For more than a century the province of Southland has had a very proud history in athletics. Over this time we have evolved a philosophy of not thinking that athletics is just for children, seniors and masters; we think of it as…
“Athletics for Everyone”
Everyone means everyone – be you a young athlete or a grandparent just there to support someone or having a go yourself we try to plan all our events for you.
From the very start Southland has been not only fortunate to have some of the most talented athletes in the country but also some of the most successful and highly qualified coaches as well but like all sports we are always looking for more athletes and coaches.
Too much, you don’t want to compete; you don’t want to coach; why not get involved as an official. There is always a need for more helpers and officials. Let’s face it; officials have the best view of the action.
Whether you are supporting, competing or helping, here’s to a successful Southland season for you, your family, and club.

AGE GROUP RULES
SENIORS Ages for senior grades (U18, U20 and Open) are taken as on the 31st December in the year of the COMPETITION. This means some athletes will change grades mid season. Prior to Dec 31st 2016 the grade is the age you are at Dec 31st 2016 and all competitions after that date (including N.Z. CE and T & F championships, the age is as at end of 2017.
MASTERS.
For masters in masters competition the age is as on the day of competition, or if the event is over a number of days, the age you are on the first day of competition.
JUNIORS Presently the Junior (Children’s) competition takes the athlete’s age as at the 31st of December in the SEASON OF COMPETITION. So for this season (Track & Field) the junior athlete’s age is at the 31 DECEMBER 2016.
JUNIORS COMPETING AS SENIORS When you register with your club and you think or know you will be competing at senior events, you must register as a senior (under 18).
This mainly effects juniors aged 13 and 14 for this season.

Looking back over the Last T & F Season Being between seasons and no events to report this week, here’s a brief highlights look at the main championships from the season past. NZSS, Timaru, Dec . An “athlete of the meet” and four in the NZSS selected team is a great result for Southland athletes from the New Zealand Secondary School champs. Athlete of the meet is an honour and Jack Beaumont’s (CSC) steeplechase win in 5:58.96 was considered one of the supreme performances of the weekend. This was just outside the long standing record and gave him three steeplechase medals in succession – silver two years ago, gold last year and gold again to cap off his secondary school career. Jack was also selected in the NZSS team along with Hannah Miller (SGHS), NZSS team selections: Hannah, Jack, Atipa, plus William Swan
Atipa Mabonga (CSC) and William Swan (JHC). South Island Colgates, Nelson, Jan . Anna Skerrett broke the Southland G13 long jump best performance mark on the first day, jumping 5.00m, Shaun Woodd also took a best performance in the B14 100m hurdles, 14.71 in heats then bronze medal in the final. Ella McCall took the middle G14 distance double, her strength and devastating kick too good for both 800 and 1500m fields. Teagan Ashley and Anna Skerrett smashed the grade 13 shot put Southland junior best performance. However, there were far too many PB’s, placings and great performances to feature in a brief highlights report, but Lorne’s original article summed up the games … “the most important part should always be the fun and learning from the experience. “ N.Z. CE Champs, Whanganui Feb . Andrea McDowell placed 4th out of a field of 11 in the U18 heptathlon, but with the winner from Australia t meant Andrea won the bronze - only 55 points off silver and 185 points off gold. Sam Stewart won his 3rd bronze medal in 3 years despite being a total walking wounded. N.Z. T & F Champs, Dunedin, March Of the many impressive results from the national athletics champs, five stood out, not because they won medals (three did, two didn’t) but by the way the five young athletes competed and rose to the occasion with substantial personal bests. Ella McCall at 14 was the youngest in the W18 800m final. She also had the slowest time going into the race. Ella was not fazed by the more experienced opposition and ran with confidence and intelligence to finish fourth in a 2:15.76, taking a considerable 6 seconds off her previous

