All roads led to Century Park Hotel, Malate, Manila as the Philippine Association of State Universities and Colleges (PASUC) held its General Assembly, 5-7 July. Themed as “PASUC @ 50: At the Forefront of the Global Dynamics of Public Higher Education”, the Assembly was attended by politicians, speakers from neighboring Asian countries and officials from the different State Universities and Colleges (SUCs) in the country. Hon. Alan Peter S. Cayetano, Secretary of the Department of Foreign Affairs, was the keynote speaker during the opening ceremonies, which was followed immediately by the plenary session, with Dr. Jude A. Duarte, President, Leyte Normal University and member of the Forum Management Committee, who presented the topic on the ‘Output of the Regional Fora in Constitutional Reforms: Its Impact on Higher Education, Peace and Development’. Meanwhile, ‘PASUC @ 50: The Report Card’, was presented by Dr. Ricardo E. Rotoras, PASUC and University of Science and Technology of Southern Philippines (USTSP) president. After the presentations, the Executive Board Meeting and Election of Officers were conducted at the Corregidor B Function Room of the hotel. Highlight during the first day was the welcome dinner message of Hon. Pia S. Cayetano, Congresswoman of the Lone District of Taguig and the Deputy Speaker of the House of Representatives. CAFENR faculty members serve as research evaluators; attend workshop

Dr. Cristina F. Olo, faculty member of the College of Agriculture, Food, Environment and Natural Resources (CAFENR), Department of Animal Science, served as one of the four evaluators during the 2017 R&D Annual In-House Review of the Philippine Carabao Center, Munoz, Nueva Ecija, 4-6 July. Fifty researches on animal science were evaluated during the three-day event.

NAEA elects officers; take oathThe Non Academic Employees Association (NAEA)

of the University had elected its officers who will serve the Association for the next two years. Established in November 2008, the newly-elected officers took their oath in a simple ceremony held at the Office of the University President with Dr. Hernando D. Robles as inducting officer, 11 July.

The following were elected officers: President: Lolita G. Herrera; Vice-President: Arthur C. Eraña; Secretary: Erla F. Matel; Treasurer: Edna L. Mojica; Auditor: Marcelina Masicap; and P.R.O.: Ruel A. Herrera.

The Association, having its own Constitution and by-laws looks after the welfare and benefit of the members. Mrs. Lolita G. Herrera, fresh from her mandate as the elected president said that members are protected through the different programs, projects and activities designed for them”.

Moreover, Drs. Mariedel L. Autriz, also a faculty member of CAFENR, Department of Animal Science and Eufemio G. Barcelon, Chairof the Institute of Food Science and Technology, together with Dr. Cristina F. Olo, who served as head of the evaluators, were invited to the Agency In-House Review of Research Proposals and Completed Projects of the Bureau of Animal Industry (BAI) at BAI-Animal Product Development Center (APDC), Marulas, Valenzuela City, 18-20 July.

Through STAARRDEC, BAI invited faculty members of the University to serve as evaluators of their completed and on-going projects, as well as proposals. Twenty five researches on the different fields and applications of animal science were evaluated and awards for ‘Best Paper’ based on research process and product development were given at the end of the three-day event.

On the other hand, 16 faculty and staff from CAFENR and two from Naic Campus attended the “Organic Agriculture Curriculum Integration Workshop” at Cortijos de Palsabangon, Pagbilao, Quezon, 19-21 July.

The three-day workshop was sponsored by the Agricultural Training Institute (ATI) Region IVA, as one of the strategies in the adoption of organic agriculture practices in the country.

Participants also visited Ato Belen’s Farm in San Pablo City, Uma Verde Econature Farm and Ka Mulong’s Farm,

both from Quezon Province, as well as field immersion and orientation to organic farm set up.

Highlight of the activities included workshop on integrating Organic Agriculture Learning Modules in the agricultural curricular programs offered by the university, such as BS Agriculture, Bachelor in Agricultural Entrepreneurship, BS Environmental Science, and BS Fisheries.

Similarly, Dr. Analita dM. Magsino, dean of CAFENR, served as one of the panelists during the In-house review of the Department of Agriculture-Southern Tagalog Integrated Agricultural Research Center (DA-STIARC), Marawoy, Lipa City, 28 July.

