INTRODUCTION

Municipalities provide water tap connections and water to citizens and also collect the water tariff from them. The tariff collected for water supply and water tap connection are different for different urban local bodies. Some urban local bodies have metered and some non-metered connection and some have both metered and non-metered connections. The tariffs are collected using meter readings whereas others follow fixed rates based on the metered and non-metered connection. There are different types of water tap connections available such as domestic, non-domestic, commercial and industrial purpose.

PURPOSE :

The ‘Jalanidhi’ application is conceived and conceptualized based on the manual processes being followed at ULBs across the state of Karnataka and with an objective to computerize most of the manual processes being followed at ULBs so as to achieve transparency and better governance and administration thereby augmenting the revenues to ULBs and hence to the government.

“JalaNidhi” is an application developed to capture the existing water tap connection and its water DCB details in 190 ULBs of Karnataka excluding ULBs for which water supply is maintained by KUWS&DB. Its objective is to capture the licensed plumber details, public tap connection details which provides a reliable database for the Urban Local Bodies and municipal administration to govern at ease. The application includes features like processing of application for new water tap connection, month wise bill & receipt generation and various kinds of report generation.

Audience

The audiences are Commissioner / Municipal Commissioner / Chief Officers, Revenue Officers / Revenue Inspectors, Engineers, IT Staff, concerned Case Workers and Data Entry Operators working at Urban Local Bodies. To use this system, users would require computer knowledge.

Purpose of this Document

The purpose of the user manual document is to provide operating instructions related to various aspects of the Jalanidhi application. This document acts as the interface between the application and its users.

1. APPLICATION PROCESS : How to the invoke software To open Jalanidhi application :

• Open Internet explorer browser • Open concerned ULB website • Go to online application link on the left side of the website and select Jalanidhi

application.

3. Login Page for MRC Administration :

Access to the application has to be restricted with valid user id and password. The user has a

feature to enter userId and password. Click on the ‘Login’ below shown screen will appear.

Enter the login ID and password and then click login. If the password and ID is correct then

the below said screen will appear otherwise you will get the error message as “Incorrect user

name or password”.

3.1 Home Page :

The Home page contains various links as shown below and we can know the user details like

District, ULB Name and displays the role who is using the application.

3.2 User Management :

3.2.1 Change Password :

Click on the ‘Change Password’ fields to change the user password, below said screen will

appear. Enter the new password and confirm password and click on Save button or else click

on cancel to cancel the entries.

Reset Password :

Click on the ‘Reset Password’ link to change the user password, below said screen will appear.

Select the user from the dropdown list for which the password have to be changed, enter new

password, confirm & click on Save button to save the new password or else click on cancel to

cancel the entries.

User Setup :

User setup is used to create users as shown below. To enable or disable the user click on the

edit icon.

Click on the Add User, below screen will be displayed. Enter the new login id, password and

click on save, new user will be created. The option of enabling and disabling also available in

the status dropdown list as shown below.

3.3 Aasthi :

3.5.1 Import Properties : Option for importing the properties from the Aasthi application database is available in this link. This is an one time operation and the access is available to the administrator.

If you click on import, then the import process will be done. After successful

import of the properties a message will be displayed saying “Properties

imported successfully”

3.5.2 Property Report : The properties imported from the Aasthi application database list is available in this link as shown below :

3.5.3 Reconcile Properties :

This link is used to reconcile the properties which are changed in the Aasthi application database.

The user status report gives information about the users status to know whether it is active or deactive as shown below :

This report is generated to know the status, to monitor and to have control over password expiry of ULBs as shown below :

3.7.3 Tariff rate Report :

The tariff rates report is a read-only page displayed specific to each ULB. It contains various details like tap connection types, source of water supply to the ULB, Connection fees, various installation charges, applicable slab rates etc. as shown below :

The DCB against tap connection report is generated by selecting the ward, block, street and clicking on search, the report showing Number of taps and balance yearwise is generated as shown below :

The month based DCB generation report is generated by selecting the ward, block, street, month, whether taps are metered or non metered and clicking on search, the report showing tap no. and area is generated as shown below :

3.7.10 Online Application Usage Report : The Application Usage report is generated by selecting the ward, block, street, period of and clicking on search, the report showing tap no. and area is generated as shown below :

connection for which meter reading is captured, no. of bills generated, no. of bills for which payments received is generated as shown below :

