    INTRODUCTION

    The International Student Admissions Test (ISAT) is written and developed by the Australian Council

    for Educational Research (ACER) as a measure of international candidates general cross-curricula

    reasoning abilities.

    ISAT is required as part of the admissions requirements for international students for: Griffith University (Dentistry)

    Monash University, Melbourne (Medicine)

    Monash University, Malaysia (Medicine)

    University of Western Australia (Medicine & Dentistry)

    Candidates register online at www.acer.edu.au/isat to sit for the test at any of the test centres around

    the world.

    TEST CENTRE PROCEDURES

    Test dates

    Each testing centre has nominated up to 10 dates between March and October. The dates specific for

    each centre are linked in the registration database on website www.acer.edu.au/isat.

    Registration of candidates

    Candidates register online at www.acer.edu.au/isat. Most will pay by credit card, and will receive

    immediate email confirmation of their test sitting details

    Some candidates will not be able to pay by credit card online, so their registration is pending until

    their bank draft/cheque is received at ACER or is sighted by the test centre. If a candidate brings a

    cheque to the test centre up to three weeks prior to the test, please store it, and email the candidates

    registration number, full name, and date of birth to [email protected]. ACER will then confirm the

    registration. After the test, enclose the cheque with the test papers to be sent back to ACER.

    Some IDP Education Australia offices may find that some candidates enquiring about ISAT are

    reluctant to go home and register online, and would prefer to complete the form with the assistance ofa counselor. If you are not able to do this online in the office with the candidate, then a printout of the

    registration pages may be used and faxed to ACER +61 3 9277 5757. ACER will then manually enter

    the candidate into the system. The registration pages document can be found under Test Centres on

    www.acer.edu.au/isat

    Registrations close two weeks prior to the test date, to give time for the attendance roll to be emailed

    to the test centre and for the test papers to be despatched from ACER.

    Candidates may not re-sit the test within six months of their last test sitting.

    Candidate fees

    Fees are reviewed annually as part of the agreements between ACER and IDP Education Australia

    Canberra office and other individual test centres. ACER will pay an agreed portion of the registration

    fee per candidate to the test centres after each test.

    Receipt of testing materials

    The testing centre is responsible for the security of the test papers from the time of delivery by courier

    from ACER.

    An acknowledgement receipt should be emailed or faxed to ACER upon receipt of the materials.

    A nominated staff member who has signed a Confidentiality Agreement should take delivery of the

    test materials, and place them immediately into secure storage. The storage should be a locked

    cupboard or storage room with access limited to staff who have signed confidentiality agreements.

    Tests should only be removed immediately prior to the test, and all used and unused papers should be

    returned to secure storage until collected by courier for return to ACER.

    OUTLINE OF CHIEF ADMINISTRATORS DUTIES

    In addition to supervising the test, the administrator is asked to take responsibility for

    receipt, checking and storage of test materials;

    maintenance of test security;

    selection of appropriate assistants; briefing of assistants and familiarize them with key aspects of the test procedure;

    checking and immediate return of all test materials with the Administrators Report Form.

    Chief Administrators are asked to complete a Confidentiality Agreement and return it to ACER,

    before test materials will be released.

    SECURITY OF TEST MATERIALS

    All test materials are highly confidential and must be kept secure at all times. It is the responsibility of

    invigilators to see that no persons read or copy questions at any time, other than candidates reading

    them while they are doing the test. This prohibition applies to all those who assist with the

    administration of the test. The only exception is when a candidate complains that there is an error inthe test booklet and an invigilator is required to check it.

    CHECKLIST 1

    Before the day of the test

    Take delivery of the test materials.

    Check them against the Packing Slip and contact ACER promptly if there is any problem.

    Store materials securely.

    Read this Manual carefully to become familiar with procedures.

    Select invigilator(s).

    Provide a copy of this Manual to each invigilator.

    Ensure that invigilators read this Manual. Each invigilator should complete a copy of the

    Confidentiality Agreement (p. 23).

    Arrange a briefing session for invigilators to ensure that all are familiar with the procedures in

    this Manual.

    Arrange an appropriate testing room(s).

    Plan candidate admission, seating and exit procedures.

    CHECKLIST 2

    On the day of the test

    Set out directional signage as required.

