Admitting that there was a shortage of skilled human resources in the health sector at all lev- els, the health minister said the Centre has planned for a rapid ex- pansion of medical edu- cation. Many initia- tives such as increasing the retirement age of doctors to 65 years, set- ting up of more medical and nursing schools, multi-skilling of doctors to overcome the shortage of specialists, have been taken by the Centre to improve medical educa- tion, he said. The landslide occurred near the Block Development Office at Ramsoo in the wee hours, blocking the arteri- al road, Senior Superintendent of Police, Ramban, Anita Sharma said. She added that the landslide left scores of vehicles stranded on both sides. A road-clearance operation was launched and efforts were on to restore the road in the shortest possi- ble time, Sharma said. A traffic de- partment official said at least five more hours were required to restore traffic on the highway. Bhutan and China have a dispute over Doklam. Congress president Rahul Gandhi is a member of the Parliamentary Standing Committee on External Affairs, headed by party MP Shashi Tharoor. Gandhi was not present in the meeting today. Earlier this month, the panel could not adopt the draft report as most of the BJP members skipped the meeting and the quorum could not be reached, ac- cording to sources. Some members of the panel who were present in today's meeting said the re- port was adopted with mi- nor modifications. Karnataka ChiefMinister HDKumaraswamy has writ-ten a letter to PrimeMinister seeking an inter-im relief of Rs 2000 crorefor relief and rehabilita-tion work in the flood-hitareas of the state.

In his letter,Kumaraswamy stated thatthe damages caused by therecent floods to the infra-structure, public propertyand crops were estimatedto the tune of Rs 3,000 croreas the final assessment oflosses was not done yet.

The JDS leaderclaimed that there was alarge scale destruction ofagricultural crops. Coffee,spice, aracanut and otherplantations estates werecompletely damaged bythe landslides and mud-slides. In order to rebuild

Senior National Conference leader andMember Legislative Assembly JavedAhmed Rana today cautioned againsttinkering with Article 35A of theConstitution, saying this proviso ispride and identity of the people ofJammu and Kashmir. In order to provide the besttechnology solution for houseboatwaste management and to improvethe quality of the Dal and NageenLake waters, the Department ofTourism is preparing a DetailedProject Report, which envisagesproviding customized bio-digestertanks to the houseboat owners.

In this regard, SecretaryTourism Rigzian SamphealSaturday held a meeting here todaywith a team of scientists fromDefense Research andDevelopment Organization (DR-DO) to discuss waste managementproposals with them.

While laying emphasis on theimportance keeping the Dal Lakeclean and maintaining its hygiene,Secretary Tourism said the Lake isnot only important for tourism butis also the state’s identity whichneeds to be protected.

He said under Swachh BharatMission, the Department ofTourism has taken upon itself totackle the sanitation issues in and

around Dal Lake by finding a holis-tic solution to the issue.

The DRDO team is on a visit toSrinagar to conduct a feasibilitystudy of all aspects of the wastemanagement. “On the basis of theirreport, a DPR encompassing solu-tions to the proper waste manage-ment and on installing bio-digestertechnology will be formulated,” theSecretary said.

Director Tourism KashmirTasaduq Jeelani informed themeeting that over 900 houseboatsare registered with the Departmentwhose eco-friendly waste manage-ment is very necessary.

Pertinently, the formerGovernor N N Vohra, at a meetingconvened recently to discuss Dalconservation measures, had called

for adopting a multi-pronged strat-egy, employing both traditionaland modern methods, for time-bound restoration of Dal Lake.

While recognizing that DalConservation involves sewagetreatment, lily extraction, de-weed-ing, skimming, water treatment,dredging, prevention of encroach-ments etc Governor expressed dis-satisfaction over the pace of conser-vation measures and called for im-mediate strengthening and re-vamping of the Enforcement Wingto ensure against any encroach-ments in or around the Lake.

He had also called for settingtimelines, monitoring the progressof cleaning of the lake and removalof encroachments on day-to-day ba-sis.

He had also called for takingmeasures to plug sewage disposalinto the lake from the entire catch-ment area and directed Vice-Chairman LAWDA to submit dailyreports on the extent of surfacearea of the lake cleaned and howmany encroachments have been re-moved.

