www.westernite.org/sections/washington President’s Message JUNE 2017 What an amazing May we’ve experienced this year. We seemed to have gone directly from winter to summer. What happened to easing into warmer weather with spring? Nope. Have to go from 40s and raining sideways to 90 degrees over Memorial Day weekend. But with the coming of summer, comes the close of our 2016-2017 ITE Washington activities year. And what an amazing year we’ve had. I want to thank those that have invested their time and energy into bringing each monthly meeting, special training, joint meetings and conferences together for our education and enjoyment throughout the year. All the behind the scenes work is done by volunteers who want to provide the highest quality of programs and activities. I especially want to thank the Board members; Carter Danne as (Immediate) Past President and Mike Hendrix as Vice President- Treasurer for continuing their service for another term. The additional experience they brought to each topic, each issue, each discussion, each meeting we worked on was priceless. I want to thank Daniel Lai for jumping into his new role as Secretary with both feet and running as soon as he hit the ground. The amount energy, creativity and technical knowledge really put a lot of wind in our Section’s sails. And I want to especially thank Ed Aristo for putting together the best ITE Newsletter each month and Carla Nasr for organizing a wide variety of venues and menus for our monthly meetings and Darcy Akers for keeping us apprised of what happened at each of the meetings if we were unavoidably absent. JUNE2017WhatanamazingMaywe’veexperiencedthisyear.Weseemedtohavegonedirectlyfromwintertosummer.Whathappenedtoeasingintowarmerweatherwithspring?Nope.Havetogofrom40sandrainingsidewaysto90degreesoverMemorialDayweekend.Butwiththecomingofsummer,comesthecloseofour2016-2017ITEWashingtonactivitiesyear.Andwhatanamazingyearwe’vehad.

Iwanttothankthosethathaveinvestedtheirtimeandenergyintobringingeachmonthlymeeting,specialtraining,jointmeetingsandconferencestogetherforoureducationandenjoymentthroughouttheyear.Allthebehindthescenesworkisdonebyvolunteerswhowanttoprovidethehighestqualityofprogramsandactivities.

ScribeReport–May2017StudentNightByDarcyAkersAsspringfinallyreachedSeattle,itwastimeonceagainfortheannualStudentNightcompetitionattheIvar’sSeafoodHouseonbeautifulLakeUnion.Thisyear’seventattractedabigcrowdofbothprofessionalsandstudentstohearthecreativesolutionsforthisyear’schallenge.

TheLeaHillRoadcorridorinAuburn,WAprovidedthesettingforthisyear’sproject.Thechallengewashowtochangeanexisting2lanecollectorwithnomultimodalfacilitiesintoaroadwayforallusersthatbetterservestheneedsanddesiresforthesurroundingneighborhood.Threestudentteamscompetedthisyearandeachpresentedavarietyofsolutionsthatwouldmakethecorridormoreinvitingforbikes,pedestriansandtransit.

UniversityofWashingtonundergraduatestudentsMeganEide,MarinaSavenkova,andJamesRoneyearnedthirdplacewiththeirideaofamultimodalpath,upgradetoLEDlightingandenhancedcrossingsusingRRFB.Theirestimatedbudgetwaslowestofthethreebylimitingtheamountofroadwideningneeded.SeattleUniversityundergraduatestudentsKoriChun,GraceKurtzandKristenHoopercameinsecondwiththeirtwo-stepapproach.Intheshortterm,theysuggestedenhancedcrossingsandspeedsignsafterusingaspeedguntoseefirsthandwhatspeedscarsweretravelingandthenlong-termtheysuggestedrebuildingtheroadwithbikelanesandaddingleftturnpocketsstrategically.

ThefinalteamtopresentwasJoseLuisMachado,MayureeBinjolkar,andGabrielaGirón.ThesethreegraduatestudentsfromtheUniversityofWashingtontookhomefirst

placewiththeirextensiveproposal.Theirdesignconceptincludedacycletrackaswellasasidewalk,busbulbouts,andimprovedcrossings.

Towrapupthenight,theAnnualITEStudentScholarshiprecipientswereannounced.ThewinneroftheUndergraduateScholarshipwasUWJuniorMarinaSavenkovaandtheHighSchoolSeniorScholarship

winnerwasTuanTranfromMtTahomaHighSchool.

