PPRA’S Chairman of Board, Amb. Dr. Matern Lumbanga, has expressed appreciation to the Authority’s staff for their efforts in making the newly developed e-Procurement system functional and accessible to many procuring entities.

Amb. Lumbanga expressed the sentiments in Dodoma recently when opening the third meeting of

the Authority’s Workers’ Council. He also urged the staff to keep

fine-tuning the system for maxi-mum efficiency and to continue efforts towards joining all procur-ing entities with the system before end of this financial year which is a new deadline as previously the Government had wanted all entities to be in the system by end of December 2019.

THE Government has procured enough fuel that can last for the next two months in case there is a disruption in the importation of the commodity, TPJ has learnt.

This was revealed by the Min-ister for Energy, Dr. Medard Kale-mani, in Dar es Salaam recently when he met with various stake-holders in the petroleum sector to discuss mitigating measures in the event of disruptions due to the Coronavirus pandemic currently ravaging economies across the globe.

Dr. Kalemani said the Govern-ment was keen to guard against scarcity of the commodity so as to ensure smooth implementation of

various development projects that require consistent supply of fuel.

“It is our job as Government and stakeholders to ensure the country has enough fuel to run projects and to meet other market demands,” said the minister, not-ing that for the time being coun-

tries from where Tanzania procures the commodity are not on lockdown.

He, however, said the Govern-ment could not be complacent and must have strat-egies in place in case of an unfore-seen eventuality.

The minister said the country’s reserve has over 200 million litres of diesel, over 100 million litres of petrol, over 5 million litres of kerosene, adding that the country was importing more fuel through the ports of Dar

The Board Chair was delighted to note that staff efforts had made it possible for 511 out of about 540 PEs to join the system so far but also cautioned that PEs which fail to join will not be able to conduct procurement in the next financial year.

“I would like to applaud the

work that you have done, but you should further supervise utilization of the system and also ensure the remaining PEs are joined and use the system in their procurement before end of financial year 2019/20,” said Amb. Lumbanga.

Speaking earlier on, the PPRA Chief Executive Offi-cer, Eng. Leonard Kapongo, said so far about 511 PEs had

already submitted their annual procurement plans for finan-cial year 2019/20 by using the system, with a total of 31,940 tenders worth TZS 22.63 tril-lion.

Eng. Kapongo also said the Authority had conducted training to various users of the system on how to make best use of the system.

CHA MWEZI JANUARI HADI JUNI, 20201. Mamlaka imepanga kufanya mafunzo ya awamu ya pili kwa taasisi nunuzi katika kipindi cha mwezi Januari hadi Juni

2020. Mafunzo haya yana lengo la kuzijengea uwezo taasisi nunuzi ili ziweze kuutumia mfumo wa TANePS katika kufanya ununuzi kwa njia ya mtandao. Pia, hii ni fursa kwa taasisi ambazo hazikuweza kushiriki katika mafunzo ya awamu ya kwanza yaliyomalizika mwezi Desemba 2019;

2. Mafunzo haya yanatozwa ada ya ushiriki ya shilingi 550,000/- kwa kila mshiriki, ambayo itagharamia uwezeshaji, kumbi na vifaa vya mafunzo. Ili kushiriki kwenye mafunzo haya, utaratibu ufuatao utatumika :-

2.1 Taasisi nunuzi itatuma ombi la kushiriki PPRA kupitia barua pepe ya [email protected], likionesha idadi ya Washiriki, barua pepe na namba ya simu;

2.2 PPRA itaitumia Taasisi nunuzi Ankara /Control number, kwa ajili ya kufanya malipo;

2.3 Taasisi nunuzi itatuma PPRA uthibitisho wa kufanyika kwa malipo;

2.4 PPRA itathibitisha kufanyika kwa malipo na kuitumia Taasisi nunuzi fomu ya usajili.

REVISED TRAINING CALENDAR FOR PUBLIC PROCUREMENT ACT, REGULATIONS,

TOOLS AND CONTRACT MANAGEMENT FOR FINANCIAL YEAR 2019/2020 (UPDATED

ON 31ST JANUARY, 2020)1. PPRA has prepared a four-days intensive training programme on the application of Public Procurement Act, Regulations,

implementation tools and contract management for Accounting Officers, members of Tender Boards and staff from Procurement Management Units (PMUs), User Departments, Internal Auditors, and Legal Officers in various centres. This programme has been designed to equip knowledge and skills to staff of the procuring entities who have responsibilities in handling procurement activities within their entities. The programme is being conducted monthly since October, 2019 and it is expected to continue through June, 2020.

2. The fee for each participant is TZS. 550,000.00 per session which covers the costs of facilitation, venue, training materials and meals during the training sessions. Each PE should facilitate their participants with accommodation and transportation costs associated with participation in the below events.

3. Confirmation will be through remittance of fee through GePG control numbers to be obtained by calling PPRA phone number: +255 262 963 854 or email: [email protected].

1. TANePs ni nini?TANePs ni kifupi cha “Tanzania e-Procurement System” ambao ni mfumo wa kielektroniki wa ununuzi wa umma ulioanzishwa na Serikali kwa mujibu wa Sheria ya Ununuzi wa umma ili kurahisisha michakato ya kufanya ununuzi wa umma. Mfumo huu unapatikana kupitia tovuti ya www.taneps.go.tz.

2. Mfumo wa TANePS umeanza kutumika lini?

Mfumo wa TANePS ulizinduliwa rasmi mwezi Juni, 2018 na ulitumiwa na baadhi ya taasisi nunuzi za umma kwa majaribio kwa ununuzi wa vifaa na huduma mtambuka (CUIS) mwaka wa fedha wa 2018/19. Mfumo huu umeanza kutumika rasmi kwa ununuzi wa aina zote na kwa taasisi nunuzi zote mwaka wa fedha wa 2019/20. Hivyo, wazabuni tarajiwa wote wanapaswa kujisajili kwenye Mfumo ili waweze kushiriki katika michakato ya ununuzi inayofanyika kwa njia ya mtandao.

