Re: EliSibility to serve on Jasper County School Board and
qualifications as an elector-Ms. Alina Hamilton-Clark
The following is a formal complaint regarding Ms. Alina
Hamilton-Clark's eligibility to serve on Jasper County SchoolBoard
and the ACE Board.
Based on the following information detailed below, Ms. Alina
Hamilton-Clarfs address has been confirmed with theBeaufort County
School District and the South Carolina High School League, which
precludes her from serving on eitherboard. She has clearly
established her residence in Beaufort County, as evidenced by the
2014-2015 Hilton Head HighSchool Football Roster (exhibit 1)
On luly t7,2074, electricity service was established at 112
Union Cemetery Rd, Apt 321, Hilton Head, SC, for Mr. DarrinJ.
Clark.
According to the SC High School League By{aws

change of residence:A. A "bona fide change of rasidence' is defined
as follows:1. The move ry! be with the intent of boing pe@!g!!.2.
Under no circumslances can a famity have !I9 rBsidences for
eligibility purposes.3. The heed(s) of the family must make the
change.4. ThB 6nlira housahold and fumiture must be moved inlo lhe
new residence.5- The original residence must be clearly closed as
the residence of lhe family and musl not be usad ry ihe family.
According to the 9.6.2014, Beaufort Gazette article, The SC High
School League rules require the entire family to live atthe Hilton
Head lsland address provided when Deangelo clark transferred into
the school from the private Hilton HeadChristian academy before the
school year.
On August 2O 2014, the following comments were in a Beaufort
Gazette article, Elected officials who move out of thedistrict they
represent can no longer serve on that public body, Jasper County
elections office director JeanineBostick said Tuesday. ln this same
article, Hamilton-Clark said she did not file for reelec;tion
because she hasdecided to move, but she would not say where.

On August 28, 2014, in another Beaufort Gazette article, Nessie
Hanis, in charge of eligibility and transfers at theleague, said
she wasn't aware of any reason for the status of Clark's transfer
to be updated.

Basd on the aforementioned, Clark is not a qualified elector.
Therefore, she may no longer hold office on the sclrool
