THE PRIME MINISTER

Pursuant to the December 25, 2001 Law onOrganization ofthe Government;

At the proposal ofthe People sCommittee ofBaRia-rung Tau province in Reports No. 42/T1'r­VBND of January 5, 2006, and No. 3175/TTr­VEND ofJune 12, 2006: proceeding from theopinions oftheMinistry ofPlanning and Investmentin Official Letter No. 6849/BKH-TD&GSDT ofSeptember 15, 2006, on the approval ofthe masterplan on socio-economic development ofBa Ria­Vung Tau province in the 2006-2015 period, withorientations towards 202~

D:ECIDES:

Article 1.- To approve the master plan on socio­economic development of Ba Ria-Vung Tauprovince in the 2006-2015 period, with orientationstowards 2020, with the following major contents:

1. Development viewpoints:

aJ To continue building the socialist-orientedmarket economy, encourage and create equalconditions for various economic sectors to develop,create environment for attracting investors in theprovince, the country and overseas to invest in Ra

Ria-Vung Tau province;

b/ Toactively integrate into the international andregional economies; strongly develop lines anddomains with potentials and competitive edges;

r.;/ To associate economic growth with the

achievement of social justice and progress,

improving the material and spiritual life ofpeople;to attach importance to the development of ruralareas toward civilization, modernity, graduallynarrowing the gap in enjoyment of basic social

services and the income gap between rural areas,

islands and urban cities;

d/To step up the cause ofeducation and training

of human resources, considering human resourcesa decisive factor for socio-economic development;

e/ To synchronously coordinate productiondevelopment with infrastructure development in

. .vanous regions;

f/ To achieve sustainable economic developmenton the basis ofprotecting, regenerating and enrichingmarine, forest, land and water resources, protectingthe environment, particularly ecological and marine

environment;

g/ To closely coordinate economic developmentwith the maintenance of defense and security, thebuilding of the all-people defense and the people'ssecurity posture.

2. Development objectives:

a/ General objectives: To build Ba Ria-Vung Tau

into an industrial province strong inmarine economywith a system of national and internationalcommercial ports and an industrial, service, touristand fisheries center of the region and the wholecountry; to markedly raise the people's livingstandards; to firmly maintain defense and security.

bl Specific objectives:

- The average GDP growth rate reaches 11.32%/year (or 17.49% if petroleum is excluded) in the2006- 2010 period; 11.8% (or 16.58% ifpetroleum

is excluded) in the 2011-2015 period; 11.13% (or13.35% ifpetroleum is excluded) in the 2016-2020period;

- To create vigorous Improvement in economic

structure in the direction of boosting the fast

development ofservices, particularly tourist services,

port and trade services; to develop moderntechnologies for higherprocluctivity and better goods

quality; to strongly restructure each economic sectorto mise its efficiency, proceeding to develop the

knowledge- based economy. The economic structureby 2010: industry and construction represent79.34%; services: 18.74%; agriculture, forestry,fishery: 1.92% (which will be 58.04%; 38.07% and3.89%, respectively, if petroleum is excluded} By2020, the economic structure will be: industry andconstruction represent 61.55%; services increase toaround 36.~%; agriculture, forestry and fishery:1.65% (which will be 53.23%; 44.77% and 2%,respectively, if petroleum is excluded);

- The average per-capita GDP will reach around

USD 11,460 by 2010, up by 3.15 times over 2000;and around USD 27,000 by 2020, up by 2.36 times

over 2010;

- To strongly develop external economy, stri ving

to boost export to achieve USD 5.8 billion by 2010(or USD 523 million ifpetroleum is excluded). Theaverage export growth rate (excluding petroleum)reaches 12o/olyear in the 2006- 2010 period and 9­1O%!year in the 2011 2020 period; the exporttumoverreach USD I billion (excluding petroleum)

by 2020;

- To mobilize around USD 6.4 billion ofdevelopment investment capital (at the 1994 prices)in the 2006-2010 period; and around USD 31.3billion in the 2011-2020 period;