best. Emma McColl, also 14 at her first nationals also finished fourth – but it’s not the placing that impressed but the vast improvement made under pressure. Emma started the championships with a triple jump PB of 10.55 and ended it with a best of 11.04, just 10cm away from medalling. Now three that did medal. Andrea McDowell has championship experience, having won the heptathlon bronze medal two weeks earlier but Dunedin was a step up in intensity. Her triple jump best would have her
nowhere near medalling but close to a half metre improvement changed that, executing every phase perfectly to jump 11.16 and claim the silver medal. Andrew Allan. At the NZSS champs last December he won the junior triple on his last jump with 12.56 but 12.56 wasn’t going to get far in the U18. It needed a massive PB to make the medals and Andrew delivered, improving 65cm with a 13.21 jump to take the bronze medal and Southland M15 record. Tim Baker won bronze last year in the 300m hurdles but
this year opted for the more competitive 400m. And competitive it was, with just 0.75 of a second between second and fifth with official results having Tim third 49.76, his first time under 50 seconds. Youth, potential and big PB’s aside, the experienced members of the Southland team also did us proud, led by Marshall Hall who won his seventh national senior discus title, throwing 56.77 to be over 7 metres ahead of second. N.Z. Masters T & F Champs, Dunedin, Feb Every one of the twenty Southlanders finishing their events came home with at least one medal. Standout performances came in all events, in particular Dwight Grieve in the distance races. e Fiordland club displayed sprint speed to go with Dwight’s distance deeds thanks to Tracy Excell and Scott Belesky. You’d think that the older you get the easier you take it – Dwight Grieve
but it doesn’t seem to work that way. The oldest were the busiest. At 88 Alistair (Mac) Mackay was the oldest competitor there with his weekend consisting of the 60m, 100m, 200m, long jump, high jump and triple jump. A tough schedule for any age. Brian Toomey is not far off turning 80 and was almost as busy, placing either

first or second in the 100m, long jump, high jump and triple jump while Evan MacIntosh and Glenyss Jones, both in their 70’s seemed to be non-stop the whole weekend IP Championships, Dunedin March. The Southland team at the Grade 12/13 Inter-Provincials performed brilliantly at Dunedin - personal bests in all directions – but their team captain was missing. with Jonty Kemnay Carran passing away in his sleep on Sunday 28th February 2016. Jonty was one of the finest young men you would have the privilege of knowing. He was so incredibly friendly, humble, cheeky, determined and caring. A true leader and champion in all aspects of life. SISS, Timaru April 1,3 Southland athletes took a total of 69 podium finishes, including 17 championship titles, with throws the strongest discipline. Dyani Shepherd Oates and Emma Ryan excelled in the hammer with Emma following her hammer win with shot put and discus wins. Anna Skerrett (SGHS) added to the Southland throws success equalling the record in the U14 shot put, the only field event record for the championship. Javelin saw two golds with Jessica Senior winning U15 and Yvonne van Baarle (SGHS) the senior girls. Emma Hopcroft (SGHS) finished her final South Island champs with a convincing win in the senior long jump while Anna Skerrett and Andrew Allan (GHS) continuing the Southland triple jump tradition; Anna, an emphatic 52cm win in in the U14 event and Andrew’s 13.04 in the U16 was bettered only by the senior winner. Ella McCall (GHS) was best performed middle distance runner, winning the U15 800 and 1500m but best individual performance came from Jaxon Taylor in the U15 3000m, winning by an impressive 22 second while Alan Wilson-Woodford (NSC) improved on his previous best by a 15 seconds to win the open 2000m steeplechase.

COMPETITION FEE AT SENIOR EVENTS Senior meetings at Surrey Park have a competition fee of $6.00 for registered athletes (i.e. members of a club) regardless of the number of events entered. This applies to all ages 12 and over.
Casual competitors are welcome - fee for non-club members is $8.00.
Under 12’s the fee is $2.00

