'l'he movement of trains an4 engines over the crossings ofthe B. & O. R. R. at 2nd Ave. and 8rd St. and at 23rd St.is governed by manually-operated tilting-target crossingsignals.

The normai position of the crossing signal at 2nd Ave. anrlSrd St. is for C. & O. movement. C. & O. trains andengines wili Stop before using this crossing and mayproceed rvhen target signal is vertical (position indicatehby red lights by night.)

The normal positiofl of the crossing signal at 23rd St. isStop (ho,rizon-ta1 posi.tion, indicaled by red lights bynjght.) AIR BBAKES

Inoperative Air Brakes.-Passenger cars with air brakes in-operative must not be operate-d- on rear of passengertiains. Such cars will be placed between other cars onwhich the air brakes are rvorking propcrly.

Coal and W'ater.-When freight trains of forty or more loadedcars are stopped for coal or water the.engine must bedetached in i:6mpliance with Rule 103 (a).

While taking coal or water, engine brakes must be heldfu1ly appiied.

Back-Up Hose.-When cars are pushed by an engine in extended- riore-ent or where the cooditions may require, thetrainman on leading car must be provided with a back-uo hose with air whistle and. valve in proper workingoider. coupled to train 1ine, to sound warning or stop in

USE OF SIDINGS AND SPECIFIED TRACKS

Blocking Passing Sidings: Passing sidings must not be blockedeicept when authorized by the train dispatcher or in anemeigency. The train dispatcher must be ful1y in-formid ol the conditions affecting the proper use ofthe passing siding. When biocked, proper protectionmrrst be afforded,

Obstruction: Before coupling to cars on, or moving over afreisht house track, industrial track, loading track,oriv:ate track or similar tracks, it must be known thatihe rrack is free of any obstrucLion tha1. u'ould interferervith the movement, and persons in or about cars notified.

St. Albans.-Engineman of all eastward trains with over 45cars, other than time-freight trains, stopping at St.Aibans for coal or water, oi for other purposes, shouldstop their train at the home signal located just west ofCoal River Bridge in order to leave the turnout at eastend of Dock Siding clear for use.

Powell Creek.-West switch of crossover, located 2t'52leet eastof MP-41, is designated as west switch of passing siding.

ENGINE RESTBICTIONS

Class K-4 engines between Handley and Russell musi usecaution when passing Class H-7 or H-8'engines on No. 7turflouts from adjacent tracks.

Gas-Dlectric Motor Car. To avoid damage to electrical equip-ment, these cars must not be operated over floodedtracks s'hen lvater covers the rai1. In such cases steamlocomotives will be used.

Double Heading

When double heading Class K-4, K-3, K-2, I-3, I-2 and J-1locomotives, it will be peimissible to place either of these loco-motil'cs ahead.

When double headins Class F-17, F-18, L-l and L-2 loco-motives, it will be permissible to place either locomotiveahead, hou,ever, r,vhen double heading locomotives in this groupwith locomotives in group above, the smaller locomotive mustbe placed ahead.

When double heading Class r\-16, F-15 and F-16 loco-motives, the smaller locomotive must be placed ahead in eachcase.

Drifting

Reverse lever sha1l not be lowered on quadrant when loco-motive is drifting at a speed above 30 miles per hour. Whenpreparing to drift, the throttle should be eased off until steamihest pressure is dropped to approximately 5.0 pounds. Therevers6 bar should then be set to a cut-oft which rvi1l producesmooth drifting operation. This is usually between 45 and.50per cent cut-ofi. In no case should cut-ofi be set at over 50 percent when drilting at a speed of 30 mi]es per hour or more.Throttldshould be reguleted to maintain sfficient steam chestpressure to assure proper lubrication and smooth operation ofthe valves and pisloni while drifting, except on locomotivesequipped with pbppet valves or by-pass valves; on such loco-*'otiu'e., the throttle should be c1<jsdd while drifting.

General

When a locomotive strikes anything, it must be stopped atonce and the pilot examired to see if proper clearance is pro-vided.

Retrackers, chains, or material of any kind must not becarried on locomotive pilot.

Ashpan slides must be kept closed and locomotive gratesmust not be rocked rvhen moving ovet wooden deck bridges.

Engines must not be blown dou'n whiie passing over springsr,r-itches.

Bridges and Trestles

Huntington.-Class H-8 and T-1 locomotives must not use foursouth freight ti'acks over 16th Street Underpass, BridgeNo. 5032.

Barboursville.-Class H-8 locomotives must not use No. 2}lf,aintrack over Bridge 4952.

Milton.-Engines heavier than Class G-7 must not be used overbridge on Belt Line leading from Milton to O1d N{i1ton'

Barrett.-Engines wiil not use Ritter Trestle.

