My name is Shuji Tamura and I am the 9th Chairman of the Japan Association for Logistics and Transport (JALoT).
The JALoT was established in 1991 and celebrated being in operation for over a quarter of a century this year. We were established as an organization to widely accept logistics companies in the fields of the land, sea and air, as well as related groups, as members. Since then, we have been collecting together opinions over the whole logistics industry in centralized initiatives beyond fields by considering various challenges in Japan and overseas faced across the industry. We have made a number of recommendations seeking the understanding and cooperation of the concerned parties (including the business community) or looking for the solutions to be reflected in the policies of the government.
The logistics industry is a part of the social infrastructure that is essential to the lives of individuals in addition to supporting the economic activities of companies. The size of this market in Japan stands at approximately 25 trillion yen or 5% of GDP. The number of people employed in the logistics industry is approximately 2.13 million people; which accounts for 3% of the employees of all industries. In recent years, the labor shortage problem in logistics providers has been widely recognized as a challenge that affects the life of the people due to the sudden explosion in the e-commerce market. However, there are also fears that the logistics industry may not be able to adequately fulfill its social infrastructure functions that support industrial activities and people’s lives. Therefore, I would like to gain wide public understanding, including among shippers, so that the logistics industry can press ahead with productivity improvement (e.g. by enhancing transportation efficiency). Together with this, there is an urgent need to develop an attractive working environment (e.g. by incorporating diversified employment needs). Taking into consideration these factors, I would like the JALoT to implement and continue the following activities.
First, there is the initiative that the JALoT has consistently conducted in the past of “looking at logistics (which thoroughly support industry and life) in life-size (widely from society and the people).” The convenience of life and the efficiency of business have been evolving at an amazing pace due to the popularization and sophistication of IT. The social role of the logistics industry has also grown bigger due to the development of e-commerce together with the evolution of IT. Therefore, we provide various opportunities for the younger generation to recognize the mission of logistics as part of the foundation infrastructure of society and to understand that the work of logistics is one which has social meaning and which is worth doing. In the future, in addition to this, we will strengthen our efforts toward elementary school and junior high school students because the description of logistics has now been enhanced and included in the new teaching guidelines.
Next, there is an initiative to further enhance the various functions of the logistics industry as a part of the social infrastructure. We grasp the latest technical trends that contribute to an improvement in productivity against common challenges of the industry (e.g. the labor shortage) and practical examples of these. We will strive to introduce these examples and will work on the challenges of manual cargo handling/down time and work style reform.
Furthermore, in an effort to address global environmental issues,
we are continuing to present the Logistics Environment Award, the Award for Excellent Business Entities Working on Modal Shift and awards at the Green Logistics Partnership Meeting with the aim of reducing CO2 emissions and relieving the burden on the environment in the logistics sector in light of the Paris Agreement that took effect recently. Together with this, we are working on public awareness activities related to environmental measures. These include participation in a campaign to avoid courier redeliveries that is part of the Cool Choice Movement run by the government. In addition, our comprehensive efficiency plan based on the Comprehensive Logistics Efficiency Act revised last year is also effective from the viewpoint of reducing CO2 emissions. Therefore, I would like to press ahead with efforts to support this plan to aim for further development in partnerships and cooperation with multiple shippers and logistics providers, such as with modal shifts, joint transportation deliveries and securing return cargo.
Finally, there is our initiative toward international concerns. In recent years, logistics providers in Japan have made spectacular progress in developing overseas due to the overseas expansion of shippers in the manufacturing and other industries. In particular, there has been remarkable expansion into Asian – and especially Southeast Asian – countries in recent years. Some of these countries face challenges for smooth business execution with it possible to see cases in which there has been a lack of development in terms of the customs clearance system in addition to the infrastructure of roads, harbors and similar. Therefore, we would like to continue supporting logistics providers that are expanding overseas. We will do this by sharing information on the experiences and expertise of companies that have expanded overseas in our Overseas Strategy Working Team under the umbrella of the International Business Committee. At the same time, we will look to promote public-private partnerships that will lead to dialogue between governments regarding the challenges that are difficult for private operators to deal with.
In order to steadily press ahead with the four activities stated above, I would like to promote the activities of the JALoT while fully grasping the current situation by carefully listening to the opinions of logistics related parties involved in all modes.
The JALoT is a federation of logistics companies and groups in all types of business. The first thing we require to function is the cooperation of all our members, the Ministry of Land, Infrastructure, Transport and Tourism, and other related parties. I ask for the wonderful support and cooperation of our member companies and all those involved in logistics.

