervention?

Page 9: Key Areas of Intervention (Column 1). Transitory Shock Management (NFP 2.1) Effective implementation of targeted programs (NFP.2.2) 1. Disaster Mitigation

Issues faced in filling-up the PoA Matrix (NFP 2.3)

2) Coverage of interventions:

- Urban areas/rural areas

- Support to women and disabled ( why only those groups and not other disadvantaged groups?)

- Women’s participation in agricultural activities only?

3) Suggestion: an additional area of intervention for the NFP PoA could focus on Food Security Impact Assessments
