Rules, Regulations, and Policies of the Madison County Junior Fair

Hardship Cases for all Livestock Exhibitors: After May 1 and prior to June 15, permission to replace an animal due to an extreme circumstance in which the exhibitor is not the cause of the animal’s death or illness, will be considered and reviewed by the Key Leader, Junior Fair Advisory Committee and the Junior Fair Board division members of that project area. Examples of extreme circumstance could include but not be limited to one or more of the following: animal dies, or is killed, or injured in such a way that it is unable to exhibit. (Example: lightning strike or coyote attack). This can also apply if an unscrupulous seller or breeder misleads a first- or second-year member in the project area. An on-site visit might be required, but judgments can be granted without inspection with proof of animal ineligibility. A veterinarian or sheriff’s report can provide this. Junior Fair Board division members are not comfortable making a final decision can be brought to the full attention of the Junior Fair Board at their next regular meeting. Any exhibitor found guilty of taking advantage of the replacement provision, such as injuring an animal on purpose or not acquiring an animal by the appropriate deadline, will forfeit all rights to exhibit and sell at the Madison County Junior Fair for a period of no less than two years. After June 15, there are NO ANIMAL REPLACEMENTS due to extreme circumstances. Any exhibitor not able to exhibit their animal after June 15 will have the option to display a poster or develop a scrapbook about their project. If an exhibitor is physically ill or injured and unable to show in their specie showmanship class, they must have a written doctor’s excuse and have, in writing, who will be in charge of that animal in order to be eligible to sell. The doctor’s excuse must be given prior to the appropriate showmanship show. Junior Fair Entries: • Entry is open to all who are enrolled in 4-H, FFA, or FCCLA in

Madison County. Junior Fair exhibition eligibility for 4-H membership begins when a child is age 5 and is enrolled in kindergarten as of Jan. 1 of the current year (Clover buds). Membership to the 4-H club program begins when a child is at least age 8 and enrolled in 3rd grade as of Jan. 1 of the current year. Ohio 4-H membership ends Dec. 31 of the year in which an individual attains the age of 19. Membership begins when an eligible individual is enrolled in a club or group that is under the direction of a trained adult who has completed the OSUE volunteer selection process, and that is within the scope of Ohio State University Extension.

• All fair entries for livestock projects must be registered online at by June 15. Online entries will open May 1. Late entries will be assessed a $20.00 late fee. A maximum of $60 will be assessed if an entire club/organization is late.

• An exhibit will not be permitted to be put on display until the fee is paid. The late fee will be charged no matter who is at fault for the late entry. It is suggested that the club/organization should cover the cost if appropriate. The fee must be paid by 8 p.m. the day of project check-ins. There will be no exceptions after this day and time.

• Exhibitors and advisers are responsible for the proper entry of exhibits, as well as placement during the specified times. Livestock exhibitors must make all necessary entries for each class. If applicable, register all potential animal projects.

• Although it is not required for 4-H. FFA or FCCLA members to exhibit their work or participate in competition in order to complete their

project, exhibition is encouraged as an opportunity for members to experience education, recognition, and provide public awareness of their organization. Fair premiums, ribbons, and other awards are offered as incentives and symbols of recognition for those who choose to exhibit their projects and/or participate in Junior Fair activities.

• All judges’ decisions are final. Project Exhibition: • For an exhibitor to achieve the progression of goals needed for

development through 4-H, FFA, and FCCLA projects, they must be separate and different from those carried in other organizations, such as Scouts, Camp Fire, Grange, Church, School (including Industrial Arts class, science fairs, etc.)

• Members enrolled in both FFA and 4-H may not exhibit the same livestock project in both departments, or carry the same project for credit in both organizations. To ensure that each exhibitor has had the opportunity to learn from his or her project, no project may be exhibited by more than one member. An individual member may exhibit more than one type of project.

Exhibition Grades:

• All exhibits will be given a final grade-based on advisor recommendation form (Member in Good Standing). Award monies will be as follows:

• $3.00

Exhibition Requirement:

All exhibits will be given approval from their advisor in the form of Member in Good Standing Form. Any member found not to be in good standing must have approval of the OSU Extension Educator.

• If a member is unable to exhibit, schedule an alternative judging with their advisor and/or OSU Extension Educator. No premiums will be awarded, and no early judging will be needed. Adviser grades are not to be changed after June 15.

Check-in and Release Standards: • Upon fair arrival, exhibitors should contact Junior Fair Board

members in charge of his/her project area to get pen assignments, display locations, and/or acquire name tag if needed and receive further instructions.

• Exhibitor will pick up back number in the Junior Fair Board Office. One number is assigned per exhibitor for the week, regardless of specie.

• No pen assignments are to be changed without permission of a key leader or Junior/Senior fair board member. Exhibitors who fail to obtain permission to move pen assignments prior to

doing so, will be excluded from the premium livestock sale.

• Stall and pen space assigned and not used by the exhibitor for any reason (loss or illness of animal) will be used or reassigned by the Junior Fair Board members in charge of that division.

• Upon arrival and check-in, you will be asked to declare if the animal project will be going through the sale. Once a declaration is made it cannot be changed.

o If an exhibitor chooses to not put their animal in the sale and that animal wins grand or reserve champion, IT MUST SELL. NO EXCEPTIONS.

• Individual tack space is not guaranteed. Space is limited and first come, first serve. Exhibitors who choose to move their tack in prior to the start of fair, do so at their own risk.

• Please reference individual specie sections in the fair book for specific check-in and release times and procedures as they may vary slightly.

• Junior Fair participants wishing to exhibit in the open classes of the Madison County Fair must make their entries and abide by the rules of the Madison County Agricultural Society.

• Release times for Junior Fair exhibits, tack, show boxes, and supplies will be on Sunday, following the Madison County Fair, starting at 7 a.m. and ending by noon.

• Livestock projects not being marked by the Junior Fair Sales Committee, including all breeding projects choosing not to sell, need to reference individual species sections for specific release times.

• Any request for early release must be submitted to the senior Fair Board no later than 5 p.m. on Monday of the fair. All requests must be in writing and include a copy of show bill and entry form for conflicting show.

• Only senior Fair Board can grant early release. Any emergencies will be handled on a case- by-case basis. Removal of projects including tack, supplies, and displays prior to listed release times or without permission from the senior Fair Board secretary’s office may result in forfeiting the right to exhibit in future years.

• REFERENCE INDIVIDUAL SPECIES SECTION IN THE FAIR BOOK FOR SPECIFIC RELEASE TIMES WHICH MAY VARY FROM THE ABOVE GENERAL RULE.

Health Requirements: All livestock must meet health requirements established by the Senior Fair Board and the fair vet during check-in. Please refer to open class regulations of the Madison County Fair Book.

Animal Identification Requirements: • All animals (beef, hogs, lambs, poultry, goats and rabbits) must be

identified by 8 p.m. on check-in day by proper means of that specie (Reference individual species section in the Madison County Fair Book for specific requirements).

• Animals not properly identified will be sent home. Contact the appropriate project Key Leader for more information or assistance in getting your animal properly identified.

Drug Use Notification Form: • A Drug Use Notification Form (DUNF) will be required by exhibitors

showing a marketable animal or project at the fair. • This form must be completed and signed by a legal guardian if the

exhibitor is younger than 18. • Forms will be collected prior to the weighing of the animal. • If an exhibitor or veterinarian administers a drug prior to or during

the fair, it must be reported on the form. • If no drugs were administered, this too must be noted on the form. • Be aware of feeds that have drugs in them as well. • Exhibitors must know the withdrawal time for any drugs given to their

animal. Mandatory Cleaning, Feeding, Bedding, and Locations for all Animals:

• All stalls, pens, and cages must be cleaned daily by 9 a.m. unless otherwise noted in your division/species.

• Failure to clean and feed animals daily may result in animal being removed from the fairgrounds by the authority of the Junior and Senior livestock team, and a Senior Fair Board member.

• One verbal and one written warning will be presented to the exhibitor, adviser and parent if a problem arises. If the situation is not resolved after the first two warnings, the removal will be enforced, and the exhibitor will forfeit the right to show that same project the following year.

• Exhibitors will be held responsible for cleaning pens or stalls at the conclusion of the fair. A $20 fee will be billed to the exhibitor for any pens or stalls not cleaned by noon Sunday following the fair. This exhibitor must make payment by the August meeting of the Junior Fair Board. Unpaid bills will be subject to disqualification to exhibit that species in future years by the Junior Fair Board at the August meeting.

• All livestock exhibitors are responsible for proper bedding of their

animals to include removal of any panels or stalls put up for the week. All gates/panels must be taken down and stacked outside of the barn in a designated area at the conclusion of the fair. Bedding must be removed from the barn. Only shavings, mulch, sawdust, carpet and corncobs are permitted to be used for bedding. No straw, sand or newspaper will be allowed.

• ALL animals must remain in their appropriate areas (barns, show arena or wash racks) for the duration of the fair unless permission has been granted (via JFB or Key Leader) to move an animal to a different area.

• Animals are not permitted on the midway or in the camping area. • Any exhibitor using electrical equipment on the fairgrounds is

required to use only grounded equipment with three-prong plugs. Inappropriate extension cords and adapters are not acceptable.

Weigh-in/Scales Please reference individual species section in the

Madison County Fair Book for specific species weigh-in times.

Please reference individual species section in the Madison County Fair Book for minimum/maximum weight requirements for that species.

• Any animal that does not weigh between the minimum and

maximum weight requirement for the project may show but will not sell in the premium sale.

• Scales are tested and sealed by the county auditor for accuracy each year before the county fair.

Re-Weigh Policy: Market animals not making class weight by 5 pounds or less will be immediately re-weighed after the first weighing. Other re-weighs will be done by request of the exhibitor or parent/guardian before animal leaves the scale area. No re-weigh after the animal leaves the scale area will be permitted. Scales will be balanced before re-weighing.

Grievance/Protest Procedures for Fair Week: (PLEASE NOTE: THIS HAS CHANGED!)

• Committee will be made up of president of the Senior Fair Board and three other designees- JFB Coordinators, Key Leader and SFB Member.

• All grievances must be made in writing along with a $50 non-refundable fee. • Grievances must be filed within 36 hours of any given Junior Fair

Show. • The Grievance/Protest Committee, upon receipt of the written

protest, will investigate using the Junior Fair Advisory Committee, Extension Educators, 4-H advisers, Junior Fair Livestock Sales Committee members, FFA advisers, and FCCLA advisers to investigate the incident that caused the grievance.

• Finding results will be made within 24 hours of receipt of grievance.

• Written explanation will be given to all parties involved. • Both parties can file a written protest. Procedures are listed below; — A written protest will be accepted using the standard protest form along with a $50 non-refundable fee. If either party involved disagrees with the results, the executive board of the Madison County Agricultural Society will handle the protest. The results will be finalized within 12 hours.

Livestock Shows, and Sale Dress Code:

• Dress code for all species, excluding dairy, horse, dog, poultry and rabbit (see specific specie division for dress code.): All exhibitors must wear black or blue cotton or corduroy dress pants, jeans, or ankle-length skirt as well as a collared, button-down shirt or polo shirt that must be tucked in.

• Any length of sleeve and color is acceptable. • No shorts! • Closed-toe and closed-heel shoes are to be worn. • No discrimination will be made for religious beliefs. Persons not

abiding by these rules will be penalized by not being placed in their class. No shirts identifying family or farm names shall be worn during the show.

