MINUTES OF DECEMBER 19, 2012 MEETING Libby Heiny-Cogswell asked that the minutes reflect discussion about the Kalamazoo Area Transportation Study’s scope of work brought up by Ron Reid under the Draft Amended KATS Policy Committee Bylaws. Staff will review the minutes and make appropriate additions. MOTION by R. Reid, SUPPORT by T. Urban, “to approve the minutes of the December 19, 2012 Policy Committee meeting.” Motion approved. CHANGES OR ADDITIONS TO THE AGENDA – None APPROVAL OF THE AGENDA MOTION by Heasley, SUPPORT by T. Urban, “to approve the agenda for the January 30, 2013 Policy Committee meeting.” Motion approved. TECHNICAL COMMITTEE REPORT Jon Start reported on the January 10 Technical Committee meeting. The committee approved a number of amendments and discussed the FY 2014 - 2017 Transportation Improvement Program development. Approvals were made on the FY 2015 - 2017 Congestion Mitigation Air Quality projects. A review of the voting member attendance for 2012 revealed that all members met the requirement for the year. Action was taken to approve two Transportation Alternatives projects for FY 2013. Their next meeting is February 14 at 9:00 a.m. CITIZENS’ COMMENTS – None FY 2012 KATS AUDIT REPORT Aaron Stevens from Abraham and Gaffney, P.C. presented the findings for the FY 2012 financials for the Kalamazoo Area Transportation Study. He reported that KATS is in good financial standing and that he found no issues during the audit of the financials and program. He noted that staff needs to review the process of time sheet approval by the local agencies submitting time to KATS. He thanked KATS staff for their help with the audit. MOTION by Ulsh, SUPPORT by Crawford, “to accept the FY 2012 Financial Statements for the Kalamazoo Area Transportation Study.” Motion approved.

Jon Start noted that his information memorandum provided a good overview of why the changes were requested.

MOTION by Swiat, Jr., SUPPORT by Heasley, “to approve the FY 2011 - 2014 Transportation Improvement Program amendments.” Motion approved.

A copy of the local agency FY 2014 - 2017 Transportation Improvement Program projects submitted to date was provided to the Policy Committee. The Transportation Improvement Program Subcommittee met on Thursday, January 24 to develop the final draft list. Adjustments will be needed to FY 2014 due to a reduction in Surface Transportation Program funds. There have been discussions about how the smaller agency projects fare when ompared to the larger agency projects in the new prioritization process. The document will also contain illustrative projects so that if project funding is made available or additional funds come to the area, the projects can proceed because they have been through the public involvement process. Jon Start noted that the Kalamazoo area is getting less federal road money over the next four years. It was noted that there is a separate funding source for rural road projects in Kalamazoo County.

The draft project list will be coming before the Policy Committee at their February meeting for approval. Once approved, KATS will work on public comment and the development of the FY 2014 - 2017 Transportation Improvement Program.

Should the projects be approved by the Federal Highway Administration, staff asked that they be put in the Transportation Improvement Program upon approval to expedite the project implementation process.

The Congestion Mitigation Air Quality funds are available to Kalamazoo because the county was in non-attainment with air quality standards. Kalamazoo County is now considered a maintenance area by the Environmental Protection Agency (EPA) and still receives these funds. A subcommittee looks at how the funds will be spent in Kalamazoo County. Van Buren County gets a separate allocation of CMAQ money. The I-94 project is being funded jointly using MDOT and local CMAQ funds due to the significant impact to the area. This is similar to past sharing of funds for West Main at Drake and Drake at Stadium Drive projects.

MOTION by Crawford, SUPPORT by Smith, “to approve the FY 2015 - 2017 Congestion Mitigation Air Quality project and to put the projects in the FY 2014 - 2017 Transportation Improvement Program when approved by the Federal Highway Administration.” Motion approved.

TRANSPORTATION ALTERNATIVE PROGRAM

With the passage of MAP-21 legislation, the Transportation Alternatives program combined the programs of was created to fund projects such as Safe Routes to School, non-motorized pathways, and other transportation enhancements. KATS will be receiving a separate allocation of funds for these improvements for the study area. For FY 2013, a subcommittee met to determine projects. The projects to be considered for FY 2013 funds included:

City of Portage Safe Routes to School $30,000

Kalamazoo River Valley Trail $643,810

The funds for the Kalamazoo River Valley Trail will come from the KATS allocation as well as funds from the Michigan Department of Transportation. After a meeting with MDOT, KATS and the Road Commission were able to leverage additional Transportation Alternatives funds for the trail project.

The Policy Committee discussed uses for these funds. The funds need to be spent on federal-aid eligible projects and can be used for non-motorized purposes. Sidewalks are also eligible and must be coordinated with Act 51 agencies.

COUNTYWIDE PUBLIC TRANSPORTATION SYSTEM WHITE PAPER

Bill Schomisch and Sean McBride presented the recently released Countywide Public Transportation System White Paper. The white paper was developed by the City of Kalamazoo, Kalamazoo County and the Kalamazoo County Transportation Authorities and outlines the transition of Metro Transit to the Kalamazoo County Transportation Authority over the next few years. The paper outlines a three phase approach, including the transition of Sean McBride to executive director of Metro Transit and the Kalamazoo County Transportation Authority, the financial responsibilities to the City of Kalamazoo, and the governance of the public transportation system. It was noted that the Transit Authority Board and the Kalamazoo County Transportation Authority accepted/received the report. It was being brought to the Policy Committee because the Policy Committee is interested in this subject and because federal transit funds come through KATS for the operations and capital expenditures of both transit systems. The committee had extensive comments relating to the white paper and whether KATS was being asked to accept the report or endorse the direction. Several members expressed reservation in endorsing the document due to issues they had regarding the time frame for transition, the dual role of the executive director over two transit systems, and the financial role to the City of Kalamazoo. Several were concerned about the lack of participation by other agencies. It was also expressed that the time line was unacceptable since this process started in 2004 and it is anticipated to take another three years to complete the transition. After a lengthy discussion, it was recommended that the Policy Committee express appreciation for the presentation on the White Paper and that additional comments should be submitted to KATS to be directed to the City of Kalamazoo and Kalamazoo County Transportation Authority representatives for a response and future meeting discussion. MOTION by Swiat, Jr., SUPPORT by Heasley, “to appreciate the presentation by Director Schomisch and Executive Director McBride and to encourage faster movement forward on the combination of the transit systems and to have the Chair of the Policy Committee put the topic on February’s meeting agenda for discussion.” Motion approved. PUBLIC TRANSPORTATION UPDATE - None SOUTHCENTRAL MICHIGAN PLANNING COUNCIL (REGION 3) CONTRACT WORK UPDATE Jon Start reported that staff is currently meeting with the local Rural Task Force groups. KATS FINANCIALS A copy of the December financials was provided to the committee for review. ADJOURNMENT

There being no further business, Chairperson Anderson adjourned the meeting at 10:55 a.m. The next meeting of the Policy Committee will be held February 27 at 9:00 a.m.

