MEASURE 1: SINCHRONISATION OF THE FIG & UEG ACTIVITIES

PROJECT 1: Programme symposiums

On the basis of prepared annual plans, UEG will organise one joint programme symposium with the FIG every year, in order to synchronise the activities of programmes of both organisation and to achieve largest synergic effects and added value of the UEG resources.

PROJECT 2: Joint developmental projects

In realisation of developmental projects the UEG and its member countries, the UEG will utilise all FIG resources for achieving better effects.

SLOVENIAN GYMNASTICS FEDERATION IS PRESENTING IVAN LEVAK AS A CANDIDATE FOR THE PRESIDENT OF THE UEG.

Dear delegates, dear friends!

Every time a person decides to speak openly in public, whether as an individual or as a member of a group, he/she has to have strong reasons. As you are aware, I have decided to run for the position of the UEG President for the period 2009 – 2013 and by doing so I have also decided to share my reasons for doing so with you.

At the recommendation of Slovenian Gymnastics Federation to place a candidacy for the most important post of European gymnastics, I have agreed after reviewing my motives for a long time. These motives have many aspects.

In my seven year work at the UEG I have noticed problems, which have only been growing and have never been dealt with. As the President of the UEG Control Authority, I have given several remarks, which have not been met with a desire to be resolved. As a result, I am of opinion that I can solve these problems only by holding the most important position in our common organisation.

On the basis of analysis of my own evaluations and comments, made at all of our meetings since 2002, I have expressed my plans in the programme, which I will follow and put in practice as the UEG president. The programme covers all vital areas of the UEG work: the organisation itself, relationship with member countries and our stand towards outside organisations and subjects.

Programme has developmental perspective and dynamics, required by gymnastics sports disciplines as well as by the sport in general. In the time, when the UEG has been dealing mainly with itself, sport has experienced tremendous progress and many other sports disciplines without our tradition have overtaken us and reduced our place in the market of sports supply. This has drastically reduced our capacity for future progress.

I have always valued team work in all my activities, which in the UEG will be realised in the cooperation of all structures in order to achieve set programme goals. This will include employment of all potentials from the UEG organs as well as from the member countries, by using all available tools and means at present, as well as acquiring new resources in future.

I wish to establish an atmosphere of positive thinking individuals and organisations within the UEG and creative environment both at the EUG office as well as in the UEG organs. I wish to encourage dialogue and decision making process, which will be based on constructive exchange of arguments and will present transparent and productive solutions. I wish to establish mutual respect between the UEG and the FIG and joint work on projects, which will raise the position of gymnastics to its deserving place – to the top of interest list of sports public.

The strategy includes 4 strategic goals, 9 measures and 26 projects or activity groups, intended to fulfil set measures and goals. Goal no. 1 (»Ensuring financial successfulness and recognition of European gymnastics governing body«) and goal-related measures and projects are directed into management of internal relationships in a business-administrative part of the UEG and into preparation of commercially interesting products of European gymnastics. The purpose of projects as well as realisation of measures and goals is to establish UEG organisation, which will be cost effective, financially stable, successful, recognised and beneficial for its member countries. This will enable realisation of goals no. 2 and 3.

Goals no. 2 and 3 (»Successful & satisfied sportsmen« and »Successful UEG members«) and goal-related measures and projects are set primarily in developmental ways and enable operative realisation of basic UEG mission and the purpose of its foundation - »development of sports disciplines from the field of gymnastics«. Financial means, which UEG receives from various sources (FIG, organisational rights, TV rights, sponsors) will be returned to the UEG member countries via public tenders for their developmental projects and development of their humans resources and to sportsmen for development of their sports and professional careers and as rewards for results, which raise successfulness and recognition of European gymnastics in global environment. Both goals also successfully implement the principle of solidarity between the UEG members, as the financial means of more developed countries, which are capable of organising the European Championships and Eurogyms, are directed to gymnastically less developed regions and countries. This will result in the increase of general level of quality and quantity of European gymnastics.

Goal no. 4 (»Optimisation of relationships with the FIG«) and goal-related measure and projects are linked to the search for synergy between partner organisations, which can successfully and efficiently help to realisation of goals no. 2 and 3 by joining all available resources.

The strategic structure of goals, measures and projects deals with the majority of UEG work and enables fulfilment of the basic UEG mission and the realisation of vision - »European gymnastics – a family of sporting excellence«.

PROJECT 1: Analysis of UEG businessA complete analysis and SWOT analysis of all UEG substructures (financial, human resources, material, organisational) and cooperation with environment (FIG, sponsors, media, members).

PROJECT 2: Annual operational planningOn the basis of strategic plan, which will include detailed schedule of project financing, annual operational plans of all UEG bodies and project teams will be designed.

PROJECT 3: Monitoring & controlling of costs, time and qualityImplementation of costs monitoring, monitoring on-schedule realisation of activities, monitoring quality standards of business management and strategic projects. Controlling of business management and the realisation of strategic projects will be carried out through comparison of annual plans and business reports as well as realised projects. Monitoring will be carried out with purpose of risk prevention, whereas the purpose of controlling will be better future planning. Status of business management and realisation of strategic projects will be an integral part of reports at the UEG EC meetings. President of authorised member of the UEG CA authority will be invited to the UEG EC meetings, thus guaranteeing inclusion into the process of business monitoring, in contrast to present practice of mere controlling.

PROJECT 4: Update of the integral informational system Update of the UEG business informational system for in progress business and monitoring of projects in realisation. System will enable remote entering of data as well as data analysis and long-term archiving of data of all registered UEG people and events (member countries, competitors, judges, competitions, education, research...).