IVest Fork Subdivision,-Engines will not go beyond a point307 feet east of lllile Post g.

Cabin Creek Subdivision.-Tracks of Wet Branch Coal Com-pany cannot be used south of the highway.

The following mine tracks are not safe to operate engines:Kayford.-Racoon No. 2, end of drop-in tracks.

Republic.-Carbon No. 5, end of drop-in tracks.

Whitesville.-Anchor No. 5, loaded track above first insideswitch.

Ameagle.-Ameagle Mine, loaded track above f.rst insideswitch.

Birchton.-Birchton Mine, west of drop-in tracks,

Edwight.-Edwight Mine, west of drop-in tracks, and loadedtrack above derail.

CAR AND DQUIPMENI BESTRICTIONS

RoIIer B_earing Equipment.-Cars and engines equipped u,ithroller bearings will move more friely thin iars andengines equipped with friction bearings, and cannot bedepended upon to stand unsecured on leve1 track. Whencutting off from, or coupling to, such cars or engines,care must be taken to see that they are properly seiuredby hand brakes or otherwise. Engines must be properlysecured before air pumps are shut off or th-e brak-epressure is depleted. (See Rules 103 (a) and 108 (b),Book of Rules,)

Milton.-Loaded cars of 70-ton capacity or heavier must notp?ss over bridge on Belt Line leading from Milton to OldMilton.

Dump Cars.-Loaded dump cars must not be used or handled inwork trains or switched on or adjacent to a main trackunless they.-are equipped with pioper chains to preventt-he possibility of a iar being dumped in the oppositedirection fromlhat intended. Before iuch cars are moved,the conductor must see that the chains are fastened inproper position, and that chains are not disconnectedon the side to be dumped during the dumping operation.

Scale Test Cars.-Scale Test Cars in regular service, shouldbe handled on rear of freight trains-, immediately aheadof caboose cars, and traini on lr-hich handled sh6uld notexceed a maximum speed of 25 miles per hour.

They should be protected from rough handling at allt1mes.. Impacts at.greate-!,speeds than two ailes perhour should be avoided. When uncoupled from a tr'ainor cut of cars in motion, the brakes should be mannedand,. after motion has stopped, f,rmly set. They shouldnot be used in switching of cars in ihe vards viheneverpossible to prevent doing so. Hand brakes on the testcars should be fully rel-eased when beins handled inyards and on the road.

When tes-ting -sca-les_, the test cars will be.operated. as

directed by Scale Inspector conducting the test.

SPDED SIGNS

Temporary Reduce Speed Sign.

Temporary Reduce Speed Signs will be used to supplementtrain order or bulletin when issued, requiring reducedspeed over track bn which a temporary sfeed restrictionhas been placed.

The Temporary Reduce Speed Sign is a plain yellow board18 inches square, with the upper corners cut off. It isequipped at the top with yellow reflector or light to givenight indication. No figures indicating speed will beshown on this sign and train movements will be gov-erned by the speed authorized in train order or bulletin,

These signs will be put up when the speed restriction isplaced or, in case of unexpected restriction, they will beput up as soon as practicable,

TLAGGING

Trains Must Stop to Ascertain Instructions.-When flagged,trains must stop and ascertain instructions of flagEen.

Detaehing Engines or Cars.-When engines or cars are detachedfrom a train at night, speeial precautions will be takento prevent damage to equipment when recoupling. Whenconditiols require, torpedoes will be used and a ied lightwill be placed on end of car where coupling is to be ma-de.

Derricks, Ditchers, Pile Drivers and Other Machines.-Derricks, ditchers, pile drivers and other machines mustneither-occupy nor obstruct a track over which a passen-ger train is to operate within ten minutes of the aime ofsueh train. When such machines obstruct a track theobstructions must be protected according to Rule gg (a).

USE OF HAND SIGNALS

Retl flags must be attached to staff. It is not permitted toremove flags from staff or carry flags in pocket.

When -there is, a,.possibility of being oyertaken by sunset,flagmen shall take with them both day and night signals,

Red and yellow fusees, lanterns and flags must not be usedfor eny other_purp.ose-than to give signals as prescribedby Rules 10, 11 (a), 12 (a) and 99 (a). Green flares willbe used to give signals where the view of hand or laaternsignal is restricted.

COMMUNICATING SIGNAL

Signal to start passenger trains at terminals and at intermedi-ate stations wheremale-up-of a.train is changed will begiven by communicating signal operated frdm rear oftrain upon proper signal from the Conductor. When therear car is an office or private car, air signal will begiven from the head end of such car. At irtermediatestations where the make-up of trains is not changed,sign-al will be given, when-flagman-has retumed,"byconductor to baggageman, who will give communicalin-gsignal to start.