January beginning balance was $114,299.82 and ending balance was $88,462.14. MOTION by Ulsh, SUPPORT by Fricke, “to approve the January, 2013 Treasurer’s Report as presented.” Motion approved. TECHNICAL COMMITTEE REPORT Jon Start reported that his information memorandum outlined the Technical Committee discussions and in the interest of time, referred the committee to that report. Their next meeting is March 14 at 9:00 a.m. CITIZENS’ COMMENTS – None PUBLIC TRANSPORTATION WHITE PAPER The Policy Committee requested that the City of Kalamazoo and the Kalamazoo County Transportation Authority (KCTA) answer questions about the recently released White Paper that outlined the consolidation of the Metro Transit with the KCTA. County Administrator Peter Battani presented a handout outlining feedback that was made on the White Paper and the next steps in the process. Key notes from his presentation included:

The White Paper has been presented to several groups, include the Transit Authority Board, the KCTA and the City and County Commissions.

Mr. Battani noted that there was broad support of the county-wide transportation system and conceptual agreement on the future direction. There is also an appreciation that multiple government agencies are working together.

Feedback on the White Paper included: o Concern about role and reporting structure for Executive Director of KCTA o Involvement by City of Portage and other townships in county-wide system development o Adequate representation by all of Kalamazoo County in the KCTA o Lack of urgency to consolidate the two transit systems o Lack of specific details in Phase 2 of the White Paper o Need to clarify language in White Paper to better define concepts

Several next steps were presented:

o Feedback on concerns expressed o Engaging more involvement by agencies by developing Joint Leadership Group and

Administrative Work Group o These groups would address governance of the system, clarity of Phase 2 and the need to

clarify/define concepts. Mr. Battani thanked the Policy Committee for their feedback on the White Paper and noted that he will be asking for representation from KATS as the groups are formed. Several of the Policy Committee members asked that the progress of these groups be brought to Policy Committee meetings on a regular basis. WESTERN MICHIGAN UNIVERSITY REQUEST FOR SUPPORT The Policy Committee was asked by Western Michigan University to endorse the College of Engineering’s application for U.S. Department of Transportation funds to fund a Transportation Center at the college. The application will be submitted in the upcoming weeks. If funded, $1.5 million dollars will be available for the development of the center. The Transportation Research Center for Livable Community will focus on research to help area communities on making the area’s transportation network better. Items such as addressing safety issues, improving travel around the area, sustainability, and providing educational workshops will be developed. MOTION by Rosine, SUPPORT by Heasley, “to support the Western Michigan University’s application for funding of the Transportation Research Center for Livable Communities.” Motion approved. TRANSPORTATION IMPROVEMENT PROGRAM A list of the proposed FY 2014 - 2017 Transportation Improvement Program projects was presented to the Policy Committee for approval. The list was developed using the Project Prioritization Process and meetings with the Transportation Improvement Program Subcommittee and representatives of the local road and transit agencies. With the approval of the list, public involvement will start in order to prepare the document for adoption by the Policy Committee at the June 26 meeting. Jon Start reported that KATS received a letter from the Michigan Department of Transportation that informed KATS of an additional allocation of funding for FY 2013 and 2014. With that additional

funding, the Transportation Improvement Program Subcommittee will be meeting to discuss moving projects to FY 2013 in order to spend the funds. The moving of projects may change the FY 2014 - 2017 project list. If there are changes, they will be presented to the Policy Committee in March. MOTION by R. Reid, SUPPORT by Smith, “to adopt the FY 2014 - 2017 Transportation Improvement Program Surface Transportation Program and National Highway Performance Program Funding list as of February 20, 2013.” Motion approved. UNIFIED PLANNING WORK PROGRAM A list of amendments to the FY 2013 Unified Planning Work Program was presented to the Policy Committee for approval. The adjusted amounts better reflect actual cost estimates using known costs for insurances and the Health Reimbursement Account. With the budget being developed in June, 2012, staff was in a transition with insurances with the Kalamazoo County Road Commission and now that insurances are with KATS staff only, the monthly amounts are known. MOTION by Sorenson, SUPPORT by R. Reid, “to approved the amended budget for the FY 2013 Unified Planning Work Program year.” Motion approved. Staff presented a copy of the FY 2014 Agency Contribution Estimates based on preliminary amounts for FY 2014. Jon Start noted that KATS will be contracting with a consultant to have the transportation model developed in FY 2014 and an additional $51,000 in contributed effort would be needed. He reported that in years past, the local agencies who have provided contributed effort have exceed the amount requested for the fiscal year. He included the new member agencies in the agency contributions as well. The contributed effort can be in the form of time sheet reporting to KATS or cash. The amounts presented also contained a 10% overestimate of effort needed in case some agencies fall short on their contributed effort requested. There was discussion about how staff would deal with shortfalls in match. Currently there is no process for match shortfalls. Staff will look at how this could be made up should the match for FY 2014 not be met with contributed effort or cash. Staff will provide the committee with past history of contributed effort by agency at the March meeting. MOTION by Nieuwenhuis, SUPPORT by Griffin, “to approve the proposed estimates with KATS staff determining how to handle shortfalls in match should it occur.” Motion approved. POLICY COMMITTEE BYLAWS A subcommittee met recently to start discussions about the KATS Bylaws and voting membership for the Policy Committee. They did not have a report. PUBLIC TRANSPORTATION UPDATE - None SOUTHCENTRAL MICHIGAN PLANNING COUNCIL CONTRACT WORK UPDATE The next meeting of the Southcentral Michigan Planning Council will be March 13. Jon Start noted that Ron Reid is their treasurer and Lou Conti is a representative on the council.

Jon Start reported that KATS received additional funding for FY 2013 for Surface TransportationProgram projects. This allowed for the addition of :

• the Portage Road (Milham to north city limits) project for FY 2013• the D Avenue (M-43 to west village limites) project in the Village of Richland• a demand Response Vehicle for Van Buren Public Transit

Additional funds are being offered for FY 2014 but details on the funding from MDOT have not beenreleased. When that occurs, there may be additional changes to the FY 2014 - 2017 TransportationImprovement Program development.

