General Rules for all Junior Fair Livestock Projects

Eligibility Rules 1) To be eligible to participate in the fair, the exhibitor must be a current member in 4-H or a participating youth

organization and all projects must be on their 4-H enrollment form.2) All market livestock must have been tagged (market beef) or tattooed (rabbits) at the county check-in day to be

eligible to show and sell at the fair. Check your species section in the fair book for dates. Market hogs, market lambs,market goats and feeder calves must have been registered their animals online by their species deadline to beeligible to show and sell at the fair. County-born paperwork (beef, goats, sheep & swine) must have been submittedby the deadline to be eligible for those classes. Check your species section in the fair book for dates.

3) All livestock fair entries must be entered online by June 15th at 4:30 p.m. Late entries will be accepted until June 18th

at a cost of $10 per project per day late. Animals not entered will not be permitted to show or sell.4) All 4-H members taking livestock projects (including horse, donkey & mule) must participate in livestock project

interviews to be eligible to show and sell at the fair.5) All animals must have been completely and fully owned (as evidenced by a bill of sale or registration papers),

including all showing rights, and in complete and continual care of the exhibitor on and after the deadline for thatproject. Consult that specie’s section of the fair book for ownership deadlines. Ownership is considered lost if, afterthe designated ownership date, the animal is consigned or sold through an auction or through any other transaction,even if the animal is bought back by the exhibitor. The Warren County Agricultural Society reserves the right toinspect livestock to verify continual care and ownership. Failure to allow these inspections may disqualify theexhibitor from current and future Warren County Fairs.Exceptions:

• Any market animal (beef, goat, sheep or swine) that dies within 30 days after the county tagging date maybe replaced within one week after the death, subject to approval by the OSU Extension office. The OSUExtension office must be notified within two days after the death and the animal must be verified as dead byfair personnel. Replacement animals are ineligible for Grand, Reserve or Division Championships, but mayshow in class and sell.

Exhibitor Conduct Policy Exhibitors are required to conduct themselves in a courteous and orderly manner. Harassment, profanity and unsportsmanlike conduct by exhibitors and their attendants towards fair personnel and judges will not be tolerated. Any violation warrants expulsion from the fairgrounds, possible withholding of monies and exclusion from participation in future Warren County Fairs.

Livestock Care Exhibitors are required to keep their livestock fed and watered in a manner that properly cares for their projects. Exhibitors must keep their stalls/pens/cages clean during the fair. Fair personnel have the right to require exhibitors to feed or water their animals or to clean their stalls/pens/cages. Exhibitors failing to comply may be ineligible to sell in the Junior Fair Livestock Sale.

Animal Behavior Fair personnel have the right to remove any animal from the fairgrounds that is deemed to be a danger to exhibitors, fair personnel or to persons attending the fair. Dismissed animals are ineligible to sell in the sale. Exhibitors must demonstrate the ability to show their own animals without endangering themselves or others.

General Rules 1) Stall/pen assignments will be done by fair personnel. All 4-H clubs will be stalled/penned in the same area. Animals

must be displayed in their assigned stalls.2) Exhibitors may not begin to set-up, save grooming chute spots, tie-out stalls or tack space until 12:00 Noon on the

Friday before the fair.3) Exhibitor signage may only be displayed on their own stall/pen.4) Only animals entered for exhibition at the fair are permitted to be stalled on fairgrounds.

5) Animals must remain in their barn area at all times and are not permitted on the midway of the fairgrounds.6) Force feeding, drench guns and bottle/nipple feeding of liquid diets are not permitted unless done as instructed by

the fair veterinarian for the health of the animal. Violators will be ineligible to show and sell.7) No exhibitor tents or awnings may be located in livestock barns or in areas surrounding the barns, including the road

between Building C & Building D.Exceptions: a) See the Building D tent rules listed below for information for sheep & goat exhibitors.b) Tents/awnings may be used for grooming beef cattle on show days, but they must be located at the outer

edge of the blacktop, be properly secured and be removed at the conclusion of the show.

Building D Tent Rules for Sheep & Goat Exhibitors 1) The Warren County Agricultural Society will provide a tent (approximately 15’ x 50’ with electrical power) to be sharedby all sheep and goat exhibitors for grooming their projects. It will be located on the south end of Building D.

• No tack or equipment, other than grooming stands, may be permanently stored in the shared tent.

• Grooming stands may be placed in the shared tent starting at 12:00 Noon on the Friday before the fair.

• Please be courteous and share the space. When not in use, please move your stands out of the way so others cangroom their projects.

2) Twelve premium tent spaces on the West side of Building D will be auctioned off at a date to be determined. Thespaces will be clearly marked prior to the auction. The spaces are approximately 12’ x 12’. One 10’ x 10’ tent is permittedper space. This will be an annual auction and spaces will not be retained from year to year. The following will be the rulesof the auction:

• Eligible bidders must be Warren County 4-H families with a sheep/goat project OR a Warren County 4-H Clubwith sheep/goat projects. 4-H Clubs may purchase a tent space as a shared area for their members to use/gatherduring the fair.

• Only one space may be purchased per family or 4-H Club.

• The first winning bidder will immediately make their choice then the auction will start again. This process willcontinue until every space has been sold.

• Payment must be received at the conclusion of the auction, with checks made payable to the Warren CountyAgricultural Society.

3) No additional tents are permitted by sheep and goat exhibitors.

General Show Rules 1) Exhibitors are responsible for following all Ohio Department of Agriculture and Warren County Fair rules with regard

to ethics, tampering, misrepresentation and other laws related to exhibiting livestock. Consult the Senior Fair Booksection for a full list of these rules.

2) All champion animals are subject to drug testing immediately following the show, before they leave the show ring.The Warren County Agricultural Society reserves the right to test all animals exhibited at the fair.

3) Animals must be shown by the owner in order to place and sell, unless excused for medical reasons or if multipleanimals are in the same class. Substitute showman must be an active Warren County 4-H member.

4) Animals must be groomed within a 30 foot radius of the barn and must be visible at all times.5) No pigmented grooming products are permitted.6) Animals may not be scratched from the show after their show has started unless done due to animal behavior issues.

Animals that do not show are not permitted to sell. Animals may not be scratched after they have shown in theirclass.

7) Any animal that receives medical treatment at the fair from the fair veterinarian with a drug that has a withdrawaltime must be scratched from the show and sale, including non-market animals (feeder cattle and breeding animals)and must immediately be removed from the fairgrounds.

General Showmanship Rules 1) Exhibitors must sign-up for showmanship on their fair entry form.2) Showmanship classes will be divided by age as of January 1, 2020. Classes will be divided at the discretion of the show

committee.3) Exhibitors must show their own Junior Fair project.

4) Only current class winners are eligible to compete for species showman of showmen. If the species winner declines toparticipate in the Grand Showman of Showmen Contest, the next highest placing exhibitor from the species showmanclass will be eligible.

General Sale Rules 1) Buyer thank you notes must be written and brought to the OSU Extension office for verification in a stamped

envelope by August 31, 2020. Exhibitors failing to write or bring their buyer thank you notes to the OSU Extensionoffice by August 31, 2020 will be ineligible to sell in the following year’s Junior Fair Sale.

2) The Warren County Fair is a partial terminal show and sale for market beef, market goats and market lambs. Thegrand champion and reserve grand champion market beef, market goat and market lamb must be sold through thesale and must be harvested immediately after the fair. No other champion animals are required to sell or beharvested.

3) The Warren County Fair is a terminal show and sale for all market hogs. All market hogs that show must be sentdirectly to slaughter or to a licensed livestock facility no later than or immediately following the conclusion of theexhibition. Market hogs cannot be scratched from the sale or purchased through the Junior Fair Sale to take home.Underweight and overweight market hogs are still ineligible to show and sell and must be removed from thefairgrounds after weigh-in on Sunday evening by 10:00 p.m.

4) Exhibitors are permitted to sell a total of five lots in the Junior Fair Sale. If the exhibitor shows more than five lots,they must scratch their non-sale animals prior to the species deadline. Market hogs cannot be scratched.

5) Exhibitors wanting to scratch animals from the sale must complete the sale scratch form including a parent’ssignature by Tuesday, July 21st at 12:00 Noon. If a scratched animal wins grand or reserve grand champion, it will beentered back into the sale, if that species requires the champions to be harvested (market beef, market lamb andmarket goat). Forms are available in the Junior Fair office during fair week. Animals failing to scratch must sell in thesale or the exhibitor may be ineligible to sell that species at next year’s fair.

a. Market animals that will be showing in junior fair shows at the Ohio State Fair must be scratched fromthe sale. Market animals must be continually owned by the exhibitor and the Ohio State Fair considersownership lost if they are sold in an auction (even if it sells to your own family). Market animals that aresold through the Warren County Junior Fair Sale are ineligible to be exhibited in junior fair shows at theOhio State Fair. (Note: This is an Ohio State Fair rule.)

6) If an animal fails to be present at their time in the sale, they will be scratched from the sale and no re-scheduling willbe permitted. The animal will remain the possession of the exhibitor and must be taken home at the conclusion ofthe fair. Exception: Market hogs will be scratched from the sale, sold at packer price and loaded on the packer truck.

7) Livestock must be considered structurally sound enough to survive loading and transport to a slaughter facility inlarge trailers with other animals to be eligible to sell in the livestock sale. Determinations of acceptable soundnesswill be made by the species show committee and the Senior Fair Board. Livestock deemed as too unsound to surviveloading and transport will be scratched from the sale and must be taken home by the exhibitor. (Exception for markethogs, which must be immediately transported to a local harvest facility for processing).

8) Exhibitors in their final year of 4-H eligibility may have a special announcement read prior to the sale of their firstanimal in each day’s sale. It is the responsibility of the exhibitor to complete the “Senior Announcement Form” andreturn it to the Junior Fair office by 1:00 p.m. on Thursday, July 23rd. Excluding 4-H members in their last year ofmembership eligibility, no special announcements are permitted from the auction block.

9) Excluding grand and reserve champion animals, no person other than the exhibitor and sale personnel may be in theauction ring.

10) If, due to market and livestock industry circumstances, the Warren County Agriculture Society cannot secure apacker bidder for any species, then all exhibitors within that species would be required to take their livestockprojects home. The deadline for livestock removal from the fairgrounds in this circumstance would be 12:00 Noonon Sunday, July 26th.

11) A 4% commission will be charged to all sale animals to cover sale expenses.

