JFMA’s Activities
Facility Manager Certification Japan (CFMJ) andFacility Manager Certification (CFM)JFMA conducts facility manager certification examination that tests the level of special knowledge and skill of each applicant, and provides certifications (CFMJ) to those who satisfied the required level of proficiency. We also conduct Certification Rene-wal Seminars. Since April 2001, JFMA has been implementing theCross Certification System as (CFM) with the International FacilityManagement Association (IFMA).Skill DevelopmentJFMA organizes various seminars for the skill development of the facility professionals that cover wide range of FM-related fields and subjects.Research/Study promotion Through its thirteen Study Subcommittees and one center, JFMAregularly conducts numerous researches and study programs onvarious subjects that are vital to the practice of FM. The results ofthese endeavors are presented not only to the JFMA members but also to the general public through symposiums, research and study program results report meetings, and printed reports and materials.Overseas Study MissionEvery autumn, JFMA sends an Overseas Study Mission to the United States in order to enhance the understanding of the latesttrend in FM practices.Cooperation/Collaboration with outside organizationsJFMA maintains close cooperative/collaborative relationships with both domestic and international organizations that specialize inFM-related fields. We also promote communication and network-ing with the members of these outside organizations by inviting them to our monthly meetings and by conducting the facility visits. These activities are designed to enrich the mutual benefits of the members of JFMA and outside organizations.Consulting Service and Database SharingGathering and sharing of both domestic and international FM-related information is one of the most important activities of JFMA. We established the ‘Benchmark Center’ on July of 1998. We continuously gather ‘benchmarking data’ , and publish them as the‘Benchmark Study Results Report’ . These activities not only enh-ance our capability for the data sharing but also support our con-sulting services for the corporations. Furthermore, we utilize this information in various research and study projects that are condu-cted by the requests from government agencies or corporations. Chapter ActivitiesJFMA is developing a network of chapters in order to promote and establish the FM practices in various parts of Japan. At the present time, chapters have been established in Sapporo, Nagoya, Osaka, and Fukuoka.JFMA FORUMJFMA organizes the Annual JFMA FORUM as a place for the infor-mation exchange and networking. Core Competency Study
The majority of Japanese corporations and organizations are faced with the necessity of innovating and reform-ing their business approaches. The first thing they attempt is the ‘restructuring’ of their operations by reducing the number of employees, because the personnel expenses are the largest among all the business expenses, and they are the ‘fixed’ expenses that incur regardless of the economic conditions. However, 1. Almost no corporations and organizations pay sufficient attentions to the facility-related expenses, despite the fact that they are the second-largest ‘fixed’ expenses, and the real property costs in Japan are among highest in the world. Consequently, they are significantly falling behind in their steps needed to deal with this major issue. 2. Many of the facilities built during the ‘Real Estate Property Bubble’ period are significantly under-utilized, despite the fact that they continue to incur a large amount of costs to their owners. 3. Even the heavily facility-dependent corporations and organizations such as hospitals, schools, and governm- ent agencies run their facilities in irrational, uneconomic, and inadequate manners. Consequently, they are burdened with these under-managed facilities, and their management efficiencies are significantly reduced. 4. Many facilities need improvements in the areas of energy efficiency and environmental preservation, but no significant steps are taken.These facts clearly indicate that FM is one of the most necessary and vital business approaches for the Japanese businesses that should be implemented ‘today’.

Effects of FMWhen FM is introduced and properly implemented, following effects can be expected: 1. Unnecessary, under-managed, or inappropriately utilized facilities will be clearly identified. As a result, a clear vision toward the optimal management of the facilities will emerge. 2. Through the reform of the facilities, management efficiencies can be significantly improved and optimized. 3. The facility-related costs will be minimized. 4. Facilities improvements will bring about the comfortable and attractive environment for the clients, employees, and other users of the facilities. 5. Energy efficiency will be significantly improved, which in turn will provide an effective solution to the environ- mental concerns.
‘FM’ is a new business management approach that started in the United States.1. It is a comprehensive management approach for the optimization of the ownership, utilization, operation, and maintenance of the business real properties (land, buildings, structures, equipment, etc.) and maintain them in optimal conditions (minimum costs & maximum effects), so that they could contribute to the overall man- agement of the business. 2. It differs from the conventional management of facilities (Property Administration or Building & Repairs) in the following aspects: 1) It goes beyond the ‘maintenance and operation’ perspectives and pursues the ‘better ways to manage’ the business real properties. 2) Not only existing facilities but also ideal ways of facilities newly planned are targeted. 3) In order to achieve this goal, it utilizes a wide range of technologies in various fields including the Informat- ion Technology. 4) FM is a comprehensive management approach comprised of three aspects ( See the diagram below ) : ① Management strategy aspect - Pursuit of the optimal management of the entire business real property portfolio that could contribute to the overall management of the business. ② Management and Control aspect - Improvements toward the optimized conditions of each facility/equip- ment. ③ Operation and daily work aspect - Introduction of systematic and scientific methods to the daily facility -related works such as cleaning, maintenance, and repairs.3. It can be applied to the all types of business facilities including offices, factories, retail stores, distribution centers, etc.4. It should be implemented by all types of organizations including corporations, hospitals, schools, government agencies, etc.
