1. FOREWORD

1.1 The specification for fish plate was issued under the fixed serial No. T-1; adopted in 1931; revised in 1934, 1950, 1957, 1962, 1966 which cover normal, joggled and special fish plates. The specification for fish plate combination was issued under fixed serial No.T-6 in 1939 and revised in year 1949,1954,1960,1965. To avoid duplication of items in above specifications, this combined specification for all type of fish plates i.e. normal fish plate, special fish plate, joggled fish plate and fish plate combination under the fixed serial number T -1 - 2011 is issued. The last number indicates the year of original adoption as standard, or in case of revision, the year of last revision.

1.2 Indian Railway’s requirement of fish plates was met in past by producers who not only

manufactured fish plate but also produced the material for the purpose. This specification

covers the provisions required for re-rolling of carbon steel billets into fish plates by re-rollers

and fish plate manufacturers. IS: 1875-1992 amended from time to time should be referred for

Specification of Carbon Steel Billets, Blooms, Slabs and Bars for Forgings. Carbon steel billets

meeting this specification shall only be used for re-rolling into fishplates by re-rollers.

2. DIMENSIONS The dimensions of fishplates shall be in accordance with the drawings listed in Annexure – A (enclosed) unless otherwise specified by the Purchaser. 3. TEMPLATES The Contractor shall prepare two sets of templates, internal and external, of approved metal for each section of fishplate ordered, and shall submit them to the purchaser or the Inspecting Officer and obtain his approval before the rolling/manufacture of the fishplates is commenced. 4. QUALITY OF MATERIAL For the purpose of Inspection of fish plates, 500 No. fishplates of same drawing or part thereof, rolled from one cast and normalized together shall constitute a lot referred in this specification. 5. RAW MATERIAL PROCUREMENT

Billets for manufacturing of Fish Plate/fish plate combination, Bars shall be procured from

sources approved by Quality Assurance (Mechanical) Directorate of RDSO as indicated in their

Vendor Directory or Integrated Steel Plants identified by Joint Plant Committee (JPC) Kolkata.

List of above sources identified by JPC are appended in Vendor Directory of Quality Assurance

(Civil) Directorate of RDSO.

6. CHEMICAL COMPOSITION

6.1 The fishplate shall be rolled only from billets conforming to IS: 1875-1992 as amended from time to time. The chemical composition and other properties should be conforming to class 4 of Table 1 para 6.

6.2 Normalizing temperature – (830-860)0C

Normalizing shall be performed on rolled fishplate bars after its temperature falls below 3000C. In case of joggled fishplates, normalizing is to be performed after forging when the temperature of forged fish plates falls below 3000C. In case of stamped/forged fish plate combination normalizing shall be done after its temperature falls below 3000C. The normalizing is to be done before machining. 6.3 Grain size Austenitic grain size shall be determined for each lot as per ASTM E-112 and shall be 6 or finer.

7. TENSILE STRENGTH AND OTHER MECHANICAL PROPERTIES 7.1 Tensile strength and other properties shall be as per class 4 in Table 2 of Para 9.1 of IS: 1875-1992 as amended time to time. In case of value revised subsequently, IS:1875 shall be used as reference. The values of properties shall be as under. Class 4 of steel Designation as per IS: 1762 (Part I) : 1974: 45 C8 Tensile Strength (min) = 620 MPa Yield Strength (min) = 320 MPa Elongation GL =5.65� So (So is the cross sectional area of the test piece) Percentage Elongation = 15% (min) Hardness (HB) (min) = 175 7.2 Manufacturer shall produce test certificate for each cast with respect to all material properties e.g. ladle analysis, check analysis, hardness, UTS, Yield strength, %Elongation to Inspecting Official at the time of offering the material for inspection. Inspecting Official shall conduct test on one sample per lot and retest if required on finished product as specified in various clauses of this specification. Shall the lot offered consist of material from more than one cast then mechanical and chemical tests shall be performed on one sample from each cast.