Governor had also directedFinancial Commissioner Housingand Urban DevelopmentDepartment, to urgently (i) formu-late the separate sanitation propos-als for the House Boats anchored tothe shoreline and those moored inthe open water expanse; (ii) doublethe number of labourers presentlyengaged in the operation of Lily ex-traction and de-weeding/skim-ming activities to at least improvethe visual aspect of the Lake; (iii) todeploy all available machines indouble shifts for speeding up workby ensuring adequate incentiviz-ing of the machine operators; (iv)the tenders for hiring of Lake clean-ing machines should be finalizedwithin 7 days so that the hired ma-chines are pressed into service im-mediately for speeding up theprogress of de-weeding/Lily extrac-tion; (v) enforcing strict anti-en-croachment measures to ensurethat no illegal structures are raisedaround the Lake; (vi) DivisionalCommissioner Kashmir shall over-see the rehabilitation of Daldwellers.

Calling for enforcing strictpollution check measures for ve-hicles, Transport Commissioner,J&K, Saugat Biswas today askedthe Pollution Checking Centres toensure computerized testing andcertification with minimum lev-els of human interface.TransportCommissioner was speaking at ameeting convened today throughVideo-Conferencing with RTOs,ARTOs and owners of thePollution Checking Centresacross the State.

Biswas said, in accordancewith the recent instructions of theGovernor, foolproof certificationof Pollution Control and its strictenforcement should be ensured.He enjoined upon the owners ofthe Pollution Checking Centresnot to deviate in any manner fromthe pollution checking norms.

Transport Commissioner in-structed the Regional TransportOfficers and Assistant RegionalTransport Officers to conduct sur-prise checks, and monitor theworking of the PollutionChecking Centres in their juris-diction strictly, and also submitmonthly report in this regard. Hefurther instructed theRTOs/ARTOs to check all aspectsof the working of PollutionChecking Centres includingavailability of Pollution checkingequipment of approved specifica-tions, availability of trained andtechnical manpower to operatethe machines, updated softwareand requisite computer infra-structure, back-up facility, updat-ed calibration and AnnualMaintenance Contract.

It was decided in the meetingthat the Pollution CheckingCentres shall, henceforth, issue

Pollution Under Control Stickersdisplaying the PollutionChecking Certificate validity onthe windscreen to the vehicleowners. “The department willmake the stickers available atnominal cost to the PollutionChecking Centres” Biswas said.

While reviewing the progressachieved in “Mission ZeroFootfall” initiated by the MotorVehicles Department (MVD),Transport Commissioner con-gratulated the RTOs/ARTOs andthe Postal Department for suc-cessfully launching the PostalDelivery of Driving Licenses andRegistration Certificates to theconcerned applicants.RTOs/ARTOs were issued in-

structions for maintenance of da-ta on daily basis to ensure that noover-the-counter delivery ofLicenses/RegistrationCertificates be made availablehenceforth.

All the proposals for attaining“zero footfall” in RTO, ARTO of-fices were deliberated upon in themeeting. Timelines were set forsimplifying processes for vehiclepermits, vehicle transfer/ hypoth-ecation, fitness of vehicles andpassenger tax, among other serv-ices.

Transport Commissioner alsodeclared that from now onwardsonline slot booking will requiresimultaneous fee submission on-line. This will reduce mass book-ing of slots by agents, therebymaking slots for preferred daysavailable to the general public.“We shall ensure that the servicesector that the MVD attends towill utilize all means of e-gover-nance and process simplification

to make availing of services easi-er for the residents of the State.We have started on the missionand hopefully achieve successservice by service steadily withina few months,” he said.

Its importance in shaping our politi-cal ethos is undiminished, but the sub-ject has no place in the competitive edu-cation culture. Why is history such animportant school subject? And why doesit not receive the importance it deserves?These two were among the major ques-tions debated at a conference recentlyheld in Kolkata. A brief answer to thesecond question is that history cannotcompete with science subjects in themarket that shapes and controls educa-tion today. Yet, history is an importantsubject because it moulds the outlook ofthe younger generation. By turning thepast into a narrative, history creates apublic ethos and influences culture.From architecture to film, and from an-cient India to Partition, the Kolkata con-ference, organised by the History forPeace initiative of the SeagullFoundation for the Arts, covered a broadcanvas to trace the complex relationshipbetween history and culture.