A list of the FY 2014 - 2017 Transportation Improvement Program projects was provided to thecommittee. The list was updated to reflect the new FY 2013 funding. In FY 2016, the Village ofMattawan Front Street project was added as well as demand response vehicles for Van Buren Transit. JonStart asked about updates to the list as the TIP is being developed. The committee will be apprised of anychanges to the projects as the new document is being produced.

The document is scheduled to be adopted by the committee at the June 26th meeting. Staff will be addingprojects to the Illustrative list of the document in order to be better able to move projects forward iffunding becomes available in the future.

PAW PAW / LAWTON SMALL URBAN ADJUSTED CENSUS URBAN BOUNDARY

A map was provided outling the new proposed Urban Adjusted Census Urban Boundary for the PawPaw/Lawton area. The outline uses the 2010 Census data and smoothes the boundary using naturalfeatures, such as streets. KATS staff met with the Van Buren County representatives from this area aswell as MDOT to discuss the new boundary. The Paw Paw / Lawton area will still be able to get SmallUrban funding as well as funding from KATS during the development of the Transportation ImprovementProgram.

MOTION by R. Reid, SUPPORT by Heasley, "to approve the Urban Adjusted Census Urban Boundaryfor the Paw Paw/Lawton area." Motion approved.

BRIDGE PROGRAM RESOLUTIONS OF SUPPORT

The Kalamazoo County Road Commission requested support of the following bridge resolutions:

The replacement of the S avenue Bridge over the Portage River

Rehabilitation work on the U Avenue Bridge over the Portage River

Preventive maintenance work on the East Michigan Avenue Bridge over the Kalamazoo River

Preventive maintenance work on the W Avenue bridge over the Portage River and on the OAvenue bridge over the Amtrak Railroad

Preventative maintenance work on the D Avenue bridge over the Kalamazoo River

The applications will be reviewed this fall and if funded, added to the FY 2016 element of theTransportation Improvement Program.

MOTION by Sorensen, SUPPORT by Bither, "to approve the resolutions of support for the KalamazooCounty Road Commission's application for bridge funding in FY 2016." Motion approved.

MDOT/KATS MEMORANDUM OF AGREEMENT

With KATS becoming a Transportation Management Area and becoming responsible for the maintenanceof the network model that is used in the development of the Transportation Plan and other things, theexisting Memorandum of Understanding where MDOT agrees to maintain and operate the model forKATS is no longer valid. A new Memorandum of Understanding has been developed which will coverthe period from now until the new transportation plan is developed where MDOT and KATS agree totransition the model over to KATS and that in this transition period, MDOT will continue to providesupport and assistance until that transition is complete and the next Plan is done.

HEALTH REIMBURSEMENT ACCOUNT PAYMENT

Jon Start reported that in October, 2012, KATS started a Health Reimbursement Account for staff to use. The committee agreed to fund the account at 150% of the amount allowed to be spent on healthcare forstaff. The account was prefunded with $15,000 in 2012. The FY 2013 amount would be $7,289. Todate, minimual expenses have been submitted for reimbursement by staff.

KATS OFFICE SPACE DISCUSSIONKATS staff has looked at four office spaces to date as options for moving to a new location. Staff usedthe following criteria in looking for space:

Is on a fixed route bus line,

Has space for four or five employees to allow for any future expansion,

Has room for a small conference area,

Is somewhat centrally located within the county,

Has storage space for achieves, files, etc, and

Is within budget.

Of the four spaces that were looked at, an office space at Trestlebridge at Kilgore Road and Lovers Lanewas preferred by staff.

It was requested that a matrix of the office space looked at be developed as well as consideration of otherspaces around Kalamazoo. Jon Start asked the committee to provide any office space recommendationsto him in the next few weeks so that the recommendation could be brought back to the committee at theApril Policy Committee meeting.

PUBLIC TRANSPORTATION UPDATE

Bill Schomisch reported that ridership was up for all public transportation modes in February. Threehybrid buses will be arriving in May. Metro Transit is still working to get resolution to a Department ofLabor dispute that is holding up $1.9 million dollars of Metro Transit funding.Jack Mekemson reported that the KCTA is meeting with local jurisdictions to provide information aboutthe demand response system. The vote on the millage renewal will be May 7.

SOUTHCENTRAL MICHIGAN PLANNING COUNCIL CONTRACT WORK UPDATE

KATS staff is wrapping up work with the five-county jurisdictions involved with the Rural Task Force. The Southcental Michigan Planning Council is exploring options for staffing for FY 2014. Ron Reid,who serves on the council, reported that several organizations are being explored for staffing, includingKATS. Jon Start noted that if KATS is selected to continue work for the council that the funds will beamended into the Unified Planning Work Program due to budget deadlines for KATS.

Larry Doyle announced that MDOT will be holding a meeting on April 9th to discuss the I-94 at 40thStreet interchange.

The current office space in the Kalamazoo County Road Commission is not transit accessible, and staff began looking for new office space in Kalamazoo. Five sites were looked at with staff recommending the Trestlebridge #4 location on Lovers Lane near Kilgore Road. The office space allows for additional employees and is on the Metro Transit bus line. Jon Start pointed out that staff has budgeted for the additional expense of office space. Future Policy Committee meetings will be held at other sites that are on the Metro Transit line haul bus route. The current lease with the Kalamazoo County Road Commission expires December 31, 2013. Jeff Maddox noted that the Road Commission will not hold KATS to the lease if there is a need for early termination. MOTION by Sorensen, SUPPORT by Heasley, “to authorize the Executive Director to negotiate a lease for the Trestlebridge #4 property and bring the lease back to the KATS Policy Committee in May.” Motion approved. TRANSPORTATION ALTERNATIVES PROGRAM The results of a recent survey to ask for opinions of what the funding for the Transportation Alternative Program should be spent on was provided to the Policy Committee. Results showed preference for off-road trail systems and pedestrian facilities (sidewalks). The survey had a good response from the bicycle community as well, with the results provided to the Policy Committee. A subcommittee will be meeting in the upcoming weeks to determine the process for selecting Transportation Alternative Program projects. PUBLIC TRANSPORTATION UPDATE Jack Mekemson reported that the Kalamazoo County Transportation Authority has been meeting with local jurisdictions to talk about the May 7 millage vote. Bill Schomisch reported that the ridership had a slight decline for March but that was due to one less service day from March, 2012. Overall, ridership is up for the year. Five more hybrid buses are scheduled to be delivered in the upcoming weeks. He noted that Metro Transit saved $68,000 in fuel because of the hybrid buses last year. Jon Start reported that he is attending the leadership meetings to discuss the Transit White Paper. STATUS REPORTS KATS has completed work on the Rural Task Force program for 2013. Staff was recently informed that the five county area’s rural road funding budget for 2013-2017 was over programmed and will be working with MDOT to balance it. The Southcentral Michigan Planning Council is working to decide the future operations of the organization and will be considering KATS as an option. The Bylaws Subcommittee has not met recently but will be developing a survey for voting members to get feedback on voting and dues structure.