BASIC RULES FOR EVERYONE
It’s important that you are familiar with the basic rules of your event. Officials can make mistakes and if you are disadvantaged you need to know what the rule is and what to do about it. So it is important that you know the protest procedure - how do you protest, who do you protest to? RUNNING EVENTS
STARTS
All grades must use a crouch start with the exception of 5 and 6 year olds who may use a standing start – or crouch if they choose. Blocks must be used if wearing spikes (grade 10 and up). All grades from 12 up must use blocks for laned events whether or not are wearing spikes.
EVENTS UP TO 400m
Blocks and crouch start must be used for all events up to 400m including first lap of 4 x 400m relay. For events up to and including 400m the commands are “on your mark”, “set”, then gun.
On “TAKE YOUR MARKS” both hands and one knee must be on the ground. At “SET” your hands are on ground and both feet must be in contact with blocks. Hands or feet cannot touch or be over the start line or be outside the runner’s lane. Runners must take their marks when told to by the starter and any delay could result in a false start. An athlete who distracts or disturbs other competitors by movement or sound can be given a false start. A FALSE START MEANS DISQUALIFICATION.
EVENTS OVER 400m
Events over 400m there is only “on your marks” and gun. This needs to be reminded as young athletes often forget and are waiting for a “take your marks” and miss the gun. In distance races (over 400m) athletes cannot touch the ground with hand or hands when starting, so no blocks, no crouch start with hands on ground.
In laned events runners must stay in their lane or face disqualification – however if they stray out of the lane but gain no advantage or do not interfere with another runner they shall not be disqualified. RELAYS Relays require the baton to be exchanged within a 20 metres changeover zone. The outgoing runner can start his/her run 10 metres before the changeover zone to achieve maximum acceleration.

The baton must be exchanged within the changeover zone, although the athlete can be outside it. If the baton is dropped it can be retrieved by the athlete who dropped it, providing there is no interference of another runner or a shortcut is taken. Runners must stay in their lanes after passing on the baton to avoid interfering with other teams.
4 x 100 relays are run entirely in lanes.
4 x 400 relays are in lanes for the first lap and the first 100m of the second lap – so second runner can cut to the pole lane at the arc line just after the first bend. (This should be coned or flagged).
For 4 x 400m relays the third and fourth leg runners are lined up on the track from the inside lane in the order their team is placed at the 200m mark. So, first team at 200m mark team has lane 1, second team lane 2 etc. These positions shall not change even if team positions change.
THROWS EVENTS
SHOT PUT Shot must leave from beneath the chin – if it drops away from the chin or is thrown from the shoulder it is a no-throw. Thrower must leave the circle from the rear – and must wait until the shot has landed before leaving the circle. Touching the top of the stop board or ground outside the circle is not allowed. However, feet touching the inside edge of the circle and/or stop board is OK. DISCUS Discus must land in the sector – the part of the discus touching the line or outside the line on first hitting the ground is a foul. Any part of the body touching the ground outside the circle or the top of the rim means a foul. Thrower must leave the circle from the rear – and must wait until discus has landed before leaving circle.
JUMP EVENTS
HIGH JUMP Take off must be from one foot. (No diving or forward rolls). Knocking the bar off, knocking the uprights over or touching the ground or landing area beyond the plane of the uprights (both between and outside the uprights) without first clearing the bar is a failure. However, if a jumper touches the mat with his foot while jumping and the judge believes no advantage is gained, it is not counted as a failure. Hand or foot going through the plane of the uprights without touching the ground or landing area is not a failure.

A jumper is out after three failures. These do not have to be at the same height, so a jumper can miss twice at one height then pass to the next height. Jumpers do not have to jump at every height. 2cm is the minimum the bar can be raised each round. However, if there is only one competitor left he or she can nominate the height, including 1cm increases. Ties: the jumper with fewest attempts at the tied height is placed higher. If tie still remains the jumper with the lowest number of failures throughout the competition shall be awarded the higher place. If there is still a tie and it involves first place, there should be a jump off with athletes given one attempt at the height they missed at. If all are successful the bar goes up 2cm and jumpers given one more attempt each. If result not determined the bar is lowered 2cm and each has one more attempt. This continues until the winner is found. There cannot be a tie for first place (hence the jump off) but all other places can have a tie. Jumpers are limited to two run-up check marks LONG JUMP / TRIPLE JUMP Take off must be from behind the front edge of the take-off board or mark and within the width of the runway. Measurement is taken from the nearest break in the sand caused by any part of the body and is taken at a right angle to the take-off line. (If landing is outside the width of the board a line is made extending the front of the board to the appropriate side to allow the right angle measurement. Any straight edge including tape or the rake handle can be used). Jumpers cannot walk back through the pit. Marks cannot be placed on the runway or in the pit but can be placed alongside the runway. Jumper is limited to two such check marks. A somersault is illegal. LONG JUMP – 5 TO 11 YEAR OLDS Placement of the metre board has colours from the pit end in order of orange, blue, white, red, yellow. For ages 5 – 6: place at front end of pit 7 – 8: front of the white band is placed 1m from the near edge of pit. 9 – 10: front of the white band is 1.5m from near edge of pit. 11: front of white band 2m from near edge of pit. Measurements are taken from nearest break in sand to the front edge of the colour band the athlete has taken off from.