Ten researches from various line agencies/centers under DA Regional Field Office IVA were evaluated by the panelists from DA-BAR, University of the Philippines Los Baños, Batangas State University and Cavite State University.

CHED initiates GAD visit to the Union of MyanmarThree state universities in CALABARZON, including Cavite

State University were invited by the Commission on Higher Education (CHED), in its initiative to visit the Union of Myanmar, 24 – 28 July, aimed at introducing and sharing the good practices of the Philippines with regards to Gender and Development (GAD) issues.

Faculty members attend training course for Regional Water and Sanitation Hubs

The visit enabled the group to observe the following: the government has not yet practiced GAD Mainstreaming in its operation and governance; GAD Strategic Plan is in placed but not yet implemented; GAD issues are not part of the curriculum or integrated in the programs and projects, specifically at University of Yangon; GAD issues are not disseminated across all sectors of the society due to lack of specific funding; university officials are aware of GAD issues but these issues are not fully documented; GAD issues are not formally included in the educational system; and women are

bigger in number, in terms of employment, especially at University of Yangon.

With these observations, it paved the way to come up with recommendations that CHED-SUCs may enter into collaboration with universities in the Union of Myanmar in the following areas: research collaboration on GAD issues and women empowerment; joint sponsorship in hosting conferences on topics such as women and children’s rights, women in politics, women in education and training, women in economy, women in business; inter-country benchmarking through faculty exchanges, students’ fellowships and the like; lecture series on GAD issues; training on developing a curriculum program on integration of concepts on women studies, women in development and women and children’s rights; and establishing GAD Centers in the University System following the Philippine experience in United Nations-Convention on the Elimination of all forms of Discrimination Against Women (UN-CEDAW).

Dr. Hernando D. Robles, university president, said that the visit was a great and rare opportunity to see how far Myanmar has achieve its goals with regards to GAD issues and women empowerment. “I was glad CHED had chosen our University to participate in this endeavor”, he added. For two consecutive years (2014 and 2015), the University was adjudged as the Most Outstanding State University in Gender and Development Implementation in CALABARZON.

Myanmar, a country in Southeast Asia, also known as Burma and also called the ‘Golden Land’, is almost twice the size of Germany or slightly smaller than the U.S. State of Texas, expressed its willingness to learn from the Philippine experiences with regards to GAD and women empowerment.

Four selected faculty members of the University attended the Module 1 training on R/Hub Institutional Arrangements, at Bayview Park Hotel, Manila, 10-13 July.

With the goal of providing potable water supply, particularly among poor and waterless communities, the national government, through the Department of Interior and Local Government (DILG), has implemented two national water supply programs, namely: “Sagana at Ligtas Na Tubig Sa Lahat” (SALINTUBIG); and the “Assistance to Disadvantaged Municipalities (ADM) – Provision of Potable Water”. In line with this, DILG sought the support of Regional Water and Sanitation Hubs (Regional WatSan Hubs or R/Hubs) as partners in capacity development among SALINTUBIG and ADM beneficiaries nationwide. These Regional WatSan Hubs exist in the regions across the country that consist of local water districts, state universities, and civil society organizations.

Cavite State University is a member of Region IVA Regional WatSan Hub, along with the Development Academy of the Philippines (DAP), Dasmariñas Water District (DWD), Southern Luzon State University (SLSU), Pagsanjan Water District (PAGWAD), De La Salle University – Dasmariñas (DLSU-D), and the Consultants for Engineering, Science and Technology (CEST).

To empower and organize these Regional WatSan Hubs, DILG has been conducting a training program on “Sustainable Delivery of Integrated Safe Water, Sanitation and Hygiene (iWaSH) Programs, Systems and Facilities for SALINTUBIG and ADM-Provision of

Potable Water Programs”. The said program is a series of trainings (eight modules) from July 2017 to April 2018, with the end goal of fast-tracking the on-going projects and eventually building up more water supply facilities in communities that lack access to potable water.

At the end of the four-day training, each R/Hub was able to formulate the organizational structure, draft of the Memorandum of Agreement, including Terms of References, and annual work plans. The said outputs shall be further developed for finalization and submission to DILG in order to access the funds available for each hub for the year 2017.

