He also serves as an advisor and special consultant to the World Bank in the areas of Water and Sanitation. He has been responsible for alternative evaluation, process design, and startup of nutrient control systems utilizing biological nitrification/denitrification and phosphorus removal processes. His experience with aerobic biological liquid treatment processes (for both domestic and industrial applications) comprises process evaluations and designs for suspended growth systems including plug-flow and completely mixed activated sludge systems, contact-stabilization, extended aeration, and pure-oxygen high-rate activated sludge. His involvement with activated sludge aeration systems includes the evaluation and design of several types of mechanical and diffused aeration equipment. He has developed specification documents for new types of aeration technologies, and has performed basic research work involving fine bubble, diffused aeration systems. Dr. Sandino’s expertise with biofilm-based processes covers all aspects of the application of conventional processes such as rock and plastic media trickling filters, as well as hybrid systems, combining suspended growth and biofilm systems, such as trickling filter/solids contact (TF/SC) process, activated biofiltration (ABF) process, and integrated fixed film activated sludge (IFAS) and moving bed biological reactor (MBBR) systems.

Relevant Experience As vice president and wastewater treatment fellow, Dr. Julian Sandino brings more than 25 years of experience leading and assisting multi-disciplinary teams in over 300 sanitary infrastructure and environmental projects throughout the world including process evaluation and design for a wide variety of wastewater treatment facilities. His projects have included the definition of appropriate wastewater management solutions in locations with a wide range of different technical, economical, environmental and social requirements such as New York, Rio de Janeiro, Cairo, Los Angeles, Sao Paolo, Boston, Bogota, San Diego, Mexico City, Miami, Santiago, Chicago, and Buenos Aires. He is also experienced in the application of anaerobic treatment for both high-strength industrial waste and for domestic sewage applications using a variety of rector configurations (UASB, completely mixed, fixed film, MBR).

Dr. Sandino's experience in the management of wet weather flows at treatment facilities includes the application of both biological and physical-chemical processes for this purpose. He is well versed in the utilization of chemically-enhanced primary treatment (CEPT) and ballasted flocculation systems (e.g. Actiflo, Densadeg), including variations of these processes that incorporate a preliminary biological conditioning stage aimed at improving removal efficiencies and optimizing chemical requirements.

In the area of treated effluent reuse, he has conducted several studies to evaluate its technical-economical feasibility and has designed several systems for recreational, agricultural and industrial reuse.

His experience in odor control includes conducting odor surveys and evaluating existing facilities for odor generation. He has also conducted several alternative evaluations for odor control, considering both liquid and atmospheric control mechanisms.

Dr. Sandino is experienced in the process design of sludge handling (storage, thickening, dewatering) and stabilization facilities. His work has included side-by-side testing of centrifuges and belt filter presses in dewatering sludge. His experience with sludge stabilization includes the full-scale evaluation and process design of lime stabilization facilities, and the design of aerobic digesters. Regarding anaerobic sludge digestion, he is experienced in the process design and evaluation of different types of processes, where different operational modes, digester shapes (i.e., conventional flat-bottom, egg-shaped) and mixing equipment have been considered. He has conducted research on the areas of thermal-phased anaerobic digestion and ultrasound conditioning of waste activated sludge. He is co-author of the chapter on anaerobic digestion for the WEF Manual on Sludge Stabilization (MOP FD-9) and was responsible for a nationwide survey of anaerobic and aerobic sludge stabilization facilities evaluating their compliance with 40 CFR Part 503.

His experience also covers the preparation of alternative delivery project (DB, DBO, and BOT) bidding documents for wastewater treatment facilities, and has participated in several of these types of projects both as part of bidding teams and in the evaluation of proposals.

He has participated in several Water Environment Research Foundation (WERF) projects as Principal Investigator, Project Leadership Team member, and as chair of Project Subcommittees overseeing research efforts conducted by others. Research projects include the recently completed Development of a Technology Roadmap for Sustainable Wastewater Treatment in a C-Constrained World for the Water Environment Research Foundation (WERF); as Principal Investigator WERF’s project 05-CTS-3 Evaluation of Processes to Reduce Sludge Solids Generation and Disposal; as Chair of the Project Subcommittee for WERF’s project 02-CTS-4 Membrane Bioreactors for Anaerobic Treatment of Conventional and Medium Strength Wastewater; and Leadership Team Member for WERF’s Research Program 06-NUTR-1 Efficient, Cost-Effective Nutrient Removal from Wastewater. Dr. Sandino is immediate past chair of WEF’s Chair of the Municipal Wastewater Treatment Design Committee. He is also a member of the Management Committee of IWA’s Design, Operations, and Costs of Large Wastewater Treatment Plant (LWWTP) Specialist Group. He

recently completed his second term in the Board of Trustees and as Chair of the International Coordination Committee of the Water Environment Federation (WEF) and in 2008 received the prestigious Engelbrecht International Achievement Award from WEF. He is a member of the Article Review Board of WEF’s Water Environment and Research and of Water Science and Technology, the research journal of the International Water Association (IWA). A prolific author himself, he has authored more than 70 technical papers and publications.