ATHLETICS SOUTHLAND – SAFETY FIRST
Safety is everyone’s concern and all who participate in athletics, whether competitor, official, organiser, coach, teacher or parent, must be safety conscious. All involved in athletics meetings and training sessions, whether at Surrey Park or other venues, should be familiar with the Athletics Southland safety policy and safety guidelines.
Outside of organised meets, athletics is an individual sport with athletes often training by themselves or in small groups. This puts the emphasis on individuals to look after themselves and each other when training. So individuals must also be aware of the safety issues.
Remember too, Surrey Park and most athletic grounds, including school grounds, are used by the general public for recreation and training. Athletes and groups training MUST be aware of others in the area, particularly children, who may not appreciate the potential dangers.
The safety requirements here cover both Surrey Park and outside venues and should also be observed by schools using their own grounds.

THE SAFETY FIRST CHECK LIST GENERAL
At competitive meetings access must be available for emergency vehicles. Ensure gates are not blocked by vehicles.
First aid kits are in the Invercargill and St Paul’s club rooms. One or both must be accessible at Athletics Southland Surrey Park competitions. If schools or other organisation have not arranged access to one of the clubrooms they must bring a first aid kit with them.
Competitors are not to be inside the track during competitions unless competing.
Spectators and parents must stay out of the competition area (i.e. the fence at Surrey Park or outside the track at other venues)
Athletes must not wear spikes outside the competition area - spikes should be taken off immediately after the event.
Surrey Park is a smoke free area. This applies to everyone within the grounds and inside the two clubrooms.
Coaches must make their athletes aware of the safety requirements for training and competition.
In event of injury resulting in possible fracture or any injury resulting in loss of consciousness, the victim must not be moved until medical attention has been given by an authorised or qualified person.
THROWS
In all throws athletes not throwing must be well behind the throwing circle, and where there is a cage, always outside it.
At Surrey Park discus and hammer training must take place only in the net / caged areas.
Discus, hammer and javelin officials and competitors must never be in or close to the sector with their back turned to the throwing area. This applies to both competition and training.
In training, discus and hammer throwers (who commence their throw with their back to the landing field) must make a final check of the sector area immediately before starting their attempt as well as checking prior to entering the throwing cage.
In competition officials should warn (whistle, air horn, loud yell) when a throw is about to take place – it’s too easy for a spotter or official to be distracted momentarily and not realise a discus, javelin or shot is heading in their direction.
Throwing implements must be carried back, not thrown or rolled.

The Athletics Southland red warning signs must be used when throwing competitions are in progress.
For competitions at venues other than Surrey Park there should be a roped off or marked area that waiting athletes must stay behind until called for their attempt.
No one, athlete or official, should be in the throwing safety cage while an attempt is being made.
Competitors must stay outside the safety cage and throwing circle until their name is called.
JUMPS
In the high jump the biggest danger is missing the pad or hitting the upright. Many young high jumpers aim for the centre of the bar but momentum means they clear it close to the far end risking hitting the upright or hitting the ground. If this occurs officials need to encourage jumpers to aim for the first third of the bar, thereby clearing it in the centre.
No jumper is to make an attempt before he or she is called. It is not uncommon for an athlete to pre-empt the official and make a jump when the previous jumper is still on the mat.
High jump landing mats must be adequate for flop landings. If not, the flop should not be permitted.
The flop done correctly is efficient, effective and safe. Done incorrectly it can be dangerous for young athletes who risk hitting the upright with their head or landing on the ground head or back first. Unless an athlete has been correctly taught the flop technique it should be discouraged or not allowed.
Landing mats must not be on a slippery surface.
Long and triple jump pits must be checked for glass and dangerous objects before competition or training. This should be done during digging and raking. Do not dig the pit without watching out for what might be in the sand.
Rakes must never be left lying on the ground with prongs facing up. If possible lean rakes and shovels in an upright position against the fence when not in use and must be held during competition.
TRACK
Athletes and officials must always look before crossing the track.
Athletes training must check the lane they are about to use is free before starting a repetition. If running reps warn others which lane is being used.