DMMMSU visits CvSUThe Students Affairs and Services (SAS) personnel of the

Don Mariano Marcos Memorial State University, North La Union Campus (DMMMSU NLUC), Bacnotan, La Union visited the University, 19 July.

Dr. Henry O. Garcia, Vice-President for Administrative and Support Services (VPASS), and staffs from the Office of Student Affairs and Services (OSAS), warmly welcomed the team, headed by Gregory B. Viste, SAS head.

They were given a brief orientation and presentation on the best practices of OSAS, as well as the student housing services of the University. A tour around the facilities and amenities of the campus was also accorded to them.

The said visit was part of their educational tour to different State Colleges and Universities (SUCs) in the provinces of Cavite, Bulacan and Laguna.

“YES” training sees a promising ‘Yes’ to project proposalsThe Western Visayas Agriculture, Aquatic and

Natural Resources Research, and Development Consortium (WESVAARRDEC), in collaboration with the Department of Science and Technology - Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development (DOST - PCAARRD), sponsored a three-day training on “How to Get Key Decision Makers to Say Yes to your Project Ideas”, at Grand Xing Imperial Hotel, Iloilo City, 18-20 July.

Organized by WESVAARRDEC, this training course generally aimed to equip the participants with the art and science of selling their project ideas/proposals to PCAARRD’s Directors’ Council, Governing Council and other key decision makers. Moreover, it also aimed to understand their target audience’s information needs, organize their presentation, create effective visuals, ‘sell’ their report/proposal using various techniques, close their presentation with a bang, handle questions, and prepare a re-entry plan to enhance their presentation skills.

NAEA sponsors civil service exam review for membersTo elevate the delivery of basic services to the clients, the

Non Academic Employees Association (NAEA) of the University sponsored a two-day review sessions for members who are interested to take the Civil Service Examination, both for professional and sub-professional level, held at the International House I, 28-29 July.

Mrs. Lolita G. Herrera, NAEA president, together with the officers of the Association, initiated this undertaking aimed at helping members pass the examination and eventually have a better chance of getting plantilla positions. “This is also an opportunity for them to upgrade their skills and knowledge to be at par with other

employees”, she added.Two faculty members from the College of Arts and Sciences

(CAS), Profs. Andrew J. Siducon and Raquel G. Agustin, facilitated the review on mathematics and English, respectively.

According to Ms. Erla F. Matel, NAEA secretary, 39 members responded to the invitation. “Members who are qualified to take the examination were encouraged to attend the said review”, she said.

Despite the uncooperative weather, participants who came from the main campus and satellite campuses attended the review.

Dr. Lily Ann D. Lando, interim director and research lead of WORLDFISH Philippine Country Office, was the resource speaker, who brought out the best in each participant’s ability through a two and ten-minute visual presentation of output using the art of elevator pitch. She emphasized the importance of understanding and analysing the audience. “Everyone has a story to tell or product to sell, know your audience before you open your mouth”, she stressed.

The closing program was highlighted with the presence of Dr. Danilo C. Cardenas, deputy executive director for administration, resource management and support services of PCAARRD, who gave some tips when presenting proposals to PCAARRD Directors’/Governing Council. According to him, first, one must visit the venue before the actual presentation to be able to adjust the font size of the presentation (if necessary). Second, one must know the audience, including the language, weaknesses, preferences, interests. Third, one must also know the agenda during the meeting where the proposal will be presented. Fourth, a long and short versions of the presentation must be prepared. Fifth, one must make sure to know

the mandate and function of the organization. Then, the proposal must be aligned with the agenda and must be worth funding. He also reminded not to take comments personally. Finally, one must keep in mind the main goal for presentation (e.g. new proposal, renewal of project). “You have to prepare for possible questions and practice”, he concluded.

Aside from WESVAARRDEC, other participating consortia include BCAARRD from Bicol; ViCAARP from Visayas; and our very own STAARRDEC, headed by Dr. Edna DA. Vida, consortium director, Prof. Almira G. Magcawas, deputy consortium director, Prof. Allan Robert C. Solis, regional knowledge management coordinator, and staffs Joy DZ. Austria and Mark Jacob D. Espineli.

With an overwhelming and positive response from the participants, STAARRDEC plans to conduct a similar training for new faculty of the University, since it is already included in the training program of the Consortium.