I can think of few other gatheringswhere school teachers got a chance todiscuss their classroom experience withscholars of history and culture. The out-come was a richer understanding of theconstraints that a poorly functioningsystem of education places on a society’scapacity to cope with its present difficul-ties and imagine sustainable solutions.Debates over texts. The history syllabusand textbooks have been at the heart of adeep political controversy in India. Indiais not alone in this respect. No country inthe world is immune to debates about thepast and how it should be presented toschool children. To take just two in-stances, America’s discomfort withHiroshima and Britain’s discomfort

with Gandhi continue to be reflected intheir school syllabi. The main reasonwhy portrayal of the past in school text-books arouses controversy is that a pub-licly shared past imparts a collectivememory and identity. Textbooks areviewed as officially approved documentseven if they are privately produced andhave no official sanction and are there-fore believed to be associated with statepower. Significantly, they do shape theperceptions of the young because chil-dren are impressionable. Children intro-duced to a certain version of the past atschool acquire a disposition which canbe politically mobilised in the future.

Debates over school textbooks sel-dom take into account the significance ofcurricular design and the preparation ofa syllabus. When criticising poor qualitytextbooks, people do not recognise thatthe problem may be at the level of syl-labus and curriculum. Similarly, whengood textbooks are appreciated, people

seldom realise the effort required in re-designing the curriculum and syllabus.

The new history textbooks broughtout by the National Council ofEducational Research and Training(NCERT) from 2006 onwards are a case inpoint. They have survived the change ofgovernment. One reason for theirlongevity is their professional quality.They have no single authors. Teams ofeminent historians worked through de-liberation and dialogue, first drafting anew syllabus and then the text itself.They represent the spirit of the NationalCurriculum Framework, 2005, which isstill in place, which gives precedence toinquiry through direct exposure to evi-dence. The textbooks based on it do notnarrate a long story. Instead, they enablechildren to explore different, often diver-gent, themes, such as lives of peasantsand women, architectural styles, etc.Archival material is cited as evidence,and debates among historians are high-

lighted to demonstrate the difficulties ofinterpreting evidence.

Problem of perceptionThese books mark a major step for-

ward in the teaching of history, but olderways of teaching and conventional text-books have persisted. As a presentationat the Kolkata conference pointed out,the history teacher at school is oftensomeone who has not studied history orenjoyed it. So, despite a shift in historiog-raphy, old problems continue to affectthe system. One of these is the perceptionthat history is all about wars, kings anddates. Another is the tenacity of dividingIndia’s past into three long chunks: an-cient, medieval and modern. These cate-gories flatten out the complexity andrichness of India’s history, wasting theopportunity of studying it with the aimof arousing curiosity and impartingtools of inquiry. The examination sys-tem also reinforces flat perceptions byasking questions that are best answeredwith the help of guidebooks. The 2005curricular revolution has made little im-pact on this wider scene. In most States,the use of history to build collectivememory and identity continues. Assam-like situations suggest that education isnot perceived as a means of resolving aproblem. The fear that incoming mi-grants would push the regional languageinto minority status or hurt the State’scultural identity shows how poor theState’s trust in education is.

On the contrary, schools are activelyengaged in creating a delusion of an on-going collective ‘self’ which thrives on amonolithic ‘other’. Teachers of socialsciences work in an atmosphere of re-lentless regimentation of children’s bod-ies, thoughts and emotions. Fear per-

I was in a funkbecause I felt like I was not a good mom.”So said ace tennis champion SerenaWilliams, a woman whom we associatewith great accomplishments, the power ofprivilege, relevance as a creator of wealthand a benchmark of individual excellence.Yet when it came to motherhood, sheslipped into the perennial guilt syndromeof readjusting her life around her child de-spite the fact that she could afford an alter-native support system, an extended familyand the comfort of workarounds. Still shefelt that the time she gave for her child wasnot enough. Working women around theworld are debating the same question asSerena and given the added issues of gen-der pay gap, the lack of paid maternityleave and the struggle to claim reproduc-tive rights, they have decided to step offthe ramp. A survey of 1,000 qualifiedwomen in Delhi/NCR found that only 18-34 per cent of married women continuedworking after having a child. Some otherestimates indicate that nearly half of ur-ban working women quit their jobs mid-career for maternity leave or to bring upchildren. In fact, the career dropout rate ofurban educated women is higher than thatof their rural counterparts in cases. Evenin successful and high profile double in-come units, once the “achieving” thresh-old is crossed, it is the woman who is step-ping back, succumbing to the geneticallyconditioned mindset of a nurturer and