A Traffic Data Collection Request for Proposals is being developed by KATS staff. The RFP will be released in the upcoming weeks and will be awarded by the end of June. The consultant will take traffic counts and other information for the road agencies as well as several small jurisdictions. Jon Start pointed out that it will be a three-year contract with the funds paid by the local jurisdictions being used as local match for the KATS Unified Planning Work Program. OTHER NEW BUSINESS Larry Doyle informed the committee that he will be taking a new position at MDOT and that Pete Pfeiffer will be coming back as the representative for MDOT on the KATS Policy Committee. He reported that a public meeting will be held to discuss the I-94 at 40th Street interchange. It is scheduled for 2016 construction. Jon Start informed the committee that no changes have been made to the project list that identifies Federal funds for FY 2014 - 2017 since the Policy Committee’s approval in March. As a part of public involvement, 1,800 postcards were mailed to individuals that were near projects being proposed. To date, no comments have been received as a result of the post card mailing. A number of comments have been received based on contact with the Kalamazoo Bicycle Club. The draft project list was mailed to the area cities, townships, and villages. It is also available online at the KATS website (www.KATSmpo.org). He noted that the projects identified in the TIP are preservation projects. Many of the projects are not in the design phase so project specifics are unknown at this time. Chairperson Anderson asked if any public wished to comment on the proposed project list and document. No comments were expressed. Chairperson Anderson asked for Policy Committee member comments. Ron Reid noted that the City of Kalamazoo and Kalamazoo County Road Commission will be updating Drake Road from West Main to Ravine Road. There is interest from Oshtemo Township and Kalamazoo Township to add bike lanes as well as sidewalk to the project since the area is serving two schools, a retirement community, and apartment complex. The townships have been in discussions with the agencies about the additions to the projects. He also noted that it would be nice to see a connection due to the Kalamazoo River Valley Trailway access at G Avenue. Jon Start informed the committee that should any comments be received after the public hearing, staff will compile them and let the Policy Committee know of the comments and any resulting changes prior to the document’s adoption at the June 26th Policy Committee meeting. Darrell Harden noted that the additions were from the Michigan Department of Transportation from their General Program Account. MOTION by R. PUBLIC TRANSPORTATION RESOLUTION ON DESIGNATED RECIPIENTS The Kalamazoo Area Transportation Study must designate a recipient of Federal Transit Administration Section 5307 and 5310 funds that come to the study area. Jon Start recently met with representatives from Metro Transit, the Kalamazoo County Transportation Authority, Van Buren Public Transit and the Michigan Department of Transportation to discuss the recipient status for the area. After discussions, it was decided that Kalamazoo Metro Transit and the Kalamazoo County Transportation Authority would both be Designated Recipients with Kalamazoo Metro Transit receiving 100% of the urban funding for the next two years. If at any time any of the parties of the resolution want to have the status reviewed, they can initiate the review. Van Buren County decided not to receive any of the 5307 or 5310 funds since these are urban funds and the amount proposed for the system was small compared to the amount of oversight needed to manage the funds. Van Buren Public Transit is not losing any of its funding. Several of the Policy Committee members expressed their view that the process of consolidating the transit systems seems to be moving slowly and that the designated recipient status should be reviewed a year from now. The Policy Committee could then, at that time, decide to change who is receiving the funds. Mr. McBride noted that the KCTA felt the two year period was appropriate and that all of the parties working towards consolidation have the intent of one system in that time frame.

Members of the committee requested that the status of the consolidation of public transportation be specifically added to the agenda for Policy Committee meetings. MOTION by C. Reid, SUPPORT by Nieuwenhuis, “to approve the resolution identifying Kalamazoo Metro Transit as the recipient of Section 5307 and Section 5310 for the Kalamazoo urbanized area.” Motion approved. MOTION by Swiat, Jr., SUPPORT by Kerr, “to bring the review of the designated status of the Section 5307 and Section 5310 funds to the Policy Committee one year from May 29.” Motion approved. OFFICE SPACE The lease for office space at 5220 Lovers Lane was presented to the Policy Committee for review. Jon Start reported that he was been in discussions with John MacFarlane, the attorney for KATS, the landlord through Hinman Group, and the insurance agent (Western Insurance) about several clauses. Discussion has focused on the Indemnification Clause and a clause if KATS does not receive funding. He is working to get the indemnification clause suitable prior to signing the lease agreement. Other than those issues, he saw no other reason to prevent moving forward with the lease agreement. He did not want to wait until the June 26 meeting of the Policy Committee to execute the lease. The committee asked that the officers (Don Ulsh, David Anderson, and Jeff Sorensen) meet to review the final lease once the clause is agreeable between the attorney, the insurance carrier, and Mr. Start. MOTION by Nieuwenhuis, SUPPORT by Nielson, “to appoint the Executive Committee to meet and finalize and execute the lease and to notice the meeting to other committee members who are welcome to attend.” Motion approved. FY 2014 KATS UNIFIED PLANNING WORK PROGRAM DEVELOPMENT Staff is working on the development of the FY 2014 Unified Planning Work Program. The document will be approved at the June 26th meeting and outlines the budget for FY 2014 (Starting October 1, 2013). Items that will be addressed include:

POLICY COMMITTEE BYLAWS COMMITTEE

A copy of the Policy Committee Bylaws was provided to the committee for their review. Staff will be calling the subcommittee together to continue looking at voting membership. A meeting will be scheduled prior to the next Policy Committee meeting.

FINANCE AND PERSONNEL COMMITTEE

The Finance and Personnel Committee is responsible for evaluating the Executive Director and making salary recommendations to the Policy Committee. The Executive Director evaluates staff and proposes recommended salary adjustments. Volunteers for the committee included:

PUBLIC TRANSPORTATION UPDATE

Jack Mekemson reported that the recent millage vote for Kalamazoo County passed for the Kalamazoo County Transportation Authority.

