Policy Context The project supports the stronger, safer communities aims of the Council. The development of CCTV services accords with the overall Charnwood objectives for achieving safe streets and public places by reducing crime and disorder and improving public confidence. This is in accord with the LAA objectives for reducing crime and disorder and the re- focusing of the Crime and Disorder Reduction Partnership (CDRP). Background The Council has established the “24 hour CCTV and Contact Centre” Project with the following mandate: To improve customer access and community safety through development and implementation of a unified communication centre comprising telephone call handling and

other messaging media, CCTV monitoring and related radio based networks; managing implementation of all aspects of the CCTV system development by end of March 2008. This project is formed of two main elements. The first will be the bringing together of the Council telephone contact centre with the CCTV monitoring activity and out of hours emergency telephone call handling in a single location. The second element is the potential extension of CCTV coverage on the ground where assessment against established criteria shows that CCTV provision could be beneficial in terms of crime and disorder reduction and public reassurance. Charnwood Borough Council has operated a Contact Centre over an extended day, a “Lifeline” Warden Service as a 24/7 service and in partnership with Leicestershire Police, a CCTV monitoring and communications Centre on a limited hours basis. The project will develop the CCTV service to provide a 24/7 service during the current financial year with the primary aim of reducing crime and disorder in the Borough. In addition this will directly support Crime out of Loughborough (COOL), Pubwatch and the CBC Street Management radio networks to further impact on reducing crime and disorder. This project aims to exploit the synergies that can be achieved by combining a range of services that respond to requests for assistance from the public, assist the police in maintaining law and order and increase the safety of the wider community by being able to enhance the response to a wide range of routine enquiries, out of hours emergencies and incidents that threaten the public. It is envisaged that the combined telephone call handling and CCTV monitoring operation will be in place by April 2008. With regard to potential increased coverage of CCTV, the established criteria against which to assess proposals (which were adopted in February 2007) are attached as Appendix A. Assessments are currently underway for Anstey, Birstall, Shepshed and Thurmaston. The results of these assessments will be considered by the project board and then presented to the CDRP to inform the partnership in its allocation of resources. Associated with the strategy for deploying CCTV in the Borough and the LAA’s crime and reduction targets generally Charnwood was allocated £56k in February 2007 specifically for the installation of CCTV cameras in the Priority Neighbourhoods. Following a study of the options based on both the significant index of social deprivation and crime figures it is proposed to use this funding in the East Loughborough Priority Neighbourhood, and specifically in Hastings Ward. The area will be covered by two new cameras and using the new wireless system, 5 locations from which these can be mounted from purpose built masts. The cameras will be connected to the Charnwood CCTV Control Room and benefit from 24/7 monitoring during 2007. A detailed survey of residents conducted by Leicestershire Police in Feb 2007 indicated that 79% of residents surveyed in Hastings Ward supported CCTV coverage of their neighbourhood. Charnwood has only provisioned limited CCTV coverage of residential areas in the past. National experience has shown that CCTV can both improve police response and reaction times to incidents, deter many offenders and increase public confidence in areas of high crime and disorder. Cabinet approves the procurement plan annually, which sets out the contracts over £15,000 to be let in that financial year. This contract was not included in the

2007/08 plan agreed by Cabinet at its 22 March 2007 meeting as discussion were still underway regarding LAA funding.. The Council’s constitution states that where a contract has not been included in the annual plan, approval is required from Cabinet to the specification and procurement arrangements before procurement begins. Procurement Process As the work being delivered is centred on the East Loughborough Priority Neighbourhood it was prudent to begin a tendering process without fettering Cabinet’s right under the Council Procurement Rules to be involved in the specification and evaluation of the tendering process should it wish. An invitation to tender was sent to contractors with a closing date of 29 June 2007, one week after call-in. A new and separate tendering process could be issued; however, this would lead to a three month delay in the cameras being live. A further pressure on time exists regarding the need to progress the scheme; any underspend will be used to fund other LAA schemes within priority neighbourhoods throughout Leicestershire. There is also a possibility that the LAA funding could be withdrawn from Charnwood and deployed elsewhere. A Capital Appraisal has been completed in line with the Council’s Financial Regulations and Procedure Rules and approved by the Leader and Deputy Leader in the place of the Financial Strategy Group as a meeting of the group was not scheduled to take place between the appraisal being completed and the meeting of Cabinet on 14th June. It is proposed that the following criteria are used to evaluate tenders:

