Kalihi Valley Neighborhood Board No. 16 Monthly Report May 13, 2015
Maggie Domingo Retirement & Day
On April 26 Councilmember Joey Manahan along with col-
leagues Councilmember Ron Menor and Brandon Elefante,
Mayor Kirk Caldwell congratulated and honored Maggie
Domingo for her years of
service to the community in
supporting education for
the next generation and
her 57 years in broadcast-
ing. The Councilmembers
and Mayor honored her with
a proclamation announcing
April 26, 2015 “Magdalena
Pasion Domingo Day.” Prior
to the Sunday reception,
Councilmember Manahan, Elefante, Menor, and Pine also
honored Ms. Domingo on the floor of the Council Chambers
on April 22, 2015.
Resolution 15-106 FHWA Funds for Traffic Signals, Phase 18
During the May 6 City Council meeting, the
Council passed Resolution 15-106 which au-
thorized the Director of the Department of
Transportation Services (DTS) or the Director’s
designee to apply for and accept and expend
Federal Highway Administration funds for traffic
signals at various locations, Phase 18. The pro-
ject constituted the 18th phase of an ongoing
program to install new traffic signals and up-
grade existing installations at various Oahu in-
tersections crossing. Included in the modifica-
tions to existing traffic intersections is the left
turn on School Street at Houghtailing.
Resolution 15-95, CD1 Transient Accommodations Tax Records
On April 29, 2015, Resolution 15-95, CD1, was passed
out of the Committee on Budget to be heard at the
next Full Council Meeting. The Resolution urges the
Hawaii State Legislature to require the State Depart-
ment of Taxation to provide the counties with transi-
ent accommodations tax records relating to transient
vacation units and bed and breakfast homes. The
legislation intends to address illegal use of residential
units that are being used as transient vacation units
and bed and breakfasts. Moreover, if passed, the
counties would be more effective in enforcing exist-
ing regulations if the State can provide the counties
with a list of properties in residential areas paying the
transient accommodations tax.
Complete Streets: Kamehameha IV Road
On April 20, 2015, Mayor Kirk Caldwell submitted his sup-
port and has agreed to install a new roadway reconfig-
uration along Kamehameha IV Road. The proposal en-
titled “Complete Our Streets, Kamehameha IV Road,”
was introduced by youth from Kalihi Valley Bike Educa-
tion Program and supported by the Kalihi Valley Neigh-
borhood Board and Councilmember Joey Manahan. In
its current form, the project plans to convert the existing
four lane street into three lanes with a middle turn lane.
In addition, it will narrow the walking distance at the
existing intersection, and will include the installation of
bike lanes on both sides of the street. The benefits of
the project includes increase safety and comfort for
existing and new bicycle riders and a more pleasant
environment for people traversing in the area.
Groundbreaking for
Kauhale Gardens
On April 20, 2015 Councilmember Joey
Manahan attended the Kauhale Gardens
groundbreaking event. This affordable
housing project will contribute a total of 26
unit complexes. The properties comprise
of 5 duplexes (10 units) and 16 single fami-
ly units of 2 or 3 bedrooms and two park-
ing spaces. Blue Mountain Homes LLC is
the developer and Primary Properties Inc.
in charge of sales. The plan to begin selling of these homes will
be in June or July of this year with the price ranging from
$425,000 to $725,000. Kauhale Gardens is located on 2236 Hiu

Philippine Day of Valor
Councilmember Manahan attended
the Araw ng Kagitingan, also known as
the Day of Valor at Punchbowl Ceme-
tery on April 9. It marks the greatness of
Filipino fighters during World War II. It is
marked on or around April 9 in the Phil-
ippines each year.
Seeds of Service Community organizations, businesses, and government
officials from the Kalihi and Chinatown communities
came together in full-force on April 25, 2015 to care for
their neighborhood with a clean-up of Aala Park, Col-
lege Walk, and Sun Yat Sen Mall in Chinatown. More
than 150 volunteers gathered and teamed up to paint,
scrub and rid of graffiti, pick up trash around the area,
and also wash and wipe down the different public facil-
ities in the areas such as tables, benches, and chairs.
The clean-up project was spearheaded by American
Savings Bank and had participants from Farrington High
School, Rotary Club, Neighborhood Board members,
area legislators, City departments, Citizens Patrol, and
many more.