Bill Schomisch reported that ridership is up 13% for Metro Transit line haul and demand response. Three new hybrid buses are going into service soon. Currently, Metro Transit has seen a $66,000 savings in fuel costs by using the hybrid buses.

They also recommended Policy Committee approval of the FY 2014 Unified Planning Work Program and the contract for traffic count data collection. They heard reports on road and land use activities.

The next Technical Committee meeting will be August 8, 2013.

CITIZENS’ COMMENTS

Jack Urban informed the committee that the Friends of Transit had conducted a ride around the perimeter of the county to look at the outer edge of the urban area. He invited the Policy Committee members to come on a ride in the upcoming weeks in order to get a better understanding of the populations served by Metro Transit and Metro County Connect. Linda MacDonald echoed Mr. Urban’s comments and said she found the trip very enlightening.

Jon Start explained that many of the cost adjustments were in order to match the FY 2014 year of both of the FY 2011 - 2014 and FY 2014 - 2017 Transportation Improvement Programs. A summary of the amendments was provided to the committee as well to show the changes in funding and additions to the program.

Ron Reid asked about any changes that were made to the Drake Road projects for FY 2014 being proposed by the City of Kalamazoo and the Kalamazoo County Road Commission. Jon Start explained that to date, no funding changes have been made to the two projects. The agencies are meeting with Kalamazoo Township and Oshtemo Township to look at funding options for adding non-motorized facilities to the projects. Ron Reid asked about whether adoption of the amendments would prevent the addition of funding for the projects in the future. Jon Start noted that since additional funding has not been identified nor has money been removed from other Surface Transportation Program projects to be put on the Drake Road projects, no changes would be made to the projects in the FY 2014 - 2017 TIP at

Jon Start explained the public comments received as part of the FY 2014 - 2017 Transportation Improvement development. Several comments were received by individuals looking for more non-motorized plans. He noted that many of the comments are better reflected in the Long Range Transportation Plan and not the Transportation Improvement Program. At the May Policy Committee meeting, Ron Reid had asked that non-motorized facilities for the Drake Road projects for the City of Kalamazoo and Kalamazoo County Road Commission be considered as part of the project development. Since the May meeting, the staffs of the city and road commission have met with Oshtemo Township and Kalamazoo Township to discuss the inclusion of non-motorized facilities. The City of Kalamazoo plans to add sidewalk on the east side of their section from West Main to Grand Prairie. The Road Commission is looking at whether additional funds can be obtained to continue some sort of facility along Drake Road up to G Avenue. At this time, no adjustments were being proposed for the Surface Transportation Program funding to add money to the Drake Road projects. All of the current FY 2014 funding has been allocated. There is a subcommittee working on the development of an application for Transportation Alternatives Program funds. KATS receives funding annually in this program and can also ask for funds from MDOT. Oshtemo Township is working with the Road Commission to development an estimate for the non-motorized addition so that there is an idea of cost.

Based on the comments received, staff did not make any changes to the FY 2014 - 2017 Transportation Improvement Program since the May 29th public hearing. Jon Start noted that the document’s projects meet air quality requirements. He asked that Chairperson Anderson be authorized to sign the resolution adopting the FY 2014 - 2017 Transportation Improvement Program as well as signing the Self Certification.

FY 2014 KATS UNIFIED PLANNING WORK PROGRAM

A copy of the FY 2014 Unified Planning Work Program was presented to the Policy Committee for approval. The document outlines the annual budget for FY 2014 as well as projects to be worked on by staff and the local agencies. One major study will occur in FY 2014 with that being the development of the transportation model for the 2040 Transportation Plan. The budget for the year also includes the hiring of an administrative support person.

Jon Start noted that the document will be amended in the fall to include additional funds from Southcentral Michigan Planning Council contract should KATS be awarded funding for the next three years. The award of the contract will occur in next few months. Staff will also be adding the traffic counting contract should that be approved.

TRAFFIC DATA COLLECTION SERVICES CONTRACT

A copy of the Traffic Data Collection Services Contract was provided to the Policy Committee for their approval. The contract will be for three years (2013 - 2015) with a list of guaranteed counts and optional counts. The contract will be with Traffic Tech Services, LLC out of Kalamazoo. Brian Burlingham is the owner of the company. Jon Start noted that he is waiting for the purchase orders from the Road Commission and cities of Kalamazoo and Portage before proceeding with having the counts obtained.

The committee discussed the price differences between the four bids that were received. The higher bids were submitted by engineering firms. The other consultants may, too, have more overhead. There was concern about what would happen if the owner of Traffic Tech Services was injured and unable to fulfill the contract. Mr. Start noted that KATS can terminate the contract should it be necessary for specific clauses. Jeff Maddox noted that the Road Commission is familiar with Mr. Burlingham and is very confident in his abilities to complete the contract.

JULY MEETING

Jon Start noted that with the moving of offices and with no action items, he suggested the cancelling of the July 31st meeting. If action is needed, a meeting will be held. Staff will look at a possible open house on that date at the new office.

POLICY COMMITTEE BYLAWS

A meeting was called to review the bylaws for the Policy Committee. More information on bylaws from other agencies will be reviewed and another subcommittee meeting called.

PUBLIC TRANSPORTATION

Jon Start provided the committee with a summary of the public transportation activities regarding the merger of Metro Transit with the Kalamazoo County Transportation Authority. He noted that several meetings have taken place and there has been positive movement.

Bill Schomisch announced that the Department of Labor has released the $1.9 million in funds being held for FY 2012. He is working with legislators to develop a long term fix to the issue.

UPDATES

Southcentral Michigan Planning Council: KATS submitted a proposals to the council on June 21. The proposal was for a two-year period with an option for a third year to complete the MDOT transportation planning activities.

Congestion Mitigation Plan: The subcommittee has met and is developing the document.

Transportation Alternatives Program: The subcommittee has met and is developing priorities for selecting projects for the annual allocation of funding.

OTHER NEW BUSINESS

Kathy Schultz asked that Policy Committee members fill out the evaluation form for the Executive Director at their place setting and return the form to KATS by Friday, July 5.