8. CHEMICAL ANALYSIS

8.1 The manufacturer shall supply a complete analysis of each cast of steel used for manufacture of fish plates in the lot offered to the purchaser or the Inspecting official. One sample per lot or part thereof shall also be taken by the Inspecting Official for analysis from finished fishplates and shall be subjected to complete analysis, at the expense of fishplate manufacturer. Shall the lot offered consist of material from more than one cast then chemical test shall be performed on one sample from each cast.

8.2 The Re-roller shall supply a complete analysis of each cast of steel used for rolling of fish plate bars to the purchaser or the Inspecting official. One sample per lot or part thereof shall also be taken by the Inspecting Officer for analysis from fishplate bars and shall be subjected to complete analysis, at the expense of fishplate bar manufacturer. 8.3 For Check Analysis the permissible variation in constituents with respect to ladle analysis shall be as per Clause 6.2.1 of IS :1875 -1992, which is reproduced below :- Constituent, Percent Permissible variation, Percent, Max For sections 250mm or less For section 250mm to 500mm Carbon Upto 0.25 + 0.02 + 0.04 Over 0.25 upto 0.50 + 0.03 + 0.05 Over 0.50 + 0.04 + 0.06 Silicon + 0.03 + 0.04 Manganese + 0.04 + 0.07 Phosphorus + 0.005 + 0.010 Sulphur + 0.005 + 0.010

9. NUMBER OF TENSILE TESTS One tensile test shall be made from each lot of fish plates. If the test of any lot fails, the lot shall be retested as per clause 15.3 of this specification. 10. TENSILE TEST The Tensile Strength and the elongation of steel shall be determined in accordance with

IS: 1608-1995 “Method of Tensile Testing of Steel Products other than sheet, strip, wire and

tube” on test pieces cut from any fishplate selected by the purchaser or the Inspecting Official

from each lot or part thereof. The tensile breaking strength should meet the mechanical

properties as mentioned in Clause 7.1. The sample for tensile test shall be taken from location

as marked in Annexure-B.

If the tensile test piece break outside the middle half of its gauge length and the

percentage elongation is less than specified, the test may be discarded at the manufacturer’s

option and another test piece made from the same fishplate and tested as per IS: 1608- 1995.

In case this sample fails to meet the requirement, the retest as per Clause 15.2 of this

specification shall be done.

11. NUMBER OF BEND TESTS One cold bend test shall be made from each lot of fishplates. If the test of any lot fails, the lot

shall be retested as per Clause 15.4 of this specification.

12. BEND TEST 12.1 The finished fish plates when cold shall be capable of being bent between the bolt holes, without fracturing or showing any signs of crack on the outside when observed visually and by Dye Penetration test, through 120o in such a manner that the internal radius of bend shall not exceed twice the thickness of the fish plates at the center. This test shall be carried out by Inspecting official at the rate of one sample per lot or part thereof. If the lot offered consists of material from more than one cast then test shall be performed on one sample from each cast. 12.2 For joggled fish plate, the Bend Test on fish plate is not required to be carried out due to peculiarity of design. 13. HARDNESS TEST Hardness Test shall be carried out in accordance with IS: 1500-1983 as amended from time to time. Hardness test shall be performed by inspecting official on 3% of fish plates selected at random from each lot offered for inspection. The test shall be performed on central portion of outer surface of fish plates. The hardness test being non destructive in nature, the fish plates used for testing and meeting the requirement of this test can be included in the lot for acceptance provided these fishplates meet other requirements of specification.

14. GRAIN SIZE Austenitic Grain Size shall be determined for each lot as per ASTM E-112 and shall conform to Clause 6.3 above.

15. RETESTS Should any of the tests not comply with the requirements of this Specifications, the following additional tests shall be carried out in the same manner as required to be made in the first instance. 15.1 Chemical analysis - If the results of chemical analysis do not conform to the composition requirement as in 6.1 above, two new samples shall be taken on different pieces from the same cast. If the test results on these two samples satisfy the requirements, the lot represented shall be accepted, if either of the sample fails, material shall be rejected.