    Have ready:

    directions for administering the test (p. 15 in this Manual);

    spare pencils and erasers;

    clock for each room that can be re-set as the instructions require;

    test booklets, answer sheets;

    Test Distribution Forms (p. 27 in this Manual).

    Check candidate identity and tick candidates names off on the Attendance Roll, if

    appropriate.

    Allow only approved items into the room.

    Confirm that any dictionaries are standard printed bilingual ones (electronic dictionaries are

    not permitted).

    Inspect dictionaries to confirm that there are no notes or writing in them.

    Direct candidates to seats.

    Follow the procedures laid down for distributing and collecting materials.

    Record test form serial numbers on Test Distribution Form (p. 27).

    Read aloud all instructions as printed in this Manual (pp. 15 - 18).

    Distribute a test booklet to each candidate.

    Never leave the test room unattended.

    Move around the room frequently.

    Check that the name and signature on the answer sheet matches the ID document of each

    candidate.

    Be alert to what is going on in the room at all times.

    After the test

    Collect the Test Booklets and Answer Sheets separately.

    Do not dismiss candidates until all Test Booklets have been counted and verified.

    Maintain security procedures after the test. Make sure that candidates do not have access to

    used or unused Test Booklets as they leave the room.

    Follow procedures set out in this Manual for returning test materials, and complete the

    Materials Return Form (p. 29 in this Manual).

    BEFORE THE DAY OF THE TEST

    ISAT is a three-hour multiple-choice test. Additional time should be allowed for other aspects of the

    administration procedure, including seating of candidates, distribution and collection of materials, and

    filling in information on forms.

    Standardised test conditions

    The test scores of candidates are comparable only when uniform examination procedures are followed

    at every test centre. In general, university guidelines for examinations should be followed. Some

    modifications may be appropriate to accommodate the specific requirements of this test as outlined

    below.

    Staffing the test

    1 In this Manual the term Chief Administrator is used to designate the person with overall

    responsibility for making arrangements for testing.

    The term Assistant Supervisor is used to refer to a person in charge within one room or hall, who

    actually reads aloud the instructions but who does not hold the overall responsibility for the ISAT

    sitting at your centre. In some cases, when there are few candidates, the Chief Administrator can doboth jobs.

    An Invigilatoris an aide to the Chief Administrator or Assistant Supervisor who may

    check candidate identification for admission to the test room;

    check bilingual dictionaries;

    allocate seats to candidates;

    hand out and collect Test Booklets;

    count and verify Test Booklets;

    check that candidates are correctly marking Answer Sheets;

    provide other general assistance such as posting directional notices, etc;

    assist with invigilation during the test.

    2 When there are more than 50 candidates to be tested it is recommended that the Chief

    Administrator does not assume the responsibility for conducting the test session within the room but

    devotes his/her entire time to overall supervision. An Assistant Supervisor could conduct the actual

    test session.

    3 A test room should never be unattended during testing.

    For this reason even in small test centres more than one person should be on duty.

    Suggested ratio of candidates to supervisory staff

    The examination room should be staffed as follows:1 49 candidates 1 Chief Administrator or Assistant Supervisor and 1 Invigilator

    50 99 candidates 1 Chief Administrator or Assistant Supervisor and 2 Invigilators

    100 150 candidates 1 Chief Administrator and 1 Assistant Supervisor and 2

    Invigilators

    For each additional 50 candidates in a test room, 1 extra invigilator could be used.

    Selection and briefing of assistant supervisors and invigilators

    1 Clerical/administrative staff generally have the appropriate skills needed for invigilators.

    Reliability and integrity are essential.

    2 Impress upon all assistants the need for security. It is essential that supervisors and their

    assistants carefully read and conscientiously follow the procedures set out in this Manual.

    Selection of test venues

    1 The test venue should be selected to conform to standard criteria for examination centres.

    2 The desk space should be large enough to allow candidates to work without having to juggle

    the test booklet and answer sheet.

    3 Every candidate should be visible to invigilators at all times. L-shaped rooms, partitions, etc.

    are not acceptable if they obscure the invigilators view.

    4 Rooms need to be satisfactory with regard to:

    lighting, heating and ventilation;

    freedom from distractions;

    appropriate desks/tables and chairs;

    availability of wall clocks or substitute;

    acoustics;

    amplifying sound system in room/halls (where necessary);

    toilet facilities; and signage to alert occupants of neighbouring corridors and rooms that an exam is in

    progress.