3. Ni zipi faida za Kutumia Mfumo wa TANePS ?

Faida za kutumia mfumo wa TANePS ni pamoja na kuongeza wigo wa wazabuni kushiriki katika michakato ya zabuni kwa ushindani zaidi, kuongeza tija ikiwa ni pamoja na kupunguza gharama na muda wa mchakato wa zabuni, kuongeza uwazi, kupunguza rushwa n.k.

4. Nani anaweza kutumia Mfumo wa TANePS?

Makampuni na watu binafsi wenye lengo la kufanya biashara na Serikali kupitia Taasisi nunuzi zote nchini, ambao wamekamilisha usajili kwenye mfumo wa TANePS wanaweza kutumia mfumo huu katika kufanya ununuzi au kuuza vifaa na huduma mbalimbali. Pia wananchi wote wanaweza kupata taarifa mbalimbali juu ya michakato ya ununuzi wa umma nchini kupitia Mfumo huu.

5. Nini mahitaji ya kujisajili kwenye Mfumo kwa wazabuni tarajiwa ?

(i). Namba ya utambulisho wa mlipa kodi (TIN);

(ii). Anuani ya barua pepe (email address);(iii). Ada ya usajili ya mwaka ambayo ni

Shilingi 30,000/- (Elfu Thelethini) tu kwa sasa–na ambayo inaweza kufanyi-wa mabadiliko.

6. Ni hatua gani za kufuata ili kujisajili kwenye Mfumo wa TANePS

(i). Nenda kwenye tovuti ya www.taneps.go.tz

(ii). Bofya sehemu iliyoandikwa ‘Regis-ter as a Supplier’ iliyopo upande wa kushoto;

(iii). Jaza namba yako ya utambulisho wa mlipa kodi (TIN), kwenye sehemu ya pili ya fomu itakayofunguka [ Ingiza namba pekee bila alama yeyote].

(iv). Bonyeza kitufe kilichoandikwa ‘Re-trieve Company Data from TRA’.

(v). Jaza taarifa zako zingine kwenye se-hemu wazi za fomu zilizobakia;

(vi). Bofya sehemu iliyoandikwa ‘Validate and Continue’;

(vii). Sajili aina za biashara zako unazo-zifanya kwa kutumia mwongozo wa kimataifa (The United Nations Stand-ard Products and Services Code (UN-SPSC);

(viii). Fanya usajili wa Mtumiaji Mkuu wa kampuni yako kwenye mfumo (Administrator), halafu bofya kitufe kilichoandikwa ‘Finish’.

7. Ni namna gani utaiwezesha akaunti yako kufanya kazi ?

Kuiwezesha akaunti iliyosajiliwa, fanya yafuatayo:-(i). Ingia kwenye akaunti yako kupitia

sehemu ya “log in” iliyoko kwenye uso wa kwanza wa mfumo;

(ii). Utatakiwa kuingiza namba ya muama-la (transaction code) ambayo itakuwa imetumwa na Mfumo kwenye barua pepe yako;

(iii). Ingia kwenye mfumo wa barua pepe yako na utaona kuna barua pepe imetumwa toka kwenye mfumo wa TANePS ikiwa na hiyo ‘transaction code’ [na ikiwa haujaipata baruapepe, rudi kwenye Mfumo na bofya kitufe kilichoandikwa ‘Resend Confirmation Code’);

(iv). Kwenye ukurasa wa TANePS ingi-za hiyo ‘transaction code’ kwenye

kisanduku husika halafu bofya kitufe kilichoandikwa ‘Submit’;

(v). Soma Makubaliano ya Matumizi ya Mfumo (User Agreement), na bofya kitufe kilichoandikwa ‘Accept’.

8. Namna gani utakamilisha usajili kwenye TANePS ?

Kukamilisha usajili, yakupasa kulipia ada ya mwaka ya shilingi 30,000/- (Elfu Thelathini tu) kwa kufuata hatua zifuatazo:-(i). Ingia kwenye akaunti yako;(ii). Upande wako wa kushoto, bofya se-

hemu iliyoandikwa ‘Supplier Adminis-tration’;

(iii). Chagua njia ya kufanya malipo kwa kubofya ‘Offline Payment’ (kwa kulip-ia kwa kutumia simu ya mkononi) au “Online Payment’ (kwa kulipa kwa kadi za benki);

(iv). Kama umechagua ‘Offline Payment’, chukua namba ya kulipia yaani ‘Payment Control Number’ ambayo itaoneshwa inayoanza na tarakimu 99165…..;

(v). Lipia kwa kutumia huduma ya mal-ipo kwenye simu yako kwa kuchagua “malipo ya serikali” kisha ingiza “Pay-ment Control Number “ uliyoipata kwenye Mfumo, na fuata maelekezo kutegemeana na mtandao unaotumia yaani T-pesa, Mpesa, Tigopesa, Airtel Money, Halopesa n.k. Unaweza pia kulipia kupitia benki ya NMB, CRDB n.k kwa kutumia Payment Control Number toka kwenye Mfumo;

(vi). Kama umechagua ‘Online Payment’, utapelekwa kwenye ukurasa mwingine utakaokuhitaji kuchagua aina ya kadi pamoja na kujaza taarifa zake, na ku-fuata maelezo ya kulipia;

(vii). Baada ya kufanikiwa kufanya malipo, utapokea risiti kupitia barua pepe yako na hali ya akaunti itabadilika kuwa “completed”;
