Dr. Michio Nagai (1923-2000 ) who established JFUNU, was the former Minister of Education, Science and Culture ( current MEXT (Ministry of Education, Culture, Sports, Science and Technology-Japan) ), also he worked as Senior Adviser to the Rector of the United Nations University for 15 years, from 1979 to 1994.

The Nagai Michio Memorial Fund is donated by his family for this symposium.

The Japan Foundation for the United Nations University (JFUNU) in collaboration with the UnitedNations University Institute for the Advanced Study of Sustainability will organise the UNU/jfUNUJunior Fellows Symposium 2017 “Towards Sustainable Global Society – My Challenge for the SDGs”on 11–12 March 2017.

BackgroundThe Japan Foundation for the United Nations University (JFUNU) is a public interest incorporatedfoundation established in 1985. Having its office at the UNU Headquarters, it has provided supportand cooperation to various research and capacity development programmes in close coordinationwith the university to support such as UNU-IAS postgraduate degree programmes, UNU GlobalSeminars and other activities in Japan.

The UNU Alumni Association was established in 2007. The UNU Alumni Association is a like-minded organization led by directors representing each UNU capacity development course. Withits mission to give opportunities to interact with the alumni each other and to obtain up-to-dateinformation on UNU activities, the association aims to promote continuous interaction andexchange information among alumni even after they entered the workforce to solve globalproblems, and to contribute to UNU’s activities by maintaining ties to UNU.

The UNU/jfUNU Junior Fellows Symposium was launched in 2006 in cooperation with UNU. Thissymposium will be the sixth session. The Junior Fellows Symposium connects UNU alumni from allover the world who are addressing pressing global issues in their respective fields. All UNU alumniare invited back to participate in the symposium to share respective challenges and ideas foraddressing global issues.

“Towards Sustainable Global Society: Local Action to Achieve the Sustainable Development Goals (SDGs)”

Theme of the Symposium “Towards Sustainable Global Society: Local Action to Achieve the Sustainable DevelopmentGoals (SDGs)”Think Globally and Act Locally. At the global level, the Heads of State have agreed on the 2030Agenda for Sustainable Development. Now it is time for each of us at the local level to takeconcrete action to achieve a specific Target of one of the Sustainable Development Goals. In thisSymposium, we would like to share our experiences and lessons learnt from the field, analyzewhat seems to work in pursuing one of the SDGs, and try to propose the future course of action tobe taken by policy-makers.

ObjectivesCommemorating the 10-year anniversary of the UNU Alumni Association, the UNU/jfUNU JuniorFellows Symposium will bring together UNU alumni, professionals of all disciplines, sections andinstitutes and the public to meet and develop a lasting partnership beyond their UNU time. Itwill provide a unique opportunity for professionals, activists and the public to discuss issues andchallenges for achieving a sustainable global society. Akiko Yuge, the former director of theUnited Nations Development Programme (UNDP) Representation Office in Tokyo and SpecialAdvisor to the Administrator will give a keynote lecture focusing on what is expected from theUN and Japan in achieving the Sustainable Development Goals (SDGs). In the presentationsessions, UNU alumni will share their current research and activities regarding the three topics“Sustainable Society and Global Governance”, “Global Change and Resilience” and “Partnershipfor Global Citizenship”. Engaging the audience, each session will explore how the public can playan active role in addressing global issues. A welcome reception and UNU Alumni Reunion willfollow in the evening, which will build and expand the network beyond courses. This symposiumwill be open to public, and be held in English and Japanese with simultaneous interpretationprovided.

DAY 1 Keynote Lecture

Akiko Yuge Professor, Department of Global Politics, Faculty of Law, Hosei UniversityFormer Director of United Nations Development Programme (UNDP) Representation Office in Tokyo and Special Advisor to the Administrator Started her career in United Nations Development Programme (UNDP) in Thailand, after which she served in its Headquarters. She then worked atEngineering Consulting Firms Association (ECFA) in Japan and as a freelance development consultant. After rejoining UNDP, she served as: AssistantResident Representative in Thailand; Deputy Resident Representative in Indonesia; UN Resident Coordinator and UNDP Resident Representative inBhutan; Assistant Secretary-General, Bureau of Management in Headquarters; and Director of Representation Office in Tokyo and Special Advisorto the Administrator. She was Professor, Department of Global and Inter-Cultural Studies, Ferris University, Japan. Holds a B.A. from BarnardCollege, Columbia University, and an M.A. in Development Economics from New York University. In current position since April 2014.