15.2 Mechanical Properties -If any of the test pieces first selected fails to pass any of the

tests specified in this specification, two further samples shall be selected for testing in respect of

each failure. If the test pieces from both these additional samples pass, the material

represented by the test samples shall be deemed to comply with the requirements of that

particular test, if either of the test pieces from the additional sample fails, the material

represented shall be considered as not having complied with this standard.

15.3 Tensile Tests – Two additional tensile tests may be made from other fishplates taken from the same lot from which the test piece was taken for the tensile test which failed, and should any of these not comply with the provisions of Clause 7.1, all the fishplates of the lot shall be rejected. 15.4 Bend Tests – Two additional bend tests may be made with other fishplates taken from the same lot from which the test piece was taken for the bend test which failed, and should any of these not comply with the provisions of Clause 12.1, all the fishplates of the lot shall be rejected.

16. MANUFACTURE (For Fish Plate Combination) The top and bottom fishing angles of these fishplates will be left in the as drop-forged or machined condition subject to compliance with Clause 18 of this Specification. If the fishplates are, however, manufactured by hand forging, under special permission of the Purchaser or the Inspecting Officer, the bearing surfaces shall be machined. The four corners of the fishplates will be rounded off after cutting to a radius of 12mm. Holes are not to be punched but must be drilled. The holes shall be clean without burrs on either side, accurate in pitch and in the positions as specified. The bolt holes in the fish plates shall be champhered before offering fish plates for inspection. When quoting, the Tenderer shall state which of the following alternative methods of manufacture he intends to adopt: - (a)Machine forging or stamping in dies from piece of rolled bar approximately rectangular in cross section;

(b)Hand forging, i.e., without dies from a piece of rolled bar approximately rectangular in cross section; (c)Machining from a piece of rolled bar approximately rectangular in cross section.

17. HEAT TREATMENT

The fish plates bars used for manufacturing of fish plates, special fish plates and joggled fish plates shall be normalized as per requirement of clause 6.2, 6.3 and 14 above. Fish plate combination made by stamping or forging must subsequently be annealed or normalized as per requirement of clause 6.2, 6.3 and 14 above. In case of fishplates made solely by machining from rolled flats without stamping or forging, normalization shall be performed on rolled flats after rolling. 18. FREEDOM FROM DEFECTS

All fishplates shall be of uniform section throughout, straight and smooth on all bearing surfaces, sound and free from twist blisters, flaws, fins, cracks and defects of every kind. 19. FISHPLATES TO CONFORM TO TEMPLATES

Each section of fishplates shall be accurately rolled to its respective profile. The manufacturer

shall prepare two sets of profile and nipple gauges as per standard RDSO drawing for fish

plates, made up of stainless steel for each section of fishplates ordered for testing the accuracy

of the fishing planes and the bolt holes. Nipple gauges shall be accurately planed to represent

the fishing of the rail with which the fishplates are to be used and fitted with suitable studs for

testing the accuracy of the bolt holes. All gauges along with their drawings shall be approved by

the QA (Civil) Directorate of RDSO prior to use. Every fishplate shall be checked with respective

gauges and any fishplate which fails shall be rejected.

20. SAWING TO LENGTH All fishplates shall be sawn within 1.5mm above and below. The specified length and the ends shall be square. All burrs caused by the saw shall be removed. 21. HOLES IN FISHPLATES 21.1 The bolt holes in the fishplates other than fish plate combination shall be either drilled or hot punched as specified by the Purchaser. If the holes are to be drilled, the fishplates shall be made perfectly straight along the lines of fishing, for the full length of the plate before drilling is commenced. If the holes are to be punched, the punching of all holes shall be done at one stroke of the machine before the fishplates have cooled to below a red heat from the rolling temperature and the fishplates shall then, whilst still hot, be straightened by gradual pressure between blocks of full length of the fishplate. 21.2 In case of fish plate combination holes shall be drilled and not punched as mentioned in Clause 16 above. 21.3 The bolt holes in the fish plates shall be chamfered to the satisfaction of Inspecting official.