    Setting up test rooms

    1 Place chairs directly behind the chairs in the preceding row. Keep rows straight.

    2 Place chairs and desks to ensure a minimum distance of 1 metre between candidates on both

    left and right sides, to minimise the possibility of cheating and to permit easy access to desks

    for candidates and invigilators.

    3 Every candidate must have his/her test booklets handed individually on to the desk. It will

    facilitate distribution if the invigilators can walk behind the last candidate in each row. This

    permits distribution of test booklets in sequence down one row and up the next. Time is saved

    and control of test security improved.

    Receipt and storage of materials

    1 The Chief Administrator is responsible for the security of all test materials from the time they

    are received until the time of their return to ACER.

    2 Within 24 hours of receipt, check all test materials and verify quantities. If there is a

    discrepancy between the Packing Slip and the quantities received, please notify ACERimmediately by email or fax.

    3 Keep materials in locked storage except when they are actually in use. Only specifically

    designated assistants should have access to stored materials.

    Multiple-choice answer sheets

    The invigilators should be familiar with the format of the answer sheet and the correct way to mark

    answers so that the procedure can be explained to the candidates.

    Keep answer sheets flat by storing them between pieces of heavy cardboard. Avoid using dog-eared,

    torn or folded answer sheets. Paper clips, pins and stray pencil marks are to be avoided, as they will

    affect the accuracy of the mark reading equipment.

    Timing of tests

    Invigilators may use a clock that can be re-set to a convenient time as each test begins.

    Candidates are notto bring or write on scrap pieces of paper. All rough work is to be done in the

    test booklets, either in the margins or on the blank pages at the back of each test booklet.

    No eating or smoking is permitted duringthe test sessions or in the test rooms. Water bottles are

    permitted.

    Identification checks

    Candidates are required to show photo-bearing identification. The only acceptable forms of

    identification are:

    a current passport; or

    National Identity Card from the country of citizenship.

    The identification must contain a photograph that is a recognisable likeness of the candidate at the

    time of sitting the test a childhood photograph in a passport is not acceptable. A National IdentityCard must include the candidates name, signature, date of birth and a recent photograph.

    If the candidate does not present a form of identification listed above, or if the identity document

    presented does not bear an easily recognisable photograph of the candidate as s/he looks on the test

    day, then the candidate will not be permitted to take ISAT.

    Distributing and collecting materials in the test room

    1 Test booklets must not be put on desks before admitting candidates to the test room.

    2 Each candidates test booklet must be placed individually on the desk by an Invigilator after

    the candidates are seated. Never ask candidates to pass test booklets down or along a row.

    3 Test booklets are sent from ACER in a sequential order. The distribution and collection of

    booklets in this order will make security easier to maintain. Ensure by checking numbers as

    distribution proceeds that no candidate receives more than one test booklet.

    4 Collect test booklets in the same manner and in the same order as they were distributed.

    5 Collect answer sheets separately from test booklets.

    6 Verify that every test booklet is handed in.

    7 Place unused test booklets in a secure position so that candidates cannot gain access to them as

    they leave the test room.

    Emergency situations

    1 Missing test materials in the test room

    After distributing the test booklets use the Test Distribution Form to:

    record the number of candidates in the room.

    record the number of test booklets still in your possession.

    (i) Together they should equal the number of test booklets allocated to the test room.

    (ii) If a shortage is found, inform the candidates that one of them has been handed an

    extra test booklet by mistake and ask for it to be handed in at once. When the test booklet is returned,

    proceed with testing.

    (iii) If the missing test booklet is not handed in, or if the shortage is discovered after the

    candidates have started the test, proceed with testing and make a detailed plan of the seating

    arrangements in the room showing the serial numbers of the test booklets as they were distributed up

    and down each row. It is essential to identify which particular serial number is missing. In this way it

    is possible to determine at exactly what point the missing test booklet would have been distributed.

    The supervisor can then question candidates at the exact distribution point.

    (iv) If a missing book cannot be located despite use of the procedures outlined above,proceed with the testing or the dismissal of candidates, but report the details to ACER.