Hurdles must never be jumped from the wrong side as a stumble or trip means the hurdle will not tip and serious injury could result.
EQUIPMENT
All athletic equipment should be checked before use.
Any equipment which is damaged or unsafe must be reported to the Athletics Southland Equipment Officer (named in this handbook) or Chairperson of the appropriate subcommittee. (Track & Field, Harriers or Juniors)
NON-STADIA
Cross-country courses must be checked for dangerous objects (i.e. any hidden large stones and rocks, glass, metal) before the first race.
Organisers for road courses must be mindful of traffic and where applicable, follow a suitable traffic management plan.
First aid kit must be taken to Athletics Southland non-stadia events. HEALTH
The warm up and stretches are a safety procedure. A proper warm up could avoid an injury. Coaches and organisers should allow time for adequate warm up.
Organisers and coaches should encourage athletes to be sun smart and apply sunscreen.
Sensible fluid replacement must be promoted to athletes by coaches and organisers.
There will be no sharing of water bottle under any circumstances.
Coaches and organisers must be informed of health and medical conditions that may impact on an athlete’s participation. This includes conditions such as asthma and epilepsy as well as injuries. (Young athletes may try and play through an injury and risk aggravating it further.) If treatment may be required (e.g. asthma or epilepsy) the coach or official should be aware of correct treatment.
Official responsible for safety to be named for all competitions and Ath Sth Health and Safety procedures followed.

SURREY PARK ALL WEATHER TRACK USAGE RULES
Please do not train in lane 1 and lane 2. For times trials and distance reps, use the outside lanes.
150m = start at 400m start line in any lane to 4th 400m hurdle (green) mark in the lane. (along back straight)
600m = in lane 4 start at 400m hurdle (green mark) between water jump and 200m start (first hurdle mark past 200 start) plus one complete lap (603m)
1000m = 2 complete laps plus 110m in lane 7 (start at 110 hurdle start line plus 2 laps)
2000m = 4 complete laps plus 200m in lane 8 (start at 200m stagger plus 4 laps).
3000m = 7 complete laps in lane 5
These measurements are not exact to the cm but are within a metre or so of the required distance.
Reps of 100m and less should be done on the back straight.
Starting practise is not permitted on or near the finish line or 100m start line.
Only approved devices to be used for resistance and towing training.
Sprint drills that involve any scuffing action (e.g. skips) not permitted on the track.
Only 6mm spikes or shorter allowed on the track.
No food or liquids other than water allowed inside the track perimeter fence.
(Officials are permitted refreshments during scheduled events on grass areas only.)
No wheeled vehicles (apart from authorised vehicles and wheelchairs) permitted on the track. This means NO bicycles, NO scooters, NO roller blades and NO skateboards!
Please do not cross the track in football boots – go around if going too far field or use matting if on centre field.
Guard rail must be replaced if removed for access or competition.
Blocks are not to be used for training at 100m start – use the 110m start line.

Level B: Proficiency in at least 3 of 4 (or 2 of 3) elements in the event group. Passing the written examination 70% and Certified Practical Proficiency (by Centre Officials Co-coordinator, their appointee) in at least 3 of the 4 (or 2 of the 3) elements in the event group over 15 competition days.
Level A: Proficiency in all aspects of the event group. Passing the written examination 75% and certified practical Proficiency (by Centre Officials Co-coordinator, their appointee) in all elements of the event group over 15 competition days. In the period immediately prior to the recommendations must have had experience in officiating at the National Championships.
Advancement through levels shall be as follows:
BEGINNERS PAPERS Paper A Basic Athletic Events. Paper B More difficult Athletic Events. Level C Examinations and all Practical Proficiency Evaluation may be taken at any time. Level B Examinations may be taken after the expiration of 2 years after Level C. Level A Examinations may be taken after the expiration of 2 years after Level B.

