Medical Care • The public health care system, which is funded by

general taxation, provides health care for all residents of Ireland.

• There is a Medical Card, which is offered to those receiving welfare, people with low income, and some residents with long-term or severe illness. It entitles holders to free hospital care, GP visits, dental services, optical services, aural services, prescription drugs, and medical appliances.

• A GP Visit Card is available for some residents earning a slightly higher income. It entitles holders to free general practitioner visits.

Medical Care

• Residents over the age of 70, who are not entitled to either of these two cards, will instead receive an annual cash grant of €400 (US$530) up to a certain income. • People who are not entitled to a Medical Card (i.e. 68.1% of the population) must pay fees for certain health care services. • Emergency care is provided at a cost of €120 (US$159) for a visit to the Accident and Emergency department.

Taxes • Irish residents are taxed on their worldwide income and capital gains, as are individuals who are not resident, but who are ordinarily resident. Nonresidents are taxed on Irish-source income and gains from immovable property in Ireland.

• An individual is resident if he/she spends more than 6 months of the tax year in Ireland, or has a combined presence of at least 280 days in Ireland over that tax year and the preceding tax year.

Taxes • Capital gains tax rate is 30%... • Progressive rates are imposed up to 41%; a universal social charge applies where the annual income exceeds €10,036. The charge is at a rate of 2% on gross income up to €10,036; 4% on gross income between €10,037 and €16,016; and 7% on income in excess of €16,016.

• Value Added Tax – 23% (increased from 21% on January 1). There are reduced rates of 13.5% and 9%
