Kalayaan Power Plant -Philippines, 1999-2004The Project is financed by IMPSA (Argentina) under BROT (Built, Rehabilitate, Operate, Transfer) agreement with NPC National Power Corporation.The Plant consists of the construction of the new Kalayaan PSP Stage II with a capacity of 2x185 MW reversible pumping/generating units. The rehabilitation of the two existing Caliraya and Botocan hydropower plant of 32 MW and 20 MW, respectively, is also included in the frame of the CBK project.The Kalayaan pumped storage plant is the first of this type in the Philippines, built to provide much needed peak power capacity to the Luzon electric grid. The Project makes use of the head available between the upper Caliraya reservoir, of 83 million m3 capacity, built in the 40's to feed a traditional hydropower plant, and Laguna de Bay, a huge natural lagoon of brackish water. The first stage, commissioned in 1983, is equipped with two 150 MW reversible units. This project will realize the second stage, constituted by a new penstock and powerhouse, as well as associated structures.In its final configuration (six stages), the project will include the following structures:Two intake structures on the shore of the existing Caliraya reservoir and relevant approach channels;Six outdoor steel penstocks, 6.0 m diameter, 1.3 km long, with a terminal bifurcation;Six shaft powerhouses, equipped with 12 reversible Francis turbines, with the following characteristics:- Head (generating mode): between 286.5 and 278.0 m;- Discharge (generating mode): between 62.6 and 61.4 m3/s;- Nominal capacity (generating mode): 150 MW (185 MW for the 2nd stage) x 12;- Head (pumping mode): between 291.0 and 284.5 m;- Discharge (pumping mode): between 44.8 and 48.7 m3/s;- Nominal capacity (pumping mode): 145 MW x 12.Significant technical aspects of Kalayaan project are related to the high ratio between the penstocks length and the available head. In order to achieve a satisfactory frequency regulation, it was necessary to enlarge and optimize the penstock diameter. Detailed studies have been carried out to verify the hydraulic conditions into the penstocks, especially the bifurcations, during the hydraulic transients.Description of Actual Services provided by the Staff:- Topographical and geological investigations- Hydrological analyses and reservoir operation studies- Quantity and cost estimates, construction planning- Final design and preparation of complete tender documents for the civil works- Construction Design and Construction SupervisionCBK Power Company LimitedA partnership between two Japanese companies the Electric Power Development Company Ltd. (JPower), a power wholesaler and power project developer, and Sumitomo Corporation, an integrated business enterprise both in Japan and overseas the CBK Power Company Limited (CBK PCL) was created to implement the Build-Rehabilitate-Operate-Transfer (BROT) Agreement between CBK and the National Power Corporation (NPC).Under the agreement, CBK plants will provide ancillary services and electricity for NPC and will transfer the plants to NPC at no cost at the end of the cooperation period in 2026.CBK PCL took over the operation of the CBK Complex on February 7, 2001 and embarked on a comprehensive rehabilitation and upgrading program that aimed to extend the useful life of the three power generation plants in the power complex, improve the plants available capacity, reliability and safety, and also expanded existing pumped storage power plant by adding two more units.Plants operated by the CBK PCL are the following: Caliraya Hydro Electric Power Plant (CHEPP)located in Lumban, Laguna which is the first power plant ever built by NPC and was fully commissioned after World War II. CHEPP shares the Caliraya Reservoir with the Kalayaan Pumped Storage Power Plant.Originally, the plant was equipped with four units with a combined generating capacity of 32 MW. After the rehabilitation by CBK PCL, the plant now has two units with a combined guaranteed generating capacity of 22.6 MW at 271m net head. Botocan Hydroelectric Power Plant (BHEPP) a run-of-river power plant, BHEPP uses Botocan River as its water source for energy which was acquired by NPC from the Manila Electric Company (Meralco) in January 1979. Located in Majayjay, Laguna, the first BHEPP unit was commissioned in 1930 while two other units were commissioned in 1947. BHEP was then equipped with two Francis-type turbine units rated 8MW each which is directly connected to a vertical generator, and a 0.96MW auxiliary Pelton-type turbine unit driving a horizontal generator.As a result of an extensive rehabilitation and upgrading program that aimed to extend the useful life of the Botocan Dam and power plant equipment by another 50 years, BHEPP now has a combined guaranteed generating capacity of 2x10 MW plus a 0.8 MW Auxiliary Unit operating at 187.5m net head. Kalayaan Pumped Storage Power Plant (KPSPP), the first of its kind in Southeast Asia. Located in Kalayaan, Laguna, the plant lies along the eastern part of Laguna Lake and is situated near Metro Manila, the largest consumption center of energy in the country. KPSPPs main purpose is to supply peaking power to the Luzon Grid. It utilizes excess power during times when there is low power demand to pump water from a lower reservoir (Laguna de Bay) for storage in an upper reservoir (the Caliraya Reservoir) at night. During times of high power demand, the stored water in the upper reservoir is released and used to generate power as it returns to the lower reservoir.After the completion of the rehabilitation and the construction of two additional units in 2003, the capacity of Kalayaan units 1 and 2 have been upgraded to a guaranteed capacity of 168 MW each for a total of 336 MW, and additional units 3 and 4 started the commercial operation with a guaranteed capacity of 174.3 MW each for a total guaranteed capacity of 348.6 MW. At present, KPSPP boasts of a total guaranteed capacity of 684.6 MW at 286.5m net head.

Each POWERHOUSE contains two Francis vertical and synchronous generators with a total guaranteed capacity of 336 MW for KPSPP I and 348.6 MW for KPSPP II.CBK hydro plant seen to ease power crisisBy Iris C. Serge Osmena, chairman of the Committee on Energy, said the CBK plants are now able to run by an additional 400 MW, reaching full capacity of 720 MW following the energization of the Lumban line.The NGCP has energized the Lumban line so we will now have 720 MW (from CBK), he said.He said with 400 MW added to the capacity of CBK, which was running at roughly 300 MW prior to the energization of the line, the chances of the Luzon grid experiencing a blackout have been diminished.With that, we really lessen the chances of brownouts, Osmena said.At the same time, he said its impossible to categorically say that there wouldnt be blackouts this summer.Business ( Article MRec ), pagematch: 1, sectionmatch: 1What were scared of is sudden breakdowns of (power plants), the lawmaker said.Still, he expressed optimism the power supply shortage in summer would be manageable with power from both the CBK and the Interruptible Load Program (ILP).We may not have any blackouts but if we do, its in the peripheral areas and not the industrial or commercial areas, he said.Under the program, big power users will use their own power to ease demand from the grid.The electricity that would not be taken from the grid would then be used for households and other offices, sparing them from rotating blackouts.The program would run on orange alert or when the net operating reserves of the Luzon grid have fallen below 350 MW.There is a projected power shortage of 700 MW this summer.Osmena, the principal author of the Senate resolution granting President Aquino special powers to address this summers shortage, said a bicameral conference committee meeting is again scheduled on Monday to reconcile both versions of the resolution.The House of Representatives passed its version last year.Osmena said that the increase in the rates this summer is estimated at four centavos per kilowatt-hour if the ILP would be utilized.