DAY 1 Session 1 “Sustainable Society and Global Governance”

Since the new Sustainable Development Goals (the SDGs) have followed and incorporated outstanding issues of the Millennium Development Goals (the MDGs), they will guide most international development policy and practices for achieving them over the next fifteen years from 2016 to 2030. However, reflecting the lessons learned from the MDGs process of the past fifteen years, the SDGs address a much broader range of global concerns so that they comprehensively cover the issues such as development, food security, education, justice and human rights, including gender equality, peace, resilience, health and nutrition, and environment and resources management in their 17 Goals and 169 targets. All governments and all responsible actors of the UN System, together with civil society, should participate harmoniously to attain these far-reaching goals and targets. Global governance must be strengthened in order to attain Goal 17: “Strengthen the means of implementation and revitalize the global partnership for sustainable development”, but global governance is also critically important to achieve all other goals and targets. Session 1 explores how the international community implements policies for the SDGs appropriately, i.e., we will discuss whether a form of global governance for the SDGs by multiple actors is actually performed and to what extent the concerted effort is possible. For this purpose, we have invited five speakers from the alumni with the aim of examining the implementation and integration of the specific goals and targets of the SDGs in his or her particular position or institution. Through your positive contribution, we would like to seek an agenda for improving global governance for sustainable society.

DAY 1 Session 2 “Global Change and Resilience”

The world has witnessed numerous natural disasters. Natural disasters caused by climate change,desertificaiton, drought, flooding and land degradation are increasingly posing a threat to greatmany people, especially those who are poor and vulnerable. Even though these natural disastersare unavoidable, we can reduce the human and physical damages caused by them if we resolve totake appropriate measures and actions with the participation of all countries, all stakeholders andall people. Given the magnitude and complexity of the impact of natural disasters, disaster riskreduction is critical to human security, sustainable development, and adaptation to the impact ofglobal environmental change. This session seeks to explore the linkage between globalenvironmental change and disaster risk reduction in the context of UN Sustainable DevelopmentGoals by focusing on “sustainability”, “resilience”, and “adaptation.” Goal 11 of the SDGs aspiresto “make cities and human settlements inclusive, safe, resilient and sustainable.” This session willhave 5 speakers, and each of whom will be given 10 minutes to present. After having 5presentations, the session moderator offers commentary.

While increasing access to education is still a major challenge in many developing countries formeeting the Education for All (EFA), improving the quality and relevance of education is now morediscussed than ever in developed countries also. Transnational human migration has raised newsubjects on coexistence with various people with different socio-cultural backgrounds andeducation has attached importance on Global Citizenship by emphasizing the importance ofvalues, attitudes and skills that promote mutual respect and peaceful coexistence. And beyondcognitive knowledge and skills, the international community is urging an education that will helpresolve the existing and emerging global challenges by creating global citizenship education(GCED) under Sustainable Development Goals (SDGs). The concept of Global Citizenship is one ofthe goals which United Nations University has pursued through the academic and educationalactivities. This session consists of two parts. The first one is the alumni presentations on her/ hisexperience and competency on the Global Citizenship, and the second part is a roundtablediscussion on significance and subjects of partnership for Global Citizenship based on thepresentations.

Osamu Saito Programme CommitteeAcademic Director / Academic Programme Officer United Nations University Institute for the Advanced Study of Sustainability (UNU-IAS)Osamu Saito is Academic Director, UNU - IAS, and Visiting Associate Professor, the University of Tokyo. As an expert in the field ofbiodiversity and ecosystem services, he has been working on the interlinkages between ecological, human and social systemsthrough sustainability science approaches. His research experiences include socio-ecological studies on the ecosystem servicesprovided by traditional rural production landscapes (Satoyama) in both Japan and other Asian countries. At UNU he has been alsoactivity promoting various activities for Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) for the last fiveyears. He has been a managing editor of the Sustainability Science journal published by Springer since 2011.