ATHLETICS NEW ZEALAND COACHES CODE OF CONDUCT
This Code of Conduct for registered athletics coaches is adopted from the International Association of Athletics Federations (IAAF) Code of Ethics for Coaches. The basic principle is that ethical considerations leading to fair play are integral and mandatory elements of coaching athletics. These ethical considerations apply to all levels of ability and commitment, including recreational and competitive involvement in Athletics. A coach is required to be a positive role model for athletes so they learn fair play and sportsperson-like behaviours. The role of the coach is therefore as an ambassador, educator and guardian of the ethical values of fair play within the sport of Athletics. The coach’s primary role is to facilitate the process of individual athlete development through achievement of athletic potential. This role accepts the athletes’ long term interests are of greater importance than short term athletic considerations. To fulfil this role an Athletics New Zealand registered coach must behave in an ethical manner, specifically in relation to the following points:
Athletes’ Rights
Coaches must respect basic human rights; that is, the equal rights of each athlete
with no discrimination, whether on the grounds of gender, race, colour, language,
religion, political or other opinion, national or social origin, association with a national
minority, birth or other status.
Positive Role Model
Coaches have a responsibility to influence the performance and conduct of the
athletes they coach, while at the same time encouraging the independence and self-
determination of each athlete by their acceptance of responsibility for their own
decisions, conduct and performance.
Coaches must respect the image of the coach and continuously maintain the highest
standards of personal conduct, reflected in both the manner of appearance and
behaviour. Coaches must never smoke while coaching or in the presence of athletes,
nor consume alcoholic beverages so soon before coaching that it affects their
competence or that the smell of alcohol is on their breath.
Coaches must assert a positive and active leadership role to prevent any use of
prohibited drugs or other disallowed performance enhancing substances or practices.
This includes education of the athletes of the harmful effects of prohibited substances
and practices.

CODE OF CONDUCT FOR ATHLETES
This code of conduct is a guide to athletes on the behaviour the sport expects of them in all domestic and international competition. It is also a guide to officials and administrators on ways to deal with athletes who infringe this code.
The athlete shall:
Act in the spirit of fair play and true sportsmanship.
Refrain from offensive language and abuse to other athletes and to officials.
Respect volunteers and officials who give of their time to allow athletes to compete in true competition.
Abide by the rules of competition and accept the rulings of officials. (There is an appropriate procedure for protesting against the ruling of an official—refer (3) below)
.
Meeting Organisers and Centres are responsible for the smooth running of meetings, therefore they should be aware that they have a great deal of control over the conduct of athletes. If there are athletes and supporters who are so lacking in self-discipline and lacking in respect for officials that they continue to cause problems, taking no action and letting it continue will not improve matters. It only makes it very unpleasant for officials, and the majority of athletes who want to participate in a fair, friendly and sporting manner.

SELECTION TO SENIOR NEW ZEALAND TRACK & FIELD CHAMPIONSHIPS
Southland teams will be selected to compete at New Zealand Track & Field Championships.
Athletes who are not selected to represent Southland can still enter as individuals representing their clubs, providing they meet the Athletics New Zealand entry standards.
These entry standards are issued by Athletics New Zealand each year and are available on their website (www.athletics.org.nz). Funding assistance usually is available for selected athletes subject to its availability.
To represent southland athletes need to better or equal the Athletics Southland standards at least once during the qualifying period as well as prove form closer to the Championships and show a competitive attitude. Athletics NZ ranking lists are an indication of standards and potential.
RELAYS: All athletes selected for individual events must make themselves available for relays if required.
ATHLETICS SOUTHLAND ILT DEVELOPMENT PROGRAMME
The development programme is for Southland’s young athletes who aspire to go further in their sport by recognising and supporting talent, achievement and potential. It sets a foundation that will hopefully see more Southlanders progress to international level.
PROGRAMME GOALS
Educate Athletes and their coaches on good training practices, enabling them to prepare for the next competitive level in the sport.
Provide assistance to enable athletes and their coaches to compete in the environment required for them to achieve their athletic goals without having to sever links with the province.
Provide a supportive, fun, team environment of peers & mentors.
Provide a path to the National Performance programme with eventual inclusion in an Athletics New Zealand squad and carding by Athletics New Zealand by having athletes commit to the criteria required of national squad athletes. This includes athlete and coach working with squad and strand leaders and support services, having pre-agreed performance targets, the commitment to achieve them and following suitable planning procedures (competition, training, career, performance monitoring etc.)
And above all, provide an environment where athletes are continually challenging themselves.
Getting into the Emerging Talent Squad is on performance and potential. Staying there is on performance. sport.