22. TOLERANCES

22.1 Fishplates (except fish plates combination) - The hole shall be clean and without burrs on either side. The diameter and the position of the holes shall be in accordance with those shown on the plan subject to the following tolerances: -

(a) (i)Diameter of the hole (except joggle fish plate) +0.8mm - 0.0mm (ii)Diameter of the hole (for joggle fish plate) +1.5mm -0.0mm

(b) Position of the holes- The distance between the centre of any hole with respect to the centre of any of the remaining holes shall not vary by more than + 0.4mm (+0.6mm for 1.0 mt. fish plate) from the exact dimension either horizontally or vertically. Should the diameter of any of the holes exceed the specified dimension by more than 0.8mm (except joggle fish plate) and 1.5mm (for joggle fish plate) or should the position of any hole with respect to the position of other holes vary from the specified dimension by more than 0.4mm (0.6mm for 1.0 mt. fish plate) either horizontally or vertically, the fishplate or the fishplates in which such variations occur should be rejected.

(c) Overall length + 1.5 mm (d) Between surfaces of - 0.2mm fishing planes of fishplate (e) Thickness + 0.5 mm (f) Straightness (i) Horizontal- 0.16 mm per 100 mm of length (i) Vertical- 0.1 mm per 100 mm of length (Centre should not be lower than the ends) (g) End Squareness- ± 2 mm (h) Machined notch of joggled fish plates (at top) +0.3 mm (at bottom) +0.5 mm (i) Weight tolerance and base of payment – Provided the dimensional tolerances given above are strictly maintained, payment shall be based on the actual weight of the fish plates. Payment for any excess weight shall only be made upto 2% of the nominal weight; in the event of deficiency in weight occurring, the actual weight shall, in all cases, be the basis for payment. Note- However, for those fish plates where nominal weight is presently not available, till such time the same is made available, following should be adopted - (1)Dimensional tolerances for thickness +0.2 mm -0.5 mm (2)Provided the dimensional tolerances given above are strictly maintained, payment shall be based on the actual weight of fish plates. Once nominal weights of the fish plates are made available, this note shall stand as withdrawn for such fishplates. The nominal weight of a fish plate shall be considered as being the average weight of 100 parts manufactured to the exact dimensions given in the approved drawing, which shall initially be done promptly by Quality Assurance (Civil) Directorate of RDSO.

22.2 For Fishplate combination - The following tolerances will be permitted: -

(a) Diameter of holes +1.00mm

- 0.00mm

(b) Overall length ± 1.5mm

(c) Between surfaces of - 0.2 mm fishing planes of fishplates (d) Thickness +0.5 mm (e) Straightness (i) Horizontal- 0.16 mm per 100 mm of length (i) Vertical- 0.1 mm per 100 mm of length (Centre should not be lower than the ends) (f) End Squareness- ± 2 mm (g) Weight tolerance and base of payment – Provided the dimensional tolerances given above are strictly maintained, payment shall be based on the actual weight of the fish plates. 23. CHECKING OF DIMENSIONS

During the course of manufacture, the Inspector will have every fishplate checked on an approved nipple gauge, and in addition to this check, 3 percent of the pairs of fishplates shall be bolted to the two specified rail sections to check the fit. The ‘fit’ of fishplates shall be tested by attempts to insert small feeler gauges of size 0.2mm between fishing angles or fishplates and rails. 24. NOTCHES FOR DOG SPIKES OR COACH SCREWS The notches for dog spikes or coach screws may be punched hot or cold. All burrs caused by the punching shall be removed. The accuracy of the notches shall be tested by nipple gauge hinged to the bolt nipple gauge in order that the fishplates may be gauged at one setting.

25. SAMPLES

Separately for each item of the contract before general manufacture is commenced a complete set of fishplates must be approved in writing by the Inspector (for combination fish plates only).

