Norma Williams passed from this world unexpectedly Aug. 27, 2019. Norma was born to Manuel D. and Luisa Rios Dec. 2, 1952. Norma is preceded in death by her father, Manuel D. Rios. She is survived by her mother, Luisa Rios; husband, Carlos M. Williams; daughters, Katrina Williams and Stacey Williams; sisters, Alice (Kent) Craig and Pat

Rios; nephew, Seth Craig; and niece, Shawna Craig.

Norma was loved by all who knew her. She will be remembered for her enormous generosity, boundless kindness to all living beings and her keen sense of humor. Norma was an avid University of Arizona Wildcat basketball fan. We looked forward to our annual PAC-12 basketball tournament trip. Norma always came back with many stories to share of our adventures. There was no better storyteller than Norma. Norma’s endearing personality earned her new friendships everywhere she went. Rest in peace, Norma; you will be greatly missed by all who had the good fortune to know you. BEAR DOWN!

Nancy A. “Peaches” Wilkinson left us on Aug. 24, 2019 to join her sister, parents and her Charlie. Nancy was born on Aug. 16, 1941 in Phoenix, Arizona at St. Joseph’s Hospital to George “Jack” and Marie D. Townshend. She and her twin were premature and Mary only lived for 20 days. The Townshend family moved to Ray in 1946 after her father was discharged from the U.S. Navy. Nancy graduated Ray High School in 1959. After high school

“Peaches” attended Arizona State University for three years before marrying C.E. “Jack” Cummings in 1962. The first move with her new family was to Lander, Wyoming where she worked at a real estate company, then to Ely, Nevada and the birth of her first son Earl in 1965.

Nancy Alverta Wilkinson The family later moved to Lancaster, California where Nancy was employed at Edwards Air Force Base with top secret security clearance. Her second son Scott was born there in 1970. The marriage ended in 1972 and she and her sons returned to Kearny where she met “her Charlie” and they were wed in 1973. This union brought Terri, Sherri, Vince and Donny into the family. Nancy worked at the Kennecott Hospital from 1972-1982. In 1983 She found her calling when she went to work for the Kearny Police Department as a dispatcher. She was convinced to go to the police academy where she served, with love and honor,

the town of Kearny for 24 years. She is preceded in death by her sister Mary, her parents Jack and Marie, and her husband Charlie. She is survived by her brother, Jack; her children, Earl, Scott, Terri, Sherri, Vince and Donny; her grandchildren, Jake, Kyndra, Ashley, Dillan, Kyndell, Garrett and Shea; her great-grandchildren, Eylla Lou, Freya, Cameron, Josia, Charlee, Kyson and Wyatt. Services were held on Saturday, Aug. 31, 2019 at the Ray High School Auditorium in Kearny, AZ. The family was assisted with exceptional service by Griffith Mortuary.

There are many good things happening in the Town of Kearny. First of all, there are many projects happening at

the same time. Every year the Town Council sets high goals and I can happily say, we will meet all of our goals again this year. There were many grants written this year and awarded to the Town of Kearny. The CDBG grant from CAG was awarded to the Town of Kearny in the amount of $271,526 to rehabilitate the filtration plant, which will provide some needed repairs, which has been a topic of discussion because of the dark water. The Town of Kearny has always had a high content of manganese, when there is a high volume of water usage, such as in the summer time, the water turns dark, however, it is safe to drink. The other grant project the Town is working on is the USDA grant/loan in the amount of $1,600,000 to upgrade the water tanks, the booster tank, up across the highway, install a new Well and install new water meters, which are over 50 years old. The current meters do not detect low flow and the Town is losing a large amount of revenue. The Town has been underbilling for many years. These are large projects, however, it is a much needed rehabilitation. The sewer system was rehabilitated last year. The lines were videoed and cleaned. Major repairs were completed, so now the Town does not need to worry about the sewer system for a couple of years. The Town has applied for a Water Infrastructure Finance Authority Grant to refinance the USDA bond that was used to

build the waste water treatment plant. This will lower the 5.125% interest rate of the bond to about 3% to 4%. Another topic of conversation is the golf course. ASARCO/GrupoMexico owns the golf course. The Town of Kearny has watered the golf course with the effluent water for the past 17.5 years, to the amount of $525,000 and this is the electricity only being spent monthly, and the water usage, however does not account for the wear and tear of the pumps and machinery, or employee wages. At a meeting with ASARCO, and the Golf Club three years ago, I shared with everyone that the daily flow to the waste water facility is lower because of the decline of the population in the home per household, which has lowered the water availability significantly. Last year, the town had to stop watering the golf course because of the low water volume in the tank. Since the number of people in a household has declined, there is only enough water in the tank to help us with the wastewater treatment plant for approximately six to eight hours a week for the plant. The Town was giving 65,000 gallons of effluent water a day to the golf course, however, this wasn’t meeting the demands of the golf course to keep it green. It takes $1,500 per month of electricity to run the Well at the golf course, which is owned by ASARCO/GrupoMexico. We are hoping ASARCO/GrupoMexico will join in to help the Golf Club since the Town of Kearny has done their part for the past 17.5 years and can no longer provide water to the golf course because of the decrease of

