Community Engagement Update : Tri-Agency harmonization of the Canada Graduate

Scholarships Program

In fall 2012, the federal granting agencies (the Canadian Institutes of Health Research [CIHR],

the Natural Sciences and Engineering Research Council [NSERC] and the Social Sciences and

Humanities Research Council [SSHRC]) launched the harmonization of the Canada Graduate

Scholarships (CGS) program.

The initiative aimed to provide an opportunity to critically examine the ways in which the three

granting agencies are delivering the CGS program and to rethink some of the fundamentals. The

examination of the program is now completed and the agencies will implement changes as of fall

2013.For more information on this initiative please contact [email protected].

EDITOR’S NOTE: Although harmonization among the three tri-councils is always a good

thing, as it is a more efficient way to do the business management of research services, there is a

subsequent change to this programe at the Master’s level that is not necessarily in the best

interests of St. Thomas. From this point on, the Masters’ programme will be given only to

universities with graduate programmes, which means that St. Thomas will no longer have a

quota, nor do we get to adjudicate the applicants, as the applicants will be dealing with the host

university directly. There is a fear among smaller universities (Mt. A. opposes this change as

well as other universities in the country, such as Laurentian) that this will advantage the

undergraduates at the larger universities over those at the smaller ones. It has long been

demonstrable that the smaller university undergraduates receive the superior training, on every

measure INCLUDING research mentoring/experience. Further, it is clear that this will be more

work for faculty at “this end” of the process, as the student mentoring will necessarily have to

continue. Further, it will increase the internal pressure on the student, their supervisor and the

department to write the superior application, in a void. One member of the SCC committee here

at STU has concerns that this will no longer be a “truly national award” as a direct result, as most

universities in the country with graduate programmed are in Ontario. I have voiced my concerns

with this at the national level, most recently at the SSHRC Leaders meeting at Congress, have

participated in a one hour consultation call with the Graduate Studies Director at SSHRC and

have asked that SSHRC provide us with a list of the percentage/number of students from other

universities that the those with graduate studies accept, to see a breakdown of where smaller

university graduates are accepted. If you have concerns about this, and further arguments that I

can continue to post to SSHRC, please email me directly at [email protected] .

National

2013 Summer Conference –“Coming Together

as One: Navigating the Relationship between

Indigenous Peoples and Canada”. Geneva Park,

Ontario- August 8-11, 2013

In its history, Couch has never put on a conference

that mattered this much or that drives as deeply at

the heart of what it means to be “Canada.”

Every Conversation we have put on this year – with

Hayden King, with Buffy Ste. Marie, with Bob Watts, and with Mark Douglas – has made clear

that there is a hunger for discussion between and among Indigenous and non-Indigenous

Canadians, a hunger to reframe the relationship, a hunger to recognize that we are all treaty

peoples and that we need to rethink the way we constitute ourselves if we are to move forward as

a country. Too much depends on it to ignore it.

Register now, while early bird rates are still in effect. Don’t leave it – because this Summer

Conference is going to sell out. If you know students or folks who can’t afford to come on their

own steam, have them check out our scholarships. For more information or to register for the

conference visit the Couchiching Institute website