    2 Test errors and misprinted Test Booklets

    If a candidate complains of an error,

    Check the alleged error in the candidates Test Booklet. If the candidate just thinks there issomething wrong but cannot show an obvious error (such as a misprint), the candidate should

    continue to the best of his/her ability.

    If there is a minor misprint (such as with an item number or a typographical error), which canbe correctly interpreted, this should be corrected for the candidate, and an announcement

    made.

    If there is a major printing error in the Test Booklet, the booklet should be replaced and theanswer sheet modified appropriately.

    Report any problem on the Chief Administrators Report Form. Record details on the Test

    Distribution Form.

    3 Candidate illness

    If a candidate becomes ill, and leaves the test early, a note should be made on the Chief

    Administrators Report Form. Candidates excused from testing because of illness cannot return.

    4. Late arrival of candidates

    A candidate should not be admitted to the test session after candidates have commenced working.

    5 Unforeseen events

    If an unforeseen event occurs, Supervisors or Invigilators need to make decisions consistent with

    safety and common sense.

    Prohibited items

    bags, briefcases, crash helmets

    audio devices, with or without earphones

    calculators

    mobile phones, pagers, laptops, palm pilots

    paper, books, newspapers

    any electronic item that can transmit or record information

    dictionaries other than a standard, printed dictionary

    Candidates whose first language is not English may have a printed bilingual dictionary on their

    desks. Electronic dictionaries are not permitted.

    Permission to go to the toilet

    Candidates may go to the toilet if accompanied to the toilet door by an invigilator. (Of course, they

    must not take any test materials with them.)

    Unethical behaviour

    The giving of false or misleading information during the registration process, and any form of cheating

    during the test itself, are viewed as serious breaches of ethical behaviour and will attract penalties.

    Any candidate found to be cheating will automatically have his/her ISAT scores cancelled and will be

    prohibited from registering to take ISAT on a future occasion.

    Practices that constitute breaches of test rules include:

    attempting to gain access to test questions prior to the test;

    attempting to take the test on behalf of another person;

    allowing another person to attempt to take the test on their behalf;

    attempting to remove a test book or part thereof, an answer sheet, or any notes, from thetesting room;

    failure to follow test supervisors instructions at all times;

    giving or receiving assistance during the test;

    creating a disturbance; and

    using unauthorised aids (including notes, note paper, calculator, mobile phone, tape recorder,etc.).

    ADMINISTERING THE TEST

    1. Read aloud the directions that appear in the following boxes.

    Read slowly and clearly checking that all candidates are keeping pace. Pause to allow

    candidates to carry out an instruction when four dots appear. . . . .

    DO NOT DEVIATE from the directions or answer questions about the content of the test, as

    procedures for all sittings of the test should be consistent. It is important that candidates

    understand what to do when completing information on their answer sheets.

    2. When all candidates are seated, say:

    May I have your attention please?

    ISAT consists of 100 multiple-choice questions to be completed in three hours. If you finish early, go

    back over your work and check that you have marked the answer sheet completely and correctly. You

    will not be able to leave the test room during the last 30 minutes of the test.

    Mobile phones, pagers and digital watch alarms must be switched off now. Keep your identification

    documents on your desk at all times, so the supervisors can check that you are seated at the correct

    desk.

    In this test, calculators, personal stereos, scrap paper, books, cigarette packets and food are not

    permitted. You may have a standard, printed bilingual dictionary. Electronic dictionaries are not

    permitted. The only items you should have on your desks are pencils, eraser, identification documents

    and printed dictionary.

    Now clear your desk of all other materials. Place all other items, including bags, wallets and purses, at

    the side of the room. Do that now .

    Please do not speak or communicate with other candidates from now on, until your test materials have

    been collected at the end of the session and you have left the examination room.

    Have your Assistants distribute the Answer Sheets, one per candidate. Then say:

    Please listen to the following instructions carefully and do not pick up your pencils until told to do so.

    The sheet you are now being given is the machine scannable Answer Sheet. Do not fold or tear your

    answer sheet. Do not make marks outside the designated areas. You should use a B, HB or 2B pencil,

    not ink pen, to complete the Answer Sheet. Should you make an error, use an eraser to rub it out

    completely. Write the information first in the boxes at the top of the columns and fill in the

    corresponding ovals directly underneath each box. Do not tick, cross, scribble over, dash or write in

    the ovals. The selected answer ovals should be completely filled in.