Livestock Project Participation Numbers If a project (Ex. Dairy cattle, donkeys, breeding sheep) fails to have at least five exhibitors enter and show animals at the fair for two consecutive years, that specific project will no longer have a show at the Warren County Fair and, if applicable, will no longer have a space in the showman of showmen contest. Participation numbers will count starting with the 2015 Warren County Fair.

Shows that were eliminated from the 2017 Warren County Fair:

• Breeding sheepNew shows that have 3 years to build their numbers above the minimum level:

• Market ducks (Started in 2016)

• Market geese (Started in 2016)

To have an eliminated show reinstated into the fair, at least five exhibitors must petition the Senior Fair Board for reinstatement.

• The first year will be demonstration only (no show).

• At least five exhibitors must bring an animal to the fair.

• Animals will be stalled in a separate demonstration area designated by the Senior Fair Board.

• If all of these provisions are met, the show will be reinstated, but must meet the participation numbers listedabove within the first two years or the project will again be eliminated.

• If applicable, species must meet the minimum participation numbers for two consecutive years before they willbe eligible for reinstatement to the Showman of Showmen Contest.

For 2020, the dairy and donkey shows have been reinstated to have a show during the fair. They will not have a representative in the Grand Showman of Showmen Contest.

Fair Livestock Arrival & Veterinary Inspection Times Livestock exhibits are permitted on the fairgrounds only during their assigned times. Animals that fail to arrive during their assigned times will not be permitted to show or sell and must be removed from the fairgrounds. Since health papers are no longer required for livestock at the Warren County Fair, the fair veterinarian will inspect all livestock in their stall/pen during a specified time period for each species on Sunday, July 19th. Livestock must be uncovered and located in their assigned stall/pen for the duration of the inspection period. Livestock not in their stall/pen for inspection will be disqualified and must be removed from the fairgrounds. The fair veterinarian has the right to remove animals from the fairgrounds due to heath/disease issues detected during the inspection.

Required Fair Paperwork for Livestock Check-In Veterinarian issued health papers are not required for the Warren County Fair. All exhibits will be inspected by the fair veterinarian. Check your species section of the fair book for inspection times.

The following paperwork is required for the Warren County Fair:

• Drug Use Notification Forms (DUNF): All market animals. Collected at weigh-in. (One per animal)

• Producer Affidavit: All market animals. Collected at weigh-in. (One per project)

• Hatchery Papers or Negative Pullorum Test: All poultry projects. Collected at check-in.

• Registration Papers: Beef breeding cattle.

• Ractopamine Free Swine Affidavit (swine exhibitors only)

Livestock Release Time & Removal of Tack and Displays The release time for livestock projects at the 2020 Warren County Fair will be 11:00 p.m. on Saturday, July 25th. Failure to follow any of the following dismissal rules can be cause for disqualification from participation at the 2020 Warren County Fair.

• Exhibitors are required to leave their pen/stall displays set-up until 11:00 p.m. Saturday for viewing by thegeneral public.

o Exception: Market Hogs must leave their pen displays set-up until 6:00 a.m. on Friday morning.

• The following rules apply to the removal of tack and equipment:o All exhibitors are required to remove bedding (except hogs & cattle), feed, manure, carpet, decorations,

risers, show panels and boards from their pen/stall by 10:00 p.m. on Sunday. A $25 fee will be chargedto exhibitors when they fail to clean their pen/stall.

o Market Hogs: Market hog exhibitors are permitted to remove their tack & displays from 6:00 a.m. until9:00 a.m. on Friday morning OR 6:00 a.m. until 9:00 a.m. on Saturday morning OR they can remove theirtack and displays after 11:00 p.m. Saturday.

o All Other Species: Tack and equipment can be removed from 6:00 a.m. until 9:00 a.m. on Friday ORfrom 6:00 a.m. until 9:00 a.m. on Saturday OR after 11:00 p.m. on Saturday.

• All gates into livestock areas will be locked on Saturday, July 25th from 9:00 a.m. until 11:00 p.m. Only trailerspicking-up sale animals will be permitted to enter and exit through the gates.

• All animals must be removed from the fairgrounds by 12:00 Noon on Sunday, July 26th.

• Decorations and displays must be removed from the fairgrounds by 10:00 p.m. on Sunday, July 26th.

• NOTE: Overnight camping will now be permitted on Saturday, July 25th. Campers must be removed from thecampground by 10:00 p.m. on Sunday, July 26th.

The following animals are not permitted to leave the fairgrounds until the 11:00 p.m. release time. If any of these animals leave prior to the release time, the exhibitor can be disqualified from participation at the 2020 Warren County Fair.

• Any market animal or feeder calf that scratched out of the Junior Fair Sale.

• Non-market animal projects, including alpacas, beef breeding (Open Class & Junior Fair), dairy cattle, donkeys,goats (boer does, dairy goats, all pygmy goats, fiber goats, cart goats and pack goats), llamas, poultry (all non-market birds), rabbits and breeding turkeys.

• Because horses can trailer in and out of the fairgrounds due to stalling limitations, any horse that is on thefairgrounds at 9:00 a.m. on Saturday, July 25th must remain until 11:00 p.m. on Saturday night.

Exceptions

• Market hogs: Because the show is terminal and the sale is Thursday, all hogs will be loaded out after the sale onThursday or Friday.

• Any market animal or feeder calf that was purchased through the sale and was sent to the packer bidder or alocal slaughter facility will be loaded and released prior to the deadline. A release paper will be given to thedriver which must be shown at the exit gate in order to be released from the fairgrounds.

• Any market animal or feeder calf that was purchased through the sale and is going to someone’s home will bereleased prior to the deadline, if and only if, the purchases are paid for on Saturday, July 25th and the buyer has apaid receipt to enter and leave the fairgrounds after the sale. Junior Fair Beef Cattle Rules

Rules Specific to All Beef Cattle Projects Consult the Eligibility & General Rules for all Junior Fair Livestock Projects for additional Warren County Fair livestock rules. 1) All beef cattle projects must be 100% beef cattle parentage.2) Mulch will no longer be provided. Exhibitors must provide their own bedding. Acceptable bedding materials

include, but are not limited to, mulch, wood chips, shavings, sawdust or straw. (NEW for 2020)3) No butt fans or misters permitted. Only overhead fans permitted with a maximum of one per animal.4) A maximum of two grooming chutes per exhibitor permitted. Chutes may be placed in designated areas only

and should be located in the general vicinity of your stalls.5) No tents or awnings may be located in the barn or under the awning. Tents may be used for grooming only on

show days and must be located at the outer edge of the blacktop. Tents must be properly secured for safetyreasons and must be removed at the conclusion of the show.

6) Cattle pumps not permitted on the fairgrounds. The Senior Fair Board reserves the right to inspect show boxesfor the presence of cattle pumps and disqualification from the show and sale can occur to exhibitors violatingthis rule.

7) No pigmented grooming aids or materials.8) For safety reasons, no switching of halters or adding rope halters on cattle at or near the exit gate from the

show ring. All cattle must return to their stall wearing the halter that was used for the show.9) Cattle must remain in continual control of their handlers, when not tied. Cattle may not be released in the show

ring or make-up pen for exercise.10) Exhibitors are required to leave their pen/stall displays set-up until 11:00 p.m. on Saturday, July 25th for viewing

by the general public. Tack and grooming chutes may be removed from 6:00 a.m. until 9:00 a.m. on Friday, July24th OR from 6:00 a.m. until 9:00 a.m. on Saturday, July 25th OR after 11:00 p.m. on Saturday, July 25th. Tack anddisplays must be removed by 10:00 p.m. on Sunday, July 26th.

11) The release time for beef cattle projects is 11:00 p.m. on Saturday, July 25th. For a full list of the release timerules, consult the “General Rules for all Junior Fair Livestock” section of the fair book.

Breeding Cattle

1) All heifers must be registered to show in the British Breeds Division. Registration numbers must be included onthe entry form or they will be entered as a crossbred and will show in the Continental Division. Registrationpapers must be brought to the fair and can be inspected by fair personnel.

2) Heifers must be registered in the exhibitor’s name at least 60 days prior to the fair to be eligible to show in abreed class during the Junior show.

Market Beef 1) Market beef must have been born on or after January 1, 2019.

2) Each exhibitor may check-in and tag a maximum of three market beef at the December tagging day. Two

market beef are the maximum that may be shown at the Warren County Fair. Market beef may be steers or

heifers.

3) For initial tagging, steers must be castrated and all market beef must be haltered, green broke and must be

able to be led to the scales.

4) All market beef must be dehorned to participate in the show and sale. Specific definition for market beef is less

than 1½ inches of horn/scur above the surface of the hide.

5) Market heifers are eligible to show and sell at the Warren County Fair. There will not be a separate class for

market heifers. They will show in the same classes with the market steers. Heifers tagged in as a market project

will be ineligible to show in any breeding show, including the open class show, at the 2020 Warren County Fair.

Market heifers may be tattooed at the December tagging day.

County-Born Market Beef Eligibility Rules 1) County-born market beef must be one, two or all three of the exhibitor’s market animals brought to tagging in

December. 2) Market animals must have been produced by a cow owned by a Warren County cattle producer and the cow

must calve in Warren County. In the case of embryo calves, the recipient cow must be owned by a Warren County cattle producer, the recipient cow must calve in the county and the calf must be owned at birth by a Warren County cattle producer.

3) Exhibitors must submit a county-born market beef registration form into the OSU Extension office by 4:30 p.m. on December 1, 2019. Exception: Feeder calves purchased from the 2019 Warren County Fair sale with a “100” or “300” fair tag do not need to be registered, since county-bred paperwork is already filed with the OSU Extension office.

4) Market animals must have an ear tag matching their registration form (or their “100” or “300” Warren County Fair tag) to be eligible to be tagged as county born at the December tagging day.

5) Fair officials reserve the right to inspect cows and calves to verify location, ownership & existence.

No entry required on your fair entry form.3) Market projects will have ultrasound measurements for carcass data done on Friday, July 24th at 9:00 a.m.

Cost to the exhibitor is $5 per steer, payable prior to the steer being scanned. Note: Actual cost is $10 plus thecost of the ultrasound technician. The Warren County Cattlemen’s Association will cover the additional cost.

4) To be eligible for awards, exhibitors must permit a strip of hair to be shaved on your animal to measure forquality grade. Exhibitors not allowing their animal to be shaved may still have back fat and ribeye areameasured, but they are ineligible to compete for awards.