METRO TRANSIT PASS THROUGH AGREEMENT Kalamazoo Metro Transit will be using Federal Transit Administration Section 5303 funds through KATS to fund an ADA Bus Stop Study in FY 2014. In order to do that, a Pass Through Agreement has to be signed by the agencies so that the funds can go through KATS to Metro Transit. Metro Transit will be paying for 20% of the cost of the study. A consultant has not been selected. MOTION by Sorensen, SUPPORT by Nieuwenhuis, “to authorize the chairperson’s signature of the Pass Through Agreement for the Transit ADA Bus Stop Compliance Study for the Metro Transit System.” Motion approved. MICHIGAN REGIONAL REINVENTION PROGRAM A copy of materials relating to the Michigan Regional Reinvention Program was provided to the committee for review and discussion. The program would bring together transportation, economic partners, and education. Metropolitan Planning Organizations, such as KATS, and regions, such as the Southcentral Michigan Planning Council, are encouraged to coordinate with other areas under the program’s plan. A meeting was held recently at the Southwest Innovation Center to discuss the program and what the Governor’s office will be looking for in applications to study means to improve communication and coordination. An application would have to be submitted by November with eligible applicants being MPOs or Regions. The program is not mandatory at this time. Motion information on the program can be found online at: http://www.michigan.gov/dtmb/0,4568,7-150-66155---,00.html Discussions will be held over the next few weeks to determine who the applicant agency will be for the funding. Three different tiers are available for funding, starting at up to $250,000. The initial thoughts were to develop a plan over the next year with various partners and see what comes out of the planning effort. The funding is available for one year. Jon Start noted that the directors of KATS, Battle Creek Area Transportation Study, the SMPC, and Southwest Michigan Planning Commission will be meeting to discuss the next steps in the upcoming weeks. He noted that with the approval of the SMPC contract as the next action item, staff will be able to work on the Regional Reinvention Program using those funds. John Lanum of MDOT noted that if transportation issues are involved, staff can use Planning Funds from Federal Highway Administration to work on program. SOUTHCENTRLA MICHIGAN PLANNING COUNCIL CONTRACT Ron Reid asked the committee to note that he is a member of the Policy Committee as the representative of Kalamazoo Township and also a voting member of the Southcentral Michigan Planning Council (SMPC). He asked that he be allowed to vote on the SMPC contract. MOTION by Nielsen, SUPPORT by Adams, “to allow Ron Reid to vote on the Southcentral Michigan Planning Council contract with KATS.” Motion approved. KATS staff submitted a proposal to be the contractor for the MDOT transportation planning program for Southcentral Michigan Planning Council for FY 2014 and 2015. There is an option for a third year under the contract. KATS was chosen from three other vendors. With the funding, this would allow KATS to hire an additional staff member to assist with KATS and SMPC efforts. Southcentral Michigan Planning Council approved the contract with KATS at their last meeting. If new boundaries are drawn as a result of the Regional Reinvention Program, discussions will occur to look at who is performing the functions for the region.

Ron Reid noted that the Southcentral Michigan Planning Council is working hard to get back to operations and using KATS staff and expertise to perform the functions required by MDOT is a good fit.

It will allow, too, the tie to economic development and allow the five county areas to apply for Economic Development funding.

Committee members asked about the new staff member. Jon Start noted that an additional staff member was identified in the KATS FY 2014 Unified Planning Work Program approved by the Policy Committee at their June 26th meeting. This full time staff member will be clerical support. With the contract with SMPC, an additional part-time planner position would be hired as well to assist with regional work. He noted that KATS will be starting work on the 2040 Transportation Plan this fall with the hiring of a consultant to run the transportation model.

Pete Pfeiffer asked if there may be a conflict of interest between activities of KATS and the region. Jon Start responded that he didn’t foresee that occurring but couldn’t guarantee that it wouldn’t happen.

Jeff Maddox expressed his concern about adding additional staff and changing the focus of KATS from the metropolitan area to a five-county region area. He noted that he would not support the signing of the contract.

There was discussion about why there wasn’t an opt out clause for KATS. Jon Start noted that KATS legal advisor has not reviewed the agreement. He did note that the contract contains the same wording that was signed by the committee in 2013. Terry Urban noted that it wasn’t the role of the Policy Committee to rewrite contracts.

MOTION by Heiny-Cogswell, SUPPORT by Adams, “to amend the wording of the contract between the Kalamazoo Area Transportation Study and the Southcentral Michigan Planning Council to add an opt out clause for the Kalamazoo Area Transportation Study.” Motion defeated.

They included applications from the cities of Kalamazoo and Portage, the Village of Mattawan and the Kalamazoo County Road Commission. A subcommittee reviewed the applications and recommended the Drake Road project which adds non-motorized facilities along Drake between West Main and Ravine and coordinates with the sidewalk being installed on the east side of Drake between West Main and Grand Prairie. Road construction is also planned during FY 2014 along this section of Drake Road. Agencies who were not selected for funding were encouraged to apply for FY 2015 – 2017 funding, with the applications due November 1. MOTION by Nielsen, SUPPORT by R. FY 2015 MDOT SAFETY PROJECT APPLICATIONS

Two FY 2015 Local Safety Program project applications were received. The Kalamazoo County Road Commission and City of Kalamazoo are applying for funding to chip seal East Main and restripe to provide for a center turn lane and one lane in each direction. Traffic signals at East Main and Michigan, East Main at Humphrey, and East Main at Nazareth will also be upgraded with some limited intersection reconfiguration at East Main and Michigan to address a combination of left turn, pedestrian, and other crashes.

The Road Commission is also applying for funding to add a left turn lane at the intersection of 8th Street and U Avenue along with radius improvements and minor sight distance improvement to address left turn and angle crashes.

Jon Start noted that the Technical Committee acted to support the applications for funding. If the projects are funded with FY 2015 funds, they will likely be constructed in FY 2016. The two applications were the only ones received by the local agencies.

MOTION by R. Reid, SUPPORT Heasley, “to support the Kalamazoo County Road Commission and City of Kalamazoo FY 2015 Local Safety Program applications.” Motion approved.

FY 2014 UNIFIED PLANNING WORK PROGRAM AMENDMENT

A number of changes were presented to the Policy Committee for approval. The changes to the FY 2014 Unified Planning Work Program included:

Identification of additional funds for work to be done as part of the Southcentral Michigan Planning Council contract. These funds including State Planning and Research (SPR) and Michigan Transportation Fund (MTF) dollars that will be used to complete several projects as needed by MDOT and Region 3.