Thankstoallthemembersthatcameouttosupportthesestudents.Asarecentgraduatemyself,StudentNightwasoneofthefirstITEeventsIattendedandoneofmyfavoritemeetings.It’sagreatnetworkingopportunityandachanceforstudentstomeetprofessionalsthattheymightsoonbeworkingalongside.

Thisyearwasagreatsuccessasalways,soabigshoutouttoourstudentactivitychairs,RichardHutchinsonandPabloPara!

OnApril21,1924,Seattle'sfirstautomatictrafficlightbeginspart-timeoperationat4thAvenueSandJacksonStreet.Seattleisactuallysomewhatlatetothisparty,astrafficlightshavebeenoperatinginotherAmericancitiesforaslongasadecade.Thelightprovestobeagreatsuccess,andtheysoonwillsproutalloverthecity.SeattleSeestheLightThedawnoftheautomobileintheearlytwentiethcenturyquicklycreatedaneedfortrafficcontrolindowntownSeattleintersections.Intheearliestyearsapoliceofficercontrolledanintersectionwithhandsignals.Later,Seattlepoliceofficersmannedsemaphoresignalsinbusyintersections,manuallyturningthepoleasneededtodirecttheflowoftraffic.Atnightafloodlightlituptheofficersopeoplecouldseehim.Theproblemwiththis(asidefromtheobviousdangerofgettinghit

byacar)isthatthepolicemancouldn'tpursueorotherwisehandletrafficscofflaws.Ifhelefthisposttodealwithanoffender,trafficattheintersectionusuallydescendedintochaos.Seattlewasprogressiveinalotofwaysinthe1920s,buttrafficcontrolwasn'toneofthem.Asearlyas1912rudimentaryredandgreenlightsmountedonahomemadewoodenboxwereusedinSaltLakeCity.ThefirstgenerallyacceptedelectrictrafficlightwasintroducedinClevelandinAugust1914.In1920thefirsthangingtrafficlight,thefour-way,three-lightsignal(andthefirsttrafficsignalwithayellowcautionlight)thatweknowtoday,debutedinDetroit.ManyAmericancitieshadtrafficlightsbeforeSeattle,butinthespringof1924thecitysawthelight.TheDepartmentofStreetsandSewersrantrafficchecksatSeattle'sbusiestintersectionsandcameupwiththreecandidatesforSeattle'sfirsttrafficlight:4thAvenueSandJacksonStreet,4thAvenueandPikeStreet,andRoyStreetandWestlakeAvenue.Theintersectionat4thAvenueSandJacksonStreetwaschosen.Ofthethree,itwastheeasiestlocationtoinstallatrafficlightat,andtherewerenootherintersectionsnearbythathadtrafficpolicewhomightinadvertentlyinterferewiththetrafficflowat4thandJackson.With24,000carspassingthroughtheintersectiononanaveragedaybetween7a.m.and10p.m.,thelocationwastherightspotforthelight.

Plannersscheduleda30-daytestingperiod.ThreeLightsandaGongAsquatironpostwasmountedinthecenteroftheintersection,toppedbyaboxriggedwithelectriclightsbehindcoloredglass.Inadditiontothecolors--red,amber,andgreen--acorrespondingmessage,"stop,""trafficchange,"and"go,"appearedonthefaceoftheglassitself.(Themessagesweretobettereducatethepublicaboutthecolors,buttheyapparentlycaughtoneasilyenough.)Agongprecededeachtrafficchangebutitwashardformotoriststohear,especiallywhentrafficwasheavy.Timingofthelightineitherdirection

couldbeadjustedfortheflowoftraffic,andinthiscasetheoptimumtimingforthegreenlightwasfoundtobe35secondsnorth-southon4thAvenueand25secondseast-westonJacksonStreet.ThelightbeganoperatingontheafternoonofMonday,April21,1924,runningonlyduringtheafternoonandearlyeveningduringitsfirstweeksofoperation.Testingexceededexpectations.Trafficbeganclearingupattheintersectionby5:45p.m.,afullhalf-hourearlierthanwhatthenormhadbeenbeforethelightwasinstalled,andaccidentstheredroppeddramatically.Theautomatedsignalwassosuccessfulthatthepoliceofficersmonitoringitneverusedthemanualcontrolsduringthetestingperiod,andwithinweeksdowntowndriverssuccessfullylobbiedtohaveitturnedonduringthemorningrushhour.