5) Contest ranking based on “value added per day on feed” with ties broken using average daily gain.6) Award winners will be announced on Friday at a time to be announced during the fair.7) Plaques will be awarded to the top five steers. No adjustments to sale order will be made for the winners.8) For complete details, consult the contest flyer which is available from the OSU Extension office.

Feeder Calves

1) Feeder calves must have been born on or after January 1, 2020.2) Steers or heifers may be shown.3) Feeder calves must be weaned and on feed by June 1st.4) Each exhibitor may check-in and tag a maximum of two feeder calves at the June tagging day. Two feeder

calves are the maximum that may be shown at the Warren County Fair.5) Exhibitors will be charged a per head fee at tagging day to vaccinate your feeder calf. Vaccinations will be done

by a licensed veterinarian. Vaccinations are required for all feeder calves to be eligible to show & sell at the fair.(No tagging will occur in 2020. All feeder calves must be vaccinated by the exhibitor around June 1st.)

6) For initial tagging on June 6th, feeder calves must be castrated, hornless (no horn/scur above the surface of thehide), halter broke and able to be led on tagging day or they will not be tagged and thus are ineligible for thefair. (No tagging will occur in 2020. Calves must be castrated and hornless with no horn/scur above thesurface of the hide AND all dehorning scars must be fully healed or they will be disqualified from the fair)

7) Feeder calves will not be disqualified for horns during the fair, if they were hornless and passed inspection ontagging day. For 2020 at fair check-in, feeder calves WILL be disqualified if the have horns/scurs above the surface of the hide. Dehorning scars must be fully healed or they will be disqualified.

8) Feeder heifers are not eligible to show in the Junior Fair breeding cattle show.

• Cleanliness and orderliness of the area around the pen.

• Evidence that the animal is being properly fed and watered.

• Courteous and helpfulness to other exhibitors.The Herdsman Award will be selected by the Senior Beef Superintendent and presented at the Junior Fair sale onSaturday, July 25th.

This will be the final year that the herdsman award will be presented. In 2021, herdsmanship will be included as a category in the Premier Exhibitor Award and will not be presented as a separate award.

Exhibitors must obtain a copy of either the 4-H PetPALS Achievement Form for FIRST YEAR Project Members (4-H PetPALS A) or the 4-H PetPALS Achievement Form for Project Members YEARS 2 and Beyond (4-H PetPALS B) prior to judging. You can download these from www.go.osu.edu/osfdogs 2. The following three (3) requirements MUST be met before youth can be judged in 4-H PetPALS. They must bring the appropriate Achievement Form to registration with the following three (3) areas completed and signed by their 4-H PetPALS advisors: (1) Completed the 10 Steps in 4-H PetPALS Curriculum (a) Youth must have completed the requirements of the curriculum prior to judging. PetPALS Member (a) 4-H PetPALS A: Youth must have visited the equivalent of a minimum of one visit per month prior 4-H PetPALS judging. (b) 4-H PetPALS B: The number of visits completed must be in the 12 consecutive months prior to the fair. These visits could begin any time after the 2019 Warren Co. Fair. Evaluated by Judge 1. Canine Good Citizen Test 4-H PetPALS dogs must have passed their AKC Canine Good Citizen Test and the exhibitor must: (a) Have the (1) original CGC certificate and a (2) copy of the front and back of the CGC test/registration form completed by the evaluator to show the dog has been retested a minimum of every 2 years, or (b) If the dog has been tested recently and the youth has not received a CGC certificate from AKC, they must have a copy of the front and back of the CGC test/registration form completed by the evaluator. (c) Members in their first two years of 4-H PetPALS need only have the original CGC certificate from AKC for judging. NOTE: This cannot be a certificate made up by the 4-H PetPALS advisor. Youth MUST have a copy of the CGC test form noting they have passed their CGC test (every 2 years). They must have been tested by an AKC CGC evaluator. Tests taken after the first CGC test (where the youth receives their original Certificate from AKC) are not sent to AKC. The most recent test form must be brought to judging. 2. Exhibitor Attire (a) 4-H PetPALS members must wear attire worn during 4-H PetPALS visits. (b) Exhibitors must wear a 4-H PetPALS name badge or form of ID used during visits, which can be applied on the shirts. (c) Exhibitors must have a 4-H PetPALS bag (or equivalent) containing supplies needed for visiting. 3. Dog (a) The dog’s manners are appropriate for visits. (b) The dog is appropriately groomed for visits and can also be “dressed” if applicable. (c) The dog is presented as would be during visits, which could include riding in a stroller, etc. 4. Interview (a) The handler and dog are able to greet and “visit” the judge as they would during 4-H PetPALS visits. (b) Exhibitors can answer the following questions: (1) What does the acronym PALS stand for? (2) What is 4-H PetPALS? – Youth should be able to explain the intent of the project and tell what it means to them. (3) How do you practice confidentiality of visits personally and as a club? 5. Records (a) 4-H PetPALS A: The first-year member must bring a completed 4-H PetPALS Project and Record Book, which includes documented visits. The exhibitor must also be able to present and discuss their records with the judge. (b) 4-H PetPALS B: The exhibitor must bring an exhibit documenting visits completed in the 12 months prior to the OSF 4-H PetPALS judging. Examples include scrapbook, poster, slide presentation, etc. The exhibitor must also be able to present and discuss their exhibit with the judge. Awards 4-H PetPALS A a. An exhibitor must visit with their dog the equivalent of 12 or more visits per year in the 12 consecutive months prior to the OSF 4-H PetPALS judging to earn a Gold Medal, 8-11 visits to earn a Silver Medal,

and 1-8 visits to earn a Bronze Medal for visits.

STATE FAIR 4-H members enrolled in 4-H Pet Pal projects with any animal except dogs will have an opportunity to enter their projects in Small Animal Judging at the Ohio State Fair on Friday, July 31. Junior Fair Dairy Cattle Rules

Consult the Eligibility & General Rules for all Junior Fair Livestock Projects for additional Warren County Fair livestock rules. 1) Exhibition limited to registered or high grade females of recognized dairy breeds. 2) Production records must be started by January 1, 2020. 3) Animals must be secured and in the exhibitor’s care by April 1, 2020. 4) No tents or awnings may be located in the barn or under the awning. Tents may be used for grooming only on

show days and must be located at the outer edge of the blacktop. Tents must be properly secured for safety reasons and must be removed at the conclusion of the show.

5) Cattle must remain in continual control of their handlers, when not tied. Cattle may not be released in the show ring or make-up pen for exercise.

Dairy Herdsman Award

This is an individual award to honor the Junior Fair exhibitor that does the best job in the following areas:

• Cleanliness of animals.

• Cleanliness of pens.

• Identification of animals by breed, sex & age and the owner’s name and 4-H club affiliation.

• Cleanliness and orderliness of the area around the pen.

• Evidence that the animal is being properly fed and watered.

• Courteous and helpfulness to other exhibitors. The Herdsman Award will be selected by the Senior Dairy Superintendent and presented after the show on Friday, July 24th. This will be the final year that the herdsman award will be presented. In 2021, herdsmanship will be included as a category in the Premier Exhibitor Award and will not be presented as a separate award.

All dog projects will be exhibited according to inspection and health requirements of livestock exhibited in Ohio and as stated in the Senior Fair Board section of the fairbook (if applicable).

RULES AND REGULATIONS 1. Judging and rules will be in accordance with the online

rule book titled Ohio State Fair Junior Fair Dog Show Rules (available for download at http://4hansci.osu.edu/companion/companionResource s.php and as amended by the Warren County Junior Fair Board.

2. All dogs participating in the Junior Fair Dog Show shall have a current license and must be immunized against Distemper, Hepatitis, Leptospirosis, Parainfluenza , Parvovirus , and Rabies by a licensed, accredited veterinarian. All required vaccinations must have been given after August 15, 2019 and before June 15, 2020 by a licensed, accredited veterinarian.

3. An "Ohio State 4-H Certificate of Vaccination" for Dog Show projects must be on file at the Extension office with the Warren County Dog License number by 4:30 p.m. on Monday, June 15, 2020. If the dog’s vaccinations are needed after June 15 and before Aug. 7, an updated certificate of vaccination may be turned into the Extension Office by 4:30 p.m. on Friday, August 7 but there must be a vaccination form on file on June 15.

3. Dogs participating in the Warren County Fair Dog Obedience and/or Showmanship activities must be owned by the exhibitor, or the exhibitor’s immediate family, and be housed on the exhibitor's premises and in their continual care from April 1 for the duration of the project. Only the exhibitor can handle the dog at any type of training class beginning April 1.

4. All exhibitors must be enrolled in the You & Your Dog project (201D) and participate in a dog interview.

5. Members must be enrolled in Obedience (project 201O) training to show in Dog Obedience and Rally. Members must be enrolled in Showmanship (project 201S) to

show in showmanship classes. Members must be enrolled in Performance Dogs (project 201P) to show in Agility.

6. Each exhibitor will keep his/her dog on leash while on the fairgrounds, except when participating in the activities which require exercises off-leash. The use of muzzles or prong collars is prohibited on the fairgrounds. Exhibitors are totally responsible for their animals while on the fairgrounds. Exhibitors are expected to clean up after their dog(s).

7. Females in season will not be exhibited. If a female shows any signs of heat, she will be eliminated from the show and must be removed from the fairgrounds. Any dog exhibiting abnormalities or symptoms of sickness, disease, or parasite infestation (as determined by the show veterinary technician) will be eliminated from the show and must be removed from the fairgrounds. If a dog is under veterinary care for a health condition that is not infectious or contagious, the exhibitor must bring a health certificate from the attending veterinarian verifying the condition and treatment. Decision of the show veterinary technician is final. Pregnant and/or lactating (nursing) females may not be shown.

8. Each exhibitor will provide his/her own leash, water dish, cage and other equipment needed.

9. Age divisions are based on member age as of Jan. l, 2020.

10. To be eligible to enter in division ‘A’ of any class, exhibitor and dog may not have previously shown in that class at any open show or sanctioned match.

11. No one other than the exhibitor is permitted to show the project dog at any type of dog show, including agility, field trials, rally trials, etc., as well as fun matches after April 1, 2020.

12. All dogs shown in Obedience and Showmanship at the Warren County Fair must be at least 6 months of age on Saturday, August 15, 2020. Puppies (less than 6 months of age at date of show) may be taken as a project, but WILL NOT be eligible to participate in the Warren County Fair Dog Show. Dogs exhibited in agility must be 18 months old or older.

13. Only domestic dogs are permitted to show at the Warren County Fair Junior Fair Dog Show. Wolf and wolf hybrids are not permitted.