Junior Fair Showmanship and Market Classes: • PURPOSE: To encourage exhibitors to acquire poise, alertness and a

courteous attitude. Good sportsmanship should always prevail. Skill of the animal and knowledge in the handling of animals, exhibitor presentation and practice in preparing the animal(s) for show must be obtained. Judges will be encouraged to question exhibitors for their knowledge pertaining to the project.

• Showmanship contests will be held for dairy, beef, swine, goats, rabbits, sheep, small animals, equine and poultry exhibits.

Rules: 1. All livestock market projects must enter in showmanship

and Market Classes in order to sell. 2. Exhibitors participating in showmanship must exhibit the

same animal through the entire showmanship competition

and may not substitute with any other animal at any time during the competition.

3. No two exhibitors may show the same animal in the Junior Fair showmanship contest.

4. Preparation for showing shall be done by the exhibitor. 5. Fitting includes soundness, condition, quality, and

cleanliness of hair, hide, hoofs, and general appearance of the animals and, in the case of beef and swine, firmness and uniformity of covering.

6. Showing includes the appearance of the exhibitors and equipment used to show the animal in the ring if directed by the judge.

7. Showmanship classes will be divided after entries are received and posted prior to the show per each division’s preference. Each class will have a first-place winner that will advance to a “division” showmanship class. These divisions are broken down accordingly:

Junior -Ages 8-11 • Intermediate - Ages 12-14 Senior - Ages 15 and older.

*Equine is the exception with different age divisions.

As laid out by the Premier Livestock Exhibitor contest, the top three from each age division will then compete for the Showman of Showmen for that species. The first-place winner of this competition will compete in the Grand Showman of Showmen contest.

8. Suspicion of use of unauthorized drugs may be subject to blood test. 9. Exhibitors caught abusing an animal may be prohibited from

selling their animals. The judge will be instructed to disqualify an exhibitor who is abusing his or her animal in the ring.

10. Judges decisions are final. Mandatory Skill-a-Thon and Interview Judging:

Madison County Fairgrounds ALL SPECIES

• All exhibitors must complete interview judging and Skill-a-thon to be permitted to exhibit or sell their animal at the fair.

• All exhibitors must bring a completed project book and completed feed records to skill a thon.

• Skill-a-thon is required of all exhibitors at the Madison County Fair. If a youth has a date conflict with the skill-a-thon, a makeup can be scheduled with the Key Leader and 4-H Educator. Please schedule the makeup skill-a-thon date by June 1st. Exhibitors that take the makeup skill-a-thon are no longer eligible for premier exhibitor.

Grooming: • All Junior Fair animal projects, at the fair, are to be groomed by the

exhibitor, with minimal assistance by members of the exhibitor’s immediate family, Madison County Junior Fair participant, or adviser.

• This must be an educational experience where the Junior Fair exhibitor is always present .

• Any infraction of this rule may result in the exhibitor being excluded from showing and/or selling their animal.

Requests for Show Conflicts:

• If an exhibitor has a conflicting show (ex: National Breed Association Show) they may request to leave the Madison County Fair early or arrive late.

• Request must be made by June 15. Requests made later than June 15 will not be considered.

• Proof of entry must be submitted with written request to the Senior Fair Board.

4-H Premiums: • All members in good standing will receive a $3.00 premium. • The following rules will apply to receiving your premiums:

1. Premiums may only be picked up by the exhibitor and the exhibitor must sign for the premium.

2. Exhibitor must present their current Junior Fair Exhibitor Pass or show their current Junior Fair wristband.

3. Premiums will be distributed at a designated spot in the Junior Fair Board Office.

Junior Fair Livestock Sale: Exhibitors must participate in showmanship in order to sell. See dress code rules for appropriate sale attire. General rules:

1. All market livestock sales must be declared at check in, except feeder cattle. Only market animals are permitted to sell.

2. An exhibitor may sell only one animal per project, with no more than two animals total. For a member to sell two animals, they must be from different projects as determined by the FFA and Ohio 4-H/Madison County 4-H project numbers.

3. Members who do not wish to sell their market projects in the Junior Fair Sale must notify, in writing, a member of the Madison County Sale Committee or JFB Coordinator within 1 hour following their appropriate specie weigh-in.

4. Junior Fair exhibitors must be present to sell. 5. Proper dress code will be enforced. 6. Dairy exhibitors will be held responsible for securing

and bringing their own produce (i.e. Cheese Tray) to the Junior Fair sales for auction. Only dairy exhibitors who have shown in a showmanship class and breed class will be eligible for proceeds from the sale of the item.

7. All species will sell continuously starting at 9 a.m. on Saturday.

8. All animals must be completely healed (as determined by a veterinarian) from castration to be eligible to sell.

9. While every effort will be made to secure a packer market for the market livestock brought to the Madison County Fair, if no market exists, the project will return home.

ALL GRAND AND RESERVE CHAMPION MARKET ANIMALS

MUST SELL, NO EXCEPTIONS!

Mandatory Quality Assurance Education: 1. Attend an in-person AQCA (Assuring Quality Care for Animals) session offered in

our county (or another county or state level program) that meets requirements set by the Ohio Administration Code and the Ohio Department of Agriculture.

2. Youth 15 and older have the option to test out of their annual quality assurance program. They must pass a test to be able to test out of the annual program for the remainder of their time in 4-H. Tests can be scheduled directly with the OSU Extension Office.

3. Youth that are showing a beef project animal can attend a face to face Beef Quality Assurance (BQA) session taught by a certified BQA instructor that meets the Ohio Youth Food Animal QA requirement. The online BQA course does not meet the requirement.

4. Youth that are 14 years or older and that intend to show a swine project animal can attend a face to face Pork Quality Assurance (PQA) session taught by a certified PQA instructor that meets the Ohio Youth Food Animal QA requirement. The online PQA course does not meet the requirement.

5. Youth 12 years or older as of January 1st of the current year have the option to take an online YQCA (Youth for the Quality Care of Animals) module. This option requires youth to take the age-appropriate module for $12/youth.

Junior Fair Livestock Sale Committee Expenses:

The Madison County Sale Committee will deduct 3 percent of the gross sale per animal to cover the sales expenses, including printing, ear tagging supplies, advertising, postage, checks, insurance, scale maintenance, trucking, checkoffs, pictures and sale cards. In addition, we participate in the Ohio Pork, Beef and Sheep Producers Check-off programs and are subject to mandatory costs. Sale checks will be distributed no later than the 30th day of August. Please do not call about the sales checks as this only delays the mailing process.

Livestock Grand Showman of Showmen Contest:

Friday of Fair week

Eby Arena

1. There will be a maximum of eight participants in the contest. 2. The Showman of Showmen winners from the following species will be

eligible for the contest: Beef, Dairy, Goat, Sheep, Swine, Horse, Poultry and Rabbits. All eight participants will show the same species at the same time. In the event that there are not enough animals of one species to be shown at one time, participants will be split.

3. No animal in the competition will be owned or worked with by the exhibitor or by anyone in his or her immediate family. Key Leaders will decide which animals will be shown and participants will draw numbers to determine which animal they will show.

4. There will be one ring per participating division and no sideline coaching is permitted. Any participant receiving sideline coaching will be disqualified.

5. Exhibitors must wear black jeans with a back pocket as well as white collared, button-down shirt or polo shirt that must be tucked in. Any length of sleeve is acceptable. Closed-toe and closed-heel shoes are to be worn. No tennis shoes. No discrimination will be made for religious beliefs. Persons not abiding by these rules will be penalized by not being placed.

6. Mandatory attendance at the Showman of Showman meeting on Thursday of fair week.

7. Prohibited items: No electronic devices of any kind (cell phone or watch). No jewelry, no large belt buckles.

8. If a participant can’t represent their specie, no one will replace the participant.

9. Each species will show for 8 minutes. Each animal will be shown

with the appropriate show equipment for that animal. 10. There will be a judge for each species who will place the

participants first through eighth. 11. The judge may ask the exhibitors to switch animals during the

course of each species being shown. 12. The eight placings from the live show will be added together and

the lowest score will determine the winner of the Grand Showman of Showmen Contest.

13. In case of a tie, the exhibitors will be interviewed by the judges. 14. The judge’s decision is final. 15. Show order will be: Swine, Rabbit, Poultry, Sheep, Dairy, Goat, Beef, Equine

General Livestock Judging Contest:

• Exhibitors will rank animals in order of market quality and answer

questions on specified classes as determined by show management. • An outside official will determine official placings. • This is an individual contest. • Members competing for Premier Livestock Exhibitor must participate

in their respective species. • First and second place will be awarded to the following age groups:

Junior (8-11), Intermediate (12-14), Senior (15 & older). Premier Livestock Exhibitor:

This contest is offered in the following divisions: Beef, Dairy, Sheep, Swine, Goat, Poultry, and Rabbit Overview:

1. Seven different Premier Market Exhibitor programs are offered, including one per specie each for swine, sheep, beef, dairy feeder, goat, rabbit, and poultry. Any 4-H or FFA member who enrolls in a market project for any of these areas is eligible for the Premier Market Exhibitor program for that specie(s). Participation in the program is not a requirement to show at the fair or to complete a project.

2. Points towards the PLE will be accumulated by the youth in the following areas: 1) Skill-a-thon (including record book), 2) Showmanship, 3) Animal Placement 4) General Livestock Judging

3. Purpose: • To increase knowledge of animal exhibited. • To recognize excellence in all areas of competition.

• Reinforce proper care and knowledge of animal project. • To improve the overall quality of the Junior Fair animals. • To increase marketability of the Junior Fair animals.

4. Points will be earned on the following basis:

a. 100 points possible for each category listed above----- TOTAL points possible = 400

5. Criteria: • Point Value for each area will be as follows:

1st - 100; 2nd - 90; 3rd - 80; 4th -70; 5th – 60

• Animal Placement: The top FIVE overall animals of each project number will be placed and receive points based on the point values assigned above. Rabbits and poultry will be placed and receive points by class.

• Skill-a-thon: All exhibitors will be treated as equals. Junior exhibitors will get the same questions as the Intermediates and the seniors. The top FIVE overall scores will receive points based on the point values assigned above.

• Showmanship: There will be a process of elimination to pick the top showman of each age division.

o Youth are not required to take a market animal in showmanship. They may take a breeding project.

o Top FIVE overall showmen will receive points based on the point values assigned above.

• Livestock Judging: o Each exhibitor wishing to compete for

Premier Livestock Exhibitor must compete in Livestock Judging for their species ONLY.

o Top FIVE overall exhibitors from each species will receive points based on the point values assigned above.

o Every exhibitor may choose to compete in the overall General Livestock Judging competition if they wish, however points will only be assigned for the specie/species they are competing in for PLE.

o If an exhibitor’s species is not represented in the Livestock Judging competition, they will

compete in the overall General Livestock Judging competition, in which the top FIVE overall exhibitors from each species will be awarded points based on the point values assigned above.

6. Each project number will stand on its own. If an individual earns points in the Skill-a-thon, Livestock Judging, or Showmanship, said individual will get the points toward each project number. However, if said individual earns points in the Animal Placement, points toward the animal exhibited.

7. Should the PLE in any species result in a tie, the skill-a-thon score will be the tie breaker. Should it still result in a tie, the showmanship score will be the 2nd tie breaker.

8. There will be a Premier Livestock Exhibitor chosen for each species. There will NOT be a runner-up.

9. The award given to the Premier Livestock Exhibitor of each species will be announced by the Junior Fair Board on Friday during the Grand Showman of Showman competition.