26. MARKING 26.1 Fishplate bars- Every fishplate bars shall be legibly marked with the firm’s initials as approved by RDSO, the two digits of the month and last two digit of the year of manufacture of the fishplate bar and heat no. etc below- FI-XX-YY-DN-RS-ZZ FI = Firm’s initials XX = Two digits of the month of manufacture YY = Two digits of the year of manufacture DN = Drawing No. RS = Rail Section ZZ = Heat No. These markings except heat no. of letters/digits shall be rolled atleast 15mm in height and 1mm above the surface at the bottom of non fishing side of fishplate bar at the spacing not exceeding 400mm centre to centre of the identification mark so that each fishplate contains complete identification mark when manufactured. The heat no. can be hot stamped. 26.2 (a) Fishplates (except fish plate combination) - The fish plates shall also be legibly marked with the initial of the firm manufacturing fish plates as approved by RDSO and the two digits of the months and last two digits of the year of manufacture of fish plate and such other marks as may be specified by the purchaser or shown on the drawings at one end of non fishing side of fish plate by punching letter/digits of size not less that 15mm in height without causing any damage to fish plate. All marking must be clear of nuts and bolts holes. (b) Fishplate combination - Each set of combination fishplates shall consist of four fishplates namely: -

OL Signifying Outside Left.

IL Signifying Inside Left.

IR Signifying Inside Right.

OR Signifying Outside Right The above initials are to be stamped on the outside of each plate in 12.0 mm letters. NOTE – R.H. and L.H. are defined as follows:- With rails of unequal weights – Face the heavier section. With rails of equal weights – Face the deeper type of rail, or if both rails are of equal depth, the more modern section. In addition thereto each plate is also to be stamped with: - (a)Identification letters of the rail section.

(b)The IRS part number shown on the drawings in the case of IRS plates and initials of the Railway in the case of ‘non-standard’ plates. (c)The maker’s name, initials or mark. (d)Year of manufacture. All marking must be clear off nuts and bolt holes, and shall not be permitted on the top slopes of IL or IR fishplates as these slopes may be exposed to wheel flanges.

27. INSPECTION The Inspecting Officer or the Purchaser shall have free access to Contractor’s works at all reasonable times. He shall be at liberty to inspect the manufacture at any stage and to reject a material or supplies that fail to conform to the terms of this Specification. The number of fishplates rolled in each shift, with the cast numbers, the date rolled and the shift shall be registered in a book and a true copy of the same shall be given to the Inspecting Officer each morning. Before the fishplates are submitted to the Inspecting Officer for inspection, the contractor shall have them examined, all fishplates which are defective shall be placed in a separate stack. After inspection every accepted fishplate shall be stamped with the Inspecting Officer’s stamp at one end in the presence of Inspecting Officer. Rejected fishplates shall be identified as detailed in Clause 28. 28. REJECTION 28.1 Any of the fishplates which fail to comply with the requirements of this specification may be rejected. All rejected fishplates/bars shall be cut by the manufacturer by Oxy-acetylene flame to a length of less than minimum length of fish plate. 28.2 Where materials are supplied to third party on vender certificate, in case of failure of materials the sole responsibility will lay on vendor. 29. TESTING FACILITIES 29.1 The Contractor shall at his own expense, supply all templates and gauges, furnish and prepare samples of steel, sample fishplates and supply all labour and appliances for such testing as may be carried out in his own premises in accordance with this specification. 29.2 For combination fish plate- A short piece of each section of rail, not less than 460mm long correct to templates, should be available. The contractor must prepare a suitable piece, machined top and sides of head and on all fishing faces to the standard templates. He shall make at his own expense all the working gauges called for by the Inspector. One such working gauge shall be the nipple gauge referred to in clause 23.

30. PROTECTION AND BUNDLING After the fishplates have been inspected and approved, they shall be dipped into hot boiled linseed oil IS:77-1968 or with any other approved rust preventive compound, and when dry shall be tied up in bundles of four with steel wire not less than 5mm in diameter, if they are required to be dispatched in less than full wagon load. If they are being dispatched in wagon load, the fishplates may not be bundled.
