BOARD OF EDUCATION OF THE SPECIAL SERVICES SCHOOL DISTRICT AND THE INSTITUTE OF TECHNOLOGY OF THE COUNTY OF BURLINGTON
REGULAR MEETING The Regular Meeting of the Board of Education of the Special Services School District and The Institute of Technology of The County of Burlington was held on Thursday evening, June 22, 2017, at the Rutgers Center, 2 Academy Dr., Westampton, NJ. The meeting was called to order at 4:32 p.m. by President Robert Silcox, followed by the flag salute. Theresa Margiotta, Board Secretary, stated that this meeting was in accordance with the Open Public Meeting Act and that this was a public meeting. Financial Report: Theresa Margiotta, Board Secretary, presented Financial Report. On a motion by Kathleen Burgess and seconded by Tyler Seville, the Board approved the Financial Report. Roll Call: Yes Kathleen Burgess Absent John Ferry Yes Leon Jones Yes Paula Lee Recuse Daryl Minus-Vincent Yes Robert Silcox Yes Tyler Seville Presentations: Over 20 medals, 18 Gold, were awarded to the BCSSSD Special Olympian winners (Bowling, track, swim, volleyball). Public Comments - Superintendent Agenda Only: Cynthia Adams, BCITEA President: · Questioned item V.A.6 Bank Account Closure. Theresa Margiotta, Response: ESU is a BCSSSD accounts and this was done at auditor request. · Questioned item IV.4 Source4Teachers/MissionOne, why not put out for bid there are other agencies for substitute services? Requested before you approve to review cost to district and transparency. Superintendent Agenda Dr. Nagy presented and recommended approval of the report, along with the addendum. On a motion by Kathleen Burgess and seconded by Leon Jones the Board approved the report. Downs, BCIT Parent: Expressed gratitude for employee Kyle Lawrence and disappointed that he is leaving our district. Requested to see “school climate” be a goal. Concerned that tax dollars are being cut in the classroom and for instruction and increasing operations and administration expenses. M. Gallagher, BCIT Medford Parent: Happy to hear that Cinnamon Vincent was reappointed but concern that she is being transferred. James Brand, BCSSSD: Over 40 students are employed and that the students earned an annual total of $90,000. Thanked the Board members for taking time out of their schedules to attend school events. N./J. Hampton, BCIT Parent: Thanked the Board for posting the agenda and minutes and requested in the future to

post exhibits. Questioned when the salaries of the Central Office Administration would be made available. Questioned the Special Education percentages at each Campus. President Silcox Responded: When the Executive County Superintendent approves the employment contracts they will be approved at the next public Board meeting. Also we are able to renew contracts as long as they fall within the CPI. Rachael Fessenbecker, BCIT Employee: Thank the Board of Education for supporting the Team Writers Guild and distributed the current textbook. Courtney Amen, BCITEA VP: Teachers have invested years and are taking time to come to these meetings. It appears the Board rubber stamps agenda items, is the Board aware of all agenda items? President Silcox Responded: Board agenda’s are distributed to all Board members in advance and if any questions arise they are answered by the Superintendent or the Board Committee. The agenda contains volumes of paper. We are trying to make this process efficient as possible. Cynthia Adams, BCITEA President: Reiterated lack of transparency by using S4T/M1. B. Caggiano, BCIT student: Concerned Teacher Assistant positions are being reduced. They are needed. Board Comments: Leon Jones: Congratulated Olympic students/staff/principals for their awards. Thanked everyone for the great graduation ceremonies. Kathleen Burgess: Graduations were fabulous, thanked everyone. Stated they participate on the Board for the children as this isn’t a paid job. Wished everyone a wonderful summer. Paula Lee: Thanked everyone for the magnificent events held all year. Graduations were very touching. Am always aware of Board Agenda items and doesn’t vote on anything I am not aware about or supports. Tyler Seville: Impressed and proud of the turnout of performance in the Special Olympics by the Special Education students. The Graduations were well done. Daryl Minus-Vincent: Congratulations to students and staff. I don’t see conflict I see passion President Silcox: Thanked the principals and administration for the great job.

Adjournment Since there was no further business, President Silcox asked for a motion to adjourn. On a motion by Leon Jones and second by Kathleen Burgess the Board adjourned at 5:25 p.m. with the next meeting to be the on July 6, 2017, at Rutgers Media Center at 4:30 p.m.

1. Year End Closeout 2016-2017 It is recommended a resolution be adopted authorizing the Business Administrator/ Board Secretary to process year-end close out and pay any outstanding invoices upon review with the Board President.
2. Payment of July Bills 2017-2018 It is recommended a resolution be adopted authorizing the Business Administrator/ Board Secretary to process and pay July bills upon review with the Board President.
3. Independent Third Party Administrator - Deferred Compensation
It is recommended a resolution be adopted authorizing the Business Administrator to enter into an agreement with OMNI to provide comprehensive third party administration for BCSSSD’s and BCIT’s deferred compensation plans.
4. Source4Teachers/MissionOne Contract Renewal 2017-2018
It is recommended a resolution be adopted renewing the following contract with Source4Teachers/MissionOne:
WHEREAS, the Burlington County Special Services School District and Institute of Technology Board of Education (“Board”) has determined that the Burlington County Special Services School, the Educational Services Unit and the Burlington County Institute of Technology have a need for the provision of comprehensive services providing substitute certificated staff on a regular basis; and WHEREAS, the nature and extent of the services to be provided cannot be reasonably described by written specifications given the unique nature of the credential, training and expertise required to provide such services as stated in the description of services; and WHEREAS, the Business Administrator/Board Secretary has certified the availability of funds for payment of such services; and WHEREAS, N.J.S.A. 18A:18A-5(a)(2) requires that the resolution authorizing the award of a contract for extraordinary unspecifiable services without competitive bids state the supporting reasons therefore and a brief notice thereof be published and a copy of the contract be available for public inspection. NOW, THEREFORE, BE IT RESOLVED by the Board that the Board President and Board Secretary are hereby authorized and directed to execute the contract with Teacher Placement L.L.C., d/b/a Source4Teachers/MissionOne; and that the contract is awarded without competitive bidding as an extraordinary unspecifiable service in accordance with N.J.S.A. 18A:-18A-5(a)(2) of the Public School Contracts Law because as stated herein, the services to be provided are not susceptible to bidding by specification; and BE IT FURTHER RESOLVED that notification of this contract award shall be published in The Burlington County Times as required by N.J.S.A. 18A:18A-5(a)(2).

U.S. Department of Education Grant (Exhibit #9) It is recommended a resolution be adopted authorizing the Business Administrator/Board Secretary to apply for a grant titled Educational Technology, Media, and Materials for Individuals With Disabilities - Stepping-Up Technology Implementation. The grant is offered through the U.S. Department of Education for a period of time spanning 4-5 years.
5. Lease Agreement