10. Any discrepancies will be resolved through the Grievance Committee and the Senior Fair Board in a timely manner.

Jr. Fair Board Contests Barn Decorating Contest

1. No electric lights may be used. 2. The fair theme should be used in some portion of your display. 3. FFA/4-H groups must clearly have school name and/or club name

displayed. 4. Each barn will have one winner chosen on Sunday. All decorations

must be in place by 8 p.m. Saturday, July 11, 2018. 5. The fair is an opportunity to proudly display your projects to the county

and to the state. 6. Remember safety of the animals. Keep objects out of the animals’

reach. Awards:

1. Cash award $25. 2. Banner to be displayed fair week by barn winners. 3. Winners will be announced Monday evening during the awards

presentation. On the back, please list your name, species, and club or group. Posters will be displayed in the Eby Arena. Guidelines:

1. The poster must clearly list the previous year’s buyer and thank them for their support.

2. The poster can be no larger than 11 by 18 inches. 3. The poster must be made by the junior fair participant. 4. Each livestock category will have one winner chosen on Sunday and

announced on Monday during the evening awards presentation. 5. Livestock categories to be judged are sheep, goat, swine, dairy, beef

and dairy feeder calves, market heifers, market steers, poultry and rabbits.

6. Exhibitors may enter a maximum of two posters with no more than one poster in each livestock category.

GUIDELINES

1. Participants must be a member of the 4-H, FFA/, FCCLA, Camp Fire, Girl Scouts or Boy Scouts Program.

2. Exhibitors may enter a maximum of two classes with no more than one entry in each class.

3. The day of the contest the participant must present two copies of their typed recipe (no photocopies or handwritten recipes will be accepted). The recipe must be on an 8.5- by 11- inch sheet of paper and must include the name of the recipe, ingredients and the amounts of each ingredient, preparation directions, baking directions (time, temperature and size of pan if applicable) and storage directions. If item has icing, recipe must be included. For decorated categories, items used, and instructions must be included. Do not put your name on your recipe. If the recipe does not meet food safety guidelines or does not fit into any category it will be disqualified.

4. If a product is entered in the wrong category the committee may change the category at their discretion.

5. Only foods that can be safely stored at room temperature may be entered. No foods with uncooked dairy products will be accepted for example: cream cheese, pudding, etc.

6. If you have questions, please contact the extension office before entering it. You can’t use commercial products (for example cake mixes, brownie mixes, icing, etc.) All items must be made from scratch.

7. You will need to bring 14 items from each recipe you made for categories 1-4. For example: 14 bar cookies, 14 cupcakes, etc. to count as one entry. If you do not bring 14 the entry will be disqualified. In categories 5, bring 1 item, categories 6-7, no smaller than an 8x8, category 6-7 must be a standard size (loaf or pie), no mini loaves or pies.

8. All goods must be brought to the contest in disposable containers and be covered.

9. The top two placings in each class will not be returned. Awards will be given 1st through 5th place with the first- and second- place winners being auctioned off beginning at 3 p.m. All decisions of the judges are final. Participants of the auction will receive 90 percent of the selling baked goods price and 10 percent will go to support this and other junior fair contests. First- and second-place winners will need to be present for the auction.

Cake Decorating Contest Wednesday, July 15, in the Della Selsor Building Adult & Senior Division (age 15 or older*) - 11 a.m. Intermediate Division (ages 12-14*) - 11:45 a.m.

Junior Division (ages 8-11*, if regular 4-H member) - 12:45 p.m.

Cloverbuds (ages 5-8*, if cloverbud) - 2 p.m. * as of Jan. 1

1. Participants must be a member of 4-H, FFA/FCCLA, Camp Fire, Girl

Scout or Boy Scout Program. 2. Senior, junior and intermediate contestants will be given one 6-inch

round cake form to decorate. Contestants will be given icing and tips. No other icing or jell will be accepted. Participants may bring whatever else they would like to decorate with. Cloverbuds will be given a 4-inch round cake form. Participants must use what is provided by the fair in way of icing and tips.

3. Seniors will be given 30 minutes; Intermediates 45 minutes; and Beginners & Cloverbuds will have 60 minutes to decorate their cakes.

4. Judging will be based on creativeness, expression of fair theme and detailing.

Open to any Junior Fair Exhibitor and relatives. Teams must consist of four

members. Participants will engage in activities that will test their ability to work as a team while laughing and having fun. Usable, and possibly edible, prizes will be awarded.

Dress Code for all Royalty & Ambassadors

• All royalty and ambassadors will be required to follow a specific dress code as outlined in the contract during all events in which title is worn, including during the Madison County Fair and though out the year of reign.

• Dresses or shorts no more than 3 inches above the knee, capri’s, jeans without holes or dress pants, blouses, plain t-shirts, polos, button down shirts, show clothes may be worn during the Madison County Fair. Boots may be worn in shown rings when passing out ribbons.

• No tank tops, camisoles or printed shirts may be worn. Shoes must be appropriate for the outfit and the event. Some events will have a specific dress code. No bare midriffs or anything see-through.

Madison County Royalty Eligibility

1. This contest will involve clubs/chapters of 4-H, FFA, Farm Bureau Youth, Boy Scouts, Girl Scouts, and FCCLA.

2. King and Queen Candidates must be 16-18 years of age (as of Jan. 1 of the current year), be enrolled and an active member in their respective organization for at least 2 years.

3. Prince/ Princess must be 11-15 years of age (as of Jan. 1 of the current year) & be enrolled and an active member in their respective organization for at least 2 years.

4. Candidates must be in good standing within their Junior Fair Program.

5. All former Madison County Junior Fair Kings, Queens, Princes and Princesses are ineligible to compete for the same title they have previously received.

Application 1. Candidates must complete the application form, a recommendation statement from their

adviser, and an essay as stated in the application. (If adviser is related to candidate another adult should be chosen for the recommendation.)

2. Applications will be accepted until June 15. No late applications will be accepted. 3. Applications must be typed or neatly printed and of a professional manner. 4. Applications must have a recent, clear, 5x7 headshot photo attached. Do not include full

body shot or blurry photo. These will be displayed during the fair.

Interview & Selection Process Judges

• A panel of out of county judges will interview each candidate. These judges will select the King, Queen, Prince, Princess and attendants to the serve on the Royalty Court.

• All judges will be knowledgeable about Junior Fair programming and will interview each candidate completing the application process.

Interviews • Will be conducted in the OSU/Madison County Extensions Office. • Candidates will be contacted with their exact interview time. • Candidates unable to complete their in-person interview on the date specified in person will

forfeit their candidacy. Interviews will not be conducted by any electronic medium. • Candidates will wear an outfit appropriate for a professional job interview.

Stage Contest • Contestants will walk stage runway similar to Fashion Review. • Contestants will introduce themselves before the audience by stating their name,

club/organization they represent, and some background information about themselves. No more than 5 minutes.

• Each candidate will be given a question regarding his or her resume on the day of pre-fair interviews. They will answer this question on stage after self-introduction.

• Each candidate will draw & answer “fishbowl” questions on stage. King and Queen Candidates will draw three “fishbowl” questions. Prince and Princess candidates will draw two “fishbowl” questions. Fishbowl questions will be non-political.

• Female candidates must wear a formal. No bare/see-through midriffs, deep plunging necklines or splits more than 3 inches above knee. If wearing short formal, it must be no more than 3 inches above knee. Two piece formals must touch.

• Male candidates must wear suite or dress pants & shirt.

General Rules for Madison Co. Jr. Fair King, Queen, Prince, Princess, & Court

1. Contestants may not be, or ever have been married, or living with a partner. 2. Contestants may not be expecting a child or have born/fathered a child. 3. The Queen will represent Madison County in the 2021 Fairs contest in January 2021. If the

Queen is unable to compete for Fairs’ Queen for any reason, the attendant will be eligible to compete. Therefore, the Queen must also follow the rules and regulations for Ohio Fairs’ Queen as set forth by the Ohio Fair Managers Association. If the queen will not compete, she must notify her attendant & the coordinator no later than 1 month prior to competition deadline.

4. Junior Fair Royalty may not serve as Specie Ambassador during his/her year of reign. 5. The royalty will reign from the crowning announcement until the crowning ceremony the

following year. 6. Following the crowning of the royalty and ambassadors there will be a mandatory meeting

with court member/ambassador and at least one parent or guardian of each member of the newly crowned court and ambassadors. There will be a contract that must be signed by royalty, attendants, ambassadors and their parent or guardian. Duties will be assigned for fair week.

7. Some travel will be required of the royalty court. This travel will be at the royalty or royalty’s family’s expense. This will be determined during the mandatory meeting the day after fair.

8. The Madison County Junior Fair Royalty Advisory committee by a majority vote of the members (meeting together at a special meeting), have the right to revoke the crown, title, and accompanying honors of the Fair King & Queen, Princess, Prince, attendants, and ambassadors. Reasons include getting married, expecting a child, have born/fathered a child, slanderous behavior against others, inappropriate comments, behavior and gossip. If this action is taken by a majority vote of the Junior Fair Royalty Advisory committee, the respective title, crown, and honors will fall to the next runner-up.

9. All information will be verified. Any false information will result in disqualification of candidacy for the current year.

10. The outgoing Queen & King with assistance of all outgoing royalty & ambassadors will host a luncheon or tea for visiting royalty on opening day of following year’s fair (final day of reign).

Eligibility 1. This contest will involve members of clubs/chapters of 4-H, FFA, Farm Bureau Youth, Boy

Scouts, Girl Scouts, and FCCLA. 2. Candidates must be 11-18 years of age (as of Jan. 1 of the current year), be enrolled and

an active member in their respective organization. 3. Candidates should be in good standing within their Junior Fair Program. 4. Previous Ambassadors are not eligible in the division that they won in previous years,

unless there is no other candidate for that division. For example; the Rabbit Ambassador cannot be the Rabbit Ambassador again. However, if there is no one competing for Rabbit Ambassador, then a previous Rabbit Ambassador may run.

5. Active at least two or more years, including the current year, in the division in which you are applying.

Application

1. Candidates must complete the application form, a recommendation statement from their adviser, and an essay as stated in the application. (If adviser is related to candidate another adult should be chosen for the recommendation.)

2. Applications will be accepted until June 15. No late applications will be accepted. 3. Applications must be typed or neatly printed and of a professional manner. 4. Applications must have a recent, clear, 5x7 headshot photo attached. Do not

include full body shot or blurry photo. This photo will be displayed during the fair. Interview & selection Process

Judges: • A panel of out of county judges will interview each candidate. These judges will select the

ambassadors to the serve on the Royalty Court. • All judges will be knowledgeable about Junior Fair programming and will interview each

candidate completing the application process.

Interviews • Will be conducted in the OSU/Madison County Extensions Office. • Candidates will be contacted with their exact interview time. • Candidates unable to complete their in-person interview on the date specified in person will

forfeit their candidacy. Interviews will not be conducted by any electronic medium. • Candidates will wear an outfit appropriate for a professional job interview.

Stage Introduction • Contestants will walk stage runway similar to Fashion Review. • Contestants will introduce themselves before the audience by stating their name,

club/organization they represent, and some background information about themselves. No more than 5 minutes.

General Rules for Madison Co. Jr. Fair Madison County Division Ambassadors 1. Contestants may not be, or ever have been married, or living with a partner. 2. Contestants may not be expecting a child or have born/fathered a child. 3. Division Ambassadors may not serve as Madison Co. Jr. Fair King/Queen or

Prince/Princess or attendant during the year of their reign as ambassador. 4. The Ambassadors will reign from the crowning announcement until the Royalty crowning

ceremony the following year. 5. Following the crowning of the royalty and ambassadors will be a mandatory meeting with

court member/ambassador and at least one parent or guardian of each member of the newly crowned court and ambassadors. There will be a contract that must be signed by royalty, attendants, ambassadors and their parent or guardian. Duties will be assigned for fair week.