14. Only the dog, exhibitor, appointed volunteers and show officials will be permitted in the ring while any class is judged.

15. The Extension professional, show officials and the judge in charge have the right and responsibility to order the removal from the grounds of any dog exhibiting unsafe or threatening behavior; or any member or other person abusing the dog.

16. The Extension professional and show official in charge will have the right and responsibility to order the removal from the grounds any person abusive to show personnel.

17. The judge’s decision is final. 18. Exhibitors should be neat, clean, and well-groomed in

appearance. They should wear clothing that is comfortable to handle in and appropriate for dog shows. Clothing should not distract, limit or hinder the judge’s view of the dog. (a) Acceptable clothing for all Obedience classes, including Rally, includes slacks, dressy shorts, skorts, capri or crop pants, colored dress jeans, collared blouses and shirts, polo shirts, or similar attire, closed- toe shoes, rubber-soled shoes, flats, and similar type footwear. (b) Acceptable clothing for girls in Showmanship classes are dresses, skirts, dress shorts, skorts, dress slacks, dressy Capri or crop pants, collared blouses, or similar attire. Acceptable clothing for boys includes dress shirts, ties, and dress slacks. Sports jackets may be worn, but are not necessary, especially in hot weather. When wearing a tie, secure it with a tie tack. Closed-toe shoes, rubber-soled shoes, flats, and similar type shoes are acceptable footwear. (c) Club shirts, jeans and shorts are acceptable for Agility only. Inappropriate clothing includes clothing that is too tight or too revealing, such as short skirts, short shorts, tank tops, halter tops, spaghetti straps, low cut blouses or shirts, shorts hanging too low on the waist, clothing with holes or tears in the fabric, blue jeans, faded or torn jeans of any kind, or other similar types of clothing. Do not wear shirts with club names or logos, or clothing with lettering and distracting or offensive wording or designs. Do not wear hats. Do not wear sandals, open- toed shoes, high-heeled shoes, clogs, or similar type footwear. Exhibitors dressed inappropriately will not be allowed in the show ring.

19. Dogs should be clean, well brushed and in good physical condition according to the dog's age. Purebred dogs do not have to be in regulation show clip.

20. Only dogs entered in the show may be on the fairgrounds.

DIVISION I - YOU & YOUR DOG INTERVIEWS (201D) Criteria to be evaluated in all You and Your Dog classes include: A. Member’s Interview (60 pts.): For the Interview, six age-appropriate questions, each worth 10 points, will come from the Ohio 4-H Dog Resource Handbook. A bank of questions, without answers, is posted at http://4hansci.osu.edu/companion. Partial point credit will be given if the exhibitor answers part(s) of a question correctly. B. 4-H Dog Project & Record Book (40 pts.): The entire 4-H Dog Project & Record Book must be filled out completely including photographs. DO NOT separate any section from your 4-H Dog Project &

Record Book and put it in sheet protectors or 3-ring binders. Bring entire book to judging.

C. C. Member’s Appearance and Attitude (40 pts.): Exhibitors should be neat and clean in appearance. Appropriate clothing must be worn. D. Dog’s Appearance and Manners (50 pts.): Dogs should be clean and well-groomed. They should show good manners and be able to be controlled by the handlers. Dogs should allow examination without resistance or aggression. Bond and teamwork between handler and dog apparent. E. Exhibit (40 pts.): This must be from current project year, show some knowledgeable phase of project work, presented to educate, not merely inform. Exhibit judged on educational content (20pts), neatness and appearance (5pts), originality (5pts), and exhibitor’s presentation (10pts). Time Limit = 5 minutes.

DIVISION II - SHOWMANSHIP (Project 201S) Use this list to fill out fair entry form. Following each class is a description of requirements and eligibility. Bait may be used at the discretion of the judge.

NOTE: Only exhibitors or dogs with absolutely no exhibition experience in dog showmanship (including previous entrance in Showmanship “A” classes – regardless of age division, AKC Jr. Handling, or a champion title prior to current project year) may enter in Showmanship “A” classes. DIVISION IV - DOG POSTER CONTEST Open to any youth enrolled in a dog project.

1. Exhibits must be entered on the fair entry form. 2. Posters must be turned in at check-in for the 4-H

Dog Show on Saturday, August 15. 3. Posters must be made using size 22” x 28”

regular poster board and made to display horizonally. Do not use foam core poster board or science fair display boards. Shadow boxes, overlays, or three dimensional posters are not permitted. Posters are not required to be laminated, however, lamination may help preserve the poster.

4. Each poster must be clearly labeled in the front lower right corner, in a space no larger than 3" x 5" with the exhibitor’s name, county, club and age as of January 1, 2020.

5. Posters will be judged on educational content (50 points), neatness, appearance (30 points), and originality (20 points).

6. Posters may be displayed in the 4-H Exhibit area during the Warren County Fair.

7. Awards will be presented to all first through seventh place winners in each age division on Saturday, August 15th..

8. First place winners in each age division can exhibit every year provided the age requirements are met.

9. Unclaimed posters will be discarded following the fair.

All dog exhibitors must participate in a dog project interview on Saturday, August 15, 2020.

DIVISION V - AGILITY & RALLY OBEDIENCE

This event is held on Saturday, August 15, 2020. Exhibitors must be enrolled in the Performance dog project for agility classes and Obedience for Rally obedience. Agility – No agility for 2020. Dog agility is a competitive sport

in which a handler directs his or her dog over a timed obstacle course. The level of the dog and handler teams determines the obstacles. For the Beginners class, dogs may compete on leash using a buckle collar. For the Elementary class, Dogs may wear a buckle collar, but must compete off leash.

Rally Obedience - Rally Obedience is a sport that follows a course from one sign to the next, with the handler and dog performing the skill listed on each sign before proceeding to the next sign. Rally differs from obedience in that the exhibitor may communicate with the dog using multiple commands.

DIVISION VI ASSISTANCE DOG

Must be enrolled in the Working Dog project (201W). Dogs are owned by an assistance dog organization. Members are raising the puppy for this organization.

DIVISON VII SKILLATHON

Skillathon is a test of dog knowledge. Skillathon is divided into 3 ages groups, the same as showmanship. This event is held on Friday, June 26.

1. All entries for the Warren County Fair 4‐H Horse Show must be turned in online to the Extension office no later than June 15th at 4:30 p.m.

2. 4‐H members must be enrolled in an equine project (#174‐189, 762, and 870) in order to show a horse or other equine at the fair. Vet Science projects are not considered as equine projects for fair participation.

3. 4‐H horse, mule, donkey, & pony projects may be brought to the fairgrounds any time after 9:00 a.m. on Sunday, July 19th. Members may keep their animal at the fairgrounds until the end of showing on Saturday.

4. Exhibitors are required to leave their pen/stall displays set‐up until 11:00 p.m. on Saturday, July 25th for viewing by the general public. Equine projects may be removed from 6:00 a.m. until 9:00 a.m. on Saturday, July 25th OR after 11:00 p.m. on Saturday, July 25th. Tack and displays must be removed by 10:00 p.m. on Sunday, July 26th.

5. Judging and rules will be in accordance with the rule book titled Uniform Rules for 4‐H Horse Shows in Ohio (4‐H Circular #179) and as amended by the Warren County Junior Fair Board. Any such amendments will be on file in the Extension office and posted at the announcer's booth at the horse show.

6. All 4‐H members taking a 4‐H horse project (including project #173: Horseless Horse) are required to complete their project books, have them signed by their advisor, and submit to the Sr. Horse Superintendents on Sunday, July 19th for approval. Failure to submit record books to check in will result in ineligibility to participate in the fair.

7. Record books will be checked and returned to exhibitors.

4‐H OWNERSHIP 1. Horses and ponies used as project animals must either

be owned by the member or his/her immediate family, or leased. Immediate family includes: parent, step‐ parent, brother, sister, step‐ brother/sister. If an animal is leased, the lease agreement must have the approval of the County 4‐H Educator and be submitted to the County Extension Office by June 1st.

2. A project animal may be shown by siblings provided they are not entered in the same division (i.e. Junior, Senior, English, Western, Novice).

3. All animals carried as 4‐H projects must be in the continual care of the 4‐H member by June 1st. All members must provide the Extension Office with a written description of their project animal by June 1st at 4:30 p.m.

4. Each member may nominate and show up to 2 project horses and 1 donkey.

5. There will be no mares with foal at side shown at the Warren County Fair.

6. Only people showing an animal in a class at fair may ride, drive, or train that animal at the fair. The violator and horse will be disqualified from further participation at the fair. (An exception may be made for children simply wanting to sit on, or be led, while riding the horse in a non‐schooling manner.) From the time the equine arrives at the fairgrounds for the Warren County Fair 4‐H Horse Show, only the exhibitor will ride, drive, exercise, or train the horse. Parents and/or others may handle a horse in a disciplinary manner whenever safety indicates, with prior approval from show steward.

7. No hardship cases will be considered by the Warren County Junior Fair Show Committee.

8. Any exhibitor violating any of the state or county rules will be ineligible to show at the 4‐H Horse Show.

GENERAL CLASS ENTRY 1. Each member will be permitted to show two

project animals in showmanship, performance, and contest classes. The only other project animal that may be used is one donkey.

2. Each horse will be entered on a separate entry form (no “backup” horse) for the classes they are showing in. Each horse will be assigned an individual back number for the week.

3. Any exhibitor showing in a class without an exhibitor's number or with an incorrect exhibitor's number will not be considered for placing in that class.

4. The top 3 exhibitors in each division of Showmanship, Horsemanship and Equitation will return for Championship Classes. Novice exhibitors are ineligible for Championship classes.

• One Horse One Rider. NOVICE DIVISION

1. Participants who choose to show as a novice in any class at the county fair are ineligible for state fair selection.

2. To enter novice classes, members must have advisor approval on their fair entry form. The winner of any novice Walk/Trot/Canter class at the Warren County Fair is ineligible to participate as a novice at future Warren County Fairs. The winner of any novice Walk/Trot class at the Warren County Fair shall at least move up to novice Walk/Trot/Canter class. Exceptions for eligibility to show as a novice at future Warren County Fairs may be made upon request of parent or advisor to the Extension Contact. Novice entry shall be limited to no more than 3 years.

3. An exhibitor in novice classes is not eligible to show in any other classes except in hand miniature jumping.

SHOWMAN OF SHOWMEN_

1. The champion of each of the following divisions is to compete: Senior Western Showmanship, Junior Western Showmanship, Senior English Showmanship, Junior English Showmanship and Draft Horse Showmanship.