care-giver, giving the necessary thrust tothe domestic economy as it were by someextra-constitutional power and then slip-ping back to the normalcy of expectation.In the process, women tend to strengthenthe stereotype of a man as the bread-win-ner and an architect of a goal-oriented ca-reer. Though a man is equally responsiblefor fathering a child and is emotionally ca-pable of being the protector, he has themantle of a career performance lumpedupon him. Even when mid-retiree womendevelop a sense of stability with theiryoung ones growing up, they scarcelymake it back to their original trajectorybut take up some part-time ventures or de-velop a passion-oriented home business.“Women who have family support or canafford to pay for child care have a lot ofguilt. This is because of social condition-ing,” says leading businesswoman AnuAga. The biggest decline in employmenthas been among two groups illiteratewomen and post-graduates according to a2017 World Bank report. Most successfulmale CEOs have spouses who are comple-mentary CEOs in home management. Yetgiven their multi-tasking and adaptiveabilities, working women could give aboost to the country’s GDP by about 30 percent if certain policies are in place and amindset changes. Even when they haveexited corporate jobs to forge out on theirown, transit professionals have helmedboutique enterprises and start-ups withhandsome turnovers.

The first of the stereotypes begins athome. Without taking away credit frommetrosexual men, “fathering” is yet to de-velop as a concept equivalent to “mother-ing,” the former limited to a biological

function, the latter encompassing multi-ple and undefined role responsibilities.Even childless women are assigned the“mothering” role in team managementroles at work. It is both prized and abusedat the same time. Till mothers, and most ofthem are educated and enlightenedenough today, tell both their sons anddaughters that nurturing a life is gender-less and a necessary and purposeful hu-man activity, there will be no change inthe home dynamics. Till the grandfather,who revels in child care simply because heis at home after a perceived “successful”career run, asks his son to pick up the tabat home, there won’t be a change in mind-set. Till fathers spend an equal time withtheir kids, they will no longer complainthat the children naturally gravitate to-wards mothers. Here is a factoid: Thoughmothers are intimately bound to the ba-bies physiologically for nine months, dadscan bond with them even before they are

born as they recognise both parents’ voic-es from 32 weeks. As for skin-to-skin con-tact, warmth has no gender and the childrecognises that first. Mothers, too, admit-tedly in their rush for perfection in role-playing, must cede that territorial space tofathers, who will be willing if allowed to.Also, emphasis should be laid on doubleparenting. Neither the mother, nor the fa-ther needs to step back. And there is noneed to glorify what need not be a sacri-fice, be it of a stay-at-home mother or ahouse-husband. Next come workplacepolicies, which continue to be shaped bytraditional mindsets. Malini Saba, a cor-porate herself, has found that on an aver-age, women today earn just 78 cents forevery dollar that men earn, an increase ofonly 17 cents on the dollar, and that preg-nancy discrimination, more than guiltpangs, has pushed women out of thequeue. Good point, you mighthave said. But only if you missed the factthat the op-ed writers’ bylines are there asbefore. The newsgatherer We bring thisup in this tribute to Kuldip Nayar becausereporters/newsgatherers versus editori-alists is the oldest power tussle in thenewsroom. The latter, with their superiorintellect, weighty arguments and fineturn of phrase, have mostly won it. Theirdomination was total in India, untilNayar broke it in 1970-80.

He was Indian journalism’s first rockstar in an era when any editor would havetaken umbrage at being described assuch. Nayar’s rise as India’s pre-eminentbyline came when there was no news TVor glossy magazine profiles and decadesbefore Twitter. And for my journalismschool, in prison and out of it that year,Nayar’s was the most inspirational storyever. More stirring than even the then re-cent Bob Woodward-Carl BernsteinWatergate exposé. He is India’s greatest“scoop-man” ever, our teacher, B.SThakur, would say to his pupils, most ofwhom had strayed into his journalismclass after failing to get into somethingmore worthwhile, to teach them that

“scoop” also meant something sweeterthan a mere dollop of ice cream. Therewere classroom debates on what theEmergency meant for the press (nobodysaid ‘media’ then) and especially for ouremployment prospects. The Indian presshad caved in, but some had shown that afight-back was possible. After all, Nayar

had even gone to jail.A golden eraAfter the end of the Emergency began

the first golden era of Indian journalism.Pre-censorship had sensitised the peopleto how much a free press mattered tothem. If The Indian Express was theEmergency’s shining star, Nayar was its