    Pick up your pencils now. In block letters in the top left of the form, complete the details of your

    family name and other names, then sign your agreement to the test conditions in the space provided.

    Write todays date as day-month-year . Carefully copy down your passport or identification card

    number.

    Your ISAT Candidate ID number is on the email confirming your registration, which you should have

    with you. The Test Centre number is _ _ _. When entering your Date of Birth, please include

    leading zeros, eg. 01061982, being careful not to enter the current year as your year of birth.

    Now completely fill in the answer oval under the heading Sex. Enter the codes for the university(s)

    you are applying to which require you to sit for ISAT. For example, the code for University of WA is

    36, the code for Monash University is 15 and the code for Griffith University is 11. If you are applying

    to another university, complete this when you receive your Test Booklet. The codes are on the back

    cover. Enter your Latest IELTS Score. If you have done another English language test, please do

    not include the score. If you havent done an IELTS test, please leave this section blank. If your score

    is a whole number (eg. 6), please make sure that you mark the answer sheet as 6.0.

    You may enter the Test Form, Test Booklet Number and Country where final year of school

    completed information when the Test Booklets are distributed.

    Print your Family name and Other names in the boxes, and fill in the corresponding ovals below

    each letter. Make sure that you use the same names that you will include in your university

    application, i.e. your legal names. Only include an English version of your given name if there is room

    after your real given names have been entered. Confine your family name to the first 20 columns and

    your first given names to the next 10 columns. If your names exceed the spaces provided, dont be

    concerned .

    Do not enter anything in the ovals in the test section at the bottom of the form at this stage. Please

    raise your hand if you have a question.

    Take from your supply of Test Booklets the number of serially numbered booklets identical to the

    number of candidates in the test room. Distribute them, one to each candidate, keeping the serial

    numbers running consecutively up and down the rows. Record the distribution details on the Test

    Distribution Form. As they are distributed say:

    At the finish time say:

    Everyone, please stop work. Put your pencils down. You are not to write any more. Close your Test

    Booklet and leave it closed on your desk. Place your Answer Sheet next to your Test Booklet. Your

    Test Booklet will be collected first, followed by your Answer Sheet. Please remain seated and do not

    talk.

    Collect the Test Booklets first, then the Answer Sheets, in precisely the same order that they were

    distributed.

    Count and verify that you have every Test Booklet. Put Test Booklets and Answer Sheets where no

    student has access to them as they leave the room. When all materials have been checked and

    AFTER THE TEST

    Returning test materials

    All used, unused and faulty Test Booklets are to be returned at the end of each testing session. No Test

    Booklets should be retained on file at the testing centre. Every Test Booklet must be accounted for.

    Test centres should not return candidate application forms with the test materials to ACER. Test

    centres should retain the forms in secure storage until the test process is completed, results issued anduniversity offers made.

    Please return all listed items by secure courier by the end of the next working day. The return courier

    documentation for UPS is supplied by ACER. The test centre just needs to ring the number provided

    and arrange for pickup, ACER bears the costs of the return courier fee.

    In signing this form I undertake:

    to maintain the security of the tests at all times;

    to ensure that all staff assisting with the administration of the test are fully briefed in theprocedures set out in the Test Administration Manual;

    to ensure that all staff assisting with the administration of the test complete a copy of thisform;

    to ensure that the procedures in the Test Administration Manual are followed in the testroom(s);

    to ensure that the identity of all candidates is verified by requiring the candidate to producephotographic ID;

    to allow no persons access to the test, excepting the candidate(s) during the administration;

    to return every test booklet after the test administration;

    to allow no copies or transcripts of the tests to be made.

    I understand the need for the maintenance of the strictest test security and confidentiality. I promise

    that I will not, directly or indirectly, in any way compromise the security of any examination

    materials. Excepting the candidate in the examination room, I will not allow any person other than an

    authorised supervisor of the test to have access to, look at or be informed about any examination

    materials. I know of no past breach of confidentiality and agree to report any breach to ACER that I

    witness or come to know about.

    I declare that I am not related to, nor a teacher of, a candidate who will sit for the ISAT in the 2007

    2008 test. I understand that if I violate any of the requirements set out in the Test Administration

    Manual, I may be subject to legal action. I hereby agree to perform, and will be held responsible for,