• Price • Knowledge and experience of local authorities • Reputation – assessment of references • Quality assurance • Ability to provide cover for all areas of the specified service. • Compliance with British Standards specified in the invitation to tender • Camera System as specified in the invitation to tender • Compatibility to control system as specified in the invitation to tender • Transmission system as specified in the invitation to tender

These criteria have been included in the invitation to tender so that contractors are aware of the Council’s requirements in respect of the provision of wireless camera installation. It is proposed that each tender will be evaluated by a panel of four evaluators including the Head of Community Safety and the Assistant Engineer. Financial Implications The funding for recommendation one is to be funded from the Reinvestment Reserve as approved by Cabinet on 22 March 2007. A report of funding implications will be presented to the Crime and Disorder Reduction Partnership once feasibility studies have been completed. The funds for recommendation three have been provided by the Home Office through the LAA.

Appendix A

Developing the Charnwood CCTV System

Step 1 - Scoping the Problem The installation of CCTV will only be successful in preventing crime if installed in response to particular criminal activities, in a suitable location and in conjunction with other control measures. The first step therefore is to investigate the problem to determine extent and nature of the problem. The following information should be sought for the proposed area of installation:

• the type of criminal activities • the volume of criminal activities • the exact location of the criminal activities • other contributory factors which influence the crime rates, i.e. social,

environmental. • The publics’ perception of the crime problem

Clearly input from Police colleagues is essential in providing actual, quantifiable figures by which to assess the situation. Further research is also required, which could include input from the Community Safety Team, Core Performance Group (Leic’s Constabulary), local businesses, and community groups. There is also a potential role for the Area Forums to play. CCTV will only offer a cost effective solution if the criminal activity is confirmed as that against which CCTV is efficacious and the magnitude is sufficient to warrant the installation. Investigations into these matters may not confirm the locally held belief of the scale and nature of the problem. In the event of competing bids being received, the CCTV Steering Group will undertake a prioritisation exercise and make recommendations to the Community Safety Partnership. Correctly scoping the problem from the outset will enable the objectives to be determined and will ultimately allow for meaningful monitoring and evaluation. Step 2 - Suitability of CCTV Even if the nature and volume of criminal activities support an installation of CCTV there may still be valid reasons not to proceed. Other actions may have the desired effect or CCTV alone will be ineffective and other measures to support its installation are needed. The full social, financial and environmental impact of these must be considered. Other possible methods of improving the situation could include:

• Improved lighting • Removal of vegetation • Improved physical design of buildings etc. • Increased presence of police/ street wardens etc.

Specialist advice on this issue can be obtained from the Community Safety Team or the Crime Prevention Officer from North Area, Leic’s Constabulary. Step 3 – Objectives of the scheme

From the outset the reasons for installing CCTV in a specific location should be clear. The evidence collected during the scoping of the problem should provide the basis for this. Clear objectives will also assist in the planning and design of the scheme. They will also provide the basis for monitoring the scheme at a later date and evaluating its success. Objectives should be, wherever possible, quantifiable. Possible examples could include:

• to reduce the incidence of a particular type of crime by a set percentage • to increase detection rates by year on year comparison • to improve the publics’ perception of safety post implementation.

Step 4 – Specify Equipment It is essential that equipment purchased is compatible with the existing CCTV system. For example it might be more appropriate to consider a mobile scheme as opposed to a fixed permanent one. Step 5 – Identify Finance The CCTV system has evolved over the years and currently has 38 cameras linked to the monitoring room. In all cases when a new scheme is being considered it must be demonstrated that not only the capital for the installation is available but also on-going revenue support for a minimum period of three years. The capital must cover the following areas:

• Direct purchase of monitoring equipment • Fibre linkages (where appropriate) • Costs of connection to the central system • Any professional fees that may be attracted from other areas • A contribution to the memory capacity of the system*

* There is currently space for 28 more cameras. The revenue charges are divided into three areas;