face. Never mind that in the Express’s for-midable editorial star-cast, he featuredthird, after editor-in-chief S. Mulgaonkarand editor Ajit Bhattacharjea. Nayar waseditor, Express News Service. But he wasthe paper’s real masthead. His earlierbooks, Between The Lines, India: TheCritical Years, Distant Neighbours, hadalso brought him greater intellectual heftthan those above him, “in spite of being amere reporter”. His presence in the news-room was electric and his network of con-tacts the stuff of legend. “Arrey kya,George (Fernandes), why are you bent onbreaking the (Janata) Party,” you’d over-hear him admonishing the great socialist.Or, “hello, Idris (Air Chief Marshal IdrisHassan Latif), I hope you and Bilkeesknow Chandigarh is such a boring place.”Later, around midnight, he walked in togive her a post-prandial tour of the news-room and its hot-metal press underneath.His human rights/civil liberties phase al-so began in these heady post-Emergencymonths. He was a key member of theJustice V.M. Tarkunde Committee prob-ing the killings of Naxalites in fake en-counters in Punjab.

The best and the fairest tribute toNayar would be that he made the reporterthe prince of the Indian newsroom. TheIndian Express itself produced a stellarteam of young reporters under him, manyof whom rose to editorships later. Threeother young editors who emerged in thatera, Arun Shourie, Aroon Purie and M.J.

These realisations of current politics in Kashmirby mainstream parties have to be counted as signals for apositive change in Kashmir's political scenario after threedecades of violence and blackmail. In 1975, when SheikhMuhammad Abdullah returned to power after signing theAccord with Indira Gandhi, a correspondent asked himwhat the achievement of his long years of political exilewas. He quipped that for all those years, they had done onlyawaragardi. Farooq is known for his whimsical state-ments and comments. It is difficult to assign him any spe-cific category in the game of politics. Nevertheless, he hasnever been ideologically comfortable with the Jamat-i-Islami or the Ahle-Hadith factions. True, these rabid com-munal groups did succeed in diluting some of NC's con-stituencies in previous election, yet Farooq retains the ca-pability of retrieving the lost ground with some meaning-ful input when he means it. NC and the BJP have the histo-ry of working in unison at the Union level. Farooq's recentstatement that while the nation has progressed and movedforward, the State of Jammu & Kashmir remains stagnant,at least gives the impression that the stagnation must cometo an end. He candidly holds the separatists and the Jamatresponsible for the sordid phenomenon of destruction.Maintaining the pace of development in the State with therest of the country is possibly only when there is peace andthe State's relations with the Union are smooth and con-genial. The credit of fostering a re-think of ground situa-tion in the State should actually go to the Jammu BJP elec-torate that sent in a solid team of the national mainstreamparty to the State Legislative Assembly. For the first timein the history of the State, Jammu has played the crucial

balancing role. Its results will be known after some time.Good deal of spade work has been done behind the curtainduring the last couple of months to bring about politicalstability. The BJP's top leadership was throwing subtlehints to that effect intermittently. One can find the ration-ale in Modi Government taking Farooq into confidencewhile contemplating a thorough shake-up in the groundsituation in the State in general and Kashmir Valley inparticular. A new chapter in current Kashmir politicsopens with the appointment of new Governor Satya PalMalik, who has essentially a political background and isnot a bureaucrat or a retired Army officer. His friendFarooq was the only Kashmiri leader present at the airportto receive him. The new Governor has to prioritise histasks. Restoring the rule of law and denying politicised andpolarised bureaucracy the freedom of defiance with im-punity, thanks to the intransigence of PDP's pro-Jama'at pro-clivity, is of immediate importance. Entire State Administrationmust go through a purge of anti-national moles that have creatednetworks and dens. Clean administrative system is largelydependent on improving and strengthening of democraticinstitutions like Panchayats for which elections are over-due. Developmental works have come to a standstill andpublic services have become farcical owing to widespreadcorruption. Yet another area that must receive the atten-tion of the new Governor andthe in-coming Government bothis that discriminatory treatment of Jammu and Ladakh regionshas to be done away with. Disgruntled Jammu and Ladakhare the source of instability of the State and noGovernment, with the well-being of the entire State at itsheart, can afford to become a prey to regionalism.

Akbar, then made Nayar’s reporter-prince the king.Ramnath Goenka had a great eye for editorial talent.