RULES OF JUNIOR COMPETITION
Colgate Age Patch: All athletes must wear their appropriate Club uniforms with their Colgate Age patch on the left hand side. You will be given a patch which will have your Club Name and registration number written on it at the top and your name below the number as shown to the right.
Age Grouping: The age is taken as at 31st December in the season of competition: Spike Running Shoes: Spike running shoes may only be worn by competitors in the 10 - 14 grades. If spike shoes are worn, they must be used only during warm up and competition. Spike shoes must be removed at the immediate completion of the athletics event and before leaving the arena.
Where to Warm-up (Surrey Park): No warm ups are permitted on the front 100m straight of the track or the inside two lanes of the complete track. This is to ensure the track surface quality is maintained.
Starts: All grades must use a crouch start (except 5 and 6 year olds they may use standing starts). Blocks must be used if wearing spikes by competitors in the 10 and 11 grades. Grades 12 to 14 must use a crouch start off blocks for races up to 400m. Athletes must compete in their age grade except when officials combine age groups for convenience

GENERAL INFORMATION FOR JUNIOR ATHLETES AND PARENTS
The Southland Junior Athletics Committee WILL BE STRICT ON THE UNIFORMS of junior’s athletes while they are competing.
We will be using the Colgate Games rules; i.e. NO LOGO’s on shorts that are not brand logos related to athletics. This NO LEAGUE LOGO SHORTS, NO SURFING or SKATE BOARD LOGOS.
All Competitions will commence at 11:00am unless otherwise advertised.
Only spikes up to 6mm allowed on track, 9mm allowed for High Jump and Javelin
Parents are welcome to enter the arena to watch their children compete or to act as officials. THIS IS CONFINED TO WAVERLEY SHIELDS ONLY.
Safety For safety reason no athlete should be crossing the track, long jump run-up and field areas, especially when an event is being held. This includes the finish line area so that there is no interference with track judges and camera equipment
Training Training for officials is available and can be arranged. Ask your Clubs committee members for details
Duties Each club is assigned a field event duty as well as supplying people to assist with time keeping, judging, and marshalling the athletes, starters and recall starters. It is the Clubs responsibility to have sufficient people available to ensure all athletes get a fair go. Please ensure the event is set up 10 minutes before start of the competition. Clubs are also required to return equipment to the appropriate storage rooms or place safely at the outside of gear room at end of grandstand.
Cancellation We will endeavour to ensure everyone is given sufficient time to be notified of the cancellation of the days competition. The decision is based on the knowledge of clubs travel, weather prospects and when radio stations are prepared to announce the notice. We advise More FM (98.2) and The Radio Networks (98.8) of the cancellation notice. The determining factors are weather conditions, athlete’s safety/well-being, plus consideration for officials and equipment.
Records Due to the non-use of certain timing and measurement equipment, Southland Junior Athletic Committee (SJAC) does not recognise records. We do however maintain a list of Southland Junior Athlete’s “Best Performances” (BP) results achieved at all recognised Junior and Children’s Meeting as well as national meetings, e.g. NSSS, NZ championships etc. These lists are made available to clubs and are updated

each year. A Southland Best Performance must be ratified by a graded Official Referee or Meeting Manager appointed by the Southland Track & Field Committee.