3.7.12 Overall Usage Summary Report : The Overall usage summary report is generated by selecting the period from and to and the report will be generated showing ULB Name, No. of PID imported from Aasthi, Total no. of active tap connections, no. of tap and DCB details created / updated, no. of plumbers, no. of public taps is generated as shown below :

4. Login Page for ULB Administration :

Enter the login ID and password and then click login. If the password and ID is correct then

the below said screen will appear otherwise you will get the error message as “Incorrect user

4.3.2 Tariff Rates Edit :

Click on the field “Tariff Rates Edit“, the details entered in the “Tariff Rates New” of that

particular ULB can be edited and modified according to the Government Instructions and

Council Body Resolutions. Based on the updated tariff rates the monthly bill generation and

new tap connection fee is generated.

4.3.3 Tap & Prior DCB Details : Previsous 3 years and current year DCB details should be entered for the properties imported from the Aasthi application by selecting the ward, block, street. Status of the DCB updation should be selected from the dropdowns like approved, draft, non-edited. The entered DCB details should be approved by Revenue Inspector / Officer, once approved the bills will be generated monthly. The search report will be generated based on the search options.

4.3.4 Public Taps : The public tap details should be entered in the fields provided shown below. If you click on the “Add Public Tap” option, then the below screen will appear where you can add the details of the public tap and click on save.

If you click on search option selecting ward, block, street the list of public taps

are shown as below :

8.4 Demand Bill :

4.4.1 Capture current meter reading : The previous and current month meter reading should be entered in the screen for the first time for metered connection. Next month meter reading will take previous months reading

automatically as it is entered already, present months meter reading should be updated. The blank boxes will be displayed for not updated meter readings as shown in the report. The meter reading updated tap details is generated as shown below :

4.4.2 Calculate & Generate Bill : Based on the meter reading updated in the “Capture current meter reading screen” and tariff rates updated in the “water tariff Screen” bills will be generated and tariff updated for non metered connections in the in the “water tariff Screen” bills will be generated for non metered connections.

The calculation and generating bill for water charges of a particular ward, block, street month wise of metered and non-metered taps are available in this link. After selecting if you click on “Calculated and Generate bill” you will get the message as “PDF Generation is over”. The reports are generated & saved in the PDF formats.

4.4.3 Correct Demand Bill : Correct Demand Bill is generated based on the changes done in water tariff webpage is available in this link.

4.4.4 Bill Payment : Bill payment option is available in this link. Enter the bill number and click, then enter the bill amount (water tariff) then the receipt will be generated in the KMF 14 format.

8.6 New Connection :

4.6.1 Application : This link is used to captures the new applicant’s tap connection requests in the form of applications in an ULB, then entered by the data entry operator and this is a one-time operation. The details of the application received is available in this link.

If you click on “New Application” the below shown screen will appear where the application details has to be entered.

4.6.2 Approve / Reject : Based on the Field Engineers report Commissioner, Chief Officers can approve or reject the new applications for tap connection requests in this link. If applications are rejected, the rejection certificate will be generated showing the reason for rejection which can be given to applicant. The details of the application approved or rejected is available in this link as shown below :

4.6.4 Plumber Details : This link is used enter the licensed plumbers of the ULB. After entering the details, the approved plumbers list can be search using either plumber name or contact no. or license number as shown below :

If licence period of plumber is expired, ULB administrator can disable the plumber status in the change status link.

4 Login Page for Field Engineers :

4.1 Accept / Reject :

Based on the field visits, Field engineers can reject or approve the new

applications of water connection.

4.2 Work Execution :

Once the ULB Admin approves for New Tap connection, Field Engineer should

execute the work and date should be updated in this screen.

5 Login Page for Case Worker : The options are explained in the admin role. ULB Administration approves for new connection, then water tap connection intimation notice will be generated by the Case Worker and it can be served to concerned citizen as shown below :

6 Login Page for Data Entry Operator : Data Entry Operator has the below shown options. The options are same as explained in the ULB Admin role except Bill payment option which has been explained below :

Bill Payment for New water tap connection : Based on the notice served by the case worker, the citizen will pay the water tap connection fees displayed in the notice. Before operator entering the details, the field engineer should execute the work. The operator enters the details in the fields shown below, after saving, it generates the Water Tap Connection Certificate as shown below :