PROJECT 5: Reorganisation of UEG workIn accordance with strategic guidelines and project type of work a reorganisation of business-administrative work of the UEG will be carried out. This will include setting up a project-matrix organisational type of organisation, which will be suitable for implementation of UEG strategy. A particular emphasis will be placed on the business efficiency, cost management of human resources, material and services.

PROJECT 1: European championships & EurogymVerification of existing system of European championships and Eurogym festivals and their redefinition according to the interests of UEG members.

PROJECT 2: "Golden" leagueCreation of a new type of competition, which will ensure best response of media, sponsors and public through participation of the best European gymnasts.

PROJECT 3: Gala gymnastics showsOrganisation of a travelling sporting spectacle, which will include all branches of gymnastics and some other gymnastics related disciplines. Former and present gymnastics stars will be used as promoters of our sport.

PROJECT 1: Marketing & sponsorshipsAnalysis of the UEG in comparison to other European sports association. Definition of marketing potentials, possible sponsors and working methods in order to increase a share of sponsorship money intended for sport in Europe. Creation of mutual cooperation in acquiring sponsorship between the UEG and member countries.

PROJECT 2: Utilisation of EU funds (ESF, FP7)UEG will prepare ESF applications in the field of human resources, education and research through creation of joint projects in different European regions.UEG will also candidate for funds from the 7th Framework Programme, which will support joint research activities of UEG member countries as well as creation of central European research network for gymnastics.

PROJECT 1: UEG media planUEG will redefine relationships with printed and electronic media as well as with TV distributers, in this way guaranteeing maximum media exposure of European gymnastics and increase of income from sales of TV rights.

PROJECT 2: Virtual hall of fameCreation of active internet portal, which will present the biggest European gymnastics stars and their achievements. Introduction of honorary titles for former and present successful gymnasts and sports professionals through awarding of external insignia, which will represent a ticket to virtual hall of fame. Portal will also be used for promotional purposes.

PROJECT 3: Day of European gymnasticsInclusion of the “open day of gymnastics halls” into the calendar of all UEG member countries, thus creating a largest world gymnastics manifestation; children will be animated to try gymnastics, people will test their motor abilities and gymnastics knowledge, potential consumers will get to know various types of gymnastics, their characteristics and general values of sport.

PROJECT 1: Organisation of training camps

The organisation of Tirenia training camps will be continued. According to the policy of developmental projects (goal 2), the camps will be organised across Europe.

PROJECT 2: Scholarships, education & training of sportsmen

Setting up cooperation between the UEG and educational institutions in Europe, which will enable European gymnasts to access subsidised vocational and higher education as well as good training conditions through sports scholarships or by providing distance learning possibilities. UEG will allocate a proportion of money from FIG subsidy and TV rights for realisation of project, some money should also be available from Erasmus programme.

PROJECT 1: Rewarding competition results

Implementation of system of financial and material rewards for competition results of European gymnasts at the Olympic Games, World and European Championships. UEG will allocate a proportion of income from FIG subsidy, TV/sponsorship rights for the realisation of project.

PROJECT 2: Employment help & advice

Setting up cooperation between international agencies and corporations, which specialise in advising of professional career development; their services will be available to European gymnasts (example: Adecco).

PROJECT 3: Insurance of sportsmen

Creating the possibilities for subsidised health and personal injury insurance of registered competitors from UEG member countries.

UEG will allocate a proportion of annual income from the organisation of European championships, Eurogym festivals and sponsorship in order to finance developmental projects of member countries. The selection of projects will be carried out via annual tenders; building and equipment of training halls, research & development projects as well as marketing –promotional projects will be financed.

In addition to existing education of coaches, the UEG will set up training programmes for people working in organisation of sport (managers) and medical personnel (doctors, physiotherapists, masseurs) in order to develop professional work in the field of gymnastics. PROJECT 1: Organisation of training camps

The organisation of Tirenia training camps will be continued. According to the policy of developmental projects (goal 2), the camps will be organised across Europe.

PROJECT 2: Scholarships, education & training of sportsmen

Setting up cooperation between the UEG and educational institutions in Europe, which will enable European gymnasts to access subsidised vocational and higher education as well as good training conditions through sports scholarships or by providing distance learning possibilities. UEG will allocate a proportion of money from FIG subsidy and TV rights for realisation of project, some money should also be available from Erasmus programme.

PROJECT 1: Rewarding competition results

Implementation of system of financial and material rewards for competition results of European gymnasts at the Olympic Games, World and European Championships. UEG will allocate a proportion of income from FIG subsidy, TV/sponsorship rights for the realisation of project.

PROJECT 2: Employment help & advice

Setting up cooperation between international agencies and corporations, which specialise in advising of professional career development; their services will be available to European gymnasts (example: Adecco).

PROJECT 3: Insurance of sportsmen

Creating the possibilities for subsidised health and personal injury insurance of registered competitors from UEG member countries.

UEG will allocate a proportion of annual income from the organisation of European championships, Eurogym festivals and sponsorship in order to finance developmental projects of member countries. The selection of projects will be carried out via annual tenders; building and equipment of training halls, research & development projects as well as marketing –promotional projects will be financed.

PROJECT 1: Programme symposiums

On the basis of prepared annual plans, UEG will organise one joint programme symposium with the FIG every year, in order to synchronise the activities of programmes of both organisation and to achieve largest synergic effects and added value of the UEG resources.

PROJECT 2: Joint developmental projects

In realisation of developmental projects the UEG and its member countries, the UEG will utilise all FIG resources for achieving better effects.