6. Some travel will be required of the ambassadors. This travel will be at the ambassador or ambassador’s family’s expense. This will be determined during the mandatory day after the fair.

7. The Madison County Junior Fair Royalty Advisory committee by a majority vote of the members (meeting together at a special meeting), have the right to revoke the crown, title, and accompanying honors of the Fair King & Queen, Princess, Prince, attendants, and ambassadors. Reasons include getting married, expecting a child, have born/fathered a child, slanderous behavior against others, inappropriate comments, behavior and gossip. If this action is taken by a majority vote of the Junior Fair Royalty Advisory committee, the respective title, crown, and honors will fall to the next runner-up.

8. All information will be verified. Any false information will result in disqualification of candidacy for the current year.

9. The outgoing Queen & King with assistance of all outgoing royalty & ambassadors will host a luncheon or tea for visiting royalty on opening day of following year’s fair (final day of reign).

10. Required Fair Attendance: o Livestock Show or division show for which you are the Ambassador o Livestock Sale for which you are the Ambassador o Grand Showman of Showmen Contest o Following year’s Royalty & Ambassador Contest to pass down your title.

Non-Livestock General Rules & Regulations Fair Judging & Check-In

1. Exhibitors must bring their completed project and completed project book to pre fair judging on Saturday, July 11.

2. Clothing Exhibitors are to be judged in their completed project unless they have sewn for another. 3. Foods & Nutrition Exhibitors will be responsible for bringing completed project book, table place

setting for one, cost analysis for food item, menu for the day to include food item and recipe (properly formatted) and 3-pronged folder. Your portfolio must have equal number of pages to activities on 8 ½ by 11-inch pages. The participant will create a maximum of one page (one-sided only) per “activity area” or “interest area” as designated in the front of their project books. These pages could be in collage, journaling, timeline, photo, or any other format that would illustrate the work and knowledge of participant. Each page could be different or could be a combination of styles allowing the 4-Her to reflect on their learning experience. There will be no points for scrapbooking style.

4. My plate activity will be used in all foods and nutrition projects based on information received in the book or by visiting www.myplate.gov

5. Evaluations are based upon an interview of knowledge about their project. 6. See project guidelines available from Madison.osu.edu for details on what to bring for judging. 7. State Fair, Outstanding, and Honorable Mention are available, depending on class, at the judge’s

discretion. 8. Foods & Nutrition and Clothing Exhibitors have mandatory skillathons. An Outstanding Junior,

Intermediate, and Senior will be awarded. 9. All exhibitors should be dressed appropriately. Black, blue, brown, khaki cotton or corduroy dress

pants, jeans (No rips, tears, or holes), dresses, or knee length skirts (2 inches above knee or longer) as well as a collared button-down shirt, polo shirt, or blouse, must be tucked in. Any length of sleeve or color is acceptable. No shorts, no leggings, no yoga pants. Closed toe and closed heel shoes are to be worn. No discriminations will be made for religious beliefs.

Fair Check-In

1. Check-in for all Special Interest, Clothing, Foods & Nutrition Projects will be from 12:30-3:30 p.m. immediately after your project is judged.

Animal Requirements

1. Animal Requirements for Llamas and Alpacas:

A. Llamas and alpacas must be in the possession of the exhibitor and under ownership by the exhibitor, exhibitor’s parents or in partnership by June 1st of the current year. B. Llamas and alpacas may be registered or un-registered stock. C. 4-H and FFA llama and alpaca registered and un-registered stock will show in the same classes

2. Designated Animal: The exhibitor must use his/her own animal in all classes. The minimum age should be 6 months of age for both llama’s and alpacas. 3. Show Order: The showmanship show will begin with Senior Showmanship, followed by Intermediate and concluding with Beginning. Obstacle, pack and public relations classes will follow showmanship classes in the same order Senior, Intermediate and Junior. The costume class will compete the show with all ages showing together. 4. Obstacle Course: Exhibitors in the Obstacle Course will be required to navigate their animals through a minimum of eight obstacles including jumps, maneuverability (cones or through inner tube), a change of pace, backing, a bridge and ramp and obstructed entrance. The animal will be

The level of difficulty of the obstacles will increase as the age of exhibitor groups increases. 4. Showmanship: Separate llama and alpaca showmanship classes will be held, based on the Junior, Intermediate and Senior age brackets. Separate overall llama and alpaca showmanship championships awarded. 6. Public Relations Class: This class is for the llama or alpaca that participates in community activities, goes to schools, hospitals, service clubs, parades, charity functions or other events. The animal will be required to show in a clean, well-fitting halter and lead. The course must include stairs or ramps, petting by volunteers, loading into a trailer, backing and picking up a foot or showing teeth. The obstacle course will be scored according to International Llama Registry Show Division. Junior classes will be required to complete eight obstacles well; intermediate and seniors will be required to complete 10 obstacles. 8. Costume Class: The animal and handler must be in costume and with a unifying theme. Participants may include a short paragraph to be read by the show announcer describing their costume. 9. Show Attire: All showmanship exhibitors must wear black, dark blue or khaki slacks with a white shirt (polo or buttoned) and appropriate footwear such as footwear appropriate for showing. Jr. Fair Beef General Rules & Regulations

1. Market Steer/Heifer animals must weigh a minimum of 900 pounds and must be born after Jan. 1 of the previous year to sell. Dairy Feeder and Beef Feeder calves must weigh a minimum of 350 pounds and not more than 899 pounds to be eligible to sell. Dairy and Beef Feeders will not be sold for slaughter. Start-a-steer must weigh between 200 and 550 pounds, as well as be born after Jan. 1 of the current year.

2. All beef animals must meet Senior Fair Board health requirements. 3. Breeding animals must have their registration papers under the name of the exhibitor. 4. All beef animals must be halter broken to exhibit and remain on the fairgrounds. Rope halters

and neck ropes are required. Senior Fair Board may send uncontrollable animals home. 5. All cattle must be polled or dehorned. Dehorned cattle must be healed by exhibition. Scurs

can be no longer than 1/4-inch. 6. All market steers, market dairy steers and market heifers must be owned by the exhibitor and

on feed by Jan. 1. They must participate in the late December or early January weigh-in, as well as be enrolled through 4-H or FFA.

7. Exhibitors found guilty of abuse or unethical practices anywhere on the fairgrounds may be prohibited from selling and showing at future shows. The judge will be instructed to disqualify an exhibitor who is abusing his/her animal in the ring.

8. Suspicion of use of unauthorized drugs may be subject to blood test. 9. Market Steers, Market Heifers, and Beef feeders will be weighed and ear tagged and divided

into weight classes at the fair. 10. A designated ring person will be used during market and showmanship classes to assist the

judge. 11. Classes listed in the fair book may not necessarily be in the show order.

Start A Steer In the first year of the project, the exhibitor will be eligible to enter the Premium Sale and still maintain

possession of the feeder. In the second and final year of this project, the exhibitor can choose to sell or keep the steer. If, however, the exhibitor chooses to maintain possession of the steer at the completion of this project, they will not be permitted to participate in the Premium Sale. In the first year of this project, all of the other rules that apply to the beef feeder project, with the exception of “weigh a minimum of 350 pounds to sell in the Premium Sale” and “have possession by May 1”, apply to this project. In the second year of this project, all of the other rules that apply to the Market Steer Project including but not limited to weighing in at the pre-Fair weigh in apply to this project. Before the exhibitor participates in the Premium Sale, each exhibitor will be asked to sign a letter of intent that he /she will bring the feeder back as a steer to the next year’s fair.

ADDITIONAL NOTES: If a calf is born in January and is creep fed while still on the cow he could exceed the maximum weight. A calf with a small birth weight born after May 1 will likely have trouble meeting the minimum weight. The best time frame for meeting the weight requirements is to purchase a steer born between Feb. 15 and April 15. It is also recommended that a steer be castrated (not clamped) to ensure that the calf is a steer and not still a bull.

GUIDELINES: 1. Must be a steer 2. Must be born after Jan. 1 of the current year 3. Must be weaned, halter broke and on feed by the fair 4. Must be 100% BEEF 5. Must return to the next year’s fair as a steer 6. There will not be a market for this feeder calf (It must go home with the exhibitor at the

Beef Showmanship PURPOSE: The purpose of a showmanship contest is to encourage exhibitors to acquire the skill and

knowledge of handling animals and to obtain information and practice in fitting and grooming them for show.

1. Market animals must be shown in showmanship in order to sell, however if an exhibitor chooses to enter his/her Breeding Project into Showmanship, then that will make their Market Project eligible for the Premium Sale. Entry in showmanship is mandatory.

2. Each exhibitor must fit and show his/her own animal and during the course of the show may be asked by the judge to exchange his or her steer/heifer with another exhibitor. Exhibitor may receive grooming/fitting support from a parent, 4-H advisor, and other 4-H/FFA exhibitors.

3. The animal used for showmanship must be one entered and shown by the exhibitor in respective production or market classes.

4. The winner of the beef Showman of Showmen contest will participate in the Grand Showman of Showmen contest. If however, that person is unable to show then the second place Showman will take their place.

5. Please consult the showmanship section of the fairbook for age and class breakdowns for showmanship. You will also find the progression to the Grand Showman of Showman in that section.

6. Alteration of animals is not permitted. This includes, but is not limited to paints, dye, powder, nonclear adhesive, foam, or shoe polish. Also banned are artificial tail heads, switches, polls, hair, heels. It is prohibited to administer, feed, give or inject any substance or drug to an animal exhibited, except when medically necessary or when the drug used has been approved for such use by the Food and Drug Administration or U.S. Department of Agriculture.

CRITERIA FOR JUDGING:

The judge will consider these major points of emphasis: 1. The judge will observe the general all-around ability and knowledge the contestant

demonstrates in the training and handling of animals, as well as, the manner in which the animal is presented.

2. The judge will observe the exhibitor in the way they handle themselves as well as other contestants. They will assess the knowledge of proper show ring etiquette.

3. The judge will be looking for evidence that the exhibitor has a general knowledge of fitting the animal, although grooming alone, will not be emphasized.

4. The judge will appraise the contestant’s knowledge and use of show ring equipment as demonstrated by the equipment used and the skill in using it.

5. The judge may ask questions relating to animal production. 6. Classes may be split or combined based on numbers (3 or more to make a class)

Rate of Gain Contest (Market Beef) Exhibitors must enter the contest during the market beef weigh-in held in late

December. Two animals may be weighed during the pre-Fair weigh-in, but only one animal per exhibitor will be eligible to place in the contest. Also, the exhibitor must decide before the first animal is weighed at the final weigh-in which animal is going to be in the contest. The exhibitor may enter either a steer or heifer, but not both. The exhibitor’s animal must weigh a minimum of 1,100 pounds in order to place in the contest. First through fifth place will be awarded as follows — first place, $100; second, $60; third, $40; fourth, $30; fifth, $20.

Jr. Fair Dairy General Rules & Regulations Exhibitors must wear white collared shirts and pants and appropriate shoes. This is in addition to the regular livestock dress code rules.

