He was always building some- thing,” said son Ron Julien. While Julien built a ditch witch in the 1960s, it was sugarcane for which he was most eager to find an easier way to grab the cane and pull it into the chute. “Planting sugarcane is just so labor intensive,” added Anthony Julien. “It was a dangerous job. The sugarcane would cut you as it would be pulled out of the cart and dropped over the side. Then you would get knicked by the sug- arcane blades,” said Leonard, Jr. Family members say Leonard, Sr. came up with a hand crank and brought his idea to J.P. Wiggins, a mechanical engineer, who helped him draw up the plans. “He perfected how to grab the sugarcane, but now the goal was to make it mechanical,” said Ron. Leonard, Sr.’s brother, Harold, was a welder and helped construct the machine. Daughter, Alyce, said their father learned to read well enough to start working on a patent. “You have to realize, he had very little formal education, but he taught himself how to read and he taught himself and us how to play music. He played every instrument. There wasn’t much he couldn’t do,” said Alyce. By 1964, his first model was built. Family members said it was huge and cumbersome. Baton Rouge, LA - A second lis-tening session is scheduled July 30to hear comments from Louisiana’sagricultural community about pro-posed water rules from the U.S.Environmental Protection Agency(EPA). The event will be held at theScott Extension Education Center inWinnsboro. Registration and lunch(provided) will begin at noon.

The proposed rule was released forpublic comment on March 25, 2014,whereby the EPA and the ArmyCorps of Engineers seek to revise thedefinition of “Waters of the UnitedStates” (WOTUS) under the CleanWater Act (CWA). The agenciesemphasize that the proposal seeks to

provide regulatory clarity after sig-nificant uncertainty following twoSupreme Court decisions. This pro-posal is being evaluated by manyagricultural organizations, and agri-cultural producers are encouraged tocomment on the proposed rule.

The public has an opportunity tocomment on the proposal until Oct.20, 2014. Ron Curry, EPA Region 6administrator out of Dallas, Texas,said, “We are very interested in hear-ing the producers’ perspective onthis very important rule. It is our jobto listen and encourage producers tocomment as to how the proposedrule may affect agriculture.”

According to the EPA, the pro-

posed rule preserves existing CWAexemptions and exclusions for agri-cultural activities. Additionally, theagencies, in coordination with theUSDA’s Natural ResourceConservation Service (NRCS), willnow exempt 56 established NRCSconservation practices from theCWA Section 404 dredged or fillpermitting requirements, if theyoccur in waters covered by theCWA.

Commissioner of Agriculture andForestry Mike Strain, D.V.M, said,“Because of the participation andinput gathered at the first listeningsession in south Louisiana, we felt itwas important to have a second ses-

sion.”“The LSU AgCenter recognizes

the importance of water resources tothe future of agriculture inLouisiana. We are committed to con-ducting research and outreach toensure a safe and plentiful watersupply,” added Bill Richardson,LSU vice president for agriculture.

According to USDA's National AgriculturalStatistics Service Crop Progress and Conditionreport for the week ending July 13, 2014, therewere nearly six full days suitable for fieldworkacross Louisiana. Topsoil moisture supplies werefour percent very short, 26 percent short, 59 per-cent adequate and 11 percent surplus. Subsoilmoisture supplies were two percent very short, 19percent short, 66 percent adequate and 13 percentsurplus.

The state's corn crop progress was reported atninety-one percent in the dough stage, 64 percentdented and six percent mature. As for corn condi-tion, only two percent of the crop was reported inpoor condition, 12 percent fair, while 63 percentgood and 23 percent was excellent.

Cotton progress stood at 92 percent squaringwith 59 percent setting bolls and condition wasreported at one percent poor, 11 percent fair, 64percent good and 24 percent excellent.

Louisiana rice crop was 72 percent headed andcondition was listed at one percent poor, 19 per-cent fair, 57 percent good and 23 percent excel-lent.

Soybean crop progress was 85 percent in thebloom stage with 57 percent setting pods. Soybeancondition was reported at two percent in very poorshape, six percent poor, 15 percent fair, 49 percentgood and 28 percent excellent.