Description of Business
In order to achieve the purpose, JALoT conducts various programs with the following three pillars: 1) wide range of Committee activities, 2) information provision activities, and 3) Logistics Information Center business.
▶Promotion of Committee activitiesJALoT has the Basic Policies Committee, Human Resource Development and PR Committee, International Busi-
ness Committee, Logistics Environment Measures Committee, and Management Efficiency Improvement Commit-tee. In accordance with the needs, JALoT also establishes sub-committees under each Committee. Our members participate in the meetings as Committee members and discuss their actions.
▶Enriching information provision activitiesBy providing wide range of information to the JALoT members, JALoT tries to enhance its services to the mem-
bers. Specifically, JALoT organizes a luncheon seminar meeting and invites guest speakers who are the leaders in various industries to the gatherings in order to provide the latest domestic and foreign economic and social informa-tion to the members. These meetings can be venues to interchange opinions and information among the members and technical cooperation across the industries.
In addition, JALoT organizes informal gatherings and various seminars to provide opportunities to exchange infor-mation and views with leaders of political, economic, social and cultural fields including officials from various admin-istrative organs such as Ministry of Land, Infrastructure, Transport and Tourism, the Ministry of Internal Affairs and Communications (MIC), and the Ministry of the Environment, leaders of political parties and scholars.
▶ Development, improvement, maintenance and management of the logistics EDI standards, and promo-tion of cyber security measures, etc.JALoT has set up a Logistics EDI Center and is promoting coordination and cooperation with relevant organizations.
At the same time, JALoT is working on the development, improvement, maintenance management and promotion activities of the “JTRN” and “logistics XML/EDI standards.”
Furthermore, in order to cope with increasing cyber attacks, we participate in the CEPTOAR council, which is supported by the National center of Incident readiness and Strategy for Cybersecurity (NISC) and composed of members in 13 important infrastructure fields, while representing the logistics sector, and promote cyber security measures through the joint exercise, information exchange, cooperation, etc. with government agencies, including Cabinet Secretariat and MLIT, related organizations, and enterprises in other important infrastructure fields.
▶Promotion of logistics personnel training activitiesJALoT is promoting logistics personnel training activities in order to make it widely known that logistics are an
extremely important part of infrastructure for Japanese people and the Japanese economy. Specifically, JALoT is providing courses (university endowed seminars) on logistics at each university. Together with this, JALoT also holds “Internship in the Logistics Industry” and “Logistics industry research seminars” to convey the innovations and attrac-tions of the logistics business.
Furthermore, JALoT holds “Facility observation tours” in Japan.
▶Holding of practical seminarsJALoT holds various practical seminars, including “Introductory seminar about distribution
and logistics,” “Practice of improvement in logistics sites,” “Practice seminar to activate the working site for the supervisors of logistics centers,” and “Practical seminar about logistics KPI.”

Main Business Activities in FY2016
▶ July 8, 1991 Initial general meeting of JALoT.▶ September 9, 1991 Obtained permission to be incorporated association from the Ministry of Transport
and became Incorporated Association JALoT.
▶ September 25, 1995 Began university endowed seminars at Keio University.
▶ September 20, 1996 Published the 5th anniversary book, “What is Logistics?” (500,000 copies), and dis-tributed them to general households.
▶ September 10, 1999 Launched “Logistics Information,” an information magazine on general logistics (Dis-continuation at the end of September 2011).
▶ September 26, 1999 Dispatched the first Overseas Logistics Technology Study Team to Europe (till Octo-ber 7).

The Basic Policies Committee deliberates basic items concerning the activities of JALoT. We are proac-tively engaged in public-private partnership activities together with the sector of the Deputy Vice-Minister for Logistics in MLIT. Also, we continue to deliberate on future action policies with the following four themes of measures by specifying the challenges that should be tackled across the whole logistics industry, through information sharing with various logistics related groups and enhanced public-private partnerships.・To implement measures for enabling people to see the logistics field as it is・To conduct activities for dealing with the shortage of labor and improving the productivity of logistics・To encourage the efforts to reduce environmental burdens・To implement measures for contributing to the international expansion of Japanese logistics companies
Furthermore, we will continue to strive in the future to ensure that the logistics industry adequately fulfills its functions as an essential part of social infrastructure for the Japanese industrial economy and the lives of the people. We will do this by achieving robust and sustainable logistics by “connecting” (cooperation within the industry) the logistics industry across types of business and modes and by cooperating with the related groups (e.g. government, shippers, etc.) in light of the Sixth General Outlines for Comprehensive Logistics Measures (FY2017 to FY2020) recently formulated.

Human Resource Development and PR CommitteeCommittee chair: Hisao Taketsu(Nippon Express Co., Ltd., Representative Director/Vice-President)
In FY 2017, we will organize the “4th Internship in the Logistics Industry” for students, mainly college students, in cooperation with 32 member companies. The purpose of this event is to widely provide stu-dents with the opportunity to deepen their understanding about the social importance and advanced nature of the logistics industry. We will accept 240 students in the event this year.
In addition, we will plan and discuss the details of various publicity activities, including the “4th Logistics Industry Research Seminar” and “Visit to Junior High Schools for Logistics Study and Workplace Experi-ence,” which are mainly conducted by the “Group to Identify Good Points of Logistics” composed of vol-untary young employees representing member companies.