Inclusion of the Traffic Count Contract with Traffic Tech Services, LLC for FY 2014. The cities of Kalamazoo and Portage, along with the Kalamazoo County Road Commission, will be using the consultant to collect traffic count data. The payments for the traffic counts can be used as third party in-kind contributions for the KATS program. More agencies may also participate in this contract.

Work on the 2040 Transportation Plan and the hiring of a consultant to develop the transportation model. This work will be needed to complete the 2040 Transportation Plan. MDOT requested that the hiring of a consultant be spelled out in the FY 2014 program clearly.

Inclusion of the US-131/US-131 Business Route review efforts to be undertaken by Oshtemo Township and Kalamazoo Township.

Adding the ADA Bus Stop Study for Kalamazoo Metro Transit. $70,000 in FTA Section 5303 funds were not spent in FY 2013 so KATS is required to identify the funds in FY 2014. Bill Schomisch has updated staff on the project and will be delaying the start of the project until the work program amendment is approved.

MICHIGAN REGIONAL REINVENTION PROGRAM

Jon Start reported that the directors of the Battle Creek Area Transportation Study and KATS, along with representatives from the Southwest Michigan Planning Commission and the Southcentral Michigan Planning Council, met recently to discuss the Michigan Regional Reinvention Program. Applications for funding for the program are due November 1. After the meeting, it was decided that the agencies should look at asking their boards to support the cooperative efforts into making one application for the new seven county area.

Jon Start presented a resolution of support for the Regional Prosperity Initiative. He noted that the group would be meeting on October 1 at 10:00 a.m. to discuss the application and who would be applicant for the funding. He noted that the group would be applying for Tier 1 funding which would include developing a plan to align the various agencies.

MOTION by Sorensen, SUPPORT by Maddox, “to authorize the Chairperson signature on the Resolution of Support for the Regional Prosperity Initiative.” Motion approved.

PUBLIC TRANSPORTATION

Jon Start noted that there have been several meeting related to the consolidation of the transit systems. He commented that the attorneys for the City of Kalamazoo and Kalamazoo County are working on the details of the incompatible office issue with Sean McBride being the director of two transit systems.

Ridership for both Kalamazoo Metro Transit and Metro County Connect systems is up for the month of August.

Jack Mekemson reported that the KCTA adopted the budget for FY 2014. He also reported that a pilot bus program that is servicing Pavilion Estates is being conducted in order to determine possible changing in bus routing.

UPDATES

Jon Start noted that the traffic count program with the consultant has been going well and data is being collected.

OTHER NEW BUSINESS Jon Start asked the Policy Committee to give him authorization to open an additional account at Fifth Third Bank. The account would be used for additional payments for planning invoices that have been made by MDOT to KATS over the past year. Based on a review by the KATS accountant, he is recommending that the overpayments be placed in a separate bank account with notation that these are overpayments. MOTION by Sorensen, SUPPORT by Heasley, “to authorize the Executive Director to open an additional bank account at Fifth Third Bank for the overpayment of funds to the Kalamazoo Area Transportation Study.” Motion approved. Dave Anderson noted that the Kalamazoo City Manager candidates will be interviewed and at public information meetings on Thursday and Friday. Four candidates are being considered.

He also noted that the June submission of the FY 2014 Unified Planning Work Program was approved. PUBLIC TRANSPORTATION

A copy of the materials relating to the consolidation of Kalamazoo Metro Transit and the Kalamazoo County Transportation Authority was provided to the committee for information. There has been a number of subcommittee meetings over the past several months that focused on the transition from two transit systems in Kalamazoo County to one. Many of the members expressed their support of the process as it moves forward.

STAFFING CHANGES

Jon Start announced that the hiring of a new office manager and two part-time associate planners has started. The new office manager position will allow for Kathy Schultz to have more time to focus on transportation planning. The two part-time planners will focus on the SMPC region contract work. He reported that 14 part-time planner applicants and 20 office manager applicants were considered with 7 interviews for the planner position and 6 for the office manager position. Jeff Sorensen and Fred Nagler sat in on many of the interviews as well as Steve Stepek and Kathy Schultz.

The salary amounts for the part-time positions will have a range from $15 – 25 / hour up to 29 hours per week. The part-time positions will earn pro-rated leave benefits based on hours. The positions will be for two years in conjunction with the SMPC contract. The office manager position will start at $35,000 / year with benefits. The amounts as proposed are part of the FY 2014 budget in the Unified Planning Work Program.

MOTION by Nieuwenhuis, SUPPORT by Nielsen, “to establish the salary rates for the new employees for the Kalamazoo Area Transportation Study.” Motion approved.

The Finance and Personnel Committee met prior to the Policy Committee to discuss the review of the Executive Director position. Larry Nielsen reported that 37% of the committee completed the evaluations. He reported that the committee will be looking at the total compensation package for KATS staff and have a recommendation at the December meeting. Any changes in salary will take place as of October 1, 2013.

REAPPROVAL OF PASS THROUGH AGREEMENT

The committee was asked to reapprove the Pass Through Agreement with Kalamazoo Metro Transit and KATS based on changes made to the agreement. The changes included the addition of the contract number by the City of Kalamazoo and the adjustment of costs up to $39,500. It was noted that the percentage of the contract should be 80% federal funds and 20% City of Kalamazoo funds – not 10% as noted in the agreement. Staff will make the change prior to new signatures.

MOTION by Sorensen, SUPPORT by Heiny-Cogswell, “to reapprove the Pass Through Agreement for the Transit ADA Bus Stop Compliance Study.” Motion approved.

PUBLIC TRANSPORTATION

Jack Mekemson reported that ridership is increasing with the public transportation service to Pavilion Estates on N Avenue. It is currently above the amount anticipated. A copy of the ridership report through September was provided to the committee. The Public Transit Human Services Committee met to review the items completed for 2013 and to look at 2014 activities for the transit systems. Ridership to date is up 4.2%.

UPDATES

The FY 2014 – 2017 Transportation Improvement Program has not been approved by the Federal Highway Administration or Federal Transit Administration. An extension has been given until November 30, 2013. Currently, any amendments need to be done to the FY 2011 – 2014 and FY 2014 – 2017 TIPs.

The FY 2014 Unified Planning Work Program is awaiting approval by MDOT based on several amendment changes.

The Traffic Data Collection Services Contract is being wrapped up for 2013. The contractor is completing additional work for the agencies that includes inventory collection.

OTHER NEW BUSINESS

A summary of the third party in-kind contributions was provided to the committee for their information. The amounts are by agency through September, 2013. KATS met the match needed for the FY 2013 program and will not be needing any cash match.