He brought Arun Shourie into journalism from scholarlyactivism as executive editor in 1979. Suddenly, from num-ber 3, Nayar was 4, despite his stardom. More importantly,Shourie was more accessible, less distracted, brimmingwith ideas and energy. Younger reporters gravitated to-wards him. Goenka wanted to modernise his paper. He sawShourie, 37, as the man for it, not Nayar at 55. Plus, as is of-ten the case with owners, he wasn’t particularly dazzled,but impatient with Nayar’s new fame. Soon enough, all ofthe editors were sidelined and some, including Nayar,were let go. It’s a different matter that within three yearsGoenka grew insecure with Shourie as well and dismissedhim peremptorily. Several of us reporters too left inShourie’s wake. With regrets Nayar returned to theExpress newsroom in the summer of 2014 “for the first timeafter 1980” (1981, actually) for a conversation with the edi-torial team while promoting his memoir, Beyond TheLines. He began that conversation by ruing that he hadbeen fired by Goenka because Indira Gandhi returned topower in 1980 and he wanted to make peace with her by sac-rificing him. This part of the recording has been re-pub-lished by the paper with its report on his passing away.This was untrue. It simply isn’t in that paper’s DNA to fireeditors to please governments. Some of us did, respectful-ly, say this to Nayar.

Nayar also said, in the same recorded chat, that he re-gretted that “nobody offered me any job after 1980”. It ran-kled with him. As did the fact that many who worked at en-try levels under him, and who he believed were way lesserjournalists than him, rose to be editors of newspapers, a ti-

tle that eluded him. He had the innocence and honesty tosay this often to many of us. He later became HighCommissioner in London, a Rajya Sabha member, but allthis new eminence wouldn’t compensate for the title hehad missed. The Express did make it up to him, at leastsymbolically, by conferring the Ramnath Goenka LifetimeAchievement Award to him in 2015.

What he missed by way of an editorial title, Nayarmore than made up in fame, as a columnist and a subconti-nental peace activist. Critics joked about him being the ‘ne-ta’ of the ‘mombatti’ gang (candle-light marchers at theWagah India-Pakistan border crossing). But he was un-fazed in his commitment to India-Pakistan rapproche-ment. This peacemaking became his new calling and tookhim away too early in his career from the kind of journal-ism he was best at. He was indeed never offered a job after1980, but it isn’t because he had become unemployable. Hehad chosen a more varied life, and excelled in it. From theparochial point of view of us reporters, it is a loss that hegave up so soon. Or he would have risen as India’s finest re-porter-editor and its most influential and insightful colum-nist too. Today’s generation of reporters could’ve donewith a figure like him, just when the trend of reporter-edi-tors that he pioneered is being reversed in India, with own-ers either becoming editors themselves, or preferring dili-gent, sharp but non-threatening back-room choices. Orwhen the venerableNew York Times junks its reporters’bylines from its home page, while retaining the colum-nists’. As that eternal newsroom tussle is again being lostby us, we will greatly miss Nayar for the reporter-editor hewas and equally rue that he was denied what he could havebeen.

Fact is, most new mothers, given the flexibility ofhome operations, manage not only to deliver but make theperfect pitch at the workplace when required to stand in.Career women are multi-taskers themselves, juggling be-tween family chores and deadlines, an ability that empow-ers them with adaptability, innovation, change, fluidityand creativity, mantras that every corporate aspires for.Few employers realise that women, as much as they cher-ish moments with their new-born, do not want to give upwhat they have invested their self-worth in their careers.The same pregnancy/motherhood concerns have becomebarriers for women in physically-oriented jobs like facto-ry floors while there is some headway in the armed forces.Yet for all demonstrable abilities, companies become sex-ist and archaic when it comes to the muscularity of a givenrole. They would rather employ a man in his 20s and 30sover a woman of the same age for fear of maternity leaveand family roles. They usually think twice about hiring awoman with a child for a senior role, assuming she cannotgive her 100 per per cent. If she works reduced hours, theytend to equate it with a financial cost to the companyrather than counting the efficiency she packs in her limit-ed hours or that she can be more productive if allowed a bitof flexibility. In fact, more women opt out of jobs because ofthe sluggishness of their career progression and the as-

sumption that they will be passed over. They may be con-sidered super operators but will always be a step behindthe big chair. They yield to the unhappiness at work ratherthan the imperatives of home duties. Most importantly, ifall offices introduced child care services or crèches wheremothers could check in on their young ones, the immenserelief would automatically lead to more focus at work. Wemust realise that this is a tiny cost to pay considering thatsocietally care-giving or home-making is an unpaid ac-knowledgement. Couple this with balanced education; forexample women continue to figure extremely low, nothigher than 20 per cent, in engineering and other disci-plines of merit and excellence. Far too many girls are stillmaking a “manageable and practical” choice of humani-ties rather than tough specialities. We don’t need role mod-els of women fighting against the odds and conquering theunthinkable in unheard of circumstances. We need every-day examples of girls challenging prescribed choices andmainstreaming themselves instead so that they can standshoulder to shoulder on the factory floor. It is a myth thata woman’s biological processes or a familial orientation isan impediment to a realization of her many talents.Women never bring their family issues to work becausethey have always had to prove they can do as much as aman if not better. Which is why they are more committed,sorted, detailed and specific. If corporate India wants to ac-quire the edge, then it must help rid mothers of their guiltsyndrome, consider them assets and creators rather thanliabilities and procreators.