- To create a substantial and comprehensiveimprovement in the education and training sector;

attach importance to vocational training suitable tothe province's socio-economic developmentdemand; to raise the percentage of trained labor toover 50% by 2010 and over 80% by 2020; createjobs for laborers;

- By 2010, the natural population growth rateapproximates 1%, the population WIll be around

1.026 million people, ofwhich the urban population

represents 57.3%. By 2020, the population will bestable at around 1.18 million people, of which theurban population represents 69.06%;

- To develop culture-information, conservationand renovation activities to bring into play the valueof cultural and historical relics of the nation; buildup cultural institutions according to planning;

diversify physical training and sport activities and

raise their quality; to raise the quality ofhealth careand protection services for people; by 2010, the

number of hospital beds reaches 25 per 10,000inhabitants, then increases to 28 by 2015 and 30 by

2020. To well socialize cultural, medical and

educational activities;

- To develop rural infrastructures in order to form

a developed, civilized and modem countryside closeto urban life. Dy 2010, 98% ofthe households willbe supplied with electricity and 98% of the

households with clean water; by 2020, 100% oftherural households will be supplied with electricityand 100% with clean water;

- To narrow the gap between regions, between

population strata in the enjoyment of basic socialservices. By 2010, there will be basically no morepoor households under the province's criteria (1.5times higher than the national criteria) and continueto raise the people's living standards in thesubsequent periods;

- To maintain defense, security, social order andsafety, to ensure traffic safety and order, efficiently

implement the four-decrease program (decreases incrimes, traffic accidents, drug-related evils,prostitution), minimize social vices; preserve the

ecological environment and maintain sustainabledevelopment.

3. Development of lines and domains:

a/ Industrial development:

To develop key industries, based on the

promotion ofthe province'spotentials and strengths:

To continue boosting petroleum exploration in order

to increase the exploited volume, develop serviceindustries in support of petroleum and industriesusing gas as raw materials or fuel; shipbuilding

industry, port service industry in service of seashipping. To step up marine product processing inservice of export and domestic consumption, and

pay attention to the development of industryproducing construction materials from local raw

materials.

- To concentrate investment on the completion

of infrastructures of 9 industrial parks already setup in order to bring into play their efficiency. To

additionally set up KimDinh industrial park of 100ha and the hi-tech park of the province in Ba Riaprovincial town. When the industrial parks are filledup byover 60%, investment shall bemade to developthe industrial parks of Long Huong (400 00) andLong Son (500-600 ha), the Ben Dinh petroleumport and service zone (100 ha);

- In each district, township or town, investmentis to be made to develop a number ofindustrial andhandicraft complexes to create conditions for

development ofsmall- or medium-sized enterprises,development ofindustries in service ofagriculture,fisheries and rural economy, creation ofjobs for locallaborers;

- To develop and distribute industrial parks and

industrial complexes on the basis ofrational use ofnatural resources and labor and assurance ofenvironmental requirements.

- To mobilize investment capital sources fromvarious economic sectors at home and abroad forthe development ofinfrastructures inside the fencesofindustrial parks and complexes; at the same time,the budget capital sources must bebalanced to ensurethe synchronized development of technicalinfrastructures outside the fences and the

synchronized development ofsocial infrastructures.

bl Development ofservices:

- To develop services athigh rates and with high

. quality, ensuring their comprehensive and

sustainable development;

- To concentrate investment on tourist

development with the following key tourist forms:

forest-sea-island eco-tourism, historical andrevolutionary relics-visiting tourism andconvalescence tourism. To develop typical touristproducts in Vung Tau, Con Duo in order to promote

the local potentials and strengths and create

conditions for fast and sustainable development;

- To develop trade in the direction of formingtrade centers in cities and trade complexes in ruralareas, the marketplace system. To organize forms

ofmodem trade services suitable to local conditions.To tap advantages of agricultural and aquaticproducts for boosting export; at the same time, todevelop hi-technique industrial parks, aiming toexpand the export goods from the processing

industry, increasing the export turnover. The export

growthrate (exclusiveofpetroleum) willreach12%/year in the 2006-2010period and 9-1OOfO in the 2011­2020 period; the export value (exclusive ofpetroleum) will reach USD 523 million by 2010 and

over USD 1 billion by 2020;

- To bring into play advantages of the seaportsystem, developing petroleum services, maritimeservices, services ofwater transport, including inlandwater and sea transport, To develop international

maritime services ofvarious types at Thi Vai, Vung

Tau and Con Dao port areas. To strive to reduceservice charges and raise the competitiveness ofsea

transport services.