The Town recently received a grant from FEMA and Arizona State Forestry to mitigate the salt cedars along the Gila River in the amount of $69,750. Arizona State Forestry did the hand work of the mitigation in March, free of charge to the Town, in the amount of $16,429.85.Since the Town is in a high fire zone area, this will help with the fire season. The Town is also working diligently on Economic Development, Tourism and will repair the OHV Campground which the Town received a grant in the amount of $166,000. This brings tourism to Kearny and boosts the local economy in our area. The Kearny Volunteer Fire Department will host Fire Prevention Week with hot dogs and goodies in October and the Kearny Police Department will host its National Night Out also in October. There will be more information to come and a good time is expected.

Superintendent Jeff Gregorich visited the new central Arizona College Aravaipa Campus on Aug. 27. “I am very impressed with the state-of-the-art facility and the investment Central Arizona College has made to ensure the success of this program. It was a collaborative effort which came together last year, and it is exciting to see the students engaged in welding in high tech facility,” stated Gregorich. “I would like to thank the leadership at CAC, and especially recognize Dr. James Busch for his hard work and support for industrial technology programs at Aravaipa Campus and the vision of creating a partnership with the local school districts. Without his leadership the program would not have been possible,” added Gregorich. Professor Sam Colton said, “CAC is in process of investing more money into welding program which currently has more students than expected for the first year.” Currently there are 24 high school welding students and 27 adults enrolled in the night classes three days a week. “This exceeds our expectations and I know we will continue growing and add more classes, which may include industrial arts and diesel mechanics,” added Colton. 1 Kearny Fuel Reduction Project

A grant agreement between the Arizona Department of Forestry and Fire Management and the Town of Kearny was entered on Aug. 26. The fuels reduction project will start on Oct. 1 and be completed by Feb. 11, 2020. The project will be completed through mechanical grubbing on Town of Kearny’s land parcels. The fuel reduction and treatment plan for this project is the removal and control of the salt cedar. The project is for areas in a high fi re danger zone.

Earlier this year Supervisor Pete Rios emphasized the importance of passing an amendment to the Pinal County budget that would greatly benefit Hayden’s Senior Center. “The senior citizen center was on the chopping block. So when I heard they were going to close I did go and address a work session of the town council and wanted to see what their plans were and they indicted basically that they don’t have the resources,” explained Supervisor Rios. As Supervisor Rios has stated in the past “It’s important to take care of our greatest generation, our senior citizens who built this country. We must ensure their safety, health and well-being.” The Hayden Senior Center has the responsibility of providing food services to both the homebound and Senior Center for the entire Copper Corridor. The service area includes the communities of Oracle, Kearny, Superior, Mammoth, San Manuel, Dudleyville,

Hayden, Winkelman and all places in between. County Manager Greg Stanley specified that a majority of the seniors utilizing this center are from Pinal County. The motion was passed unanimously and Supervisor Rios delivered the funds to the Hayden Senior Center last week. These funds will help to defray many of the costs for the Senior Food Program. “I wish to thank Supervisor Rios and the Pinal County Board of Supervisors for their generous donation of $20,000.00 in addition to the normal annual donation of $20,000.00. We, as a council, the citizens of Hayden, and citizens of the surrounding areas who utilize the services of the Hayden Senior Center are grateful for the donation in a time of need. Without this funding, it was likely the Senior Center would not be operating at its current capacity. Again, thank you very much for this much needed donation, ” said Hayden Mayor Dean Hetrick.

The project includes, but not necessarily limited to the following items of work:105 acres of mechanical clearing of salt cedar in Kearny, Arizona. All six parcels are contiguous and treatment acres are located near the Gila River, but outside the active river channel. Treatment areas will occur on areas of dry sand, not in saturated soil. The overall scope of work of the project is to conduct mechanical fuels reduction treatments on six Town of Kearny parcels. Parcels range in size from just over 5 acres to 46 acres. Typical fuels on these parcels are mostly composed of native mesquite and non-native salt cedar along the Gila River floodplain.Mechanical treatment will be grubbing done by using a dozer or front-end loader to uproot and push salt cedar trees out of the ground. Mastication will be done by machine, with a grinder implement to break up the trees and roots into mulch.The contractor should attempt to remove approximately 100 percent of salt cedar within the project boundary, taking care to ensure mastication and grubbing does not disrupt critical infrastructure within the boundary. Operations are expected to leave approximately 2-4 inches of wood chips from mastication on the ground in masticated areas, which will help with soil stability. One quote will be given as a standalone for the total 105 acres of the project block and the contractor shall provide all necessary equipment to complete the project.