Government schools cope withbureaucratic norms and private schools cope withparental pressure to maintain heightened competition.The natural sciences bear the brunt of this pressure. Forthe growing middle class, including the vast multitude offirst-generation educated, science and mathematics rep-

resent the golden route to high income jobs in medicineand engineering, including information technology. Thesocial sciences and humanities do not figure in this land-scape, yet they also suffer the consequences of the com-mand that the entrance test culture wields over schools.Although history has no place in the competitive cultureof education, its importance in shaping the larger politi-cal ethos of the country remains undiminished. Childrendepend on adults to learn about the past, and that is whatmakes history the most challenging school subject.Ironically, poorly taught history matters even more thanwell-taught history, simply because when history doesnot arouse curiosity or impart the tools of analysis, it cre-ates an emotional barrier for further inquiry.

A total of 56 pis-tols and 58 magazines from the DGPool Armoury located within thepremises of 2nd Manipur RiflesBattalion, Imphal went missing be-

tween 2016 and early 2017. Haokipwas produced before an NIA

Special Judge in Imphal. He hasbeen remanded to judicial custody.

Owing to his recent illness, thejudge ordered the jail authorities toadmit him in the government hos-pital. The NIA has recovered 14weapons till now. An investigationis underway. During the investiga-tion, on July 30 one of the missingpistols was recovered fromHaokip's residence at Imphal'sMantri Pukhri after the NIA con-ducted a search. Besides this, otherincriminating articles, sufficientmaterial and other evidence werecollected, that have established thecomplicity of Haokip in the case.Haokip is an MLA from SaikulAssembly Constituency.

"Thescheme that was delayed dueto several reasons for the pastmany months has been rolledout today covering all publictransport buses," a govern-ment official said. DTC andcluster scheme buses havebeen readied for acceptanceof Delhi Metro smart card as amode of payment for purchas-ing tickets, the official said.

man rights chief Zeid Ra'adal Hussein, more than720,000 Rohingya peoplehave arrived in Cox's Bazarin southern Bangladesh.

They have joined an es-timated 200,000 Rohingyarefugees who were previ-ously displaced.

One of the camps,Kutupalong, shelters morethan 600,000 refugees, mak-ing it the largest and mostdensely populated refugeesettlement in the world, ac-cording to the Office of theUN High Commissioner forRefugees (UNHCR).

Partner agency UNHCRalso underlined the calls forthe international commu-nity to step up support forthe Rohingya, who arestateless and unable to re-turn to Myanmar. This isdespite the UN's signing ofan official Memorandum ofUnderstanding with theGovernment of Myanmarin June, to help establishconditions conducive for

the safe, dignified and sus-tainable repatriation of theRohingya.

According to OCHA,the UN Office for theCoordination ofHumanitarian Affairs, themainly Muslim Rohingyacommunities that havestayed in Rakhine state re-quire urgent and in somecases lifesaving - help.

Some 660,000 people arein need across Rakhinestate including more than176,000 in NorthernRakhine, OCHA spokesper-son Jens Laerke said.

The fire started at 4:36 am at Beilong Hot SpringLeisure Hotel in Songbei district in the city and wasput out at 7:50 am, according to Global Times.

During the search, firemen cleared the areatwice and the injured were admitted to a hospital, itsaid.

The Ministry of Emergency Management hasurged all-out efforts in the rescue and investigation,and sent a work team to Harbin to guide the sitework, the daily said.

The rescue work is underway, it said, adding thatthe cause of the fire is not known.

The United States has saidthat it had cancelled more thanUSD 200 million in aid for thePalestinians in the Gaza Strip andWest Bank, leading their ambas-sador to accuse President DonaldTrump's administration of being"anti-peace".

A senior State Department of-ficial said yesterday that the deci-sion, made "at the direction of thepresident", came after a review ofaid programs to the Palestinianterritories. The funding previous-ly allocated for programs in theWest Bank and Gaza will "now ad-dress high-priority projects else-where", said the official.