2. A person winning a championship showmanship class must decide immediately following that class whether or not he/she will participate in the Showman of Showmen Class for that particular division. If the champion declines, the reserve champion showman of that division will be the representative of that division.

3. The entrants for this class must show in the attire they wore to qualify for this class, i.e., Western, if they won a Championship Western class, and Saddle Seat or Hunt Seat depending on the Championship English class they won.

4. If a participant is not present at the time the Showman of Showmen Class is called, no substitution will be made and that division will not be represented in the Showman of Showmen Class.

5. All entries are to be judged on showmanship. 6. Champion and Reserve Champion

awards will be presented. 7. Showman of Showmen winner will compete

in the Grand Showman of Showmen competition at the current year's fair.

DRESSAGE

1. Entry in dressage is limited to a total of 2 tests between English and Western Dressage. Exhibitors will ride using the 2019 USDF Tests for English and the 2017 Western Dressage or WDAA tests.

VERSATILITY & GAITED VERSATILITY 1. Versatility will be shown in four divisions as follows:

a. Showmanship b. English Equitation c. Western Horsemanship d. Keyhole

2. Gaited Versatility will be shown in four divisions as follows: a. Showmanship b. Gaited English Equitation c. Gaited Western Horsemanship d. Keyhole

3. Conditions for Entry: The exhibitor must have placed in a showmanship and/or horsemanship (or equitation) class at this show prior to making an entry in the versatility class. It is suggested that versatility exhibitors should have completed two years of 4‐H project work with horses.

4. Rules: In the event of a tie in the number of points, the exhibitor with the highest horsemanship and/or equitation score will be determined the winner. Further ties will be broken at the discretion of the judge.

5. All changes of tack/clothing must be made within 5 minutes from the time called. Riders not ready to return to the ring for the next class in the allowed 5 minutes will be disqualified. Riders may have two grooms to work with them between classes. Proper attire is required for the particular class. Horses will not be permitted to leave the ring between classes. Horses leaving the ring will be disqualified.

6. Classes will be ordered to provide equal number of tack changes for all entries.

7. Vehicles may not be parked at arena until after 6:00 a.m. on Friday. Vehicles shall not block gates or chute.

MINIATURE VERSATILITY

1. The horse will perform three (3) disciplines in ONE class.

2. Harness Driving 3. Showmanship 4. Jumping 5. One (1) Assistant or Header will be allowed in

the arena only for the heading and unharnessing of the horse.

6. Horses will enter the arena at a pleasure trot. Horses will perform a walk, park gait, and road gait in both directions. Headers will be asked to enter the arena. Horses will be asked to walk. The judge will signal and the team will remove the cart and harness from the horse and do any grooming or halter changes. After a two (2) minute time limit the announcer will indicate the beginning of the next portion of the class. Any horse not removed from cart or harness will be disqualified. Headers will be

asked to exit the arena with cart and harness, in an orderly manner. Exhibitors will take directions from the ringmaster to begin the showmanship portion of the class. At the conclusion of the showmanship portion, exhibitors will have two (2) minutes to prepare for the jumping portion of the class. Headers may enter the arena to hold horses as exhibitors walk the jump course. Exhibitors ONLY will be given the opportunity to walk the course. Horses will jump a course of three jumps.

7. All three disciplines will be judges equally and combined for a final placing. Any horse disqualified from one (1) of the divisions is disqualified from the class.

TRAIL

8. An Exhibitors cannot show the same horse in the In‐Hand Trail and Regular Trail classes at the same show.

9. After two refusals at one obstacle, the entrant must go on to the next obstacle. Three accumulative refusals in the entire class will excuse the entrant from the class. Upon reaching an obstacle, the contestant has 15 seconds in which to begin undertaking said obstacle.

10. Trail contestants will be scored on a numerical basis. Ties will be broken at the judge's discretion.

11. Trail in Hand: The maximum time limit of 3.0 minutes is allowed for the trail course.

12. Trail: The maximum time limit of 5.0 minutes is allowed for the course.

JUMPING CLASSES

1. Participants may enter a maximum of three jumping classes. Classes selected must be a numerical sequence (Ex. Class 1, 2 & 3). Participants MAY NOT select classes out of numerical sequence (Ex. class 1, 5, & 7)

CONTEST 1. A judge will be present during the contest

classes. In event of timer failure, the rider will re‐run and that time, including any penalties, will be used.

2. All riders must attend the equipment check on Friday, July 24th at 3:00 p.m.

3. Champion & Reserve Champion High‐Point will be determined by a run‐off of the top 3 exhibitors in each Contest classes. A separate “Top Run” pattern will be used.

STATE FAIR 1. 4‐H youth shall be allowed to participate in the

State Fair Horse Show each year. Novices are ineligible for State Fair selection.

2. Exhibitors wishing to attend the State Horse Show in 2020 will select their classes for State Horse Show and enter online. Exhibitors will also need to submit a form to the Extension Educator by July 1st, declaring their classes and providing horse information.

Contest Date: Friday, July 24th Location: Building E Registration: 10:00 a.m. – 11:00 Noon (Building E) Sign-up occurs only during this time period. No pre-fair entry is required. Contest: 11:00 a.m. – 12:00 Noon Rules:

1) Open to the world. Awards will only be provided to Warren County 4-H members. 2) Contestants will judge as individuals. Awards will be presented to individuals in the Junior &

Senior divisions. 3) Contest divisions will be the following:

a. Junior Division: Warren County 4-H members 13 years & younger as of January 1, 2020. b. Senior Division: Warren County 4-H members 14 years & older as of January 1, 2020. c. Open Division: Non 4-H members (too young, out-of-county, etc.) and adults.

No awards will be provided for the open division, but the results will be posted. 4) Three classes will be judged for the contest (50 points per class). Five questions will be given on

each class (5 points per question). There will be no oral reasons for this contest. 5) Classes could be market or breeding classes. Species will include beef, sheep and meat goats. 6) There will be at least 10 minutes given to judge each class and answer the questions. 7) Ties for awards will be broken on question scores. 8) Talking and/or cheating will be cause for removal from the contest and your scores will not be

calculated for awards. 9) Results will be posted in the Junior Fair Board office as soon as they become available. Awards

should be picked-up in the Junior Fair Board office after the results are posted. 10) This contest is not used to select the Warren County 4-H General Livestock Judging Team, which

Junior Fair Goat Rules

Consult the Eligibility & General Rules for all Junior Fair Livestock Projects for additional Warren County Fair livestock rules.

Rules for ALL Goat Projects 1) All goats must comply with Scrapie identification requirements of the USDA and the Ohio Department of Agriculture

(ODA). These requirements are included in the ODA rules section in the fair book. The following scrapie identification requirements will be enforced for all goat projects: a. All does of any breed and all wethers over the age of 18 months must have an approved scrapie tag or tattoo. b. Wethers under 18 months of age do not require scrapie identification. c. When a scrapie tag/tattoo is required, it must be present on the animal throughout every fair event, including

initial tagging days and throughout the week of the fair. Any animal without scrapie identification may be asked to leave the fairgrounds, disqualifying the animal from the show and sale.

2) No grooming stands, milk stanchions, scales, show boxes or equipment are permitted in the aisles of Building D. 3) New rules for tents around Building D for sheep & goat exhibitors can be found in the “General Rules for Junior Fair

Livestock” section of the fair book. Tents are permitted only in the twelve premium spaces available at auction on a date to be determined. No other family or 4-H club tents are permitted in the barn area.

4) All goats must have permanent, legible tattoos or ear tags. 5) Any clinical sign of an abscess will be reason for a goat to be removed from the fairgrounds. 6) All breeding goats must be neatly dehorned or disbudded, according to their breed requirements. Pygmy, Angora and

Boer does may be shown with horns. 7) Market Goat Horns

The fair board prefers that all market goats be disbudded and shown without horns. However, market goats may show with horns. If a market goat is shown with horns, the following rules will apply: For the 2020 fair during check-in, market goat horns must be no more than 2 inches in length and must be blunted off flat to the size of a dime. Market goats will be disqualified and sent home if this horn rule is not followed.

8) No buck goats are permitted in any division. 9) Goats may not be shown in more than one division. (Example: A Boer doe can show in the market show or breeding

show, but cannot show in both.) 10) All goats to be judged must be neatly clipped (except pygmies and angoras) and groomed according to breed

requirements. Market goats must be slick shorn to an even length of 3/8 inch or less above the knee and hock. 11) Exhibitors are expected to be neatly attired for the show ring and appropriately dressed for their breed (or type) of

goat. White attire is preferred for dairy goat exhibitors only. 12) No harnesses, leashes or halters are permitted during the show, with the exception of leashes on pygmy goats or

Nigerian dwarf goats. Pronged goat neck chains may be used to show market goats and Boer does only. 13) All goats must be born on or before June 1st of the current year to be brought to or exhibited at the fair. 14) Exhibitors may enter a maximum of two goats per class. 15) Exhibitors are required to leave their pen/stall displays set-up until 11:00 p.m. on Saturday, July 25th for viewing by

the general public. Tack and grooming stands may be removed from 6:00 a.m. until 9:00 a.m. on Saturday, July 25th OR after 11:00 p.m. on Saturday, July 25th. Tack and displays must be removed by 10:00 p.m. on Sunday, July 26th.

16) The release time for goat projects is 11:00 p.m. on Saturday, July 25th. For a full list of the release time rules, consult the “General Rules for all Junior Fair Livestock” section of the fair book.

Market Goats

1) Market goats must be born on or after December 1, 2019 and should have all of their milk teeth intact on the

day of the show. 2) A maximum of three market goats per exhibitor may be registered online. Goats must be registered by May

1st to be eligible to show and sell at the fair. Male goats must be castrated. Does must have a scrapie ID tag. 3) Wethers or does are eligible to show. 4) There will not be a separate division for dairy-breed wethers. All market goats will show together by weight.

5) A maximum of two market goats per exhibitor may be shown and sold at the fair. Weight Requirements & Show Classes Weigh-In: Sunday, July 14th @ 12:00 Noon Minimum Weight: 50 lbs. Maximum Weight: None

• No re-weighs are permitted. Underweight goats are not eligible to show or sell and must be removed from the fairgrounds by 10:00 p.m. on Sunday, July 19th.

