J-51 is on lie support. Te 56 year-old abatement program, whichbegan as an incentive to help landlords transition rom cold to hot
water pipes, ocially died on December 31, 2011, when its legalenactment expired.
New York landlords reacted in disbelie and began lobbying Albanywith the organized support o Te Real Estate Board o New York(REBNY) to reinstate the costly giveback. On Tursday, January20, landlords and members o REBNY gathered inside the Hilton
Hotel or their lavish annual meeting.
Outside the hotel, our members rallied back, arguing that the statecannot aord this expensive program. Chanting We are the 99percent to the sounds o whistles and drums, Make the Road NY,Housing Conservation Coordinators and the Real Rent Reorm(R3) campaign turned out hundreds o tenants who braced the coldto rally at the hotel and let all who attended the REBNYs annualgala know that J-51 would not be renewed without a ght.
Te Senate has not really expressed an interest in reviving this, saidMichael McKee, treasurer o enants Political Action Committee.
According to McKee, renewing J-51 is not something the StaLegislature is xated with at the moment. However, given renewal is one o REBNYs key priorities, it is likely only a matto time beore it becomes an issue.
According to the New York City Department o Finance, more th39,000 apartment buildings across the ve boroughs were a part the J-51 program as o January last year. Owners o properties the J-51 program pay considerably lower taxes to the City o Ne
York. Some estimates put the cost o the program in the hundreo millions o dollars.

wo weeks ago the agency released to the public its MortgageOrigination Examination Procedures, which detail the wayCFPB will regulate independent lenders, brokers, servicers, andothers unaliated with banks and depository institutions in themortgage market.
Te procedures build on groundbreaking procedures rstannounced in October by the agency and promise to reign inclandestine activities previously unregulated in the mortgage
market--including those enacted by many o the largest subprimelenders during the housing bubble.
Cordray, who served as Assistant Director o Enorcementor the agency since its inception, got the nod to assumedirectorship through a controversial recess appointment. Terecess appointment, one o 28 made by Obama since 2009, came

Tenant Resource Network Program (TRN)RN, a program o Department o Housing and Urban Development, is designed to acilitatepreservation o projects with Section 8 Project Based Rental Assistance at-risk o loss.
RN considers projects at-risk upon occurrence o one o the ollowing events: an FHAinsured or Direct mortgage maturity date within 24 months o the publication o the NOFA;both an owner election to Opt-Out led and a notice o prepayment led no more than 12months prior to publication o the NOFA; or the receipt o two consecutive Below 60 REACscores (not yet under abatement), with the most recent score issued no more than 12 monthsprior to the publication o the NOFA.
Te program is intended to be one more tool to assist both owners and the Department inidentiying potential preservation strategies or, in the event preservation is not easible, toensure that tenants are ully inormed regarding available protections such as the provision otenant protection Housing Choice Vouchers.

New Yorkers for Better Neighborhoods Trough New Yorkers or Better Neighborhoods, Citizens Committee or New YorCity awards grants to volunteer-led groups to work on community improvement projectsaddressing a range o issues that they identiy as important to them. Tey also supportpublic school based initiatives ocused on the environment and beautication.
Applications are accepted rom volunteer-led groups based primarily in low-incomeneighborhoods in all ve boroughs o New York City. Groups may be long-standing, newlyestablished or in the process o orming, and are not required to have non-prot or 501(c(3) status. Groups without this status will need a scal conduit or a bank account i a granis awarded.
Citizens Committee or New York City will award $40,000 in grants o $500-$3,000to volunteer-led groups who apply by January 31, 2012. Tis including a new initiativedirected at the ten most violent/crime-ridden neighborhoods in New York City. Te JohnA. Reisenbach Focus en program is a joint eort between the Citizens Committee or New
York City and the John A. Reisenbach Foundation to help und community organizationsworking to reduce crime in these neighborhoods. Tey include the 75th, 73rd, 67th, 79th81st, and 77 precincts in Brooklyn, the 47th, 44th, 40th, and 42nd precincts in the Bronxand the 105th precinct in Queens.
