JUNE2017WhatanamazingMaywe’veexperiencedthisyear.Weseemedtohavegonedirectlyfromwintertosummer.Whathappenedtoeasingintowarmerweatherwithspring?Nope.Havetogofrom40sandrainingsidewaysto90degreesoverMemorialDayweekend.Butwiththecomingofsummer,comesthecloseofour2016-2017ITEWashingtonactivitiesyear.Andwhatanamazingyearwe’vehad.
Iwanttothankthosethathaveinvestedtheirtimeandenergyintobringingeachmonthlymeeting,specialtraining,jointmeetingsandconferencestogetherforoureducationandenjoymentthroughouttheyear.Allthebehindthescenesworkisdonebyvolunteerswhowanttoprovidethehighestqualityofprogramsandactivities.
IespeciallywanttothanktheBoardmembers;CarterDanneas(Immediate)PastPresidentandMikeHendrixasVicePresident-Treasurerforcontinuingtheirserviceforanotherterm.Theadditionalexperiencetheybroughttoeachtopic,eachissue,eachdiscussion,eachmeetingweworkedonwaspriceless.IwanttothankDanielLaiforjumpingintohisnewroleasSecretarywithbothfeetandrunningassoonashehittheground.Theamountenergy,creativityandtechnicalknowledgereallyputalotofwindinourSection’ssails.AndIwanttoespeciallythankEdAristoforputtingtogetherthebestITENewslettereachmonthandCarlaNasrfororganizingawidevarietyofvenuesandmenusforourmonthlymeetingsandDarcyAkersforkeepingusapprisedofwhathappenedateachofthemeetingsifwewereunavoidablyabsent.Nottotakeawayfromtheeffortsofthoseindividualswhohavecontributedto

ScribeReport–May2017StudentNightByDarcyAkersAsspringfinallyreachedSeattle,itwastimeonceagainfortheannualStudentNightcompetitionattheIvar’sSeafoodHouseonbeautifulLakeUnion.Thisyear’seventattractedabigcrowdofbothprofessionalsandstudentstohearthecreativesolutionsforthisyear’schallenge.
TheLeaHillRoadcorridorinAuburn,WAprovidedthesettingforthisyear’sproject.Thechallengewashowtochangeanexisting2lanecollectorwithnomultimodalfacilitiesintoaroadwayforallusersthatbetterservestheneedsanddesiresforthesurroundingneighborhood.Threestudentteamscompetedthisyearandeachpresentedavarietyofsolutionsthatwouldmakethecorridormoreinvitingforbikes,pedestriansandtransit.
UniversityofWashingtonundergraduatestudentsMeganEide,MarinaSavenkova,andJamesRoneyearnedthirdplacewiththeirideaofamultimodalpath,upgradetoLEDlightingandenhancedcrossingsusingRRFB.Theirestimatedbudgetwaslowestofthethreebylimitingtheamountofroadwideningneeded.SeattleUniversityundergraduatestudentsKoriChun,GraceKurtzandKristenHoopercameinsecondwiththeirtwo-stepapproach.Intheshortterm,theysuggestedenhancedcrossingsandspeedsignsafterusingaspeedguntoseefirsthandwhatspeedscarsweretravelingandthenlong-termtheysuggestedrebuildingtheroadwithbikelanesandaddingleftturnpocketsstrategically.
ThefinalteamtopresentwasJoseLuisMachado,MayureeBinjolkar,andGabrielaGirón.ThesethreegraduatestudentsfromtheUniversityofWashingtontookhomefirst

placewiththeirextensiveproposal.Theirdesignconceptincludedacycletrackaswellasasidewalk,busbulbouts,andimprovedcrossings.
Towrapupthenight,theAnnualITEStudentScholarshiprecipientswereannounced.ThewinneroftheUndergraduateScholarshipwasUWJuniorMarinaSavenkovaandtheHighSchoolSeniorScholarship
winnerwasTuanTranfromMtTahomaHighSchool.
Thankstoallthemembersthatcameouttosupportthesestudents.Asarecentgraduatemyself,StudentNightwasoneofthefirstITEeventsIattendedandoneofmyfavoritemeetings.It’sagreatnetworkingopportunityandachanceforstudentstomeetprofessionalsthattheymightsoonbeworkingalongside.