• A contribution to the monitoring costs of the system • The cost of maintaining the cameras and other equipment that are owned

by the Council. • A potential contribution to the maintenance of the central equipment

The intention for the CCTV system is that ultimately it will be at least 50% self-financing, in that income attracted will cover operational costs of providing 24 hour monitoring. Step 6 – Consultation with Stakeholders Expansion of the system may only take place following public consultation. The views of all parties affected by the scheme must be sought and the scheme tailored to meet local needs with due regard for operational effectiveness. Public support for, and confidence in, the scheme will be enhanced by clearly documenting expectations and providing a system that attempts to match those expectations. Consultation will be undertaken by the Community Safety Team with support of technical services. Organisations wishing to be included in the system must

demonstrate effective consultation and the support of the customers and community they represent. Step 7 – Proposal Submission The information collected in the above steps will be collated and presented to the CCTV Steering Group for consideration. If accepted the scheme will be recommended to the Community Safety Partnership Board. Any costs incurred by the Council will be considered and approved in the usual manner. Step 8 – Monitoring and Reviewing Post implementation it is important that the scheme is monitored against its objectives. Quantitative data collated during step 3 will be re-measured for impact. This will be reported to the CCTV Steering Group and, when applicable, to the Community Safety Partnership Board 6 months after implementation. Thereafter, the scheme will be reported within the annual report.

TENDER INSTRUCTIONS

TENDERS MUST BE SUBMITTED IN ACCORDANCE WITH THE FOLLOWING INSTRUCTIONS. TENDERS NOT COMPLYING WITH THESE INSTRUCTIONS IN ANY PARTICULAR MAY BE REJECTED BY THE EMPLOYER WHOSE DECISION IN THE MATTER SHALL BE FINAL.

1. The TENDER Document must be treated as private and confidential. Contractors should not disclose the fact that they have been invited to Quote or release details of the Tender document other than on an In Confidence basis to those who have a legitimate need to know or whom they need to consult for the purpose of preparing the Tender.

2. Contractors should note that the Contract will not include a Contract Price Fluctuations Clause.

3. The Tender(s) should be made on the Form of Tender incorporated in the Tender Documents. It should be signed by the Contractor and accompanied by the Conditions of Contract, and the Specification, to the address and not later than the date and time stated in paragraph 9 below.

4. No UNAUTHORISED alteration or addition should be made to the Form of Tender or to any other component of the Tender Documents. (See also Paragraph 5).

5. Tenders must not be qualified but must be submitted STRICTLY IN ACCORDANCE WITH THE TENDER DOCUMENTS. Contractors must not make unauthorised changes to Tender Documents. Tenders must not be accompanied by statements that could be construed as rendering the Tender equivocal and/or placing it on a different footing from other Tenders. Only Tenders submitted without qualification strictly in accordance with the Tender Documents as issued (or subsequently amended by the Employer) will be accepted for consideration. The Employer’s decision on whether or not a Tender is acceptable will be final and the contractor concerned will not be consulted. QUALIFIED TENDERS WILL BE EXCLUDED FROM FURTHER CONSIDERATION AND THE TENDERER NOTIFIED.

6. Any queries arising from the Tender Documents which may have a bearing on the offer to be made should be raised with the Engineer as soon as possible (preferably in writing) and in any case NOT LATER THAN ONE week before due date for return of Tender. The Engineer will be ready to consider properly reasoned requests for an extension of the Tender period.

7. The Employer does not bind himself to accept the lowest or any Tender.

8. Every effort will be made to reach a decision on the award of the Contract within 60 days of the closing date for submission of Tenders. Tenders should therefore remain open for acceptance for a minimum 60 days.

9. Tenders should be sent by registered post, recorded delivery service, Datapost, or delivered by hand using ONLY the envelope provided. Whichever method is used, the envelope, or any franking thereon, must not bear any marks, sign or reference which might indicate who the Contractor is. Tenders must be received no later than the time and date stated in the Form of Tender and returned to:- Contract Compliance Officer, Borough of Charnwood, Southfields, Loughborough LE11 2TT

10. Contractors should note that it is expected that the Works will commence promptly once a Tender has been accepted.

11. Contractors should note that Tenders must be written in English.

12. Contractors must submit with their Tender, details of the terms of the Insurance they propose to effect, or which they already hold and intend to use, to meet the requirements of Clause 10 of the Conditions. Where the Insurance terms submitted for approval provide for an excess sum, i.e. a provision under which the Insurer is not liable for the first £____X___ of a claim or for claims below that figure, contractors must include with their Tender a statement undertaking responsibility for dealing with third party claims, or parts of such claims, within the excess amount. Questions about insurance terms may be raised with the Engineer before return of Tender.