• Market goats will be shown in three divisions and classes will be divided by weight and equalized as evenly as possible at the discretion of the show committee. A champion and reserve champion will be selected for each division. The grand and reserve grand champion market goat will be selected from the division champion & reserves. There will not be specific weights designated for each division.

County-Born Market Goat Show 1) County-born market goats may be one, two or all of the exhibitor’s market goats registered online by May 1st. 2) Goats must have been produced by a doe owned by a Warren County goat producer and the doe must kid in

Warren County. With exception of breeding season, the doe must reside in Warren County year round. Does that kid or permanently reside in other counties or states, even if they are owned by a Warren County goat producer, are not eligible for this class.

3) All county-born market goats (wethers and does) must have a scrapie ID tag from the breeder. 4) Exhibitors must submit a county-born market goat registration form into the OSU Extension office by 4:30

p.m. on May 1, 2020. The form must be signed by the breeder and must include the scrapie tag number. (Not required in 2020)

5) Fair officials reserve the right to inspect does and kids to verify, location, ownership and existence. 6) To be eligible to show in a county-born class, the animal must be shown in the regular show. 7) County born market goats will be divided by weight and equalized as evenly as possible at the discretion of the

show committee. There will not be divisions used for the county bred show. 8) The first and second place animals in each class are eligible to show for champion and reserve champion

Exhibition Non-Market Goat Showmanship Class (Class 41 on your fair entry form) This class does not lead to grand showman of showmen contest. To be eligible to represent the goat department in the Showman of Showmen Contest, you must participate in goat showmanship on Monday night. The purpose of these classes is to give the exhibitors a chance to learn and to practice showmanship for their specific breed of goat in front of a judge. Classes will be broken at the discretion of the show committee.

Doe and Kids Class (Class 42 on your fair entry form) This class is for does and their kids born between January 1 and June 1 of the current year. Each doe and her kids will be judged as a group. This class is open to all breeding goats being shown on Friday. All types of goats (dairy, pygmy, etc.) will be shown together in one class. Classes will be broken at the discretion of the show committee based upon the age of the goat kids.

Dairy Goats

1) Dairy goats (Purebred, Recorded & Utility goats will show together by age.)

2) The original registration certificate is required for purebred and recorded grade dairy goats over six months of

age. For dairy goats under six months of age, a duplicate application stamped by ADGA is acceptable. All

registration papers must be shown to the show secretary before the start of the show.

3) Nigerian Dwarf will show in the dairy goat division.

4) Any doe that has ever freshened or that is being milked regularly shall compete in a Senior Doe Division. This

includes dry and precocious milkers.

5) Any doe 24 months of age or over that has never freshened shall not be shown.

• Goats must be trained to perform all requirements of kid goat, plus must wear a body harness; goat must respond to voice commands of forward and halt, left and right. A cart is not necessary for this class.

3) Yearling Harness Goat – Born May 1, 2018 to April 30, 2019

• Goats must be trained to perform all requirements of kid and novice goat. Must be fully harnessed and hitched to and pull an empty cart. Additional points for skills exhibited beyond this level.

4) Senior Harness Goat – Born prior to May 1, 2018

• Goat must perform all requirements of the yearling harness class. Must be able to pull a loaded cart. Can be led or walked beside. Additional points for goats which respond to voice command only.

5) Champion Cart Goat – selected from class winners above

Pack Goats

1) Any wether goat or dry goat is eligible for this class. 2) Competitors will work through the course one at a time. 3) A halter or collar supplied by the exhibitor should be the only tool used to guide the goat. 4) Each goat exhibitor must supply their own pack. The pack should be appropriately sized for the goat. If

necessary, the goat’s weight will be estimated using a weigh tape. The weight will be the following: 1) Goats 50 lbs. or less: 32 ounces (1 lb. on each side) 2) Goats over 50 lbs.: 64 ounces (2 lbs. on each side) 3) Packs are optional for intermediate goats (classes 1 and 3)

5) Pack goats will be expected to maneuver through a course including 8 to 10 obstacles. Examples of obstacles include: archway, bale jump, bridge crossing with steps, leg cross-under, rocky path, water crossing, weaving path, fallen tree crossing, ramp/hill and jump/ramp.

6) If a goat refuses an obstacle after the second attempt, the handler should proceed to the next obstacle. After three obstacles are refused, the goat and handler will be excused from the class.

7) Goats should be encourages, but not forced, to complete the course. Dragging or forcing the goat is not permitted. The use of food treats in the show ring is not permitted.

8) The goat and exhibitor will be judged on how well they work as a team, whether they complete the course, and the exhibitor’s patience with his/her goat.

9) Pack Goats will have a Junior Champion selected from classes 1 & 2 and a Senior Champion selected from Classes 3 & 4.

10) The champion of each division will be the exhibitor who achieves the highest score in that division. Entries will be timed. Times will only be used to break ties.

Exhibitors must sign-up for the goat fun show classes on their online fair entry form. Goat Costume Class (Class 71) 1) Goats will be in costume; exhibitor costumes optional. 2) Goat costume contestants will be judged on creativity and the goat’s tolerance of the costume. 3) Class divisions will depend on how many entries we have. Goat Obstacle Course (Class 72) Contestant leads goat through 5-6 obstacles such as: walking around cones, goat “teeter totter” or seesaw, low jump, bridge, a pile logs, under a sawhorse, over a straw bale, walk through very shallow water, etc. Contestants will be judged on whether each obstacle is fully completed. Course will be timed with times used only as tiebreakers. A collar or a halter with a lead line should be used. Goat must walk or run freely with handler – no treats, no dragging the goat. Musical Goats (Class 73) – Exhibitors must be 12 years and younger Goat Relay Race (Class 74) – Exhibitors must be 13 years and older Goat Quiz Game (Class 75)

Goat Skillathon The skillathon will be available on Thursday, July 23rd from 9:00 a.m. to 11:00 a.m. in Building I. Contestants will compete individually within their age group and may complete the skillathon at any time during the designated hours. Classes 1) Senior (14 to 18 years of age) 2) Intermediate (11 to 13 years of age) 3) Junior (8 to 10 years of age)

Goat Herdsman Award

This is an individual award to honor the Junior Fair exhibitor that does the best job in the following areas:

• Cleanliness of animals.

• Cleanliness of pens.

• Identification of animals by breed, sex & age and the owner’s name and 4-H club affiliation.

• Cleanliness and orderliness of the area around the pen.

• Evidence that the animal is being properly fed and watered.

• Courteous and helpfulness to other exhibitors. The Goat Herdsman Award will be selected by the Senior Goat Superintendent and presented at the Junior Fair sale on Saturday, July 25th. This will be the final year that the herdsman award will be presented. In 2021, herdsmanship will be included as a category in the Premier Exhibitor Award and will not be presented as a separate award.

Rules 1) The 2020 Showman of Showmen from each of the following species are invited to participate: Beef Cattle,

Dogs, Goats, Horses, Llamas, Poultry, Rabbits, Sheep, Swine & Turkeys 2) Each contestant will show all ten (10) species. Contestants will have three minutes with each species to

demonstrate their showmanship abilities. 3) The Showman of Showmen from any specie must notify the Junior Fair office no later than 10:00 a.m. on

Friday, July 24 if he/she will not participate. If a Showman of Showmen does not compete and fails to notify the Junior Fair office by the deadline, he/she will be barred from competing in next year’s contest.

4) The Showman of Showman packet containing showing tips and contest information will be available online prior to the fair. Copies of the packet will be available to specie’s winners after their species showmanship competition. In addition to the information available in the packet, one question will be asked per species from information found in the 4-H Resource Book for that species.

5) The Senior Superintendent from each species or someone he/she appoints will judge showmanship for that species.

6) All ten species will be brought to the show ring 15 minutes before the contest is to begin. All ten contestants will show these species beginning with their own species and rotating through the remainder of the species. There will be no breaks between species, except for enough time for contestants to rotate.

7) The Showman of Showmen from each species will provide his/her animal for the contest. If the showman or department superintendent feels that the animal poses a safety hazard to other contestants, an alternate animal will be used. If special equipment is required to show a particular species (EX. Show stick for beef cattle), that specie’s showman is expected to bring that equipment and leave it with the animal for other contestants to use during the contest.

8) Contestants will be judged on a point system, 12 points per species for a total of 120 possible points. The contestant with the highest point total will be declared the winner. The following scoring system will be used during the contest for each species:

a. Showmanship (9 points possible). The following guide will be used to assign points: 9 = Excellent showman, no mistakes 4 = Below Average 8 = Very Good 3 = Poor 7 = Good 2 = Very Poor 6 = Above Average 1 = No effort to show the animal 5 = Average

b. Resource Book Question (1 Point) c. Livestock Parts Identification Question (1 point) d. Equipment Identification Question (1 point)

9) In case of a tie between two or more contestants, the tiebreaker rules are as follows:

a. Higher point total after subtracting your own species from the Grand Total. b. Higher total points in the other person’s species. c. Higher total showmanship points. d. Higher resource book questions total. e. Higher livestock parts ID questions total. f. Higher equipment ID questions total. g. It remains a tie.

10) If a contestant begins the contest and fails to finish competing, the exhibitor will be barred from next year’s competition.

Any llama or alpaca not sufficiently broke to lead by exhibitor should not be brought to the fair. If brought to the fair, the decision on allowing the animal to show or remain on the fairgrounds, rests solely with the Show Committee.

Llama and alpaca projects must follow all other inspection and health requirements for livestock exhibited in Ohio, as stated in the Senior Fair Board section of the fairbook.

General livestock rules for all species can be found at the beginning of the livestock section in the Junior Fair portion of this fairbook. All rules and guidelines applying to your species will be strictly enforced.

RULES AND GUIDELINES 1. Project animals must be owned or leased by the 4-H member by April 15, 2020.2. Llamas and alpacas must be 6 months of age or older on day of show.3. Llamas and alpacas must be neatly groomed and free of disease.4. Exhibitors are requested to be neatly and appropriately attired, preferably in white shirt and dark pants, for the

showmanship ring. Exhibitors are expected to wear appropriate attire and footwear (i.e. No open-toed shoes).5. All 4-H members taking a llama or alpaca project are required to participate in Livestock Project Interviews prior

to the fair.6. Exhibitors are required to leave their pen/stall displays set-up until 11:00 p.m. on Saturday, July 25th for viewing

by the general public. Tack and displays must be removed by 10:00 p.m. on Sunday, July 26th.7. The release time for projects is 11:00 p.m. on Saturday, July 25th. For a full list of the release time rules, consult

Obstacle Public Relations

1. Classes will be divided by age as of January 1, 2020.

3. Obstacle classes will include 8 to 10 obstacles. Obstacle possibilities include: a. bridges, ramps or stairs b. jumps c. flexibility and maneuvering - weaving around

around bike, tricycle, another animal, person in wheelchair, etc.

defined width area. 3. Public Relations classes will consist of obstacles a

Poster Contest 1) Open to any youth enrolled in a llama/alpaca

project. 2) Posters must be submitted at 4-H

Alpaca/Llama Vet Check on Sunday, July 19th.