- To develop credit activities in association with

service of economic restructuring with a view to

achieving the socio-economic developmentobjectives ofthe province. To setup and well manage

the operation of such funds as the Small- andMedium-Sized Enterprises Credit Guarantee Fund,

the Risk Investment Fund, the Social Relief Fund.

To develop business, fmancial brokerage, insuranceactivities, forming fmancial companies. To develop

the systems of modern infrastructures up to

international standards for the formation of afinancial center in Vung Tau city after 20 1O.

c/ Development ofagriculture, forestry, fishery:

- To build a commodity agriculture for sustainable

development in association with building the rural

areas with comprehensive economic-cultural-socialdevelopment. To build the agriculture toward urban

ecology, focusing on the building ofa number ofhi­tech agricultural zones, the application of bio­technologies, aiming to increase the output value

and income per land area unit. To industrialize andmodernize the rural areas, associating agriculturaldevelopment with processing industry;

- To step up the restructuring ofthe agricultural

sector in the direction of developing perennialindustrial trees in service of export, developingvegetable and fruit production and husbandry;

- To continue investing in the construction ofcomprehensive irrigation systems, particularly

completing Ray river reservoir; solidifying 100%ofthe canal systems, ensuring irrigation, drainage,salt-water prevention and flood control;

- To form concentrated and specializedagricultural production areas;

- To develop concentrated husbandry in thedirection of industrialization and modernization,

constantly sizing up the cattle herds and poultry

flocks with high quality;

- To partly convert forestry land into non­agricultural land for creation of land fund fordevelopment of industrial parks, ports, tourist

services and a number of urban centers and

populationquarters. The conversion offorestry landfor other purposes shall be made on the basis ofthe

land use planning and forestry developmentplanning. For forestry land converted for the pmpose

oftourist development, only investment in form ofeco-tourism is permitted, ensuring to promote thepotentials, strengths and not to alter the forest nature;

at the same time, to continue to improve forests fortourist development;

- To develop fisheries in the direction ofefficientoffshore fishing, attaching importance to theexploitation of marine products of high economicvalue, the post-exploitation preservation ofmarineproducts in order to increase their value; to protectmarine product resources, banning all exploitationmeasures ofextinction nature. To adjust the fishingstructure to suit the characteristics offishing grounds,fishing seasons. To develop aquaculture suitable tothe characteristics and conditions of the existingwater surface. To form aquaculture zones in

association with the protection ofsubmerged forests,agricultural production, irrigation, ecologicalenvironment protection. To encourage thedevelopment of high-capacity ships, limiting thenproceeding to ban the building ofships of capacity

below 90 CV; step by step replacing ship shell withthose made of new and durable materials, savingwood.

d/To develop healthcare, education and training,culture and information, physical training and sports:

- To invest in material foundations and equipmentfor grassroots healthcare network in order to realizethe technical decentralization; by 20 I0, the districthospitals will reach grade-III hospital standards and100% of the health stations reach the national health

standards. After20 I0, they shall be further upgradedto reach higher standards. To build high-qualityhospitals and medical centers;

- To develop pre-school education, maintain thefruits of primary education and lower secondaryeducation universalization and reach the standardsofupper secondary educationuniversalization in theprovince by 2010. To increase the rate of trainedlabor to 50% by 2010 and over 80% by 2020. Tostep up the socialization for development of

education and training institutions;

- To build and modernize professional educationand vocational trainingestablishments inthe locality.