Prior to joining CH2M HILL in 2005, Dr. Sandino served as associate vice president and water reclamation practice leader for Black & Veatch, an engineering, consulting and construction company specializing in infrastructure development.

Responsible within the Program Management team for all aspects related to wastewater treatment, effluent reuse, and sludge treatment and disposal for the 800 mgd (35 m3/s) Atotonilco WWTP, the largest facility of its type implemented under a single project in the world. This plant will have a 270 mgd (12 m3/s) chemically enhanced clarification system to manage wet weather flows. Senior Technology Consultant, Nelson Complex WWTP, Johnson County, KS . Conducted evaluations for incorporating nutrient removal and wet weather upgrade options for the two trickling filter facilities with a peak flow total capacity of 52 mgd.

Technical Director, Wilson Creek WRP Upgrade/Expansion, North Texas Municipal Water District, 2008- present. Led the evaluation of wet weather flow management strategies and the regulatory negotiation process for the first full-scale application of the BioActiflo process. This facility will rely on the Actiflo ballasted flocculation process to serve as tertiary treatment during dry weather flow conditions, and will be re-configured as a biological and chemical assisted high rate system (BioActiflo) during wet weather events. The plant upgrades are currently under construction and will be operational in the Summer of 2012.

Senior Technology Consultant, Combined Sewer Overflow Treatment Master Plan, Ft. Wayne, IN. Assisting in the efforts to rate existing facilities for dealing with wet-weather flows, and in the development of alternative approaches to increase this capacity to match the requirements identified as part of the implementation of I/I reduction measures in the collection.

Process Optimization Lead, Ina Road WRP Expansion/Upgrade, Pima County AZ, 2008- present. Led the process evaluation and design of a 55 mgd expansion project that also upgraded conventional treatment facilities to enable biological nutrient removal using a 5-stage Bardenpho configuration. Sludge thickening and stabilization facilities were also expanded/upgraded.

Senior Technology Consultant, Nitrogen Removal Upgrade, Fields Point WWTP, Narragansett Bay Commission, RI, 2006- Present This project provides design services and construction supervision for the upgrade of a conventional activated sludge facility now required to meet low nitrogen levels (TN < 5 mg/l) for an anticipated 77 mgd max month design flow, by incorporating an Integrated Fixed Film Activated Sludge (IFAS) process modification, the largest designed to date in the world.

Participated in the development of this protocol aimed at providing guidance to utilities in “Best Practices” associated with managing wet weather flows both in wastewater conveyance and treatment systems. Senior Technology Consultant, VA Nutrient Trading, 2006. Assisted in the development of an approach for the establishment of the costs associated with the incorporation of limit of technology (LOT) upgrades for nutrient control for over 100 municipal and industrial facilities discharging into the sensitive Chesapeake Bay area.

Senior Technology Consultant, WWTP Operations Trouble Shooting, Little Blue Valley Sanitation District, Independence, MO, 2006. Provided assistance in developing solutions aimed and reducing sludge bulking experienced as part of the start-up of this new activated sludge facility.

Relevant Experience Prior to CH2M HILL Project Manager, ICMB Excess Flow Improvements Pre-Design Study, Johnson County Wastewater District, Johnson County, Kansas, 2005. Leading a multidisciplinary team evaluating options for upgrading existing treatment facilities to incorporate excess flow management improvements for a total flow of 80 mgd (3.6 m3/s). Options considered included converting existing single-stage activated sludge facilities into Integrated Fixed-film Activated Sludge (IFAS), and incorporating flow equalization followed by ballasted flocculation for flows bypassed from secondary treatment during wet-weather events.

Process Advisor, Evaluation of Nitrogen Control Strategies, Westchester County BNR Pilot Study, Mamaroneck WWTP, Westchester County, NY, 2004. Providing advice in the setup and execution of the pilot study of advanced biological nitrogen control studies as part of the Long island Sound Nitrogen Control Plan. Process configurations tested included Integrated Fixed-Film Activated Sludge (IFAS) and Moving Bed Biological Reactors (MBBR).

Senior Process Engineer, WWTP Technical Due Diligence Study, Sumitomo Corporation, Mexico D.F. , Mexico, 2004. Evaluated three operating treatment facilities as part of a due diligence study. All facilities utilized the Densadeg process (a variation of ballasted flocculation) followed by chlorine disinfection for the treatment of municipal wastewaters to be eventually used for restricted agricultural reuse schemes.