Jon Start noted that in FY 2014, additional contributions will be needed since there will be a contract to complete the travel demand model during the fiscal year.

Jon Start asked that a Nominating Committee be established to select a Chairperson, Vice-Chairperson, and Treasurer for 2014. The committee would be Don Ulsh, Randy Smith, and Tom Swiat, Jr.

MOTION by Ulsh, SUPPORT by Harden, “to establish the Nominating Committee for the Policy Committee.” Motion approved.

Due to the November meeting date being a conflict for some of the township supervisors, it was proposed that the meeting date be moved to December 4. The meeting would start at 9:00 a.m. at Kalamazoo Metro Transit.

John Lanum reported that the MDOT Director recently provided a report to the House Transportation Committee regarding the funding needed for the road system in Michigan. A copy of the presentation will be provided to the committee.

Ann Nieuwenhuis reported that she met recently with the Kalamazoo County Road Commission to discuss improving roads in Comstock Township. She noted that the condition of the local roads in the township need to be improved but there is not enough money. Linda Kerr noted that Texas Township has a rate paid by property owners that specifically goes towards road improvements.

Darrell Harden announced that Steve Stepek recently received the Senior Planner of the Year award from the Michigan Transportation Planning Association at their annual conference.

Fred Nagler will be retiring from the City of Kalamazoo in December.

The Kalamazoo County Road Commission along with other local road agencies will be presenting an information meeting on Transportation 101 on November 6 at 6:00 p.m. Representative Haveman, along with Senator Schuitmaker and Representative O’Brien, will be in attendance.

The Congestion Management Process was reviewed for presentation to the Policy Committee for approval. Elections were held for Technical Committee officers. Tom Hohm was elected as Chairperson, and Sean McBride was elected as Vice-Chairperson. Terms will end January, 2015. FINANCE AND PERSONNEL COMMITTEE Larry Nielson reported that the Finance and Personnel Committee met to review staff compensation and the Executive Director’s performance evaluations. The Finance and Personnel Committee had three recommendations for the Policy Committee.

1. The Finance and Personnel Committee recommended that KATS positions under review be given a 2% salary increase effective October 1, 2013.

MOTION by Adams, SUPPORT by Smith “to approve the 2% pay increase for Jon Start, Kathy Schultz, and Steve Stepek.” Motion approved.

2. Larry Nielson reported the Finance and Personnel Committee investigated the use of longevity pay as an employee benefit. The Finance and Personnel Committee recommended for approval, rejection or amendment that the longevity pay for KATS staff be eliminated and a partial payment totaling $3,000 be made to eligible employees to close the benefit (Start, Stepek and Schultz). Expected longevity pay would have totaled over $10,000 for the 2014 fiscal year. Concerns were raised regarding the reduction in employee compensation. Larry Nielson reported this was a consideration when recommending the 2% salary increases. Terry Urban expressed concerns with the timeline and asked that the committee consider deferring elimination until FY 2015. Larry Nielson and Jon Start shared that employees were aware of the Finance and Personnel Committee’s review and possible elimination of the benefit.

MOTION by Heiny-Cogswell, SUPPORT by Maddox, “to eliminate KATS longevity pay and to close out the benefit with a partial payment totaling $3,000 to eligible employees.” Motion approved.

3. The Finance and Personnel Committee recommended that they continue to investigate and

establish pay ranges for KATS positions that were in-line with the industry. Concerns were expressed that Jon Start as Executive Director had no defined contract.

MOTION by Kerr, SUPPORT by Spulik, “to have the Finance and Personnel Committee investigate the need for an Executive Director Contract and draft, if needed and to investigate current employee salary/benefit ratio, and to recommend pay ranges for KATS positions.” Motion approved.

CONGESTION MANAGEMENT PROCESS A copy of the Congestion Management Process was provided to the Committee for review. Steve Stepek reported that most recommended changes were to verbiage. Public comments received were positive but more relevant to the Metropolitan Transportation Plan. The Congestion Management Process is required to be adopted by January of 2015 as part of the new designation of KATS as a Transportation Management Area based upon latest census data. Jon Start explained that the use of the General Program Accounts would allow for grouping of projects. Project details would be in a publically available listing. This would allow for balance between public information shared and streamline the amendment process for the Transportation Improvement Program. The draft was submitted to MDOT for feedback. Darrell Harden shared that projects to be considered for inclusion in the General Program Accounts would be submitted using the same process. Libby Heiny-Cogswell asked if there were established requirements for a General Program Accounts Policy. Rachel Tupica replied that there were standards and the Michigan Department of Transportation was looking for consistency with other Metropolitan Planning Organization’s policies. When questioned

ELECTION OF 2014 OFFICERS Don Ulsh reported that the nominating committee recommended that the slate for the 2014 officers remain the same as the current officers: David Anderson, Chairperson; Don Ulsh, Vice-chairperson; and Jeff Sorensen, Treasurer. MOTION by Smith, Support by Kerry, “to close nominations and elect the 2014 Policy Committee officers as presented.” Motion approved. PUBLIC TRANSPORTATION Carol Fricke reminded everyone of the retirement party to be held for Bill Schomisch. Ridership is still up by over 4%. The next Transit Authority Meeting will be held on December 20, 2013 at 8:15AM. Jack Mekemson shared that the Executive Services Agreement between the City of Kalamazoo and the Kalamazoo County Transportation Authority has been approved. UPDATES The Bylaws Committee met regarding how other Metropolitan Planning Organizations set levels of contributions. Start reported that one method investigated was to use a percent of population. The committee wanted to look at a simpler method. A tiered method is being looked at but this does not address entities such as Western Michigan University. The subcommittee is considering a combination of third party contributions and set “dues” for the 2015 Fiscal Year. OTHER NEW BUSINESS Steve Stepek asked for volunteers from the Policy Committee to serve on a Non-motorized Transportation Subcommittee. Terry Urban, Bill Adams, Ron Reid, Libby Heiny-Cogswell, and Linda Kerr volunteered to serve. KATS will be holding an open house at the new office on December 19 from 8:00am to 12:00pm. The office is at 5220 Lovers Lane, Suite 110 in Portage. Jon Start reported that there would be a Regional Rural Task Force Meeting in January. It was noted that both Bill Schomisch and Fred Nagler will be retiring from the City of Kalamazoo. The committee thanked them for their years of service to the Kalamazoo Area Transportation Study.