To plan land ground for the construction ofa regionalhigh-quality vocational training center in theprovince. To step up the socialization and mobilize

capital sources for development of professionaleducation and vocational training establishments inthe province; to effect activities of trainingassociation with universities, intermediateprofessional and vocational training schools at homeand abroad in order to organize trainingcourses rightin the province with a view to tapping the existingmaterial foundations for the development ofeducation and training. To raise the rate of trainedlabor to 50% by 2010 and over 80% by 2020;

- To develop culture and information,harmonizing the performance of information andpropaganda tasks with the satisfaction of culturalenjoyment demands ofpeople. To well implementthe movement "the entire population unites in

building a cultured life," building culturalinfrastructures and grassroots institutions underplanning. Todevelop culture-intormationactivities,preserve and promote cultural values. To consolidatematerial foundation systems. To develop massmovements for physical training and sports; to

maintain strengths in key sports ofthe province suchas teakwondo, beach volleyball.

el Science and technology:

- To plan the development of direct productionscience and technologies (enterprise and productionestablishment science and technology), focusing onplanning the construction oftechnical infrastructuresof direct production science and technologies. Todraw up key programs and projects, solutions,

specific steps, assisting functional branches andrelevant localities to follow the roadmap for scienceand technology to quickly develop into direct

production forces;

- To build and soon commission provincialtechnological parks (also called the industrial"generation and nurture" parks, technologicalnurseries, enterprise nurseries, hi-tech agricultural

zone, hi-tech parks... ), which become the mainstayof the technical foundation system of direct

production science and technologies;

- To formulate mechanisms and policies toencourage scientific and technological development,includmg mechanisms and policies to encourage thedevelopment of technological parks, technologicalproducts, to renew technologies and apply scientificand technological advances. Particularly, toencourage with priority enterprises to develop directproduction science and technologies.

fl Defense and security: Socio- economicdevelopment must be associated with themaintenance ofdefense and security in each locality,particularly sea areas and islands. To build up theall-people defense and people's security posture,ensuring the political stability and social safety inthe localities. To build strong mobilization reserveforces and firm defense areas. To build andconsolidate population areas on islands, developislands where life can exist, contributing to firmlymaintaining the national sovereignty over sea andislands.

4. Development of infrastructure systems: Toconcentrate investment on development ofinfrastructures in advance:

- To develop port system under the planning onport clusters in seaport group No.5 and seaport groupNo.8. To dredge canals, improve channels and buildsystems of seaports and inland water ports fordevelopment of sea and river transportation;

- To invest in important roads; build Vung Tau­Ho Chi Minh City expressway; to upgrade andexpand national highway 51. To build the completesystem of provincial roads. Tu continue building,upgrading and asphalting rural roads; to upgrade andbuild urban thoroughfares, particularly givingpriority to investment in the traffic system in PhuMy new urban center;

- In the 2006-2010 period, to further upgrade Co

Ong airport for i50-seat aircraft. in the 2011-2U20

period, to build Vung Tau airport and aviation servicecenter in Go Gang;

- To study the construction of Bien Hoa-VungTau railway linking with industrial parks and portsso that the construction thereofcan start in the 2011­2020 period;

- To raise the capacity and modernize theinformation and communications systems.

- To fnrther expand the existingwater plants while

building a number of water supply systems. Toexpand urban water supply systems. To build newwater supply systems in communes, upgrade thealready constructed water supply systems;

- To concentrate investment on urban waterdrainage systems, building separate sewage systemsfor gathering rainwater and wastewater and buildingwastewater treatment stations ofnational standards.Separate treatment stations should be built inindustrial parks according to their respective

particularities. Industrial wastewater and hospitalwastewater must be treated up to Standard B beforebeing discharged into the common water drainagesystems (underground sewage, canals, rivers, ... );

- To additionally build power transmission linesof 110 KV or 35 KV; power distribution grids of 15KV and build source stations to meet electricitydemand.

5. Environmental management towardssustainable development:

- To build daily-life waste and industrial wastetreatment plants, wastewater treatment stations. Toselect clean technologies, detailing the regulationson import of technologies, equipment;

- To relocate marine product-processing factoriesin urban centers or population quarters to plannedareas;

- To intensify inspection and supervision ofwastesources of industrial production and tourist

establishments;

- To divide environmental zones for appropriatemeasures;

- To supervise the discharge ofwastewater, waste,oil and grease from vessels in sea areas of'Ba Ria­

Vung Tau province; to supervise activities atpetroleum drilling platforms in the continental shelf,which may cause environmental impacts.