1. Exhibitors are responsible for keeping their pen and isle area clean throughout fair week.

4 All animals must be clipped before the week of fair. 5 All lactating dairy cows and cattle that have come from out-of- state within

30 days of the fair must have been T.B. tested. 6. Any yearling, dairy project that has freshened will show in junior 2-year-old

Acceptable clothing for boys includes dress shirts, ties and dress slacks. Sports jackets may be worn, but are not necessary, especially in hot weather. When wearing a tie, secure it with a tie tack. Closed-toe shoes, rubber-soled shoes, flats and similar shoes are acceptable footwear.

2. Inappropriate clothing includes clothing that is too tight or too revealing, clothing with holes or tears in the fabric or blue jeans. Do not wear shirts with club names or logos, or clothing with lettering and distracting or offensive wording or designs. Do not wear hats. Exhibitors dressed inappropriately will have points deducted or may be excused from the show ring. Jewelry such as necklaces, bracelets and dangling earrings are not to be worn by exhibitors.

3. Dogs must be free of mats and any loose shedding hair. Nails should be trimmed along with the hair on the bottom of their feet. Ears should be clean of any debris. Intact dogs are allowed to show. However, any female dog who is in season at show time or the vet during the check in exam determines to be in season, will be excused from the show.

An Exhibitor can take a maximum of 3 equine projects: One donkey- two horses, two donkeys -one horse, two horses-one miniature horse or if one the projects is a Production project (weanling or yearling). Uniform Rules for Horse Show 179AG it is highly recommended that every 4-H member, parent, and advisor purchase one of these booklets and become knowledgeable of the rules that govern 4-H horse shows locally and on the state level. You need to be familiar with the Uniform Horse Rules as they work in conjunction with the Madison County Jr. Fair Equine Rules for county fair exhibition.

Mandatory Horse Safety & Ethics Program:

First year horse project members are required to purchase 191R Horses, Safety, and You. Members must view two videos – “Every Time Every Ride” and “Horses, Kids, and Ethics”. A card is provided to the exhibitor and must be signed and returned by June 1st.

Permission to Participate Form must be signed by all 4-H horse exhibitors and their parents. This must be submitted to the Extension Office by March 15th.

General Guidelines for All Horse Projects (except 173 see appropriate sections): Select, feed, and care for a horse, donkey, and/or pony. Participate in appropriate showmanship class.

General Rules for Junior Fair Horse Project Members

• All horses, donkeys and ponies will stay on the fairgrounds for the duration of the fair.

• Riding or working a horse requires boots and long pants. No tennis shoes, sandals or bare feet.

• When riding a horse, a bridle or hackamore must be used.

• It is mandatory that safety helmets be worn when riding your equine.

• On arrival at the fair, all members with livestock and general projects should contact a Key Leader or a Livestock Team member in charge of his/her project area for stall assignments, to put project on display, or acquire exhibitor number and receive further instructions. No stall assignments are to be changed without permission of the Key Leader. See new check in procedures located in the Equine section of the Jr. Fair book for 2019.

• Know the Senior Fair board health requirements for proper health papers for horses and ponies.

• The Performance Against Standards Show (PAS) serves as the qualifying show for the State Fair. Both 4-H and FFA youth are eligible to participate.

• All horses must be clipped, groomed, and cleaned for all judging.

• A member must ride their own horse in grade show, PAS show, and versatility classes.

• All exhibitors and their parents are responsible for reading and being aware of the information presented in the Madison County Fair Book, the “Uniform Rules for 4-H Horse Shows”, and the State Fair Junior Horse Show Rules.

General Barn and Stall Policies:

• The main arena will be open 24/7. Please allow for water and dragging 30 minutes before show.

• Each exhibitor is responsible for their own stall prior to and after the fair. It is recommended that a halter remain on animals in case of emergencies. At the end of fair each exhibitor is reasonable for removing all manure and bedding. If not done there will be a $20 fee charged to exhibitor.

• Only sawdust/shavings are to be used for bedding. Any exceptions to this must first be approved by the Key Leader and removed from the fairgrounds by the exhibitor.

• All stalls must be cleaned by 9:00 a.m. daily.

• Clubs or individuals will be responsible for the cleanliness around their stall areas.

• No horses may be turned loose in the arena at any time.

• No sleeping in the barn overnight.

• The Key Leader will have final decisions on all discrepancies on barn rules.

• Tack stalls will NOT be made from stalls where exhibitor does not show up.

• NO SMOKING IN THE BARN.

Jr. Fair Equine General Rules & Regulations

Check-in procedures: • Check-in at announcer’s booth. At check-in you will confirm the classes in which

you are entered and receive your exhibitor numbers and patterns if available. • Confirm all stall assignments and wait to be directed to an available unloading

space behind or in front of the Equine arena. • If there are concerns about your stall assignment, please bring them to the key

leader’s attention BEFORE moving your equine into the fairgrounds if possible. • Quickly unload equipment and prepare stall for your horse. • Move trailer to designated trailer parking lot. Remember that others are waiting

with their trailers to unload too.

1. All equine projects will stay on the fairgrounds for the duration of the fair. This rules includes equine projects to be exhibited for State Fair recognition regardless if qualifying in Madison County or another county.

2. The PAS (Performance Against Standards) show serves as the qualifying show for the Ohio State Fair. Both 4-H and FFA youth are eligible to participate.

3. All equine projects must be groomed and cleaned for all judging. 4. Exhibitor must ride their own horse for PAS, as well as the junior fair show. They must

use the exhibitor number assigned to them. 5. Those exhibitors carrying production projects may show in any class as well as a

production class according to Ohio State equine production guidelines. 6. You are allowed a combination of 3 equine projects refer to project guidelines consisting

of 2 horses and 1 donkey or 2 donkeys and 1 horse. You are not permitted more than 2 projects for any one species, not to exceed 3 total.

7. The judges decision is final 8. All exhibitors and their parents are responsible for reading and being aware of the

information presented in the fair book, “Uniform Rules of 4-H Horse Shows”, and State Fair/Junior Equine show rules. This information can be acquired at the extension office.

9. Feeding, watering, cleaning of stalls, and bathing can be done by the exhibitor or his/her parents, guardian, siblings, another exhibitor, or advisor. Feeding and cleaning of stalls must be done before 9am.

10. Lunging of an exhibitors project horse can only be done by a parent, guardian, sibling, advisor or any Madison County Jr. Fair Exhibitor. No trainers, except if they are a parent/guardian, sibling of the exhibitor may lunge a project horse during the fair. It is required that the exhibitor be present during this activity. Junior Fair is a learning process and they cannot learn if they are not present. Violation will result in disqualification of placing at the Madison County Grade Show but not participating. Violation will also disqualify the exhibitor from the State Fair if qualified.

11. Riding of a project horse can only be done by the exhibitor during fair week. If the exhibitor qualifies for the State Fair, this rule applies until after he or she has shown in the respective classes at the State Fair. Violation will result in exclusion from the Grade Show and the State Fair if qualified. The only exception to this rule is during the Jr. Fair Equine Fun Show. Only riders permitted are an advisor, 4-H Equine project or horseless exhibitor, partner of guardian, provided the equine project did not qualify for the State Fair.

12. During the Fun Show only one person is permitted to show the same equine project in a class. The only exception to this rule is the Baby Bottle Class where it is required for 2 people to ride the same equine project. A $2 donation will go toward the purchase of prizes and awards for the Fun Show classes.

13. An exhibitor cannot show the same horse in trail in hand and any other trail class. An exhibitor cannot show the same horse in ranch pleasure and any other pleasure class.

14. Tack stalls will be assigned as long as stalls are available.

15. All rules stated in the Madison County Fair Book override rules stated in the 4-H Uniform Rules Book. The 4-H Uniform Rules Book governs any rules not covered by the Madison County Rule Book.

Emergency Contact Cards: • It is important to keep up-to-date emergency contact information on file for not only the exhibitors but

also the animals. This information will be accessed by the $H volunteer staff in the event of an emergency on the fairgrounds. We ask that you please take the time to update your contacts on a yearly basis.

• Turn your emergency contact card in PRIOR to checking in at the announcer’s booth.

Equine/Family Partnership The purpose of a Family Partnership is for families with only one equine animal to allow two siblings to participate in the Junior Fair. A multiple member partnership consists of two siblings, 4-H and/or FFA member/exhibitors caring for a single horse project animal.

A 4-H or FFA member may not participate in more than one multiple member partnership equine project and may not participate in a multiple member in addition to an individual member equine project or a family equine project. Members of the partnership may not participate in county PAS shows for state fair qualification.

Members of the multiple member equine partnership may share the equine project to participate in evaluation for Junior Fair premiums, the Junior Fair Equine Show, and any

Junior Fair Fun Shows, as long as members of the multiple equine partnership are not required to exhibit at the same time, same class.

Only members of the multiple member partnership are allowed to be riding on the multiple member partnership equine project during the week of Junior Fair.

4. Horse exhibitor will have project book(s) and record book(s). Only the exhibitor or exhibitors of multiple member partnership equine project may ride the equine project at

the show.

Equine Hardship Rule: The Equine Division will follow the hardship cases for all livestock exhibitors denoted previously in this book. Exhibitor will not be eligible for Ohio State Fair representation, Showman of Showmen or High Point.

Barn and Stall policies: 1. Equine projects will rotate between the enclosed and open horse stall barns through the years. Every club with equine projects is required to have at least 1 representative to assist in both of these efforts every year whether your horse is in this barn or not. Equine advisers are to ensure their clubs’ participation. 2. Each exhibitor is required to clean out their assigned stall prior to the first day of fair. Your adviser will be notified when the stall assignments are made so you can arrange to prepare your horses stall and club’s barn area before hauling your equine project to fair. Be prepared with a shovel, pitchfork, wheelbarrow or muck bucket, broom and a bleach and water solution for sanitizing. Each exhibitor is also required to clean out their stall and barn area before leaving the fair. Stalls will be inspected, and the club adviser will be responsible for clean up if it was not completed by the exhibitor and a penalty will be assessed to the exhibitor. 3. All bedding must be furnished by the Exhibitor. Shavings or sawdust is preferred. 4. All stalls must be cleaned by 9 am daily. 5. Clubs, or individuals, will be responsible for the cleanliness around their stall areas. 6. No equine projects may be turned loose in the arena at any time. 7. Tack stalls will be assigned as available. 8. No sleeping in the barn overnight.

9. NO SMOKING IN THE BARN. 10. Junior Fair Board and Junior Fair Advisory Committee will have the final decision on all discrepancies concerning barn rules. 11. Only 4-H or FFA equine projects will be permitted to be stalled on the fairgrounds during the fair. 12. There will be a mandatory barn meeting at 8:30 p.m. on check-in day for exhibitors and one parent/legal guardian. This meeting is only for those exhibitors stalling an equine on the fairgrounds during the fair. Any 4-H equine member requesting to haul in late must submit the request to the Senior Fair Board and receive approval to do so prior to haul in day. 13. Prior to the fair each 4-H club with an equine project will be notified to schedule when they will be required to have a club representative available to assist with show operations throughout the fair. Assistance will be needed working gates for all equine shows, set up and tear down of class obstacles, handing out of prizes, ring stewards, office help and other items. 14. Riding or working an equine project requires boots and long pants. No tennis shoes, sandals or bare feet. 15. When riding an equine project, a bridle or hackamore must be used. 16. Equine helmets are mandatory for all youth ages 19 and younger. Helmets are to be worn at all times while riding or driving. 17. Any 4-H participant showing in contesting, trail, jumping, or any class needing equipment in the arena is requested to have a parent or guardian (helper) present to assist with the set-up and tear down of this equipment. 18. A tentative practice time schedule will be decided on for all participants in their respective riding styles/classes. Example: All Walk Trot, All Reining, All Contesting, etc. This will be posted on the board by the announcer’s stand. 19. The Main Arena will remain open all day and night * may be closed for watering and dragging 20. Any exhibitor using the wash rack must clean up any mess they or their equine project makes. Limit your use of the wash rack to 15 minutes so others will have the opportunity to use the facility.

