Congress stumbling along on space policy issues:
Congress has been busy with launch indemnification and termination liability legislation,
but its work on those issues is far from done. (credit: J. Foust)
Commercial launch indemnification—Congress fumbles around extending
indemnification, which expired December 31. Although there is little opposition,
congress can’t get its act together to meet deadlines.
Contract termination liability for SLS and Orion—Congress is considering a bill to
force NASA to spend some $500 million reserved for liabilities related to possible
contract cancellation. Many, including some in NASA, consider the programs
suspect, while some in Congress are pushing for NASA to spend the funds on
implementing the programs.
Export control reform—Debate stumbles along considering removal of
commercial spaceflight from ‘US Munitions List.