With the theme of enhancing social recognition of the Japanese logistics industry, the Human Resource Development and PR Committee carries out PR activities and other measures to enhance our image targeting young generation for better understanding of the logistics industry. We will also try to enrich education on “logistics” in the schools.

There has been an increase in the number of logistics providers looking to advance into the Asian region and other countries associated with the progress in the globalization in economy and logistics in Japan. How-ever, these providers face various problems in local countries.
Therefore, the International Business Committee has formed a working team together with the Ministry of Land, Infrastructure, Transport and Tourism. The aim is to hold periodic meetings to examine problems and share information to consider the problems that cut across the industry and go beyond the boundaries of one company by identifying what kind of problems logistics providers face overseas and what kind of demands they have.
In FY 2016, we held a total of six meetings to match logistics policy dialogues made overseas by MLIT. Together with this, we promoted challenge studies and information sharing toward logistics policy dialogues in Myanmar and Thailand.
We conduct overseas factual surveys on logistics every year. We conducted these factual surveys with the objective of providing basic information when Japanese logistics operators consider expanding overseas. We visited and conducted a survey of Thailand in FY 2012, Myanmar in FY 2013, Vietnam in FY 2014, Cambodia and Laos in FY 2015 and Indonesia and the Philippines in FY 2016. We then released a report on each of these surveys. In addition, we plan to visit Malaysia, Singapore and Brunei in the middle of October, FY2017.

The International Business Committee tries to understand issues and requests of overseas logistics business entities. The Committee also formed an Overseas Logistics Strategies Working Team including members from MLIT and promotes public-private cooperation toward solving crosscutting issues while holding regular meetings.

Logistics Environment Measures CommitteeCommittee chair: Yoshitomo Tamaki(Japan Freight Railway Company, Director, Risk Management Headquarters)
The Committee gives the “Logistics Environment Award” to the organizations, companies or individuals that contributed to healthy development of logistics in order to promote environmental preservation and enhance environmental awareness. In FY2016, we continued to revise the Japan Logistics Press Award from last year and specially established the Special JALoT Chairman’s Award.
Moreover, in collaboration with MLIT, the Ministry of Economy, Trade and Industry (METI), and the Japan Institute of Logistics Systems, the Committee organizes the “Green Logistics Partnership Meeting” and works on the promotion of environmental measures in the field of logistics.
Furthermore, in addition to continuing to publicize and reward logistics providers proactively tackling mod-al shifts, we will participate in further spreading the campaign to avoid courier redeliveries especially through our participation in the Low Carbon Logistics Working Group for the Cool Choice Movement promoted by the Ministry of the Environment. In response to the problem of taking into account logistics in large buildings for which the JALoT made recommendations to the Ministry of Land, Infrastructure, Transport and Tourism in FY2015, the ministry launched a study committee in which we are also participating in FY2016. The dis-cussions in that committee led to the formulation of guidelines at the end of FY2016 titled “Design and Op-eration of Buildings Considering Logistics: Guide for the Facilitation of Logistics Concerning Large Build-ings.” Therefore, we are aiming to disseminate these guidelines in cooperation with the government.

In FY 2016, we mainly addressed the problem of worsening labor shortage following last year. The “Unit Load System Study Sub-Committee” conducted a questionnaire survey, in order to grasp the actual situa-tion in which cargoes are handled manually in an inefficient manner in truck transportation, summarized the results as a final report, and released the report.
This report has also been used in the following two cases.1 “Toward the Improvement and Optimization of Agricultural Product Logistics” (Interim Guidelines from the
Agricultural Product Logistics Measures Related Ministries Liaison Conference) 2 “Report on the Overall Optimum Supply Chain System Construction Survey Project Effectively Using the
IoT” (FY2016 New Industry Model Creation Infrastructure Development Project to Promote the IoT by the Ministry of Economy, Trade and Industry)We have worked to gain public awareness of the environmental changes in the logistics field by holding
lectures on the movement for the amendment of the Customs Act, etc., promotion of women empower-ment and research on advanced technology.
In FY2017, in addition to the continuous discussions on the unit load promotion, we will launch a Tele-commuting Model Plan Formulation Subcommittee from the viewpoint of a work-life balance and tackle various challenges toward achieving work style reform.
The Management Efficiency Improvement Committee picks up various issues that may be risk factors for the management of logistics business and conducts surveys. We have established subcommittees on each theme. We also provide information to the members concerning the directions of studies as well as national policies to address the issues, and make proposals to the administration.