JUNIOR FAIR EQUINE SHOW PROCEDURE 1. Horse Showman of Showmen will be determined through a Showman of Showmen class to be held after all regular showmanship classes. Walk/Trot Novice not eligible. 2. First and second place junior and senior showmanship class exhibitors will return to the ring for a final judging. The judge in this class will determine Showman of Showmen. 3. Dress code for Jr. Fair Equine Show will be as stated in the Uniform Horse rulebook. 4. English classes, where indicated, include exhibitors showing Saddle Seat and Hunt Seat. 5. Exhibitors cannot add or change classes after June 15. Any drops should be reported to the Junior Fair Board Equine Division prior to the day of the show. 6. A second riding horse cannot be exhibited in classes originally entered for another horse. 7. Exhibitors should be prepared to do individual patterns as per the judge’s request for some classes. 8. Judge’s decision is final.

*Walk-Trot Only- These classes are denoted with W/T. **Novice; Walk-Trot only – Exhibitors (the 4-H member, not horse/rider combination) who have shown in a lifetime total of 4 or less cantering classes in previous fairs, open shows, IEA or IEA type shows and/or 4-H horse shows. Exhibitors must be in their 1st or 2nd year of a horse project (not including Horseless Horse project) to enter into a Novice class/event. If an adviser deems after an exhibitors’ 2nd year of a horse project they are not prepared to advance out of the Novice classes and all other requirements are met, an exhibitor may participate a 3rd year. Exhibitors who show in walk-trot classes are not eligible to show in any other class type during the current Madison County Junior Fair Equine show with a judge. Walk-trot exhibitors are not eligible for Showman of Showmen. If an adviser deems after an exhibitors or horses 2nd year of a horse project they are not prepared to advance out of the Novice classes and all other requirements are met, an exhibitor may participate a 3rd year. This gymkhana novice horse or rider can only show in gymkhana classes designated for Novice and they can not show in the versatility class.

† Once an exhibitor has registered for an Over Fence class at 2 feet or greater height, they may not participate in Novice Pole, Rail or Fence classes. Within these heights an exhibitor may not participate in more than two height divisions per horse. Hunter Hack Over Fences class is two jumps set at 2 feet.

• Classes may be split or combined at the discretion of the Key Leader and Junior Fair Board adviser. A class split may occur if there are over approximately 18 exhibitors in a class. Classes may be combined if there are less than 5 exhibitors in a class. If the combining of classes occurs it would normally mean the Seniors and Juniors in that class will be put in the same class.

Versatility Event Qualifications:

• The Uniform Rules for 4-H Horse Shows suggests two (2) years of ‘project work with horses’ before competing.

• Two divisions (For now, Novice classified riders are not eligible. May expand event if need be in the future years.)

• Junior 8-13 • Senior 14-18

• Exhibitors must use the same horse for all classes:

• Western Pleasure • English Equitation • Showmanship (E/W) • Barrels

• If a rider has any infraction that would disqualify them from an individual class (see “Uniform Rules

for 4-H Horse Shows”) they will receive a no score but may continue to show in the Versatility Competition and are still eligible for overall placing.

• Grooms: A participant may elect to use up to 2 Grooms. Participants and their grooms will be required to wait in a designated area away from all spectators. No participant or groom is permitted to leave the designated area during tack changes or after the class has started. If a groom leaves the designated area, he or she cannot return. The Exhibitor can continue to show with only one groom. If a groom should leave the designated area and then return, the Exhibitor will be disqualified from the complete Versatility Competition. Talking between grooms and participants is allowed.

• Wheelbarrows, carts, and/or wagons are to be used to carry tack. No truck will be permitted. All tack must be brought into the designated area before the start of the Class. No one is allowed to enter the designated area, and nothing is allowed to be passed into the designated area during Versatility. Any infraction of this rule will disqualify the participant from the Versatility Competition. Water is permitted in the make-up area.

• Tack Changes: Each tack change will be given 5 minutes. All tack changes must be made in the arena. Grooms will assist with all tack changes. If an exhibitor is not ready (mounted, unless an in-hand class, fully prepared to compete) at the end of the tack change they will be eliminated from the Versatility competition. Appropriate tack, attire, and equipment based on the Uniform Rules, is required. (Tack change time limits may be less if all exhibitors and the judges agree). At completion of tack change, grooms will be asked to step away from the horse and competitor so there is no question that a groom was assisting after tack change was complete.

• A Rider, while mounted, may adjust stirrups, tighten girth, fix reins, etc., even after tack change. If it is a safety concern, address the key leader/judge for assistance.

• The key leader/judge will be the ultimate decision maker for questions that participants/grooms have during the competition.

• Sweat marks are excused. • In case of a tie, Skill-a-thon scores will be considered the tie breaker. • For scoring and point tallying classes will be placed 1st- 10th. Points awarded will be 1st - 10; 2nd -

Versatility Event 1. The uniform rules for 4-H horse shows suggests two years of “project work with horses” before

competing. 2. If a rider has any infraction that would disqualify them from an individual class (see “uniform rules for

4-H horse shows”) they will receive a no score but may continue to show in the Versatility competition and are still eligible for overall placing.

3. Grooms: A participant may elect to use up to 2 grooms. Participants and their grooms will be required to wait in a designated area away from all spectators. No participant or groom is permitted to leave the designated area during tack changes or after the class has started. If a groom leaves the designated area, he or she cannot return. The exhibitor can continue to show with only one groom. If a groom should leave the designated area and then return, the exhibitor will be disqualified from the complete versatility competition. Talking between grooms and participants is allowed.

4. Wheelbarrows, carts, and/or wagons are to be used to carry tack. No trucks will be permitted. All tack must be brought into the designated are before the start of the class. No one is allowed to enter the designated area, and nothing is allowed to be passed into the designated are during versatility. Any infraction of this rule will disqualify the participant from the versatility competition. Water is permitted in the make-up area.

5. Tack changes: Each tack change will be given 5 minutes. All tack changes must be made in the arena. Grooms will assist with all tack changes. If an exhibitor is not ready (mounted, unless an in-hand class, fully prepare to compete) at the end of the tack change, they will be eliminated from the versatility competition. Appropriate tack, attire, and equipment based on the Uniform Rules, is required. (Tack change time limits may be less if all exhibitors and judges agree). At completion of tack change, grooms will be asked to step away from the horse and competitor so there is no question that a groom was assisting after tack change was complete.

6. A rider, while mounted, may adjust stirrups, tighten girth, fix reins, etc. even after tack change. If it is a safety concern, address the key leader/judge for assistance.

7. The key leader/judge will be the ultimate decision maker for questions that participants/grooms have during the competition.

8. Sweat marks are excused. 9. In case of a tie, skill-athon scores will be considered the tie breaker. 10. For scoring and point tallying, classes will be placed 1st-10th. Points awarded will be 1st-10, 2nd-9, 3rd-

8, 4th- 7th, 5th-6 etc. See the Unifor rule book (pg. 61 of 2018 edt) for more information. Divisions:

OUTSTANDING 4-H EQUINE PERSON AWARD Outstanding 4-H Horse Person Award - A rotating trophy is presented in the memory of Debbie

Leach and Lori Waldnig. An individual trophy will be awarded. 1. Any Madison County 4-H member is eligible to apply after completing four years in the horse project area. Only applicants that have passed their 14th birthday and have not passed their 19th birthday, on Jan. 1 for the current year of application, will be eligible. 2. Award based on: general 4-H activities, leadership, citizenship and various horse project participation. A 500-word essay is to be typed or written legibly. Applicants should show evidence of project development and educational growth. 3. Member will be eligible to win only one time and only one award will be presented per year. 4. Application may be picked up at the OSU Extension office. 5. Applications are due to the OSU Extension office by 4 p.m. on June 15. 6. Anonymous judges will be hired for scoring and selection. 7. This award will be presented at the Grand Showman of Showmen.

GOAT DIVISION GENERAL RULES & REGULATIONS

1. All market and breeding goats must be owned and in the possession of the

exhibitor by May 1. They must all participate in the May tagging and weigh-in the first weekend in May, as well as be enrolled through 4-H or FFA.

• Market goats must participate in the May tagging and weigh-in the first weekend in May, as well as be enrolled through 4-H or FFA. A family with more than one exhibitor showing market goats may tag six (6) goats in the family name.

• Breeding goats must be owned and in the exhibitors possession and continual care by May 1st but are not required to participate in the May tagging, however; are required to turn in Identification Cards with ear tag numbers, the first weekend of May during the tagging (just bring the identification card with the tag numbers).

2. Market goat exhibitors may tag up to 6 market goats at the mandatory May weigh-in, then choosing up to 2 goats to show at time of registrations.

3. Market goats will be weighed in from 8:00 a.m. to noon and from 6 to 8 p.m. on the first Saturday of fair.

4. All market goats must be properly/completely castrated a minimum of 30 days prior to sale to be eligible to exhibit and/ or sell at the fair. All animals will be examined during check-in. Any animal not abiding by the above rule will be sent home.

5. Any doe that has freshened will be shown in the senior doe class or yearling doe class.

6. Market kids must be born after November 15 and weigh a minimum of 50 pounds in order to sell in the premium sale. Buck kids must be castrated. Doe kids must be dry.

7. No buck goats are permitted for any reason, with the exception of nurslings under the age of 8 weeks.

8. All goats must meet health requirements set by the Senior Fair Board. Please refer to the open class requirements.

9. All breeding and market goats must be properly cleaned and fitted to be presented to the judge.

10. Goat pens must be cleaned by 9 a.m. daily. 11. All market goats must also be properly identified with a USDA Scrapie tag or

tattoo prior to unloading on check- in day. All goat projects must have a permanent ID (either tattoo or tag).

12. Only market goats will be sold in the market goat sale. Market goats will be shipped to market early Sunday morning or late Saturday night. Exhibitors are responsible for the care and feeding of their animals from the sale until they are loaded for market.

13. All exhibitors must vacate the barn Saturday by 9 p.m. and may return after all animals are loaded and off the grounds.

14. After the goats are loaded, the pens must be cleaned out. Every exhibitor must check with a Junior or Senior livestock team member to make sure the cleanliness of their pen is acceptable. The final cleaning must occur after the goats have been loaded. If pens are not cleaned out, the exhibitor may forfeit the right to exhibit the following year.

15. Any broken rules or regulations could forfeit the exhibitor from participation the following year.

Goat Showmanship 1. Every goat exhibitor must participate in showmanship in order to sell in the

premium livestock sale. 2. If an exhibitor advances in showmanship, he/she must continue to exhibit the animal in which

they have won with. 3. When competing in the showman of showmen class, the exhibitor must continue to exhibit with

the animal with which he/she won. 4. The winner of the goat showman of showmen contest will participate in the Grand Showman

of Showmen contest.

Goat Market Show

1. Market classes will be determined by weight, show management, and show entries.

2. One exhibitor may not show more than 2 market goats. A current junior fair exhibitor must show the second animal if both were to end up in the same weight class. Market goats can be either does or properly castrated males.

