Prospect Avenue University Park, Pennsylvania 16801 Dear Tom: The Interfraternity Council Executive Board reviewed the investigative report from the Office of Student Conduct on Sunday, May 3, 2015 at 6:00 pm. The purpose of this review was to decide whether or not Kappa Delta Rho’s recognition should be withdrawn in lieu of being referred to the Conduct Review Board. The Interfraternity Council has been delegated, by the University through the Office of Fraternity and Sorority Life, to recognize social Greek-Letter fraternities. As stated in the Interfraternity Council Conduct Process, the IFC Executive Board has the authority to review the recognition of any chapter before its case is referred to the Conduct Review Board. Upon reviewing the investigative report, the IFC has determined that members of Kappa Delta Rho Fraternity violated a number of policies related to a recognized student organization and a national social Greek-Letter organization. The evidence provided in the investigative report demonstrated that the members of the chapter, collectively: 1) were aware of the existence and use of two private Facebook pages where highly inappropriate photographs and messages were posted; 2) were aware that occupants of the chapter house used drugs in their rooms; 3) were aware that the chapter’s new members (pledges) were hazed during their new member education period; 4) were aware of the expectation that the new members publish, on a regular basis, a document titled “Stall Stories” where active members and, in some instances, unaffiliated students were harassed and degraded in flyers left in public view throughout the chapter house. Based on the evidence provided, and guided by the precedent of past conduct decisions, the IFC Executive Board has recommended to the University that the chapter’s recognition should be sustained with the following conditions: a.) The Kappa Delta Rho Fraternity national headquarters must, as proposed, swiftly complete a comprehensive membership review that includes an evaluation of the members’ (1) academic standing related to the national fraternity’s academic expectation, (2) involvement in drug use, (3) individual involvement in violations of KDR national policies, IFC policies, and/or University policies, and (4) potential to make a contribution to the chapter’s future.

    b.) 100% of the remaining members, after the membership review, will be required to participate in a

    sexual assault / harassment seminar at the beginning of the fall 2015 semester. c.) 100% of the remaining members, after the membership review, will be required to participate in a

    bystander intervention training seminar at the beginning of the fall 2015 semester. d.) The KDR national headquarters must develop a new member education program in conjunction with

    that chapter that is approved by the IFC and the University before the beginning of the spring 2016 semester.

    e.) The national headquarters must immediately appoint a new, local chapter advisory board that will (1)

    be separate from the house corporation group and (2) serve in an advisory group for the chapter in the future.

    f.) The national headquarters must continue to enforce its decision to prohibit the chapter from recruiting

    new members during the fall 2015 semester. g.) The fall 2015 and spring 2016 chapter house lease must be revised to include the provision that would

    require the chapter, as a whole, to immediately (within 48 hours), vacate the chapter house facility located at 420 E. Prospect Avenue if the chapter loses its recognition at any point during the 2015-16 academic year

    h.) The fall 2015 and spring 2016 chapter house lease must be revised to include the provision that would

    require any individual member of the chapter, to immediately (within 48 hours), vacate the chapter house facility located at 420 E. Prospect Avenue if the individual is expelled, withdraws, resigns, disaffiliates, etc. from the chapter at any point during the 2015-16 academic year.

    This case will be referred to the IFCs Conduct Review Board for further action. Please also be aware that the University has the authority to review this case and to take further action as deemed appropriate.