6. Organization of common spatial territoryof the province:

To organize the central urban cluster andsurrounding urban spots. The development spaceof radial form in Vung Tau-Ba Ria central urbancluster spreads from Southwest to Northeast alongthe direction ofkey national highways of51, 55 and56 running through the province. To develop coastalregions in form of ceo-tourism intermingled with

tourist urban spots. To develop district towns,townships ofadministrative services, agricultural orforestry production in form ofpilot urban centers:

aI Vung Tau city: is the biggest urban centerreaching grade- II city standards, functioning as atourist, petroleum service, financial, banking andport service center; in the 2010-2020, a new urbancenter will be developed in Long Son;

bl Phu My new urban center: To reach thegrade-IV city standards by 2010 and grade-III citystandards by 2015. This is an industrial and port city;

cI Ba Ria provincial capital: is tlle administrative

center of the province; and at the same time thebiggest trade exchange and commercial center inthe province. Itwill be upgraded from current gradeIV to grade III by 2010;

dI To develop two district towns in Long Dien:Long Dien is the district center and Long Hai newdistrict town functioning as a tourist township;

el To develop two district towns in Dat Do: DatDo is the district center and Phuoc Hai is the touristtown;

fI At Chau Due, in addition to Ngai Giao whichis the district center, Kim Long district town will bedeveloped;

gIAt Xuyen Moe, inaddition to Phuoe Buu whichis currently the district center, the district towns ofHoa Binh, Binh Chau and Ho Tram will be

developed;

hi Particularly Con Dao will be developed intoan economic-tourist- high quality service zone; inthe period to 2010, the district towns of Con Son.Ben Dam and Co Ong will take shape with apopulation size ofaround 14,000 each. By 2020, amodern city will take shape in Cun Dau and the

whole island will be a big urban center.

7. Orientations for important investmentprograms, projects:

aJTo complete: the infrastructures ofan industrial

province with the development on a par with thecounty's tops and the region;

bl To continue investing in upgrading the existingroad system up to international standards;

c/ To invest in upgrading the urban technicalinfrastructures up to the civilization and modernitystandards, giving special priority to investment in

the construction of infrastructures of Phu My newurban center;

dITo basically complete the rural communicationnetworks in the direction of formulating civilizedand modem population quarters;

el To invest in the formation of systems ofseaports and airports with stable sizes. creatingconditions for development oftransport services forthe whole southern key economic region;

fl To invest in the development of post andtelecommunication systems with moderntechnologies and level on a par with the region;

g/ To call for and promote investment indevelopment of some key projects in the servicesector, especially tourist service;

hi To formulate and materialize the Investment

program on coastal tourist development;

if To formulate investment projects on tourist

development of the eastern and southeastern areas

of the province in the direction of combining thedevelopment of biological conservation zones andtourist activities with agricultural and forestrydevelopment, environmental protection and

sanitation;

j! To invest in formulation oftrade, financial andcredit service centers with the application ofmodemtechnologies;

k/ To call for and promote big investmentprojects

in the industrial sector;

JJ To continue investing in the completion of

infrastructures of industrial parks already set up; tocall for investment in the development ofa numberofnew industrial parks and stabilize the network ofindustrial parks in the periods after 2010;

mI To call for and promote investment in projects

on development of petroleum exploitation and

processing industry, transport service industry,particularly transport within determined industrial

parks;

nl To formulate investment programs fordevelopment of technical infrastructures and keyprojects in social development domains:

+To formulate and realize investment programson modernization of education and traininginstitutions; scientific and technological research.To mobilize internal resources for socialization ofeducation and training activities;

+ To formulate and realize investment programson modernization ofsocio-cultural institutions;

+To formulate and realize investment programs

on modernization of medical and healthcareestablishments.