3. One grand and one reserve champion will be selected.

Goat Breeding Show 1. In order to show in a breeding class, animals must have had both parents of the

same breed. 2. All exhibitors showing purebred breeding goats must present registration papers

at time of check-in with the appropriate ownership of exhibitor. Registered animals without papers will show in the crossbred division.

3. Breeding goat divisions and classes will be determined for the following year’s fair based off the breeds that were represented in the current year’s Breeding Show. If a breed isn’t represented in the current year, it means that the previous year had less than 3 goats represented, so that breed was moved to All Other Breed division.

4. If a particular breed has less than 3 animals in a class, the breed will show in the AOB class for that particular age class.

5. One exhibitor may not show more than two animals per class except for the champion female classes, in which case, a current Junior Fair exhibitor must handle the second animal.

6. All winners of breeding Doe classes must participate in an Overall Breeding Doe Champion Class.

7. Junior Fair goat breeding exhibitors will have the option to bring their breeding animals in for the day of the show only. However, if you wish to pen your breeding animal(s) on the fairgrounds, they must arrive during check-in on the first Saturday and will not be released until Friday the week of the fair after 9pm.

1st Place winner from each showmanship class will compete in Outstanding Poultry Showman of Showmen. Showmanship Age Division Winners (Junior, Intermediate, Senior) will be recognized after Showman of Showmen is announced. Placing is based on final placement of Showman of Showmen Class.

Jr. Fair Poultry General Rules & Regulations This is a project with specific dress code; All exhibitors must wear black pants (cotton or corduroy), black jeans or black ankle-length skirt, (no other color except black will be permitted); and a white collared, button-down shirt or polo shirt that must be tucked in. Any length sleeve is acceptable. White lab coat is optional but white collared shirt must be worn under the lab coat. No shorts. Closed- toe and closed-heel shoes are to be worn. No discrimination will be made for religious beliefs. No shirts or lab coats containing family or farm names or patches shall be worn during the show. Exhibitors not attired according to the dress code will not be permitted to participate in any part of the Poultry Show and will not be able to sell at auction. Exceptions are made for conflicts. • Exhibitor will receive only the premium for their project. • All market poultry will be weighed Saturday. Exhibitor must be present for weigh-in. • All market broilers are to be ordered through the extension office. At the time of pick up projects will be toe punched, signed for and toe punch recorded. • At the time of check-in the toe punch numbers will be checked against the recorded number with that bird(s) for that project and cannot be switched out to any other bird(s) or project. • All birds except broilers are to be in the care of the exhibitor by May 1,2020 • Hatch and Raised class will be open to crossbreds only. These birds are to be hatched by the exhibitor and raised by the exhibitor. They are to be 45 days old or older. Purchasing of hatching eggs is not acceptable as these are pure breed birds. • Market project that does not weigh between the minimum and maximum listed weight for that specific project will not sell in the premium sale. • Please note the barn is locked between check in times so that no rabbit enters the barn without first receiving a health check. • Breeding projects will be released on Saturday at 9pm. The exhibitor is responsible for ensuring all their projects have been removed. • Poultry pens must be cleaned by 8 a.m. on Tuesday through Saturday, 7:30 a.m. on Monday. Pens to be cleaned by 9am on Sunday. Pens must be cleaned out by exhibitor at end of fair. Pens and barn must be cleaned daily. If your pen(s) is not clean by the required time you will receive a warning on your pen for the first time. The second time your parents and adviser will be notified, and you will not be eligible to take part in any other poultry events for the rest of the week. A third time will result in loss of any premiums paid. If premiums have already been paid to exhibitor, you will not be eligible for poultry projects again until the premium is paid back. A fourth time, you will not be eligible for any poultry projects for the next year and a fine of 20% on the sale price if market project. Fancy projects will pay a fine of $20.00 on the fourth occurrence which must be paid to become eligible for poultry projects again. 1. Exhibitors may enter Pullet Production, Broiler Production, Fancy Poultry, Ducks, Geese and Turkeys. The exhibitor may only enter two birds in the same class. There is no limit on the overall number of birds you may bring. All projects will follow showmanship rules. 2. All poultry project birds (except for ducks and geese), must have proof that bird is from a disease-free hatchery or has had a negative blood test for pullorum/fowl typhoid disease.

Test for pullorum/fowl typhoid disease must have been conducted no earlier than 90 days prior to the opening day of the fair. Test papers or disease-free hatchery papers must be submitted at check-in. Birds cannot be checked-in without papers no exceptions. 3. Project 150 CEP Pullet Production - will exhibit/show 3 pullets or 3 hens of the same breed. All three birds need to be laying at fair time. 4. Project 150 CM Raising Broilers will exhibit three cockerels at the fair. All broilers must be cockerels. Birds shall be no older than 7 weeks old. broilers will be weighed separately. Each broiler in Pen of Three must meet minimum weight requirement of 4 pounds. The pen must remain on the fairgrounds for the duration of the fair. Exhibitors can only sell one pen of broiler(s)In the premium sale. Each exhibitor can check in six birds and one pen will sell one pen will pay at market price. The toe punch number will be checked with the recorded number as the Pen of Three and cannot be substituted with any other birds nor switched out with any other bird/project. Production turkeys will have to be hatched after Jan. 1 and must weigh a minimum of 20 pounds with no maximum weight limit to exhibit/sell. 8. Project 150 DE - Ducks - Fancy. Exhibit a one duck either male or female. Bantam Duck (Call Ducks, East Indie); Light Duck (Khaki Campbell, Indian Runner); Medium Duck (Cayuga, Blue Swedish) e; Heavy Duck (Pekins, Rouens, etc.). 9. Project 150 DM - Ducks - Production - Exhibits/show/sell a pair at the county fair. Can be any pair. Production ducks will have to be hatched after January 1st of the current year. Exhibit a pair at the fair - must be two birds. Each duck in the pair must weigh a minimum of 6 pounds. The pair should be either both male or both female. 10. Project 150 GE - Geese - Fancy - exhibit one bird of either male or female. 11. Project 150 GM - Geese - Production - Exhibit/show/ one bird of male or female. Production geese will have to be hatched after January 1st of the current year. Exhibit a single bird of male or female. 12. Awards won’t be given unless worthy, as determined by the judge. 13. A fenced area and pond will be available for exhibitors who wish to display animals outside. Exhibitors are responsible for putting animals out and bringing them back in as well as cleaning the area after removing the ducks. The Madison County Extension Office and the Madison County Agricultural Society are not responsible for accidents. 14. All Pullet Production, Broiler, Fancy Poultry, Ducks, Geese and Turkeys will show in Poultry Showmanship. If exhibitor has both pullets and broilers, they will have the option as to which they will show. Exhibitors are to continue through showmanship classes with only one bird. Once judged in age class you may not substitute another bird without approval from junior fair board and key leader. The exhibitor is responsible for signing up for the showmanship class during fair registration. Exhibitors must show in showmanship to be eligible for sell. 15. The first-place winner in each showmanship class division will be eligible to compete for the Outstanding Poultry Showmanship Exhibitor Rotating Trophy. These exhibitors may be asked to bench show and/or hand show their birds. They may be asked poultry knowledge questions by the judge. This trophy will only be awarded if the judge deems an exhibitor worthy on the basis of outstanding skills and knowledge in poultry. 16. Rooster/ Cockerel Crowing Contest All roosters and cockerels that have been checked in and took part in Monday’s show are eligible. Birds will be placed in a pen on the show table. For 10 minutes crows from your bird will be counted by a third party judge. Birds will go in pairs of three. The bird that crows the most will be the winner and a prize will be given. You may “coach” your bird into crowing. Poultry Cook-Off All 4H exhibitors are eligible. Please check in at the poultry barn on Saturday by 2:00pm. Your dish may be made of any poultry meat or eggs and by be a cold or hot dish. It does not have to made from meat birds that you have raised. A winner will be chosen for each category of eggs dishes and meat dishes.

2. Project Specifications 2.1. First year exhibitors MUST show a doe or a buck but may show one of each OR

show a doe or a buck AND a meat pen for a maximum of 2 pens. Possible combinations are:

2.8. Market meat pens not making required weight will still go through judging but will not be eligible to sell in the Livestock Sale. These projects will still go on packer truck.

2.9. Each rabbit in the Pen of Three and Single Fryer classes must weigh between 3½ and 5½ pounds and not be older than 70 days old. Exhibitor must know date of birth at check-in.

2.10. Each rabbit in a Pen of Three must be of same breed. 2.11. The Roaster pen will consist of two rabbits of the same

breed; each must be under 6 months of age and be 5½ to 9 pounds at check in. Exhibitor must know date of birth at check-in.

3. Optional class 3.1. All second year and up exhibitors may show a doe and litter pen. 3.2. Does from doe and litter class may not show in a doe class. 3.3. For doe and litter class, there can be any number in the litter. They

can be of any breed and should be 21 to 52 days old. 3.4. Only one doe and litter per exhibitor.

4. Barn Information

4.1. All rabbits will go through an inspection at check-in before entering the barn.

4.2. Barn will be closed between the two check-in periods as well as every night when the fair closes.

8am. 4.4. Cages MUST be cleaned by 8am on Monday, Tuesday, and

Wednesday. Cages MUST be cleaned by 9am all other days. Daily inspections will take place. Pens must be cleaned by exhibitor at end of fair.

4.5. Exhibitors are responsible for the care of their rabbits during the fair and up until check out time or loaded on packer truck.

4.6. Cages will be inspected daily by Rabbit Committee to insure rabbits are properly cared for by the exhibitor (i.e.-fed, watered, clean rabbit and cage etc.). Exhibitor's whose pen and/or rabbit are found to not be appropriately cared for will be issued a warning. Exhibitors that accrue 3 warnings will forfeit premiums, the right to participate in Premium Sale, and the right to exhibit the following year.

4.7. Receptacles for feed and water (crocks/bottles) must be properly secured. Paper, Styrofoam, or glass drinking cups are not permitted as feed/water containers.

4.8. Supplies/boxes/tubs must fit under cages. Remember you are sharing this space with others!

4.9. Exhibitors are responsible for knowing all barn rules posted.

5. Shows 5.1. The Rabbit Show will be held on July 14, 2020. Dress code is required for this

event 5.2. The rabbit showmanship will be held on July 15, 2020. All rabbit project exhibitors

MUST show in rabbit showmanship: if not the exhibitor cannot sell or get a premium. If an exhibitor advances, he/she must continue to exhibit the same animal in which they have won with. Dress code is required for this event.

5.3. The youth rabbit judging contest will be held on July 16, 2020. All rabbit exhibitors are highly encouraged to participate in the rabbit judging contest. To be considered for Premiere Rabbit Exhibitor one MUST participate. Dress code is not required for this event

5.4. Exhibitors must be present at time of judging. If an exhibitor has a conflict with another show, they must indicate this by check-in time for the show.

5.5. Check-in for all shows will begin approximately one hour before the start of the show and end 10 minutes before start time.

5.6. Judging will be based on ARBA standards.

6. Dress Code 6.1. This is a project with a specific dress code. All exhibitors must wear

black or blue cotton or corduroy dress pants, jeans, or ankle length skirt as well as a collared, button down shirt or polo shirt that must be tucked in.