13. Arrangements for inspection of the Site must be made through the Engineer.

CONDITIONS OF CONTRACT

This contract shall be for the supply, installation, commissioning and training in respect of all equipment defined in this specification within the time scales given in the Conditions of Contract.

ROLES AND RESPONSIBILITIES

UProject Manager

The Project Manager appointed by Charnwood Borough Council will be Mr D Woolsey, Environmental Services direct line 01509 634682.

UClient duties and liaison with other Charnwood Borough Council Directorates.

CCTV Contractor and Communications Contractor will liase direct with the Project Manager. The Project Manager will adjudicate if any problems occur. The Project Manager will be responsible for the calling of meetings between the two parties as and when required.

UCCTV Contractor

The Contractor shall be responsible for the: –

1. Supply, erection and installation of all columns, cameras, housings, pan and tilt units, brackets and any other associated apparatus or equipment required to complete a fully compliant system as outlined in this specification.

2. Provision and installation of all mains voltage electrical supplies, conduits etc. for the CCTV and communications equipment as detailed in this specification.

3. Provision of all necessary communications equipment and co-ordination with communications supplier to ensure that work is carried out expeditiously.

4. Modification of existing WIRELESS receiving equipment in Bee Hive Lane Car Park to incorporate the additional camera monitoring, control and recording equipment to complete a fully compliant system as outlined in this specification.

5. Incorporation of the additional cameras into the existing control room matrix, monitor wall and digital record system will be the responsibility of the existing maintenance contractor.

6. Testing and commissioning of the system and associated equipment.

7. Maintenance of the system and equipment during the 12-month’s maintenance guarantee period following handover.

8. Complete documentation of the system including maintenance manuals, "as installed drawings", completion and training certificates.

9. The training of key personnel, as nominated by Charnwood Borough Council, in the operation and maintenance of the system and all associated equipment

UCommunications Contractor

The Contractor shall be responsible for the: –

1. The provision and installation of replacement lighting columns as detailed including provision of additional fuses to allow for working on either the street lights or CCTV equipment and permanent connection points to enable redeployment of cameras.

The provision and installation of the COFDM video and control transmission system and associated control equipment, housings and necessary building works to enable real-time video and data link between the camera positions and the Bee Hive Lane Car Park and ultimately to the Town Centre CCTV control room.

UProduction information/reports and distribution.

The Project Manager will act as a formal liaison point between the different contractors and other parties involved in this project. The project has a high public profile and the smooth implementation of the scheme will be greatly enhanced by the ability of various contractors to co-operate at all levels. The Project Manager will be kept up-to-date with written progress reports supplied by the Contractor on a weekly basis.

The Contractors shall supply the Project Manager with details of all personnel to be employed on the contract. The Project Manager shall approve any proposed changes to the contractor’s team or that of his sub-contractors during the contract.

The sub-contracting work shall be allowed only with the Project Manager's approval. Any work that is known will be sub-contracted at the time of tender must be detailed in the tender submission giving complete details of the work and the proposed sub-contractor.

The Project Manager will ensure that the Contractor has reasonable access to all locations to enable the Contractor to execute his responsibilities within the terms of the contract. Access to certain locations will be by arrangement and these will be defined during the period of the contract. The Contractor will provide an engineer with a fully detailed programme of work within seven days of the official receipt of an order or before commencement of work on site, whichever is the sooner.

The Contractor, as part of the tender submission, shall provide evidence that he is or has been in the process of being assessed as complying with BS 5750 by the British Standards Institute or some other approved assessor.

A copy of any Health and Safety policies and procedures are required as part of the tender response.