Yoshikazu Hasegawa Programme CommitteeYoshikazu Hasegawa is Senior Managing Director of the Japan Foundation for the United Nations University. After graduating from the College of Arts and Sciences the University of Tokyo, he started his career at Ministry of Education, Science and Culture ( current MEXT (Ministry of Education, Culture, Sports, Science and Technology-Japan) ). After he served for Ambassade du Japon en France, he worked as the Secretary-General of Tokyo University of Foreign Studies, he became Deputy Director General of MEXT. Later he was appointed as Director General for International Exchange Program of MEXT. Prior to joining JFUNU, he worked as Executive Director of the Japan Arts Council, Professor at Kanto Gakuin University College of Humanity and President of APEF ( Association pour la Promotion de l'Enseignement du Français au Japon)

Akane Mori Programme CommitteeAkane Mori is currently Managing Director and Secretary General at the Japan Foundation for UNU. After graduating from Yokohama City University she served as a national government employee in the Ministry of Education, Culture, Sports, Science andTechnology and in the Cabinet Office for about 20 years. During the time she was engaged in academic and educational administration, and solution to problem about young people and women. And after that she was Secretary General at the Library and Information University, and Director and Secretary General at the Surugadai University. Her specialization is administration on higher education, academic administration and management of university. She was also appointed as the President of Japan Libraries Association in 2013. She familialized herself with library science, and serves as a lecturer at several universities and has some publications.

Hiroshi Komiyama Chief Executive Director, JFUNUChairman of the Institute, Mitsubishi Research Institute, Inc. President, Platinum Society Network. The 28th President, the University of TokyoHiroshi Komiyama obtained a PhD in chemical engineering at the University of Tokyo. He is a Japanese scientist and engineer and a global authority on sustainability. His major fields of research include environmental engineering, advanced materials science and knowledge sharing. He is the former President of the University of Tokyo, Chairman of the Mitsubishi Research Institute, and also an advisor to the Japanese Government on subjects ranging from education to aging. In 2010 he founded the ‘Platinum Network’ to achieve a sustainable society that solves environmental, aging, educational and economic issues. He leads Japan and the world with his strong influence, extraordinary leadership and enthusiasm to achieve global sustainability. His major English publications are; Beyond the Limits to Growth (Springer 2014), Structuring Knowledge (Open Knowledge, 2004), and others.

Kazuhiko Takemoto Director, UNU Institute for the Advanced Study of SustainabilityKazuhiko Takemoto was appointed as the Director of the United Nations University Institute for the Advanced Study ofSustainability (UNU-IAS) in January 2014. He has been engaged in developing policy-relevant research and capacity buildingactivities to contribute toward achieving the Sustainable Development Goals (SDGs). He is concurrently a Visiting Professor of theUniversity of Tokyo (IR3S), and the Executive Secretary of SDSN Japan. Prior to joining UNU, he developed policies on internationalenvironmental cooperation and global environmental issues for the Government of Japan, in particular climate change andbiodiversity as Vice-Minister for Global Environment Affairs (2008–2010) and as a Director-General of the EnvironmentalManagement Bureau (2005–2008). He has served for CBD/COP10 as its Alternate President (2010), CSD-18 as its Co-Chair (2010),OECD/EPOC as Vice Chair (2004-2007) and UNFCCC/COP3 as Special Assistant to its President (1997). He is also a Council Member ofthe International Institute for Applied Systems Analysis (IIASA).He holds a PhD in environmental engineering from the University ofTokyo and a Master of International Public Policy degree from the School of Advanced International Studies (SAIS), Johns HopkinsUniversity.

Taikan Oki United Nations University Senior Vice-Rector, United Nations Assistant Secretary-GeneralTaikan Oki holds a PhD in Civil Engineering from The University of Tokyo. His previous academic positions include AssociateProfessor with the Institute of Industrial Science (IIS), The University of Tokyo (2003–2006) and Associate Professor with theResearch Institute for Humanity and Nature (2002–2003). He still keeps the position as a Professor with IIS, and a Special Advisor tothe President of The University of Tokyo.His areas of expertise are global hydrology and the sustainability of world water resources.He was one of the coordinating lead authors for the chapter “Freshwater Resources” of the IPCC WGII AR5. He is the first JapaneseAGU Fellow in its Hydrology Section (2014).