6.2. Any length sleeve is acceptable but long sleeves are recommended.

7. Sale and Check-out 7.1. Grand & Reserve Champions will sell in the Livestock Sale during the Winner’s

Circle. 7.2. Grand and Reserve Breeding rabbits will go through the Livestock

Sale but will not go to the packer. These rabbits will go home. 7.3. Rabbit exhibitors will go through the sale ring once with rabbit project. 7.4. Market Rabbit exhibitors are responsible for the watering and feeding

of animals until packer pickup. 7.5. Exhibitors must remove tack and supplies Sunday July 19, 2019

between 8 a.m. and noon or may forfeit the right to exhibit next year. 7.6. If a rabbit and/or equipment is removed prior to the stated release

1. Any current Madison County 4-H or FFA member is eligible to apply after completing four years in the rabbit project area. Applicant must write a 500-word essay on experience as a rabbit exhibitor, awards received, extracurricular activities (i.e.: school, church, community), and worthiness of the award. Essay must be turned into the Madison County OSU Extension Office by June 15.

2. Based on: general 4-H activities, leadership, citizenship and various rabbit project participation. Applicants should show evidence of project development and educational growth.

3. Member will be eligible to win once every two years and only one award will be presented per year. Award will be presented during the Grand Showman of Showmen Contest.

• Market lambs must participate in the May tagging and weigh-in the first weekend in May, as well as be enrolled through 4-H or FFA. A family with more than one exhibitor showing market lambs may tag six (6) sheep, per exhibitor, in the family name.

• Breeding sheep must be owned and in the exhibitors possession and continual care by May 1st but are not required to participate in the May tagging however; are required to turn in Identification Cards with ear tag numbers, the first weekend of May during the tagging (just bring the identification card with the tag numbers).

2. Market lamb exhibitors may tag up to 6 market lambs at the mandatory May weigh-in, then choosing up to 2 lambs to show at time of check-in..

3. Market lambs will check-in and weigh–in from 8 a.m. - noon and 6-8p.m. on the first Saturday of the fair.

4. Breeding lambs must check-in and weigh-in between 8am – noon or 6-8p.m. on the first Saturday of the fair with their registration papers for the animal; the exhibitor’s name must show as the owner of the sheep. If the papers are not available at time of check-in, then the animal will be placed in the Crossbred class.

5. All market lambs must weigh a minimum of 95 pounds and be born after January 1of current year. Lambs weighing less than 95 pounds will not participate in the Premium Livestock Sale, they can be sold at market rate only if the exhibitor wishes.

6. All sheep must meet health requirements set by the Senior Fair Board. Please refer to the open class requirements.

7. All breeding and market sheep must be properly cleaned and fitted to be presented to the judge.

8. All market lambs must be properly/completely castrated to be eligible to exhibit and/or sell at the fair. All animals will be examined during check-in. Any animal not abiding by the above rule will be sent home.

9. Sheep pens must be cleaned by 9 a.m. daily. 10. All market and breeding sheep must also be properly

identified with a USDA Scrapie tag prior to unloading on check-in day.

11. Market lambs will be shipped to market either late Saturday or early Sunday morning. Exhibitors are responsible for the care and feeding of their animals from the sale until they are loaded for market.

12. All exhibitors must vacate the barn Saturday by 9pm and may return after all animals are loaded and off the grounds.

13. All lambs that are not selling in the Livestock sale must be removed from the fairgrounds on Friday after 10pm the week of the fair. This includes breeding and market lambs.

14. After the lambs are loaded, the pens must be cleaned out.

Every exhibitor much check with a Junior or Senior livestock team member to make sure the cleanliness of their pen is acceptable. The final cleaning must occur after the lambs have been loaded. If pens are not cleaned out, the exhibitor may forfeit the right to exhibit the following year.

15. No sheep shearing in any show arenas. Shearing must be done in the barn area.

16. Any broken rules or regulations could forfeit the exhibitor from participation the following year.

Sheep Showmanship and Market

1. Every sheep exhibitor must participate in showmanship in order to sell in the Premium Livestock Sale, if an exhibitor has both a market and a breeding project, the exhibitor can choose which one to show for showmanship.

2. Market classes will be determined by weight, show management, and show entries.

3. One exhibitor may not show more than 2 market sheep. A current junior fair exhibitor must show the second animal if both were to end up in the same weight class.

4. One Grand Champion and one Reserve Champion will be selected, and both must be sold in the Premium Livestock Sale.

5. The winner of the sheep showman of showmen contest will participate in the Grand Showman of Showmen contest.

6. Sheep exhibitors may enter the Rate- of-Gain contest at the time of registration. Initial weights will be recorded during the May weigh-in and final weights will be recorded at the time of check-in. Exhibitors with lambs placing 1st through 5th place in the contest will be awarded as follows: 1st - $100 / 2nd - $60 / 3rd - $40 / 4th - $30 / 5th - $20.

Sheep Breeding

□ In order to show in a breeding class, animals must have had both parents of the same breed.

• All exhibitors showing purebred breeding sheep must present registration papers at time of check-in with the appropriate ownership of exhibitor. Registered animals without papers will show in the crossbred division.

• Breeding sheep division and classes will be determined from the previous year breed participation.

• If a particular breed has less than 3 animals in a class, the breed will show in the AOB class for that particular age class.

• One exhibitor may not show more than two animals per class except for the champion classes, in which case, a current Junior Fair exhibitor must handle the second animal.

• Breeding sheep classes will be determined for the following year’s fair based off the breeds that were represented in the current year’s Breeding Sheep Show. If a breed isn’t represented in the current year means that the previous

• Junior Fair sheep breeding exhibitors will have the option to bring their breeding animals in for the day of the show only. However, if you wish to pen your breeding animal(s) on the fairgrounds, they must arrive during check-in on the first Saturday and will not be release until Friday the week of the fair.

1. Only Guinea Pig and Pet Rabbit projects will be housed in the rabbit barn for the entire fair unless otherwise instructed. Other small animals will not be kept on the fairgrounds and will only need to be present on exhibition day. Exhibitors should bring their own cages.

3. The first-place winners in each of the small animal divisions will compete for the outstanding project trophy in each project area.

4. Guinea pigs and pet rabbits must clean their cages daily on the same schedule as listed in the previous rabbit section, as well as follow barn rules.

5. Pet rabbit must go through Quality Assurance. 6.

Cat Exhibition Requirements

1. Please bring your project book to your judging and even though you are bringing your cat.

2. Cats only come in on day of show. Should be there by 9 : 30 a.m. with a leash and harness, have a cover for container or a pet carrier for the cat and water available.

3. No pregnant cats are to be shown and all cat should be up to date on shots.

Sow and Cavy (Guinea Pigs) Exhibition Requirements

1. A sow cannot be shown both as a cavy and sow and litter. 2. No pregnant cavies are to be shown. 3. Litters must be less than three weeks or younger the day of the

show to be eligible for sow and litter class.

Small Animal Exhibition Requirements

1. Beginning exhibitors may complete this project without owning

an animal. 2. Bring your project and record book to the judging. 3. Rats, mice and hamsters must be 3 weeks or older by May 1. Gerbils

must be 4 weeks or older by May 1..

Self-Determined-Any other Small Animal 1. For any other animals not mentioned. 2. Anyone wanting to get a chance of going to State Fair with

your small animal, you need to do a poster or scrapbook and go through the Special Interest Judging on Saturday.

Jr. Fair Swine General Rules & Regulations

2. Market Hogs must weigh a minimum of 210 pounds and must be born after Dec. 1 of the preceding calendar year to show and sell.

3. All swine projects must be ear notched and properly recorded on entry card. All exhibitors must submit a designated ear notch form and photo of the hog by May 2, 2020. In the event the animal exhibited at the fair has a discrepant ear notch on their entry card, pictures will be used to settle the discrepancy. Hogs exhibited with incorrect ear notches will not be allowed to show or sell.

4. Exhibitor may enter three hogs; one must be a breeding project and no two animals in the same class.

5. All hogs must have at least 1/2-inch of hair on all parts of the body. Those hogs not meeting this hair length requirement forfeit the right to sell.

6. Ear tags are not to be removed. 7. Breeding animals must declare a show weight at check-in. 8. Washing hogs during weigh-in is not allowed. 9. Shavings are the designated bedding to be used in the swine barn. 10. It is highly recommended that all exhibitors use some sort of a hog waterer that

can be secured to prevent spills. Unsupervised buckets, water pans, etc. must be securely fastened.

11. Pens and aisles are to be cleaned and animals fed by 9 a.m. daily. Failure to comply may result in the exhibitor being denied participating in the Premium Sale.

12. Exhibitors that accrue 3 red cards will forfeit the right to exhibit the following year. 13. Hogs will be shipped to market as coordinated by sales committee. Exhibitors are

responsible for the care and feeding of their hogs from the sale until they are loaded for market.

14. After the hogs are loaded, the pens must be swept out. Every exhibitor must check with a Junior or Senior Livestock Team members will determine if the cleanliness of their pen is acceptable. The final cleaning/check out must occur after hogs have been loaded for market and no later than noon on Sunday. If pens are not cleaned out, exhibitor may forfeit the right to exhibit the following year.

15. Only market hogs will be sold in the market hog sale. See Junior Fair Sale section for more information.

16. All market swine projects must be in place by 1:00 am Tuesday, July 14 Breeding projects may arrive day of show and must be in place by 1:00 pm on Wednesday, July 15. All hogs not selling must be removed from the grounds by at the completion of the show. If you plan to show in the open show on Thursday, your animals may stay. All non-selling swine must be off of the fairgrounds by Thursday, July 16 at 10:00 pm.

17. There will be only one pen assigned per two pigs per exhibitor enters. Family members will be asked to share a pen assignment when applicable. Exhibitors are not permitted to change pen assignments without approval of show management and/or Junior Fair Board Coordinators. No tack pens. Show boxes, feed, extra bedding to be placed above pen.

18. Wheelbarrow and shovels will be stored outside of the barn. Please put your name on your items.

SHOWMANSHIP GUIDELINES 1. Classes will be broken by age. Classes will be separated into heats Two recipients

of each heat will advance to overall age winner. Top two per age will advance to their appropriate age division (Junior, Intermediate or Senior) Top three of each division will advance to showman of showman drive. Top five overall will be placed. Contestants must show their own animal entered in the Junior Fair. In the event the exhibitor shows more than one hog, they may choose between the two projects to which one is exhibited in showmanship. This same animal must show throughout the entire showmanship show. Judge has the discretion to advance more than two to a division and/or more than three to Showman of Showmen.

2. Exhibitors must meet county dress code policy. See Junior Fair Sale section for more information.

3. There will be no unauthorized persons permitted in the show ring during Showmanship.

4. Obvious coaching or assistance from the sidelines is prohibited. If this is done the contestant could possibly be disqualified.

5. Top three of each division must keep their hogs on the grounds to be used for Grand Showman of Showman contest. Unless you used a breeding gilt, it may go home.

MARKET/BREEDING GUIDELINES:

1. Classes will be determined by weight, show management, and show entries. 2. One Grand and one Reserve Champion Market Hog will be selected. One Grand and

one Reserve Champion Breeding Gilt will be selected. Only the champion market projects sell in the premium livestock sale

3. Purebred entries must show proof of registration in the exhibitor’s name/family’s name with a corresponding ear notch at time of check-in. Failure to produce registration will place the animal in a crossbred class.

4. Exhibitors may take a maximum of three hogs total; one must be a breeding project. This may be a combination of two market hogs and one breeding gilt. Exhibitors can not take two of the same class. They may choose from: Purebred Barrow, Crossbred Barrow, Crossbreed Market Gilt.

5. If an exhibitor takes two market projects, they may only show one in market showmanship and may only sell one in the premium sale. The additional market animal will sell at the designated market bid price.

6. Grand and Reserve Champions must sell 7. Must declare if your hog is going to the market or back home at time of check in.