The sugarcane crop is now listed at two percentvery poor, 10 percent poor, 33 percent fair, 42 per-cent good and 13 percent excellent.

Creamy Squash Casserole

6 cups large diced Louisianayellow squash1 large onion, chopped4 tbsps. butter1/2 cup sour cream

1 cup grated cheddar cheese1 cup crushed butter crackers orbread crumbsSalt and pepper to taste

Preheat oven to 350 degrees. Lightly grease a 2 1/2-quart casseroledish. Put squash in a pot and add water to cover. Bring to a boil andcook 10-12 minutes or until diced squash are tender. Drain well, putin a large bowl, and set aside. In a skillet, sauté the onion in butter for5 minutes. In a separate bowl, combine all ingredients together exceptcrumbs. Pour mixture into the casserole dish and top with crackercrumbs. Bake until center is set, about 30 minutes. Serves 6-8.

Loaded Summer Peppers1 tbsp. olive oil1 small onion, finely chopped1 stalk celery, chopped1 small green bell pepper, chopped6 large green bell peppers, halvedand seeded1 clove garlic, minced1 tbsp. parsley, chopped1 tsp. Creole seasoning

Preheat oven to 350 degrees. Heat oil in a large pot over low heat.Sauté onion, celery, and chopped green pepper for 5 minutes. Stir ingarlic and sauté for 2 minutes. Season with parsley, Creole seasoning,salt, and pepper. Increase heat to medium high and add ground beef.Cook until beef is evenly browned. Stir in ham and cook for 5 min-utes. Add shrimp and cook for 2 more minutes. Remove from heat,and stir in stuffing mix. Stuff each bell pepper half and lightly sprin-kle with bread crumbs. Place stuffed bell pepper halves in ungreasedbaking dish. Bake in preheated oven for 1 hour.Note: Because the stuffing is fully cooked prior to baking, you canreduce the baking time by half (30 to 35 minutes) if you blanch thebell peppers in boiling water for 3 minutes before stuffing.

Stir Fry Vegetables

1 bundle fresh broccoli4 fresh carrots, thinly sliced1 large bell pepper, sliced1 large onion, sliced

1 zucchini, peeled and sliced1 package fresh mushrooms,sliced2 tbsps. soy sauce

Lightly spray stove top wok with nonstick cooking spray. Place broc-coli, carrots and bell peppers in wok on medium heat. Stir frequently.Add a little water as needed. Cook for 10 minutes. Add remainingingredients, mix well. Cook for an additional 15 minutes, dependingon how you like your vegetables. Serve warm alone or with fried rice.Serves 6.

Smoked Gouda -Peach Salad1/4 - 1/2 cup sliced greenonions1 1/3 cups honey Dijonsalad dressing

2 (10 ounce) bags baby spinachleaves1/2 lb. smoked Gouda cheese, cubed4 fresh peaches, sliced

Combine all ingredients and toss Serves about 8. Enjoy!

Oven Fried Okra

¼ cup cornmeal1 tsp. salt¼ tsp. pepper

6 cups okra, slice ½ inch thick1 tbsp. vegetable oil

Combine cornmeal, salt and pepper; stir well. Dredge okra in corn-meal mixture. Spread oil in a 15x10x1 inch baking pan. Spread okraevenly in pan. Bake at 400 degrees for 30-45 minutes, stirring often.

Hot Kale2 bunches red kale1 shallot pod, chopped fine2 garlic toes, minced

¼ cup pecan oil1 tsp. red pepper flakesSalt and pepper to taste

Wash kale thoroughly, remove the toughest stems and tear into bitesize pieces. Heat oil in pan on medium heat, add shallots and cookto soften. Add garlic, but do not let brown. Push garlic and onion tothe sides of the pan and add kale. Wilt kale and add red pepper, saltand black pepper. Serve warm, when kale has reduced.

Plan for changes in new farm bill

Although signup is months away, agriculturallandowners and producers need to begin plan-ning for decisions they will have to makebecause of the new farm bill, according to LSUAgCenter economist Mike Salassi.

