May 2016 Change can be good, change can be good, change can be good. Those are just some of the words that are on my mind these days with the conclusion to the long-rumored sale of Rosecroſt by PGRV. The purchase of Rosecroſt Raceway by the Stronach Group offers hope to the Maryland Standardbred Industry. The Stronach Group is on record as being commied to the sport of horse racing across the naon and in the State of Maryland.The buyer has expressed an interest in Rosecroſt Raceway as part of our statewide effort to expand our customer base and improve the experience of our fans.Having witnessed the on-site improvements made at Laurel Park by the Stronach Group, I can report that the company is very capable of making necessary improvements to both the product and facility. United, we bring about a win-win outcome for the company as well as the horsemen and out industry. Crical to securing a long-term agreement to support and protect live racing at Rosecroſt will be a commitment on the part of CSOA to work in Annapolis to secure the $1.2 million offset against live racing generated losses. As everyone knows only too well, Penn Naonal Gaming was unsuccessful in its efforts to get the necessary support in Annapolis. As they say, different mes, different needs and different people may bring about a change in atudes and outcome. In the immediate future, CSOA will be meeng with the Stronach Group to outline a plan for the future of live racing at Rosecroſt Raceway. As your representave, CSOA is commied to securing a long-term plan that offers the degree of certainty that our industry has been missing for too long. CSOA is deeply grateful for the support and encouragement that we received from Penn Naonal over the past few years. Let me make one things very clear: Penn Naonal saved the Maryland Standardbred Industry. Over me, Penn Naonal demonstrated support for the Maryland-based product, owners and trainers. I wish to recognize Chris McErlean and the PGRV team for their support and hard work to make the business a profitable one. Day in and day out, Rosecroſt Raceway is successful because of a dedicated in-house team. While I deeply regret that efforts to bring a casino to Rosecroſt Raceway were unsuccessful, I am intelligent enough to recognize that is this old news and we must look forward and not back. Call it a missed opportunity but now we must work towards a new and beer opportunity. As the Spring 2016 meet at Rosecroſt draws to a close (June11), we turn our aenon to the Summer meet at Ocean Downs. The 48 day meet will begin on June 12 and conclude on September 5. The esmated purse account at Ocean Downs is $3,000,000. Included in this newsleer is the very good news that Ocean Downs has agreed to a request by CSOA that payment by direct deposit be available. The new direct deposit system is not mandatory – checks can sll be picked up at the race track. Checks will no longer be mailed. Unfortunately, CSOA has not been successful in convincing Ocean Downs that an outrider is needed at the track. Horsemen have witnessed a number of instances when an outrider was needed to work with a horse, turn a horse, calm a horse down, etc. This is an issue that CSOA will connue to press and any encouragement from the horsemen is deeply appreciated. Finally, I want to extend special thanks to you, the horsemen and women that make things work. Your love of the breed, the family farm, your economic contribuons to the State of Maryland and most importantly your support for our fan base are second to none. Job well done. See you at the Ocean. Change can be good, change can be good, change can be good. Those are just some of the words

Our sincere condolences go out to MSRF Admin Cheri Stambaugh on the loss of her

husband C. Richard “Dick” Stambaugh.

C. Richard "Dick" Stambaugh, age 69, of Union Bridge, died unexpectedly Saturday,

May 14, 2016 at Carroll Hospital Center. Born August 28, 1946 in Frederick County,

he was the son of the late Theodore R. and Mary L. Bohn Stambaugh. He was the

husband of Cheryl "Cheri" Stambaugh, his wife of 17 years.

Dick was a 1965 graduate of Linganore High School. He served in the U.S. Army,

seeing action in Vietnam with the 7th Battalion, 13th Artillery. Following active duty

he served twice with the Army Reserves and then the National Guard. He was a life

member and past commander of V.F.W. Post 8806 of Union Bridge; also a life

member of Amvets Maryland Post 7 of Thurmont, the 7th Battalion 13th Artillery

Association and the North American Hunting Club; member of the Glen W. Eyler

American Legion Post 282 of Woodsboro, the N.R.A. and the Frederick County

Farm Bureau. Dick enjoyed gardening, working outdoors and tinkering in his shop.

He was employed as an electrician with Lehigh Cement Co. of Woodsboro for many

years and was also a milk truck driver and an independent long-haul truck driver.

In addition to his wife, he is survived by a daughter, Shawn Russo and husband

Joseph of Fallston; son, Brett Stambaugh and wife Kathy of Union Bridge; stepson,

Doug Glair and wife Julie Dietzel-Glair of Baltlmore; 3 grandchildren, Kandy Parker

and husband Nick, Michael and Brandon Russo; great grandson, Dylan Parker;

sister, Helen E. Martin of Union Bridge; former spouse, Jackie Stambaugh of

Taneytown; numerous nieces and nephews and his beloved dog, Taco. He was

predeceased by a brother, J. Roger Stambaugh and brother-in-law, Charles Martin.

In lieu of flowers, memorial contributions may be made to the Vietnam Veterans

Memorial Fund, 1235 S. Clark St., Suite 910, Arlington, VA 22202 or to the 7th

Battalion 13th Artillery Association, c/o Jonathan W. Taylor, P.O. Box 117, North

Sandwich, NH 03259.

2016 Leading Trainer Spring & Fall Meet Rosecroft Raceway

The Maryland Horse Industry Board’s February Touch of Class award was presented to Ken Wood at the CSOA/MSBA annual banquet on Feb. 26. Wood purchased JL Cruze with two partners for $37,000 a year ago. Since then, the horse has set or equaled two world trotting

records, increased his career earnings to $627,456 and won 17 of 24 races. Wood is also known nationally for his humanitarian efforts. His company, Lifetime Well Drilling on

Maryland’s Eastern Shore, has drilled wells in Ghana and Tanzania that have provided free water to more than one million people. He has been recognized internationally for his efforts

and has been featured on the “Today Show” and in numerous publications.

representing District 36, Caroline, Cecil, Kent & Queen Anne's Counties. Equine Industry representatives in attendance

included Jim Steele (Chairman—Maryland Horse Industry Board), Ross Peddicord (Executive Director—Maryland Horse

Industry Board), Jane Seigler (President—Maryland Horse Council), and Tammy Lafferty (Maryland Racing Commission).