Colgate Games The 2017 South Island Colgate Games are at Surrey Park Jan 13 to 15. Will you be there? This competition is for grades 7-14 year olds. Entries need to be made WITH YOUR CLUB by end of November. Tyson Challenge Meeting Nominations are called for after Christmas. Minimum Requirement: Must compete in one (1) Waverley Shield or the Children’s Southland Championships although priority will be given to athletes who compete regularly in Junior competitions through the season. This cup was presented by Mr Paul Tyson (past chairman of the Otago Children’s Committee) and Mrs Liz Tyson in 1999 for competition between Southland & Otago athletes Grade 7 to Grade 11. Nine Ninety Five Meeting Nominations for this competition are called for after Christmas.

This trophy was presented in 1992 By Russell and Beverley Findlay (Otago) for competition between Tasman, Canterbury, Otago and Southland athletes Grade 7 to Grade 11. (The reason behind the name of the trophy is that it is approximately 995 kilometres from Invercargill to Nelson.) Inter Centre (South Island) An inter-provincial competition for Grades 14,15,16,17 between Canterbury, Tasman, Otago and Southland Athletes compete in three (3) events of their choice. Inter Provincials Inter Provincial competition for grades 12 and 13. Athletes score points for distance/height/time achieved in four events, one of which must be track or field. Athletes are as selected for their events. Individual points accumulated into a team total. Team trophies awarded for highest accumulated points. Individual trophies awarded in each grade boys and girls for highest points. This is held at Easter every year.

Parents are expected to encourage all children fairly during competition. Parents must be prepared to assist with the smooth running of all competitions by being available to help in any manner necessary. Any abuse of athletes, officials or other spectators will not be tolerated. The offending parent/s will be asked to leave the competition and their future involvement will be determined by Southland Children’s Athletics. Any protests, queries or complaints must come through Team Managers or Club Delegates to the Meeting Manager on the day of competition. Any clarification on rules or results must be made through your Team Manager or Club Delegate to the Meeting Manager; and any ruling made by the Meeting Managers on any matter relating to competition will be final. Parents are expected to have a basic understanding of the rules relating to competitions so as to avoid misunderstanding or conflict with meeting officials. Above all Parents are expected to set an example that reflects the spirit of involvement, enjoyment and competition that athletics provides for athletes.

ATHLETICS SOUTHLAND JUNIOR BEST PERFORMANCES As at Sept 2016
The best performances in this booklet are covered by IAAF, Athletics New Zealand and New Zealand Children’s equipment requirements dated from September 2011. Southland Children’s records were started around the 1982 season and could only be broken at the pinnacle event of the season “The Southland Champs”. At the start of the 2012 season the rules were changed to allow athletes to be able to break the best performances at all recognized Athletics Southland events, so there have been some superior performances in the past not listed here. Some records from the field events have been converted where needed from imperial weights to metric weights. Junior best performances by appropriate age athletes using appropriate implements can be set at any meeting run under Athletics NZ and IAAF rules and have graded officials such as Colgate Games, IP’s, secondary school championships (NZSS, SISS), New Zealand T & F Championships, regional championships (e.g. Southland Senior) and any event that meets the criteria for a Southland senior record. Track times must be electronic. The group of events no longer competed for under normal IAAF, Athletics New Zealand and New Zealand Children’s rules dated from September 2011 are listed at the end. KEEP RUNNING – WINTER TIME
If you like running, keep going right through the winter by joining your club’s harrier group. There is not only cross-country but also road races events to compete in.
Cross-country running is good for you. All track athletes, even sprinters will benefit from winter running.
Cross-country without doubt builds strength. It helps to develop leg strength through the hill work and the extra effort needed in soft conditions. It also builds core stability, (strength in hips, pelvis and lower back) improving your running posture, technique and efficiency.
The very nature of cross-country forces frequent changes in pace and effort, a skill often required in middle distance races.
For the track runner, the most important benefit is aerobic development. In other words, you use the cross-country season to get fit enough to train seriously and harder for the next track season.
Of course there’s another reason for running cross-country
IT’S FUN!!!
Runners who stick to the track are like swimmers who always swim in a pool and have never experienced the fun of the surf.
Getting out and running freely in the open air over natural terrain is one of the joys of being a runner.
And so what if you’re not brilliant at it - as long as you acknowledge that the cross country season is part of your build up and the main goal is the summer you’ll find it not just worthwhile, but beneficial.