IamhonoredtobeacandidateforSecretaryoftheWashingtonStateChapter,InstituteofTransportationEngineers.IhaveareputationforloyaltyandcommitmentwitheveryorganizationI’vebeeninvolvedwith.I’mbothproudandhappytobeatransportationengineer,andifelected,Ihopetoelevateourreputationbycontinuouslyfocusingonthetechnicalworkthatwedo.IjoinedITEwhileingraduateschool.MyfirstjobwaswiththeWSDOTOlympicRegion,TrafficEngineeringoffice.Withinthefirstmonth,IattendedanITEmeetinginBellevueandhavecontinuedtoparticipateinandsupportITEfor30years.Duringmycareer,ImanagedtheSoundTransitHOVDirectAccessPredesigninTotemLake,Kirkland,preparedthetruckmobilitytechnicalanalysisfortheColumbiaRiverCrossingproject,wasateammemberforSoundTransit’sLynnwoodLinkpredesign,andhaveservedinmanyothertechnicalrolesforallmodesoftransportation.I’vetakenonavarietyofleadershiprolesinmyprofessionandcommunity.Mycommunityactivitiesalwaysremindmewhyweareinthebestprofession–wegetpeopletowork,school,recreation,andmedicalappointments;ourprofessionisthebackboneofoureconomy,andwekeeppeoplesafeintheirtransport.Wegettobeengineersandworkwithnumbers,andwegettoknowourcommunities.Mybriefresumeofleadershiprolesinclude:

OnApril21,1924,Seattle'sfirstautomatictrafficlightbeginspart-timeoperationat4thAvenueSandJacksonStreet.Seattleisactuallysomewhatlatetothisparty,astrafficlightshavebeenoperatinginotherAmericancitiesforaslongasadecade.Thelightprovestobeagreatsuccess,andtheysoonwillsproutalloverthecity.SeattleSeestheLightThedawnoftheautomobileintheearlytwentiethcenturyquicklycreatedaneedfortrafficcontrolindowntownSeattleintersections.Intheearliestyearsapoliceofficercontrolledanintersectionwithhandsignals.Later,Seattlepoliceofficersmannedsemaphoresignalsinbusyintersections,manuallyturningthepoleasneededtodirecttheflowoftraffic.Atnightafloodlightlituptheofficersopeoplecouldseehim.Theproblemwiththis(asidefromtheobviousdangerofgettinghit
byacar)isthatthepolicemancouldn'tpursueorotherwisehandletrafficscofflaws.Ifhelefthisposttodealwithanoffender,trafficattheintersectionusuallydescendedintochaos.Seattlewasprogressiveinalotofwaysinthe1920s,buttrafficcontrolwasn'toneofthem.Asearlyas1912rudimentaryredandgreenlightsmountedonahomemadewoodenboxwereusedinSaltLakeCity.ThefirstgenerallyacceptedelectrictrafficlightwasintroducedinClevelandinAugust1914.In1920thefirsthangingtrafficlight,thefour-way,three-lightsignal(andthefirsttrafficsignalwithayellowcautionlight)thatweknowtoday,debutedinDetroit.ManyAmericancitieshadtrafficlightsbeforeSeattle,butinthespringof1924thecitysawthelight.TheDepartmentofStreetsandSewersrantrafficchecksatSeattle'sbusiestintersectionsandcameupwiththreecandidatesforSeattle'sfirsttrafficlight:4thAvenueSandJacksonStreet,4thAvenueandPikeStreet,andRoyStreetandWestlakeAvenue.Theintersectionat4thAvenueSandJacksonStreetwaschosen.Ofthethree,itwastheeasiestlocationtoinstallatrafficlightat,andtherewerenootherintersectionsnearbythathadtrafficpolicewhomightinadvertentlyinterferewiththetrafficflowat4thandJackson.With24,000carspassingthroughtheintersectiononanaveragedaybetween7a.m.and10p.m.,thelocationwastherightspotforthelight.

Plannersscheduleda30-daytestingperiod.ThreeLightsandaGongAsquatironpostwasmountedinthecenteroftheintersection,toppedbyaboxriggedwithelectriclightsbehindcoloredglass.Inadditiontothecolors--red,amber,andgreen--acorrespondingmessage,"stop,""trafficchange,"and"go,"appearedonthefaceoftheglassitself.(Themessagesweretobettereducatethepublicaboutthecolors,buttheyapparentlycaughtoneasilyenough.)Agongprecededeachtrafficchangebutitwashardformotoriststohear,especiallywhentrafficwasheavy.Timingofthelightineitherdirection
couldbeadjustedfortheflowoftraffic,andinthiscasetheoptimumtimingforthegreenlightwasfoundtobe35secondsnorth-southon4thAvenueand25secondseast-westonJacksonStreet.ThelightbeganoperatingontheafternoonofMonday,April21,1924,runningonlyduringtheafternoonandearlyeveningduringitsfirstweeksofoperation.Testingexceededexpectations.Trafficbeganclearingupattheintersectionby5:45p.m.,afullhalf-hourearlierthanwhatthenormhadbeenbeforethelightwasinstalled,andaccidentstheredroppeddramatically.Theautomatedsignalwassosuccessfulthatthepoliceofficersmonitoringitneverusedthemanualcontrolsduringthetestingperiod,andwithinweeksdowntowndriverssuccessfullylobbiedtohaveitturnedonduringthemorningrushhour.