The Agricultural Act of 2014, which wassigned into law in February, authorizes U.S.nutrition and agriculture programs through 2018and updates how support payments are calculat-ed. A change in the new law is the end of directpayment subsidies, which farmers receivedregardless of yield, price or acreage.

Instead, farmers will have to choose betweenthe agriculture risk coverage (ARC) and priceloss coverage (PLC) income support programs.ARC is based on revenue while PLC is based onprice, making the choice between the two hingelargely on which crops a farmer grows.

"Rice producers are more concerned aboutprice risk," Salassi said. "Because rice is irrigat-ed, the yields don't vary from year to year asmuch as crops like corn or soybeans, whichwould prefer the ARC program. Most of the ricegrowers are going to pick the PLC program."

Under PLC, farmers are paid if the price of ricedrops below $14 per hundredweight.

Growers will have the opportunity to updatetheir program yield for PLC, Salassi said. Theupdated program yield will be 90 percent of theaverage rice farm yield for the 2008-2012 cropyears. Most program yields for rice were set in

the 1980s, he said, and yields have improved sig-nificantly since then.

The ARC program could help corn and soybeangrowers because it addresses both yield and pricerisks, Salassi said. Payments are based onincome per acre, so if yields drop, "that couldtrigger some payments," he said.

Farmers will also be able to reallocate theirbase acres based on their 2009-2012 plantinghistory. Base acres, which are used to calculateboth ARC and PLC payments, are the averagenumber of acres of a crop grown over a four-yearperiod.

"If a farm had 80 acres of rice base and 20acres of wheat base, but in the past four yearsthey've planted all rice, they could reallocate it,"Salassi said.

A supplemental coverage option, which paysfor part of the deductible of regular crop insur-ance, is available to farms in the PLC program.The program will begin in 2015 for corn, grainsorghum, rice, soybeans and wheat in selectedLouisiana parishes.

Cotton is no longer included because of tradedistortion concerns, but a new Stacked IncomeProtection Plan, or STAX, for those growers is inthe works, Salassi said.

The deadline for signing up for the 2014 cropwill be sometime in early 2015. The exact datewill depend on how soon regulations for the newfarm bill are written.

Donald Songy, former AscensionParish School Superintendent, saidhe remembered when the sugar-cane planter was developed. “Atthe time, sugarcane was the biggestindustry in the parish. It was a real-ly big deal when Mr. Julien builtthe planter. I was a teenager and Iremember when it was developed.My dad, Claude, was a countyagent and very supportive of it. Itmade planting so much more effi-cient.”

From a historical standpoint,Songy said the Julien Cane Planterwas groundbreaking on many lev-els. “Not only did Mr. Julienchange things agriculturally, but healso made an impact socially forthe African-American community.He built this machine during thecivil rights era.”

By the 1970s, there was morecompetition. Leonard, Sr. lost hispatent which opened the playingfield. “People took his ideas andadvanced them, but not by much,”said Ron. “His principals are stillused today,” added Anthony.

Today, there are very few of theoriginal Julien Cane Planters.

Herman Walet of Loreauvilledonated the planter that is locatedon the grounds of the River RoadAfrican American Museum inDonaldsonville. However, themachine is uncovered and being inthe natural elements has taken atoll on it. Kathe Hambrick-Jackson, Executive Director of themuseum, says they hope to raiseenough money to build a shed tohouse the planter. "The River RoadAfrican American Museum islooking for sponsors to help buildthe Julien Cane Planter Pavilion.We have developed a "Science,Technology, Reading,Engineering, Art & Math"(STREAM) program as an outdoorlearning experience for children."

“Our father always said that youcould do anything you put yourmind to. That was his philosophy,”said Leonard, Jr.

“He always made us figurethings out. If you were told to dosomething, he never told you howto do it, he made you figure it out.Use your head is what he wantedus to do,” added Ron.

Leonard Julien, Sr. passed awayin 1994 at the age of 84. Julien’schildren say they believe theirfather always knew he had donesomething special but was humble

about it. “The only thing he wouldsay is, “When I’m gone, y’allgonna always talk about me,”added Ron.

The estimated cost to build ashelter for the Julien Cane Planteris $15,000 according to museumofficials. For more information on
