Introduction Juárez, Mexico is the largest city in the state of Chihuahua, and the second-most populated city on the U.S.-Mexico border, after Tijuana, Baja California. Juárez lies on the Rio Grande river, just south of El Paso, Texas. Together, the two cities form a metropolis of more than 2.5 million people.

Historical and Cultural Attractions in Juárez

The Guadalupe Mission -- Founded in 1659 by Spanish friar Fray García de San

Francisco.

Security Conditions in Juárez Shortly after assuming office in 2006, then-Mexican-President Felipe Calderón ordered the armed forces and Federal Police to put down the powerful cartels that controlled drug trafficking in various regions throughout the country. The Mexican Drug War, as it came to be known, resulted in headline-making violence between the military, police and cartels, and between the cartels themselves.

From 2007 to 2010, Juárez experienced a tremendous spike in its murder rate as the Juárez and Sinaloa cartels battled for control of the drug-trafficking route. The drug war affected every resident in some way, but for the most part, the cartels contained the fight to each other and the Mexican military. Big, multi-national companies continued to do business on the border, and even thrived during this time period. Employment levels have returned to their pre-recession peak, and international trade between Juárez and El Paso skyrocketed 47 percent between 2009 and 2010. 3

In a 2010 interview with the El Paso Times, Bill Parisen, vice president for an international manufacturer relocating from California, said low labor costs, a well-trained workforce and good logistics made Juárez his company's choice over other locations in the region.

"We did our due diligence. We found the border violence left maquiladoras unaffected in terms of employees needing to move in and out of Juárez," Parisen said.

In 2011, Juárez installed a new police chief, Julián Leyzaola, who had built a reputation as a fierce opponent of the cartels by bringing the violence under control in the border city of Tijuana. Since Leyzaola's arrival, the number of homicides has plunged 80 percent from its peak. 4 Experts attribute the drop in violence to the end of the Juárez-Sinaloa cartel conflict, as well as to Leyzaola's tough policing of the city.