The move "takes into accountthe challenges the internationalcommunity faces in providing as-sistance in Gaza, where Hamascontrol endangers the lives ofGaza's citizens and degrades an al-ready dire humanitarian and eco-nomic situation," he said.

India's squash singles campaignin the Asian Games yielded threebronze medals after Saurav Ghosal,Dipika Palikal and Joshna Chinappalost their respective semifinal clasheshere today.

Saurav Ghosal frittered away atwo-set advantage to lose the men'ssingles semifinal after Dipika PallikalKarthik and Joshna Chinappa suf-fered defeats in the women's singlessemifinals earlier in the day.

Irrespective of the defeats, this isIndia's best ever show in the AsianGames in squash singles. In the 2014Asian Games, India won two singlesmedals -- Ghosal had a silver andDipika a bronze.

Ghosal was going great guns butlost 12-10 13-11 6-11 6-11 6-11 to ChunMing Au from Hong Kong in an in-tense semifinal.

In the first game, Ghosal trailed 4-9 at one stage but made a remarkablecomeback to snatch the lead. In thesecond game, he had a 4-0 lead butChun Ming was not in a mood to throwin the towel and stretched the Indian.

It was neck and neck at 8-8, 9-9 and11-11 but Ghosal found a winner atcrucial time to take a 2-0 lead in thematch. What was yourreaction on Satyameva Jayate becoming amassy entertainer and a huge box officesuccess? I am overwhelmed, grateful,humbled and so happy because I made thismovie for the masses. In recent times, wehave stopped making a movie for the com-mon man. The namaaz scene is myfavourite and it has become a cult scene,where people are whistling and clapping

nonstop for 10 minutes. Even during the Moharam scene, they

were clapping nonstop. I feel grateful tothe audience that they made this film sucha huge hit. It is the biggest hit of John’s ca-reer, Nikkhil’s company and T-Series. In

my career, it is my biggest hit ever. And itis my first hit as a director so I am veryhappy right now. Were John Abrahamand Manoj Bajpayee your first choice forthe film? Yes, I always wanted John andManoj sir for the film but I wasn’t sure if

they would work with me. I first narratedthe script to Monisha Advani, who isNikkhil Advani’s sister and co-producerin Emmay Entertainment. She heard thescript and loved it. She was the one whogave me the courage and said we will pro-duce the film for you. I didn’t know if Johnwould give me a nod since my last film had notworked. I had worked previously with bothJohn and Manoj sir as a dialogue writer inShootout at Wadala. So, Rohit Dhawan, heis David sir’s son, spoke to me and said,‘Milap, John is someone who doesn’t careabout your past. He is someone who seesmerit in the script.’ So, Rohit Dhawan getsa lot of credit because he convinced me tomessage John. No pilgrim has arrived orleft the base camp here to-day for the AmarnathYatra that is scheduled toend tomorrow, officialssaid.The annual 60-day pilgrim-age will end with the ar-rival of the holy mace, pop-ularly known as 'CharriMubarak', at the 3,880 me-tre-high holy cave shrine ofAmarnath in southKashmir Himalayas.No pilgrim has arrived

at the base camp here forthe yatra and accordingly,yesterday's batch of 137 pil-grims was treated as thelast batch from Jammu, theofficials said. They said af-ter remaining suspendedfor three days due to non-availability of pilgrims, theyatra resumed fromJammu yesterday after the46th batch of 137 pilgrimsleft for Kashmir to under-take the pilgrimage.Till last evening, a total

the number of pilgrimsover the past few years.Last year, the total numberof pilgrims, who visited theshrine, was 2,60,003 in 40days, whereas in this yearthe pilgrimage crossed thisnumber in 33 days. In 2016, as many as

2,20,490 pilgrims visitedthe cave shrine, but it washighest in 2014, with3,72,909 pilgrims. It was3,53,969 in 2013 and 3,52,771pilgrims in 2015, the offi-cials said. The ShriAmarnathji BarfaniLanger Organisation(SABLO), in a presentationto Shri Amarnathji ShrineBoard, which manages theyatra, made a strong pleafor reducing the yatra peri-od to one month. TheSABLO made the plea at ameeting convened by theboard's chairman to re-view the yatra. Supportingits demand, the SABLOsaid the pilgrimage datafor the past five yearsshows that more than 90per cent of pilgrims per-form 'darshan' at the cave-shrine in the first 30 daysof the yatra.