8. A number of policies and general solutionsto implementation of the master plan:

aI To mobilize USD 6.4 billion ofdevelopment

investment capital inthe 2006-2010period and USD31.3 billion in the 2011-2020 period (at the 1994prices);

bl To raise the human resource quality, which isthe objective and also the motive of the province's

socio-economic development, and materialize thestrategy on human development; to focus on policies

for comprehensive settlement ofrelations inall threeaspects: human education and training, employmentand job creation;

c/ To attach importance to scientific andtechnological development together with investmentcapital and human resource solutions, formulatinggroups of basic solutions to the mobilization andefficient use ofresources for the implementation of

the province's socio-economic planning;

d/ To implement macro-administration solutions

while formulating comprehensive policies: policyon focal and pivotal development, policy on market,

policy on development ofmulti-sector economy;

e/ To formulate appropriate mechanisms andpolicies witha view to solving such social problems

as dwelling houses and jobs for relocated peoplewhose land is recovered for execution of important

projects or programs; policies on preferences for the

poor;

f7 To encourage various economic sectors to make

development investment, giving preferences to theapplication ofscientific and technological advances

to raising the growth quality and restructuring theeconomy towards industrialization andmodernization;

gf To enhance the implementationadministration and organization in order to step

by step put the master plan into life, with thefollowing contents: disseminating and mobilizingpeople to implement it; concretizing its contentsinto agendas, working programs of the grassrootsParty Committees and administrations; regularly

updating its contents; concretizing the master planon socio-economic development of the provinceinto line development plannings, urban and rural

construction plannings, overall plannings onsocio-economic development of districts,provincial towns and city; into five-year andannual plans. To enhance the inspection andsupervision ofthe implementation ofthe planning.Once approved, the master plan must be adocument of legal nature, serving as a basis fordevelopment activities in the province; the Partyorganizations, the People's Councils, the People'sCommittees at all levels, mass organizations andall people shall inspect and supervise theimplementation of the plan.

Article 2.- The approved master plan serves as a"framework" document with major developmentobjectives and orientations, mechanisms, policiesand implementation solutions; serves as a basis forthe formulation, submission for approval andimplementation of specialized plannings(construction planning, land use planning and planand other specialized plannings), and investment

projects in the province according to regulations.

Article 3.- To assign the People's Committee ofBa Ria -Vung Tau province to direct, based on theprovince's socio-economic development objectives,

tasks and orientations stated in the approvedplanning, and coordinate with relevant ministriesand branches in directing, the formulation,submission for approval and implementationaccording to regulations ofthe following:

- The report on strategic assessment ofenvironmental impacts.

- The planning on development of the systemsof urban centers and population spots, the generalconstruction planning, the land use planning andplan, the planning on development oflines, domainsand major products in order to ensure the

. comprehensive and synchronized development.

- To study the formulation, promulgation of orsubmit to competent state bodies (for matters goingheyond its. competence) for promulgation, a number

ofmechanisms and policies suitableto the province'srequirements in each period with a view to attractingand mobilizing resources for implementation ofthe

plannings.

Article 4.-Relevant ministries and branches shall,within the scope oftheir respective functions, tasksand powers, assist the People's Committee of Ra

Ria - Vung Tau province in studying the formulationof the above-said plannings; studying theformulation and submission to competent statebodies for promulgation ofa number ofmechanismsand policies suitable to the province's socio­economic development requirements in each periodwith a view to mobilizing and efficiently usingresources, encouraging and attracting investment ...in order to well attain the objectives, fulfill the tasksand materialize the orientations ofsocio-economicdevelopment stated in the planning report. Toaccelerate investment in and implementation ofworks or projects of regional scale and important

for the province's development, in which theinvestment has been already decided. To study andconsider the adjustment and supplementation ofbranch development plannings, plans on investmentin works or relevant projects with expectedinvestment as stated in the planning report.

Article5.- This Decision takes effect 15 days after

its publication in "CONG BAO."

Article 6.- The president of the People'sCommittee ofBa Ria -Vung Tauprovince, ministers,heads of ministerial-level agencies, heads of

government-attached agencies, and presidents ofprovincial/municipal People's Committees shallimplement this Decision.
