JOB DESCRIPTION

Job Title: Member Network and Policy Manager (NHS Clinical Commissioners)

Reports To: Head of Communications

Location: London (with some remote working and travel across England)

Job type: Full time

Date Prepared: September 2017

PURPOSE

The post holder will be working as part of a busy team driving a number of NHSCC’s vibrant member networks and NHSCC’s engagement offer to Clinical Commissioning Groups (CCGs). They will be working alongside another Network Manager to design and deliver policy content and member engagement activity on a range of issues that reflect both member network priorities as well as NHSCC organisational strategic priorities. This is a key role for NHSCC and involves managing a wide range of existing and prospective partnerships, assessing the external environment and the impact on the commissioning system, reporting on progress and having direct contact with NHSCC’s active and committed member CCGs.

NATURE & SCOPE

NHS Clinical Commissioners (NHSCC)

NHSCC is the membership body for Clinical Commissioning Groups (CCGs). Launched June 2012, NHSCC was established to give clinical commissioners a strong, independent and collective voice. It was set up through a partnership between three organisations: the NHS Alliance, National Association of Primary Care and the NHS Confederation.

The role of NHSCC is to help CCGs secure the best possible healthcare and health outcomes for their communities and patients.

NHSCC give CCGs a strong influencing voice from the frontline to the wider NHS, national bodies, government, parliament and the media – ensuring that the views of local CCG leaders are represented and heard at a national level. We are building new networks where CCGs can share their experience and expertise; and we provide information, support, tools and resources to help CCGs do their job better.

NHSCC is member driven and committed to delivering programmes of work that are shaped and developed by members, and reflect their priorities and expertise.

NHSCC is not an independent legal entity, so as a founding partner in the joint venture the NHS Confederation employs a number of the staff that work within the NHSCC team. The NHS Confederation is recruiting this post to work for NHSCC in this way.

The role:

On a day to day basis the post holder will drive and lead the work programmes of two of the six NHSCC national member networks, designing and developing policy content that reflects the priorities of those networks.

The post holder will also flex their stakeholder engagement skills to ensure the networks communicate with their members, and promote the work to key stakeholder and influence national policy decision makers.

NHSCC’s networks are designed to practically support members in various professional and functional roles. Our six national networks are currently as follows:

Each of our networks is tailored to the needs of its specific membership and are at different stages of design, development and recruitment. The post holder will be working alongside another network manager to have oversight of all of NHSCC’s 6 networks and therefore setting out the broad aims and objectives that unite those networks as well as what makes them distinctive. The network manager(s) are therefore responsible for:

Designing and implementing an overall network strategy for NHSCC’s member network offer which is proactive and visible through NHSCC’s communication channels - both online and offline.

Developing and delivering products and policy content from our networks. Engaging NHSCC members in the networks – identifying strategies that work

with existing communications channels and setting up processes to track engagement.

The design and programme delivery of the work programmes of the networks – working with network chairs, steering groups and NHSCC team develop, deliver, report and evaluate work programmes to meet the needs of network members.

Develop products or materials (or support members to develop them) in order to support the objectives of the network work programme.

Ensuring a consistent networking offer across the portfolio that supports members but also ensures feedback of their voice and key policy issues to the NHSCC policy function to feed in to its work nationally.

Regular contact with the communications function of NHSCC to identify and promote network opportunities to the wider membership and external stakeholders, and use the NHSCC communications channels to raise the profile and brand of the networks and feed into the organisational communications strategy.

Represent NHSCC and its networks at external events and meetings, promoting network activity, products and keeping in touch with the work of key stakeholders

This role will also be working to the Head of Policy & Delivery and Chief Executive on specific projects in order to bring additional project manager capacity to the NHSCC team. These projects will vary in size, length and focus and the post-holder will be expected to drive delivery and content where needed.

The post holder will work as part of a small and busy team mainly based at the NHS Confederation Office in central London. They will be expected to split their time between London and work remotely to attend member meetings across England. They will be line managed by the NHSCC’s Head of Communications but maintain strong links with the Head of Policy & Delivery and will work closely with all members of the team with delivery support from Officer level.

The post holder will have day to day contact with NHSCC members i.e. the network Chairs, CCG Accountable Officers and other members of Clinical Commissioning Groups. They will also have contact with the offices of very senior stakeholders including politicians and Government Ministers, Senior Civil Servants, Royal Colleges and Societies and other national bodies.

The post holder will not have any staff or budget management responsibilities, but will be processing procuring and contracting, and will put systems in place for ensuring that expenditure is in line with agreed budgetary limits.

Co-ordinate and action key initiatives in respect to membership retention and recruitment strategies.

meetings/publications and supporting content development

Corporate working To ensure there is clear connection between our membership offer (and

associated products/networks etc) and the core policy, public affairs and communications functions of NHSCC, in order to create a coherent and integrated membership service.

Act as a channel for external bodies and organisations to communicate with NHSCC’s networks. Working closely with stakeholders throughout NHSCC in positioning and communicating the strategy and goals, as well as collaborating internally on network wide partnerships.

Input into and write accurate reports to the NHSCC board to update them on the progress of the networks and key outcomes.

To prepare marketing materials and other documents for use in hard copy and on-line contexts in accordance with guidelines.

To use the CRM system to ensure that all leads are captured and followed up To organize and make arrangements for member events, webinars, sessions

etc. To prepare materials for workshops and licensing sessions and to arrange

delivery of such materials as necessary. To develop & administer NHSCC ‘products’ which could be on-line

questionnaires, e-learning products forum discussions, to help members with queries and to act as the first point of reference

KNOWLEDGE, SKILLS AND EXPERIENCE

Educated to undergraduate degree level or equivalent Prior knowledge or experience of the NHS – working for or within it. Some understanding of current NHS Commissioning policy and/or previous