3) Posters must be made using 22” x 28” poster board, displayed horizontally with stiff backing (no foam board).

4) Each poster must be clearly labeled in the lower right corner, in a space no larger than 3” x 5” with the exhibitor’s name, county, 4-H club and age as of January 1, 2020.

5) Posters will be judged on educational content (50 points), neatness & appearance (30 points) and originality (20 points).

6) Posters will be displayed in the llama/alpaca Barn. 7) Unclaimed posters will be discarded following the

fair.

FUN SHOW - Costume - Leaping Llamas & Limboing Alpacas

1. Classes will be divided by age as of January 1, 2020. 2. All llamas/alpacas may wear costume of handler's

choice. 3. Costumes will be judged on creativity, appeal and

the animal’s tolerance of the outfit. 4. Exhibitors should carefully consider safety issues in

regard to their costume.

Junior Fair Market Hog Rules Consult the General Rules for all Junior Fair Livestock Projects for additional Warren County Fair livestock rules. 1) Market hogs must be farrowed after January 1, 2020. 2) A maximum of three hogs may be submitted on the market hog description form and a picture of each must

be attached. Deadline for submission is May 1, 2020. 3) Barrows or gilts are eligible to show. 4) A maximum of two market hogs per exhibitor may be brought to, shown and sold at the fair. 5) Terminal Market Hog Show: The market hog show at the Warren County Fair will be a "Terminal show". All

market hogs that show must be sent directly to slaughter or to a licensed livestock facility no later than or immediately following the conclusion of the exhibition. Market hogs cannot be scratched from the sale or purchased through the Junior Fair Sale to take home. Underweight and overweight market hogs are still ineligible to show and sell and must be removed from the fairgrounds after weigh-in on Sunday evening by 10:00 p.m.

6) Market hogs must have a measurable ¾ inch of body hair, underline included. Ears and tail may be shorter

length. Market hogs in violation of this rule will be disqualified from the show (and showmanship) and will be ineligible to sell in the Junior Fair Sale. Hogs that are disqualified during weigh-in must be removed from the fairgrounds by 10:00 p.m. on Sunday. Senior Fair Board reserves the right to measure hair anytime during the fair, including during and after the market hog show. Hogs that are disqualified after Sunday will be ineligible to show and sell in the sale and must be sold to the packer or sent to a licensed livestock facility for harvest. To insure this rule is being followed, Senior Fair Board will be hiring someone (from outside the county) to measure hair during market hog check-in on Sunday, July 14th. Hogs with less than ¾ inch of body hair will be disqualified and they must be removed from the fairgrounds after weigh-in is complete and before 10:00 p.m. on July 14th.

• Note: ¾ inch clipper guides and #6 clipper guides actually cut the hair shorter than ¾ of an inch. Exhibitors should use at least a ⅞ inch clipper guide or a #7 clipper guide to insure they have the legal hair length.

7) Only water may be used for grooming. Any oil, or what appears to be oil or powder, will not be permitted. 8) No use of snares on the fairgrounds, unless done under the direction of the fair veterinarian. 9) No hose/group water systems may be used. Exhibitors must have individual waterers for hog pens (PVC pipe

with nipples preferred). 10) No tack or equipment may be stored or set-up in the aisles of Building C, including but not limited to, show

boxes, wheel barrows, fans, shovels, brooms, feed pans, feed bags, chairs, tables or livestock scales. All decorations must be on or within the pen. Hanging show boxes must be located inside the pen. Fans cannot hang on the sides of pens.

11) On sale day, the wash pens will be closed to all hogs at 5:45 p.m. to allow time to set-up for the sale. All hogs should remain in their pens after 5:45 p.m. until it is their time to sell. Shavings and tack cannot be removed from the building during the sale.

12) Exhibitors are required to leave their tack and pen displays set-up until 6:00 a.m. on Friday, July 20th. Tack & displays may be removed from 6:00 a.m. until 9:00 a.m. on Friday, July 19th OR from 6:00 a.m. until 9:00 a.m. on Saturday, July 20th OR after 11:00 p.m. on Saturday, July 20th. Tack and displays must be removed by 10:00 p.m. on Sunday, July 21st.

13) The Warren County Fair will be a ractopamine free swine show starting in 2020. The feeding of any ractopamine to swine, including Paylean©, Engain©, Optaflexx© or any generic product containing ractopamine, is not permitted. We have adopted a “never ever” approach to these products. A parent/guardian will be required to sign an affidavit stating their pigs have never been exposed to ractopamine. You will not be permitted to show or sell your pigs without a signed affidavit on file. (NEW for 2020)

County-Born Market Hog Eligibility & Show Rules 1) Open to any Warren County 4-H member who purchased a market hog from a Warren County swine breeder.

MUST be in the ear of the pig at county fair weigh-in to be eligible to exhibit in this show. They cannot be re-

tagged at the fair. Contact your breeder to have them re-tagged if your ear tag falls out before the fair.

3) The county born market show will be held before showmanship on Wednesday, July 22nd.

4) Must be one or both of the exhibitor’s market hog projects and they must have been exhibited in the regular

market hog show to be eligible for the county bred show.

5) All rules for eligibility in the regular market hog show apply to the county bred show (weight, grooming

practices, etc.)

6) Market hogs will be shown by weight and classes will be divided at the discretion of the show committee.

There will be no divisions for this show.

7) First and second place hogs will be eligible to show for champion & reserve champion. The champion &

reserve champion county born market hogs will sell third and fourth in the sale.

Weight Requirements & Show Classes Weigh-In: Sunday, July 19th @ 4:00 p.m. Minimum Weight: 220 lbs. Maximum Weight: 280 lbs.

• No re-weighs are permitted. Underweight & overweight hogs are not eligible to show or sell and must be removed from the fairgrounds after weigh-in is complete and before 10:00 p.m. on Sunday, July 19th.

o Market hogs must be clean and free of debris when brought to the scales to be weighed. Fair personnel have the right to require hogs to be washed to remove excess debris prior to being weighed.

• Market hog classes will be shown by weight and equalized as evenly as possible at the discretion of the show committee.

• Market hogs will be shown in four divisions, with a champion and reserve champion being chosen from each division. The Grand & Reserve Grand Champions will be selected from the division champions and reserves. Weight divisions will be the following:

o Division I: 220 to 235 lbs. o Division II: 236 to 250 lbs. o Division III: 251 to 265 lbs. o Division IV: 266 to 280 lbs.

Junior Fair Poultry Rules Consult the General Rules for all Junior Fair Livestock Projects for additional Warren County Fair livestock rules.

Rules for ALL Poultry Projects 1) All pullorum testing must be done prior to the fair. There will be NO pullorum testing conducted at the

fairgrounds during the fair. Members may have their birds tested on July 6th from 6:00 p.m. to 8:00 p.m. inBuilding C at the fairgrounds.

2) All birds must be free of disease and parasites. All birds must be pullorum free. Any questionable situationswill be decided by the fair veterinarian or show superintendents.

3) Dual purpose breeds may be entered in either a meat class or a breed class. The same pen of birds may not beentered in both classes.

4) Hybrid chickens (Ex. sex-link crosses or Cornish Rock cross) may not be entered in a breeding class. They arepermitted in meat classes and egg production classes.

5) Bantams may be entered in breeding classes only.6) No bird may be shown in more than one breed class.7) Birds shown in breed classes or meat classes are permitted in showmanship.8) The judge will make the first and final determination for class eligibility.9) Up to seven places will be given per class with class winners competing for the division winner.10) If there are fewer than three entries in a class, they may be combined with others in the division at the

discretion of the judge.11) Exhibitors withdrawing from the show should notify the Junior Fair office at least hour prior to the show.12) Exhibitors are required to leave their pen/stall displays set-up until 11:00 p.m. on Saturday, July 25th for

viewing by the general public. Tack and displays must be removed by 10:00 p.m. on Sunday, July 26th.13) The release time for projects is 11:00 p.m. on Saturday, July 25th. For a full list of the release time rules,

consult the “General Rules for all Junior Fair Livestock” section of the fair book.

1) Birds must be in possession by June 15, 2020.2) At check-in, each exhibitor must show:

a. For birds hatched in 2020 and purchased from a hatchery: A hatchery receipt showing the birds werepurchased from a NPIP approved hatchery. Hatchery receipt must list each exhibitor’s name on thereceipt, if the chickens were purchased as a group.

b. For birds hatched in 2019 or earlier and for birds not originating directly from a NPIP hatchery: acertificate showing the birds have been tested pullorum free is Not required for 2020.

3) Exhibitors may show and sell only one pen of three meat chickens or a pen of three meat ducks, but may notshow both. Four chickens or ducks may be brought for weigh-in. The exhibitor must choose which threechickens or ducks will comprise their pen at weigh-in.

4) Meat pens must be comprised of three broilers/ducks, either three cockerels/drakes or three pullets/ducks.5) For Market Chickens: Each bird must weigh between 4½ and 7 pounds at check-in. Minimum total weight for

the pen of three is 13½ pounds. Maximum weight for the pen is 21 pounds.For Market Ducks: Each bird must weigh between 4 and 10 pounds at check-in. Minimum total weight for thepen is 12 pounds. Maximum weight for the pen is 30 pounds.

6) Market Chickens will be divided into two Divisions, Market Chickens and Heritage Market Chickens.7) Birds must be cleaned and dried before weigh-in.8) No force feeding of birds, including water, before weigh-in.9) Birds must be commercial-type chickens and market/meat type ducks. Chickens may be de-beaked, de-toed,

or subject to any generally accepted practice in commercial poultry meat production.10) The Grand and Reserve Grand Champion meat pens must sell in the Junior Fair livestock sale.11) There will not be a fryer or roaster class.

12) Meat class birds will be penned by the superintendents in charge. Pens will be assigned by the Senior or Junior Superintendent.

13) After weigh-in, all extra birds and any underweight and overweight birds must be removed from the barn immediately and removed from the fairgrounds prior to midnight. Exhibitors are responsible for proper care while any chicken is still on the fairgrounds.

