9

CHG 2008 (December 2004)• Planning process derived from military HLG 2010

• Different horizon to set civilian process apart

• No lessons from ESDP missions available – UNMIK & NATO experience as substitute

• Focus on Human Resources

• Learning along the way (civilian capability planning culture non-existent)

10

CHG 2008 Scenarios• IA/B - Stabilization and Reconstruction

• II - Conflict Prevention

• III - Targeted Strengthening ofInstitutions

• IV - Civilian Support to HumanitarianOperations

11

CHG 2010 (Nov. 2007)• Alignment with horizon of military HLG 2010• Civ-mil scenario • “Landscaping” of national efforts; attention for

supply side • Non-human resources:

– Equipment– Concepts

• Development of supporting software tools

3. Civilian Capability Development

Plan

CMPD - CIVCOM MEETING OF 28 FEBRUARY 2011 1

Four Drivers

• EU Ambitions: • CHG 2008, CHG 2010, 2008 Declaration on Capabilities etc.

• National Strategies• National regulatory and budgetary measures, national rosters of civilian

personnel potentially available for CSDP missions, and training • Lessons Learned

• Operational experiences with consequences in the realm of (civilian) capability development

• Capability Trends • Climate change, Arab Spring and aftermath, current economic crisis, etc.

The four drivers represent the principal forces that drive CSDP civilian capability development.

CMPD - CIVCOM MEETING OF 28 FEBRUARY 2011 1

List of generic civilian CSDP tasks

• Define civilian dimension of CSDP and its relation to military dimension, Community action and partners of EU

• Analogous EDA experience with development of military generic task list

Backbone of Civilian Capability Development Plan

CMPD - CIVCOM MEETING OF 28 FEBRUARY 2011 1

Matrix of Tasks and Drivers

• Assess impact of Drivers on the EU’s preparedness to execute Tasks

• Use result to establish shortfalls and relative priorities

• Periodically present information to Council

• Feed back Council guidance into the multi-annual workprogramme.

• Facilitate management of matrix with EDA software

Heart of Civilian Capability Development Plan

CMPD - CIVCOM MEETING OF 28 FEBRUARY 2011 1

A stable framework for civilian capability development

• Bottom-up combined with top-down• Meeting with military CDP occurring naturally• Maximizing efficient use of resources• Better exploitation of possible synergies with EU Military, European

Commission, non-EU States and International Organisations • Better institutional memory through use of supporting tools

• Goalkeeper software environment, • Shared Civilian and Military Lessons Database• Software built by EDA

• Better management of the cycle of reporting and guidance at political level

Important considerations deriving from CHG 2008 and CHG 2010
