“Effectiveness in combat

will depend heavily on

jointness, and how well

the different branches of

the military can

communicate on the

battlefield…achieving

jointness in wartime

requires building that jointness in peacetime. We

need to train like we fight and fight like we train, and,

too often, we don’t”

JNTC can help to...

1. Close gaps & seams (Combatant Commander Title 10 vs. Service Title 10 responsibilities) at all levels of joint operations (i.e. joint command and control, intelligence, surveillance, reconnaissance, and other joint tasks).

2. Provide the capability to conduct coherent joint training across all levels with proper joint context.

JNTC Implementation Strategy

Page 26: JNTC Slide Archive

JNTC Vision and Strategy

Continuously improving joint warfighter capabilities through a certified, on-demand, global training environment of accredited training programs.

JNTC Vision:

• Improve joint training by implementing programs in full transparency with all Training Transformation stakeholders.

• Investments in persistent, sustainable infrastructure will be guided by formally promulgated roadmaps and investment strategies.

• Accreditation and certification will be the mechanisms for identifying and closing the gaps and seams in joint training.

JNTC Strategy:

Page 27: JNTC Slide Archive

JNTC Mission

Improve management and coordination of joint training resources;

Fully implement the Joint Training System and provide the means to develop improvements in warfighting capabilities;

Accredit Service and COCOM training programs and certify training sites and systems;

Provide opposition forces and realistic threat systems;

Create a persistent global joint training infrastructure;

Provide a live, virtual, and constructive (LVC) environment for joint training events;

Lead the development of advanced training technologies; and

Coordinate and integrate activities with the other elements of training transformation.

The Joint National Training Capability will continuously improve the ability of U.S. military, federal agency, and multinational forces to fight effectively as a joint and combined team. JNTC will:

Page 28: JNTC Slide Archive

JNTC Implementation Strategy

JNTC provides the environment that:

Actively manages long-term investments

Actively manages operational planning

Collaboratively maps budgets to needs – Service and Joint

Accredits Service and COCOM training programs and certifies sites and systems

Implements a transparent budgeting process with full review by the Services and OSD

Employs a shared, interdependent funding model based on collaboratively developed requirements

Aligns and synchronizes joint training investments

Creates and sustains a common, interoperable infrastructure for joint training

Why the JNTC? – Training Realism

The Training Mission: Train US Marines in a multinational exercise to rescue a British Royal Air Force pilot downed behind enemy lines. The unavailability of live forces will require extensive virtual and constructive simulation.

Desired force structure:

• US Marine Corps SAR team

• British Air Force pilot

• NATO AWACS aircraft

• Spanish Navy close air support

• German Air Force Airborne refueling

• Polish Army ground forces and artillery

• Global Hawk reconnaissance

• NATO headquarters support

• Opposition Forces

Live – real forces in a real training environment using real [or simulated] equipment.

Virtual – real forces operating in realistic, but simulated, environments.

Constructive – simulated entities in a simulated environment

Business Strategy

The JNTC JMO leverages, wherever possible, existing programs, capabilities, infrastructure, and personnel. With regards to contractors and contract vehicles, every effort is made to use existing contracts where scope is available, particularly in the near term. Partnerships will be actively sought with other government activities having expertise in JNTC task areas. Support can be categorized:• Internal government support – The JMO has work and sends it to an internal

JFCOM/JWFC organization for implementation (e.g. the Sim/C4 Group for modeling or systems engineering support).

• Internal contractor support – JFCOM/JWFC has organic contractor expertise; work is sent to existing contractors.

• External government support – JFCOM/JWFC has no organic capability; work is sent to a Service or agency.

• New contractor support – JFCOM/JWFC has no organic contractor expertise within existing contract vehicles or scope; work is competed for new government contractor support.

Accreditation and Certification

Accreditation:

A determination that a combatant command, Service, or component training organization / program has the capability to provide the training audience a realistic joint environment for the joint tasks being trained.

Certification:

A determination that training sites and systems are compliant with approved architectures, configurations, and standards required to create a realistic joint training environment and are supportable.

Process

Page 79: JNTC Slide Archive

Successfully pursue the global war on terrorism.

Strengthen joint warfighting capabilities.

Transform the joint force.

Optimize intelligence capabilities.

Improve force manning.

New concepts of global engagement.

Counter the proliferation of weapons of mass destruction.

Homeland security.

Streamline DoD processes.

Improve interagency process, focus and integration.

Supporting DoD Priorities

• Rapidly incorporate OIF/OEF lessons learned into Mission Rehearsal Exercises.

• Develop new training capabilities for emergent joint operations, e.g. Joint Urban Operations.

• Develop training devices, such as Improvised Explosive Devices, to improve training realism.

• Develop new joint warfighting capabilities.• Close the gaps and smooth the seams of joint

training.

• In association with D,OT&E, develop for OSD a component of the T2 Implementation Plan for the “Testing in a Joint Environment” Roadmap that will provide goals, objectives and methods for optimizing cross-utilization of joint training and testing resources.

• Increase STRATCOM’s crisis action planning by providing Joint context for GLOBAL THUNDER 06.

Page 80: JNTC Slide Archive

JNTC Implementation Strategy

JNTC provides the environment that:

Actively manages long-term investments

Actively manages operational planning

Collaboratively maps budgets to needs – Service and Joint

Accredits Service and COCOM training programs and certifies sites and systems

Implements a transparent budgeting process with full review by the Services and OSD

Employs a shared, interdependent funding model based on collaboratively developed requirements

Aligns and synchronizes joint training investments

Creates and sustains a common, interoperable infrastructure for joint training