1) Birds entered in the market turkey class must have been hatched on or after March 10, 2020 (not over 19 weeks of age on the day of the show) and have been owned and cared for by the exhibitor from the age of 48 hours after hatching. All market turkeys must be owned and in the exhibitor’s possession by April 1st. Market Geese must be owned and in possession by April 1st.

2) Exhibitors may make only one entry in the Market Turkey class or the Market Goose class, but may not show both.

3) At check-in, each exhibitor must show NPIP hatchery papers showing the birds originated from a pullorum free facility. Hatchery papers must list each exhibitor’s name, if the turkeys were purchased as a group.

4) Market turkeys and geese will be weighed at the time of check-in on Sunday, July 19th at 9:00 a.m to 12 noon.

5) The minimum weight for market turkeys to show and sell is 18 pounds. There is no maximum weight limit for turkeys. The minimum weight for Market Geese to show and sell is 12 pounds. There is no maximum weight limit for geese. Exhibitors may weigh in only one turkey or goose.

Litter class do not need permanent tattoos). All excess ink must be removed.4) Each rabbit may only be shown in one class (breeding rabbits can’t show in meat pens, pet rabbits can’t show

as a breeding rabbit, Doe from Doe & Litter Class cannot be shown in a breeding class, etc.)5) Exhibitors must use cages/coops provided by the Warren County Fair.6) All bedding, feed and other animal care equipment is the responsibility of the exhibitor. The use of cedar

shavings is prohibited in the rabbit barn.7) Exhibitors are required to leave their pen/stall displays set-up until 11:00 p.m. on Saturday, July 25th for

Market Rabbits (Project 226)

1) Pens of market rabbits must be raised from a litter of a dam owned by the exhibitor. Exhibitors may not sharea dam.

2) Members must own and possess the market rabbit dam by May 1, 20203) The age of the meat pen is to be 70 days or less on the day of the fair weigh-in. (Rabbits must be born after

May 10th, 2020.)4) Members must call the OSU Extension office by May 29th to notify them that their meat pen was born. DOES

MUST BE TATTOOED before calling in.5) All market rabbits must be tattooed on Monday, July 6th from 6:00 p.m. to 7:30 p.m. in Building C at the

fairgrounds. Only two litters per exhibitor may be tattooed. Exhibitors must bring the doe and market litters tothe tattooing.

6) Exhibitors may show and sell only one meat pen.7) Member must declare their pen of 3 during the weigh in. No re-weighs after you leave the table. Bring whole

Rules for ALL Sheep Projects 1) All sheep must comply with Scrapie identification requirements of the USDA and the Ohio Department of Agriculture

(ODA). These requirements are included in the ODA rules section in the fair book. The following scrapie identification requirements will be enforced for all sheep projects: a. All ewes of any breed and all wethers over the age of 18 months must have an approved scrapie tag or tattoo. b. Wethers under 18 months of age do not require scrapie identification. c. When a scrapie tag/tattoo is required, it must be present on the animal throughout every fair event, including

initial tagging days and throughout the week of the fair. Any animal without scrapie identification may be asked to leave the fairgrounds, disqualifying the animal from the show and sale.

2) No sheep stands, scales, show boxes or equipment are permitted in the aisles of Building D. 3) The rules for tents around Building D for sheep & goat exhibitors can be found in the “General Rules for Junior Fair

Livestock” section of the fair book. Tents are permitted only in the twelve premium spaces available at auction on June 27th at 12:00 Noon. No other family or 4-H club tents are permitted in the barn area.

4) The use of muzzles on lambs is prohibited while on the Warren County Fairgrounds. 5) Exhibitors are required to leave their pen/stall displays set-up until 11:00 p.m. on Saturday, July 25th for viewing by

the general public. Tack and grooming stands may be removed from 6:00 a.m. until 9:00 a.m. on Friday, July 24th OR from 6:00 a.m. until 9:00 a.m. on Saturday, July 25th OR after 11:00 p.m. on Saturday, July 25th. Tack and displays must be removed by 10:00 p.m. on Sunday, July 26th.

6) The release time for sheep projects is 11:00 p.m. on Saturday, July 25th. For a full list of the release time rules, consult the “General Rules for all Junior Fair Livestock” section of the fair book.

Market Lambs

1) Market lambs must be born on or after December 1, 2019. 2) A maximum of three market lambs per exhibitor may be tagged in on May 9, 2020. Lambs must be tagged-in

to be eligible to show and sell at the fair. Male lambs must be castrated. Ewe lambs must have a scrapie ID tag. 3) Wethers or ewe lambs are eligible to show. 4) A maximum of two market lambs per exhibitor may be shown and sold at the fair. 5) The use of ice, ice packs, cold packs or cold compresses internally or externally is prohibited unless prescribed

to relieve heat stress or a medical condition diagnosed by the fair veterinarian. The fair veterinarian must be present when the treatment is applied.

6) The use of artificial color or paint is not permitted. 7) Drench guns & bottles with nipples are not permitted on the fairgrounds. Lambs being fed liquid diets must be

fed from a feed pan or bucket. 8) All market lambs must be washed, freshly shorn (less than ¼ inch) and have a uniform, smooth appearance

prior to veterinary inspection at 10:00 a.m. on Sunday, July 14th or they will be dismissed from the fairgrounds. All wool, including top, leg, belly and flank wool must be uniform and less than ¼ inch. Flank wool must be sheared at the exact same length as the rest of the body. Lambs will be allowed leg wool from the knees and hocks down.

County-Bred Market Lamb Eligibility Rules 1) County-born market lambs must be one, two or all three of the exhibitor’s market lambs brought to tagging on

May 9th that are registered using the 4-H online system. 2) Lambs must have been produced by a ewe owned by a Warren County sheep producer and the ewe must

lamb in Warren County. With exception of breeding season, the ewe must reside in Warren County year round. Ewes that lamb or permanently reside in other counties or states, even if they are owned by a Warren County sheep producer, are not eligible for this class.

3) Exhibitors must submit a county-born market lamb registration form into the OSU Extension office by 4:30 p.m. on May 1, 2020. (Not required in 2020)

4) Fair officials reserve the right to inspect ewes and lambs to verify, location, ownership and existence. 5) The county-born show will be held in conjunction with the regular lamb show. The highest placing county-born

lamb in each class will show for champion county-born lamb. The second place county-born lamb from the champion’s class will be eligible to compete for reserve champion. Should the Grand Champion and/or Reserve Grand Champion be county-born, then they would also be the county-born champions.

Lottery Lamb Class – NEW for 2020 1) Lottery lambs are included in the maximum of three market lambs that can be brought to tagging on May 9th. 2) Lottery lambs will compete in the regular show and can be used for showmanship. If the lottery lamb is also

county-born, it will be eligible to compete for county-born champion. 3) The lamb lottery will be held on April 25th starting at 10:00 a.m. in Building E at the fairgrounds. 4) To be eligible for the lamb lottery, exhibitors must be Warren County 4-H members and must have signed-up

for the market lamb project on their 4-H enrollment form. This class is open to any Warren County 4-H member with an interest in raising and showing a market lamb, including 4-H members that have previously shown sheep and those that would be new to the project. Exhibitors must have an acceptable location to provide proper care for their project.

5) Depending upon the interest level and the number of available lambs, 4-H members may have the opportunity to purchase up to two market lambs in the lottery per exhibitor. Should demand exceed supply, then the number could be limited to one lamb.

6) The cost per lamb will be $200, with $150 going to the breeder and $50 being held in a prize pool. 7) The deadline to enter the lottery and purchase lambs will be March 23, 2020. Checks are payable to the

Warren County Agricultural Society and should be delivered to the Senior Fair office by the deadline. How the Lamb Lottery Works

• This is a pool class. A local breeder (Nahrup Club Lambs) will bring a group of market lambs to the fairgrounds to be chosen by 4-H members.

• Every eligible 4-H member will receive a number when they check in for the lottery.

• Numbers will be drawn “Bingo” style.

• The exhibitor with the first “Bingo ball” drawn will get first choice of the lambs and will have 5 minutes to make their decision. Then a second ball is drawn and the process continues until everyone has a lamb.

• Everyone entered will select one lamb before anyone gets to select their second lamb. The process for choosing the second lamb will remain the same as the first round.

• Should demand exceed the number of lambs available from Nahrup’s, then lambs could come from breeders outside of Warren County. Breeder information and county-born eligibility will be made available at the lottery.

Awards for Lottery Lambs

• If your lottery lamb makes weight and shows in the lottery class and regular show, the exhibitor will receive a $50 “show up” bonus for each lamb.

• Lottery lambs will have their own class to be held on Tuesday, July 21st after sheep showmanship. The first place lottery lamb will sell fifth in the sale order and will receive a cash prize of at least $200. The second place lottery lamb will sell sixth in the sale order and will receive a cash prize of at least $100. Additional cash prizes will be distributed based upon class placing.

Weight Requirements & Show Classes Weigh-In: Sunday, July 19th @ 12:00 Noon Minimum Weight: 90 lbs. Maximum Weight: None

• No re-weighs are permitted. Underweight lambs are not eligible to show or sell and must be removed from the fairgrounds by 10:00 p.m. on Sunday, July 19th.

• Market lambs will be shown in three divisions and classes will be divided by weight and equalized as evenly as possible at the discretion of the show committee. A champion and reserve champion will be selected for each division. The grand and reserve grand champion market lamb will be selected from the division champion & reserves. There will not be specific weights designated for each division. The county-born show will be held in conjunction with this show.

• There will be one class of lottery lambs, but the show committee reserves the right to split the class based upon entry numbers.

Breeding Sheep

Due to low numbers being shown at past fairs, there will not be a breeding sheep show at the 2020 Warren County Fair. Consult the “Livestock Eligibility & General Rules” section for more information.

Shepherd Award

This is an individual award to honor the Junior Fair exhibitor that does the best job in the following areas:

• Cleanliness of animals.

• Cleanliness of pens.

• Identification of animals by breed, sex & age and the owner’s name and 4-H club affiliation.

• Cleanliness and orderliness of the area around the pen.

• Evidence that the animal is being properly fed and watered.

• Courteous and helpfulness to other exhibitors. The Shepherd Award will be selected by the Senior Sheep Superintendent and presented at the Junior Fair sale on Saturday, July 25th. This will be the final year that the shepherd award will be presented. In 2021, herdsmanship will be included as a category in the Premier Exhibitor Award and will not be presented as a separate award.