SPECIFICATION

This specification indicates the equipment required, and works to be carried out. Under the terms of this contract and the conditions attached hereto, the contractor shall be responsible for the manufacture or procurement, installation, testing, commissioning, training and documentation of the system and equipment supplied in order to execute the requirements of this specification.

GENERAL

The primary function of the system is to enhance the crime prevention initiative within the town centre by extending the existing Town Centre CCTV System into The Peel Drive/Freehold Street area. It is intended that the system will be operational over the whole 24-hour period providing support to the local police to combat street and vehicle crime along with anti-social behaviour problems. It is intended for this CCTV System to provide coverage of Freehold Street, Peel Drive, Hume Street, Russel Street and Wharncliffe Road. These works are to form an extension to the existing Loughborough Town Centre CCTV System. The Town Centre System will provide monitoring, recording and control at the Control Room located in the Police Station.

The following drawings detail the CCTV requirements.

784.16/01 Proposed Camera and Column Locations

All cameras are to be mounted on 6m columns using suitable mounting brackets.

The system will be expected to perform continually on a 24-hour basis throughout the year.

All work and equipment shall be in accordance with all relevant and current "Codes of Practice" and "British Standards", with particular reference to the following:

BSIA Code of Practice No.109 - Planning, installation and maintenance of CCTV systems

BS 2011 - Environmental testing

BS 5490 - Classes of protection for electrical equipment and housings

BS 5501 - Construction and testing of electrical apparatus

BS 415 - Safety requirements

BS 2754 - Protection from electric shock

BS 2771 - Safety of personnel and property

BS 4200 - Reliability assurance

BS 5750 - Quality management and quality assurance

BS 5958 - Control of undesirable static electricity

BS 6301 - Safety requirements for telecommunications systems

Electrical installation works shall comply fully with the current edition of the I.E.E. regulations for the electrical equipment of buildings together with all subsequent amendments, the D.o.E. Standard Specification (M & E) No.1 (1985). Electrical installations shall fully comply with any local Electricity Board regulations or requirements.

Contractors shall be fully conversant with and shall comply with the "Health and Safety at Work Act" with particular reference to the Electricity at Work Regulations -1989 when engaged to carry out work for Charnwood Borough Council.

CAMERA SYSTEM.

CCTV Columns are to be standard 6m high Altron AW1545 poles, or similar approved, painted BS Black and the top third of the column will be finished with anti-climb paint.

All camera’s shall be :-

1. PTZ Cameras with dual function colour / mono operation

2. Equipped with a minimum 16X zoom lens

3. Built in telemetry receiver that is compatible with the existing telemetry control system used on the Town Centre CCTV System.

4. Full 480 TVL colour resolution

5. Enhanced zoom capability

6. Ability to operate down to low light levels of typically 0.01lux in monochrome mode is required.

7. Be ANPR capable.

Full details both technical and physical of the proposed Camera and the mounting arrangements are to be provided with the tender return.

The Camera is to be operated by a low voltage AC supply, with a suitable PSU located in an adjacent power cabinet. The provision of a suitably protected Mains Supply to this PSU will be required as part of this contract.

Any other item or equipment that is necessary for the correct operation of this camera is to be provided as part of this contract.

The video and telemetry control signals will be routed between the Control Room and the COFDM Transmission equipment through fibre optic cables to minimise data transmission loss.

Mounting of these Cameras will enable the continuous rotational ability of these cameras to be fully utilised.

CONTROL SYSTEM.

As this system upgrade is to form part of the Town Centre CCTV System, the control of the PTZ/Domes is to be compatible with the existing telemetry control system in use on the Town Centre CCTV. This system is a Synectics based system comprising:-

SL128 x 48 matrix with looped video inputs

X250M master keyboard

X250S slave keyboard

NETX 16 network expander

VOL 8 text overlay units

SYN – COE 8 protocol converters

All equipment required to enable smooth and accurate operation of the new dome cameras via the Town Centre CCTV System is to be provided as part of this installation contract.

TRANSMISSION SYSTEM.

The transmission system shall be COFDM video and control between each camera and the Bee Hive Lane Car Park. Transmission between the Town Centre CCTV Control Room situated at the Loughborough Police Station on Southfield Road and the Car Park shall utilise an existing 24 core fibre optic cable.
